And if they dont, how can they control it . As the conversation continues tonight, families members of some of the victims continue to grieve. Later, the planning director laid out options the city could take to make changes to its policy. You could set a minimum number of nights, for instance, two nights, or a maximum of days per year that a property could be used for a shortterm rental. I see no benefits to our community. Reporter the community got a chance to voice opinions before a packed house. I am stunned to learn tonight that there is actually shortterm rental regulations already in effect in orinda, because that house being a neighbor has had trouble. Banning airbnb is not a solution. Users will find another way. Reporter it hasnt happened yet, but councilmembers are expected to direct staff to come up with some type of solution, and those solutions will be discussed later this month. Breed has nearly 70 of the vote. And while she may have skated to victory, the work ahead in her first full term may not come as easy. Jean elle is live in the city with more. Jessica, mayor london breed declaring victory in front of an excited crowd. This will be her first fouryear term. She won a special election in june of last year to build af l lee. She spent the last year focused on quality of life issues, adding more shelter beds and fighting to open controversial navigation centers, and working to increase access to drug treatment. Working to prove to voters she is up to the job of leading San Francisco through a housing and homeless crisis. Tonight she says she will continue the tough work to change conditions on the streets, taking a moment to thank supporters, but there will be no honeymoon period. Mayor breed says she is ready to continue the work. Im excited, but im also like anxious to continue to get the work done, because i want them to be proud of the decision that they made. I want them to see a different and be happy about the conditions of San Francisco. And thats going to take a lot of work. Part of that work for her is getting prop a passed. The 600 million Affordable Housing bond. Mayor breed is optimistic it will pass. The city can then use that money to build, rehabilitate and preserve housing to address the housing crisis in San Francisco. Mayor breed has been mayor for a year. She says she has momentum on this issue. She says the next step is to get more Affordable Housing and shelter beds in every neighborhood of San Francisco. Jean elle, nbc bay area news. Thank you. Certainly some tough challenges for the mayor in the months and years ahead. The key race on the board of supervisors in San Francisco. This is district 5. Interesting because its london breeds old vic. Vallie brown is the current supervisor and political ally of mayor breed. Brown is facing dean preston. And you can see how close this race, neck and neck, both at 47 . There will also two props tonight that are being closely watched across the country. We mention prop c about vaping and prop d about uber and lyft. Lets take a look. Prop c is failing right now, a no vote means the ban on vaping products, selling vaping products in San Francisco remains in place. Now prop d, this would tax your. It needs 2 3 majority, a yes vote would mean a tax would be added. That extra money going to city transportation products. You can see the yes vote nearly there, getting more than 2 3 right now. High profile props with significant impact. Lets bring in ros plater. The failure of prop c was good voting 41 against this. Good news for the political activists who gathered here at mannys, the place to be as they watched the Election Results trickle in. Just after the polls closed, voters packedy waiting and wat for the vote tallies to come in. We wanted to gaze their reactions to two controversial propositions. First prop c, the yes on vaping measure, designed to overturn the board of supervisors ban on ecigarette sales. Ecigarette maker juul had poured millions of dollars into the campaign, but the Company Abruptly withdrew its support in september. An early return show seems headed for defeat. Im really excited that prop c failed. The board of supervisors already passed an ordinance. Funding got dropped midway through anyway. It wasnt really at risk of passing. Reporter then prop d, the proposal to slap a 3 1 4 tax on your uber and lyft rides. That tax would go muni and the citys transportation project for new projects. Early returns show it is just shy of the 2 3 threshold it needs to pass, and many activists here were hoping it would prevail. Ride share has been shown to increase traffic in the city, and decrease support for public transportation. As somebody who rides their bike im very happy to see rides, even ones that i use pass. So the margins there are very slim. So stay tuned. As for prop c, tonight the City Attorney Dennis Herera issued a statement, saying smart to be fooled by juul, but juul itself pulled out of the campaign late september. Nbc bay area news. Thank you. Lets talk about two other important props, prop a which is Affordable Housing bond. That would raise 600 million for low income and middle income housing. Right now that is leading by a substantial amount there you can see. Prop b is the Affordable Housing for educators that would ease the restrictions and really open up what parcels of land could be used to build Affordable Housing, specifically for teachers and staff at school. When will the real pressure come when it comes to housing that were talking about or the filth in the city . She talks a good game. Can she back it up . I think the honeymoon, a lot of it is already over. Now she is going to be granted a first full fouryear term. Housing, Public Safety have already been one shes been dealing with for the last year. In some ways she is just going to be continuing a lot of that work that she has already done. Lets talk about the District Attorney, because that really is probably one of the most significant roles that you can have in the city and one of the most powerful positions you can have in the city. We saw gascon. He had a very progressive look at that position. Really changed how it is in San Francisco. What do you see with the two people Going Forward and the incumbent, who is supposed to have a lead. Hasnt had a chance to be in that position for long and she does have breeds support. One of the things to note is normally District Attorney selections, theyre not very competitive. As you mentioned, the mayor being able to appoint loftus. But this is a very tight race and we probably wont know who is going to win this because of ranked choice voting. This is really a race that is signaling the shift more broadly across the country to reduce mass incarceration in california and also maintaining Public Safety. Reporter police say the 18yearold victim was a former player, house sitting for enna the night of october 26th. In the Early Morning hours the next day, police say enna, seen here in a facebook photo arrived home and committed multiple sexual acts without the victims consent. Officers and deputies thought they had captured one of those two inmates who had escaped from the Monterey County jail over the weekend. This is the motel 6 in the city of marina. They got a call that one of the inmates was spotted there. When officers stormed the room, it was empty. Santos fonseca were in jail on murder charges. On sunday they escaped by the hole in the bathroom and climbing out from the city. There may be a fire bug in contra costa county. Investigators have looking into a series of fires with possible arson. Concord police say there have been about a dozen suspicious fires around the edge of mule park. The latest one early this morning near a condo complex on bel air drive. The fires take place at various times of the day. One person who didnt want to be identified showed us pictures of some of the fires. The simple fact of having 13 fires in one season, and its not arbitrary. The police know this. The Fire Department knows. People that live here know this. This is not normal. Someone is out here intentionally lighting fires. Contra costa Fire Protection leading the investigation has the community on edge, and they are watching this closely. A drug bust in the east bay revealed a pot grower who took extreme measures for security. Police raided a home in hercules and found an illegal weedgrowing operation. They had to get through this enhanced doorway to get to it. The homeowner apparently installed the bars to secure his marijuana plant. Officers also raided hisilcond another grow house there. If you ride bart frequently you know you can see just about anything there. Now it also includes a pony. This pony was allowed on a train at the rockford station today after the owner showed paperwork showing the pony is a registered animal. They admit bigger animals on new trains can prevent challenges for service. For that reason it plans to further investigate ways to handle riders with Large Service animals. So as we move through tomorrow morning, i want you to be ready for the clouds to move in. I dont see a whole lot for the south bay, but do expect a few clouds and 59. Some areas of fog in the peninsula and for the trivalley 47 and patchy clouds. Definitely the best chance of that fog as you head out on that morning commute will be right here across the east bay, San Francisco and the north bay. For commuters around 6 00 to 7 00 in the morning, once guinea kind of bridge commuting, you definitely would be impacted by that cloud cover tomorrow morning. Look at this. We clear out by the afternoon, and we will get that sunshine. So my microclimate forecast tomorrow. With that fog in the morning, its actually going to bump temperatures down a few degrees tomorrow. So overall, really beautiful weather here for november. 79 in morgan hill. Over to san jose, 74. With a little bit of that bay and ocean breeze, oakland at 68. And then over the east bay hills. Up to 79 in concord. Going to the beaches, take your jackets. 59 in half moon bay. And then a little bit on the cool side for redwood city, 72.
