mike, you're tracking the roads and i know that fog is an issue for drivers. >> chp has been talking about it. they call it the fremont corridor. we're by the truck scales all the way up to hayward, the entire section of 880 as you travel along the east bay will be affected from time to time. i drove through there and it wasn't so bad and the fog drifted in and out so that will be an issue right near mission where the camera is. farther north much more where the yellow highlighting is is sticking around. the south bay, though, we've seen it. kari showed that to you in palo alto. it will be a factor here through contra costa county, 680 and interstate 80 and 580 through the north bay. there will be some need to slow down. >> thanks so much, mike. in the wake of the deadly halloween party in orinda new reports of short term rental property. it found 42 cases of people shot over the past half year either in or near short-term rentals. 17 of those people died including the five people in orinda. 12 states, including california, accounted for at least 23 of those shootings. police now believe last week's orinda shooting is tied to a previous shooting where four people died in san francisco. airbnb, meanwhile, says it's adding a 24-hour hotline. kris sanchez will have a live report on the changes all coming up at 5:30. it's 4:32 right now. in what may be the final game at the center. >> you likely saw the amazing rescue video earlier this week and now we're hearing from the man who was saved. that drama playing out after last sunday's raiders game when rayshawn jackson fell on the tracks near the b.a.r.t. coliseum station. supervisor john o'connor quickly stepped in pulling him from the tracks in a split second before the train passed. jackson lives near sacramento. he said it was really like safety. >> that's god looking over me. to be here. kind of him putting himself in danger to help another person. he's my hero. >> after jackson was saved, he actually decided not to take b.a.r.t. instead, he spent $200 for an uber ride home. o'connor will be honored at tonight's raiders game as a hometown hero. firefighters have fully contained the kincade fire a full two weeks after it started. it burned 374 buildings including 174 homes. four firefight wreers were inju. all those there were saved. >> we're going to have ptsd for a while. >> reporter: that's because the town of windsor was almost a casualty in the kincade fire. it survived. windsor residents came out to say thank you. >> an entire team of people who never made it in front of the microphone and were all h in us. >> reporter: firefighters saving dozens of homes surrounded by flames. >> i use a football term like a goal line stance. they stopped it. no houses were lost. no lives. it was just a miracle. incredible. >> 220,000 people were evacuated, and they were given four to fire hours' notice to get out, take their animals, their few possessions. >> where are my horses at? >> reporter: laura was an evacuee. she and her family were told to get out quickly, leaving their two horses behind. she is thankful for the town's support. >> they came through, watered them and gave them food. >> reporter: meanwhile, councilmembers put in place an emergency declaration so windsor can be reimbursed for thousands of dollars lost. >> this town will never be normal. this was a hisc that we will never forget. >> reporter: cheryl hurd, "today in the bay." 4:35 for you right now. nearly three years after the deadly ghostship warehouse fire where 36 people died, state regulators today will release the building's electrical records n. september a jury acquitted max harris on manslaughter charges connected with the fire. they could not reach a verdict on co-defendant derick almena. a retrial for almena could happen by next spring. new overnight a 16-year-old is in custody tied to a deadly double shooting in antioch tuesday night. we told you about this yesterday here on "today in the bay." a 17-year-old girl died and a 17-year-old boy is recovered. investigators now believe it was tied to a drug deal. authorities arrested the suspect in oakland yesterday. a follow-up on the teacher who wore black face with mi classmates. they are still trying to decide the punishment. leaders held a closed door meeting. the teacher was trying to dress as an activist. the superintendent believes conversation will help the healing process. >> we talked with student leaders, the black student union as well as other students and gave them about three hours where we really listened. >> that teacher remains suspended as the investigation continues. the superintendent says several discipline options are on the table. coming up for you on "today in the bay," google is the latest silicon valley company rethinking the way we see political ads. details on the looming decision that may impact next year's presidential election. and the big announcement elon musk says is a heart stopping design straight off a sci-fi movie. forget ford tough. find out how soon we'll see tesla's electric version of a pickup truck. and take another look right here at this picture of richmond. not too many cars on the road. how is the commute for you this morning? mike inouye has that coming up. you're watching "today in the bay." good morning. i'm frank holland at cnbc headquarters. here are today's top headlines. wall street is set to open up high they are morning. the markets may be reacting from the commerce ministry today. the u.s. and china have agreed to cancel some existing tariffs on goods. the exact amount of tariffs must still be negotiated. the next round of tariffs on imports is set to go into effect december 15th. yesterday stocks were little changed. on today's watch list reports on unemployment and consumer credit. google is considering changes to its policy for political ads following twitter's move to ban all political ads. google has been holding meetings on the issue and is expected to share more with employees this week. any changes would be made across all of google platforms including search. criticism over facebook's refusal to ban political ads. elon musk says tesla plans to finally unveil its electric pickup truck on november 21st. the truck dubbed a cyber truck is supposed to look like something straight out of the sci-fi movie "blade runner." it was unveiled in l.a. musk has said the truck has a heart stopping design and superior performance to a porsche 911. it comes the say week ford is going to unveil a mustang inspired suv. if these claims are true, that truck would be the perfect thing to drive to tahoe. back over to you. always thinking of at that though, thanks. kari is tracking the forecast as we head to the weekend. >> we're dealing with a fog advisory issued for parts of the north bay where we have quarter mile visibility now. some of that is moving into the east bay, into concor we'll talk about that and what's ahead next. talking about this, san ra the bay. this will be a factor in many parts of your commute, what you have to watch out for and how it's affecting those speeds. plus revising the presidio and how it will soon change your commute. there are three words that mean everything when you live with migraine... may be back on daddy duty. the pair successfully hatched a foster egg last year. they have been given another egg. they're not sure if it is fertile but that's not stopping the penguins from trying. check the forecast today. a foggy start across a lot of the bay area. >> it will be a big issue. we will have low visibility, this is the view this morning. now the national weather service issuing a dense fog advisory and even as we head to oakland and our inland areas the fog is drifting in. just make sure you allow some extra time to get to work. this is the picture i got yet morning looking at door this morning, we are starting out with some cool temperatures as well. in pleasant hill expect some fog through about 7:00 and then as that clears out we have sunshine and warming temperatures. we'll be in the mid-60s by 11:00.in the mid-70s in the south bay and with the cloudy start it will bring down the temperatures a few more degrees in some spots, but we're still going to make it up above high temperature reaching 79 degrees. in hayward we'll see a high of 71. 70 today in redwood city. daly city, 62. 62 in ingle side and some mid-70s for parts of the north bay. going into the forecast we still have this stubborn area of high pressure. as we go to the end of next week it looks like it nudges its way to the rest enough for some rain to make it into the bay area. it looks like possibly by next friday and saturday we could see a change in the pattern that allows for at least some light showers to quickly pass by which is a nice change from this weather we've seen recently. as we look at our seven-day forecast we have upper 70s and low 80s well above normal weather continues through veterans day and then it does cool off as we start to track the rain. expect a lot of 60s in the forecast. i changes here just fog you have a note for dng in the fog. flashing lights, there is a crew there. not a major concern. it's not blocking lanes right now at university. here's the fog. so that's pretty tough issue. we can see the ikea parking lot but right by it is a big lightup billboard. this is the reason you don't use the high beam setting. you might be tempted to because of lower visibility but as the light gets brighter it makes a big orb. the light reflects off the water particles in the air making it tougher to see. so keep the lights on standard or use the fog lamp. so far the drivers are able to get through. not as much of an issue to see them. keep that in mind through the south bay and along the peninsula. we'll pull over to vasco. a little slowing for west wit an issue with fog and visibility where the yellow highlighting is all the way across into the north bay. this is our weather data on the road conditions and the speed sensors. this big rig is showing you how much effect on all lanes until it straightens out. there we go. from richmond to san rafael, that fog is thick as well. the dense fog advisory there and you see that hovering around the deck. we see the cash lanes backing up. fog will move around. live shots through the morning. one person is dead, two others recovering after a shooting outside of a fast food restaurant near san diego. it happened last night at a church's chicken near the border in otay mesa. the victims are all employees, and police say the gunman walked into the restaurant, started shooting, then left. he's still on the loose this morning, but earlier in the day police say that same man tried, without success, to buy food with a fake $100 bill and then got into a shouting match. parents are outraged following video showing middle school students fighting. relatives of one of the boys involved reached out to our sister station and said it's part of a fight club being organized by students at everett middle school. the boy's aunt says she met with the school's principal this week and showed her the video. the school district said in part, the school is aware of the incidents. the students will have received disciplinary action. a new dedication to honor a mother and her young sons who died in a hit-and-run in april. they were struck in a cross walk on foothill boulevard in oakland's fruitvale neighborhood. it happened just outside of a laundromat. today the laundromat will dedicate its community room to the two victims. police arrested a suspect in june. one travel option is over for now but may be back better than ever. the mercury news reporting weekend service between richmond and san francisco is being soft. pilot run launched in august, but they now want to put it on hold, analyze the data and consider making it a permanent run in the future. it's 4:51. the start of the project meant to revitalize the presidio is two parks. the 14 acre tunnel top project would connect to the crissy field and the presidio. the two areas will be linked for the first time ever. work is expected to last two years and cost $110 million. house speaker nancy getting billed? i'm consumer investigator chris chmura. nbc bay area responds. but first, happening now, lufthansa airlines canceling about 1,300 flights because of a planned strike in germany. part of a bitter dispute with the biggest airline about pay and the union's legal status. lufthansa said it's putting together a special flight plan. passengers will be able to check flight status on their time last year. >> the average wage rose nearly 3% from september to september according to the bureau of labor statistics nationwide. wages were up about the same. at the same time bay area prices are up 2.7% over year over year. nbc bay area responds to a south bay woman exhausted by her gym membership mix-up. >> she couldn't work out a deal to get thousands of dollars back. chris chmura and
