"today," august 14, 2019 >> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb. live from studio 1a in rockefeller plaza. good morning, thanks for being with us on a wednesday morning. very interesting deal that jay-z made with the nfl and a lot of folks are hoping he'll book his wife beyonce ffor the halftime . big overnight developments into the investigation into jeffrey epstein's death. officials are looking into whether prison guards were sleeping for hours that night. nbc's stephanie gosk is here with the details, steph, good morning. >> good morning, guys. that's right, a justice department official says an after-action team from the bureau of prisons is expected to arrive at the manhattan jail where epstein died, sometime this morning to try to determine what went wrong. >> reporter: this morning, growing questions surrounding jeffrey epstein's apparent suicide in his manhattan jail cell two law enforcement officials now telling nbc news investigators are looking into whether the guards responsible for checking on epstein at the time of his death were sleeping on the job logbooks now being examined to see if there are discrepancies compared to what is on the prison camera system the guards were supposed to check on epstein every 30 minutes. sources now saying there is a gap of several hours before epstein was found in his cell. as for the guards themselves, a person familiar with the investigation now tells nbc news that one male employee who was working overtime when epstein died was not a full-fledged corrections officer. however, the employee had been a corrections officer there for seven years before he accepted a different job with better pay and better hours and had full training and experience as a corrections officer. >> we are now learning of serious irregularities at this facility that are deeply concerning >> reporter: attorney general william barr placing both of the guards on administrative leave and also reassigning the prison warden to another federal institution. >> stephanie, in the last two seconds we've got some breaking news about a lawsuit filed >> yes, we do. the big question all along is what were the victims going to be able to do once epstein took his life, what would be their legal resource jennifer arose, who you sat down with, said jeffrey epstein raped her as a teenager. she filed a lawsuit that makes claims about ghislaine maxwell, allegedly an enabler of this alleged sex trafficking ring of underage girls the lawsuit includes three unnamed employees. you may remember the indictment against jeffrey epstein had three unnamed employees as part of it. this will be i think a model for some of these accusers going forward in how to take legal action against jeffrey epstein's estate >> right around the time we did that interview, she had filed some kind of anticipatory paperwork for a lawsuit against epstein. so as you say, it's very significant to see how some accusers are still going forward in the justice system absent him by trying to bring in some of these alleged conspirators >> and it also raises a very big question of where is ghislaine maxwell. we have not heard from her, we have not seen her. her name is coming up more and more, guys >> thanks, steph another big story we're following, the weather powerful storms including several tornadoes caused damage yesterday and there is new threat of severe weather today dylan is in for al once again. dylan, what are we looking at? >> good morning, craig we're seeing severe weather pushing south. look at minnesota yesterday, this is ellendale, minnesota where we began to see funnel clouds dropping down from the clouds above yesterday we saw four reports of tornadoes in minnesota and three in colorado. we had 127 reports of wind damage expanding from the east coast back through the eastern rockies. today, through the eastern rockies again is an area where we'll see strongest storms we could see hail up to two inches in diameter, wind gusts 60 miles per hour and greater. dry heat, temperatures ten to 15 degrees above average, now pushing down to the gulf coast not only will it be hot but humid, so it will feel like about 110 to 115 degrees in some of those areas like jacksonville, like pensacola, florida, new orleans shreveport will feel like 105, houston like 108 tomorrow, temperatures, feels-like temperature above 1oo. phoenix, 113 tomorrow, temperatures will still stay in that 115 to 120-degree range, exceptionally hot in your part of the country. >> i was going to say, in my hometown that's a high temp for sure now to an an nbc news exclusive, the head of i.c.e. defending those massive workplace raids in a new interview with nbc and another top official under fire this morning for what he said about the statue of liberty. nbc's gabe gutierrez has more. >> reporter: good morning. the fourth acting i.c.e. director since trump took office makes no apologies for the raids at food companies in mississippi. another official is being criticized for changing the poem on the statue of liberty this morning, a top immigration official taking heat for rewriting the statue of liberty's famous inscription, reading in part, give me your tired, your poor, your huddled masses yearning to be free ken cuccinelli saying this when asked on npr if it was still america's message. >> give me your tire and yod anr poor who can stand on your own two feet >> of course that poem was referring back to people coming from europe where they had class-based societies where people were considered wretched if they weren't in the same class. >> they throw things like that out, red meat for their base, people who want to create a whiter nation. >> reporter: democratic presidential candidate beto o'rourke tweeting, this administration finally admitted what we know all along they think the statue of liberty only applies to white people it all comes after the trump administration announced plans to restrict legal immigration, making it tougher for people to get a green card if they received any public assistance like medicaid or food stamps president trump says the change is long overdue. >> i am tired of seeing our taxpayers paying for people to come into the country and immediately go onto welfare and various other things so i think we're doing it right. >> reporter: meanwhile in an exclusive interview with nbc news, the acting director of i.c.e. says every child affected by last week's immigration raids in mississippi is now with a caretaker. >> in hindsight, is there anything i.c.e. could have done better last week >> no, i think this was a textbook operation, despite the emotional accounts of kids left without parents. tablets. the president, who has repeatedly insisted those tariffs would hurt china, not the u.s., is now backing off his trade war. he says to spare american shoppers during the holidays this morning, temporary relief for american companies and consumers after a rare retreat from president trump, announcing he'll delay his threat to slap tariffs on some of the $300 billion worth of chinese goods from september 1st until december 15th. the president for the first time acknowledging his actions might mean american consumers pay more >> we're doing this for christmas season, just in case some of the tariffs would have an impact on u.s. customers. >> reporter: until now, the president has repeatedly insi insisted only china would pay the price. >> it's been proven our people are not paying for those tariffs. >> reporter: the 10% tariff on popular items, including cellphones, computers, has been postpon postponed, as well as toys and shoes. hasbro among the companies publicly opposing the tariffs. the trump administration saying some products will be removed from the tariff list based on health, safety, national security and other factors the stock market rallied on the news, surging more than 370 points tuesday even as some economists warn the risk a recession next year is growing, in part due to the escalating trade war with china. and the president, as you know, has already ofourse posed $250 billion of tariffs on chinese imports. of course higher prices on key items heading into an election year could be politically problematic for president trump. still, the move, china experts warn, could also undermine the president's message to china indicating in fact the willingness to back down from his tariff threat amid potential backlash from american consumers or voters. >> peter alexander, thank you. police in dayton, ohio released new details and surveillance video from last weekend's mass shooting that they say 24-year-old connor betts stopped at blind bob's bar with his sister and a friend two hours before the shooting, then later took off on his own, eventually heading back to his car for backpack with his rifle and a change of clothes. he returned to the bar, police said, and firing from outside, shot 26 people in 30 seconds a bouncer pulled people to safety inside another bar. betts was then killed by police 32 seconds after his first shot. police also clarified that 17 people were wounded by gunfire, three more than previously reported flights resume this morning at hong kong international airport after protesters disrupted operations for two straight days. clashes broke out last night as police used pepper spray and batons to clear demonstrators from the main terminal at least five people were arrested no initial reports of injuries it was an escalation of ten weeks of street protests that grounded hundreds of flights at one of the world's busiest air travel hubs. nbc's anne thompson is here with a story about a new law to help survivors of sexual abuse >> good morning. child sex abuse victims will no be able to file civil suits. it creates what's called a lookback window to allow victims of past abuse to file civil lawsuits against the people who harmed them and the institutions who employed them. this could mean a flood of lawsuits against organizations like the catholic church, the boy scouts, even the estate of jeffrey epstein. >> reporter: this morning a new chance at justice for thousands of sex abuse survivors in new york state >> for the first time in my life at 37 i have agency over my own body and so does everyone else that's watching this. >> reporter: the child victims act signed into law earlier this year now allows sexual abuse survivors to sue until they are 55 it also opens a one-year lookback window, giving survivors a year, starting today, to sue their abusers or liable institutions, no matter how long ago the abuse took place. previously new york statute of limitations on child molestation cases barred anyone above the age of 23 from filing civil lawsuits suzanne robertson and june maloney plan to take advantage of the new law the sisters say they were sexually abused an orphanage in in the 1960s the orphanage did not return nbc news' request for comment. what kind of difference will it make in your life? >> nobody will ever say "liar" after my name. >> and cities may want to brace for the hottest day so far this year. meteorologist kari hall tracking the conditions and the timeline for the warmup. >> it is already starting to warm up this morning as the sun rises and we take a live look outside in san jose and normally we're in the mid 50s but already about 66 degrees. then we're going to see the inland temperatures reach up to 106 today in concord and in antioch. parts of the inland east bay as well as the north bay will be over 100 degrees. we'll also have a very hot day tomorrow. we are going to also have to deal with some unhealthy air quality in the valleys. by the end of the week the air starts to mix up a little bit and we'll get cooler temperatures, mostly sunny skies as we see upper 80s for friday or rather for saturday and sunday. for san francisco, we are still warming up there as well reaching the low 80s but then the weekend we'll see the temperatures coming back down to the upper 60s as the fog returns but it will be dangerous to spend long periods of time outside today so we'll continue to monitor those temperatures. let's head over to mike now watching the roads. we're watching the middle of the screen the bay bridge the approach near oakland and berkeley, standard area for backups. looking at highway 37 there is some recovery. we had a big rig carrying logs in the back of the trailer over on the right investigation into jeffrey epste epstein's apparent suicide sources tell nbc the guards' time logs are being compared to video footage to see if the logs were falsified the guards were supposed to check on epstein every half hour but sources say there was a gap of several hours before epstein was found dead a task force from the federal bureau of prisons is arriving at the facility today to examine what went wrong. the los angeles opera has launched an investigation into agencies that its director and legendary tenor placido domingo has a history of sexual harassment alleged victims say domingo used the promise of jobs and punished them professionally when they refused his advances other women say they witnessed such inappropriate behavior. the 78-year-old domingo says the accusations are deeply troubling but, as presented, inaccurate. police in berlin, massachusetts released this dash cam video showing a driver who appeared to be texting behind the wheel, then slamming right into a utility pole. the officer had to react quickly to avoid hitting the wreck the woman was issued a citation, escaped with just a cut on her head police hope that releasing this video will save lives further down the road. >> texts are never worth it. >> no. the nfl has found a surprising new business partner, music mogul jay-z. they are teaming up for music and community activism deal come later today but nbc news has confirmed the new partnership between the nfl and rock nation, the entertainment company founded by jay-z it's expected to focus on two arenas, helping to expand the league's entertainment offerings and tackling one of the nfl's toughest issues, continuing tensions with players over social justice rap star jay-z changing his tune from this -- >> i said no to the super bowl >> reporter: to this the nfl announcing a bold pich with the music impresar eeo which gives him influence over the halftime show. the perhaps unlikely alliance will begin as the nfl's 100th season kicks off the league says it hopes it will nurture community through community and the nfl's inspire change initiative. it's a bold step as the nfl looks to move past the controversy surrounding colin kaepernick and other players kneeling during the national anthem >> there's people being murdered unjustly and not being held accountable. cops are getting paid leave for killing backlashes with big name artists rejecting invitations to perform at the super bowl. jay-z's deal with the league already has some wondering if his superstar wife beyonce will be the first performer to pull off a super bowl halftime show three-pete following her performance in 2013 and '16 with a politically charged show paying tribute to the black lives matter movement. advancem, it also makes jjay-z the voice for the nfl's inspire change initiative in a statement, jay-z says rock nation has shown that entertainment and enacting change are not mutually exclusive ideas. instead, we unify handling of audio recordings shared between users. nbc's morgan radford has more. >> that's right, guys, we're talking about recordings from facebook's messenger app which is used by more than a billion people each and every month. reportedly some of the people hired by facebook to transcribe those conversations felt the work was unethical >> reporter: a company that preached privacy after failing to protect users' data is on defense overnight. facebook revealing overnight that the company had reviewed conversations shared on its meng app. bloomberg reports some of the employees were rattled by the job of transcribing the audio, not understanding why facebook needed the transcription, according to people with knowledge of the work. the contractors felt it was unethical because users didn't know a third party might review it facebook telling nbc news it caused human review of audio more than a week ago, adding the only users affected chose a transcription option in their me messenger app. facebook says it masked the audio to make sure no identities were revealed. facebook's founder mark zuckerberg has been pressed on the company's handling of user audio in the past. >> does facebook use audio obtained from mobile devices to obtain personal information about its users? >> no. well, senator, let me be clear about this you're talking about this conspiracy theory that gets passed around that we listen to what's going on on your microphone and use that for ads. >> right >> we don't do that. >> reporter: it's the latest black eye for facebook, just find a record $5 billion as a result of a federal investigation into its privacy practices. but it's not the only tech giant to have people reviewing user conversations. apple, google, and amazon, which all have virtual assistants listening to help users, also facing criticism in recent months, those companies stopping the practice completely or allowing customers to help out >> on its support page, facebook never actually mentions human review instead it says it uses machine learning and that the more people use the feature, the more can help and even though facebook says it has paused their reviews, you can opt out by not having your audio clips transcribed. if you have already chosen that option in some conversations, you can actually just switch it off in that chat details menu. there you go, guys, dylan dreyer for another check of the weather. >> you see dallas is seeing some heavier rain right now, northern louisiana. also parts of southern louisiana and this will extend over into florida as well. florida is an area that is going to see days and days of rain with these pop-up showers and storms all along the gulf coast and extending into florida some of these downpours could produce several inches of rain in a short period of time. that's why we could see isolated flash flooding if that rain really doesn't let up. also along the southeast coast we could see up to two to three inches of rainfall through the carolinas and extending into florid and as we take a look at our window in san francisco, it is looking pretty hazy out there. we will have some unhealthy air quality especially for the santa clara valley and inland east bay. spare the air day as our temperatures soar over 100 degrees for the east bay valley as well as parts of the north bay and the south county and san jose reaching 98. we will still have dangerous heat tomorrow. by friday we're in the mid 90s. then mid 80s in time for the end of the weekend. >> and that's y >> and that's your latest >> i used to wear glasses, people would say i looked like like a teacher >> you have a logo, and i know it's really meaningful to you. can you tell us the back story >> my logo is actually a picture of my dad, my father passed away in 2013, suddenly. basically i wanted to eternalize him through my work. i had this idea to make him the chef boyardee of my brand. when he passed away, he had a photo of him from the '70s >> that's really cool. >> he's proud of you >> thank you >> let's get to it this is the famous five-cheese truffle mac and cheese >> this is the world-famous five-cheese truffle mac. you want to put a decent amount of salt inside of it because the salt prevents it from -- the macaroni and cheese from sticking it won't make the pasta salty but it will help it from sticking you want to put the macaroni in there. then we're going to move on. while the macaroni is boiling, you want to work on the roux my family makes macaroni pie from trinidad, in school i learned how to make it with the roux i kind of mix -- it's like a fusion >> okay. >> so basically you've got the melted butter. you add the flour. a little bit of flour to the butter you mix that then you add the -- let that thicken. add the heavy cream, slowly. you want to add that slowly so you can kind of get a texture to that >> are you stirring as you go? >> you're stirring as you go then so basically i season the roux, some garlic, black pepper, seasoning salt and then i add a little bit of truffle oil. >> you're supposed to do the roux kind of slowly on a low heat >> on a low heat and you want to let it kind of get like a consistency, add the truffle oil. >> how much truffle oil? >> it just depends on your taste. some people -- a lot of people have a love/hate relationship with truffle oil you can do it totally without the truffle oil and it will be just fine as well. that's the roux. so once you -- oh, i'm sorry, i'm sorry. you have to add the cheeses. >> yeah, of course >> which five cheeses, by the way? >> i use parmesan romano, cheddar cheese, smoked gouda, i liked the smoked taste, fontina. i add the mozzarella last, it's kind of stringy, it's just easier to mix it like that >> let me move down. >> then you obviously let them multi, months melt, add the mozzarella last. >> that's what gives it that cheese pull. >> look at craig, he's already eating then what happens?
