Nearly 19,000 homes were destd. Investigators have also determined a second fire started. They say that fire was caused by vegetation into the power lines. The representative of people suing pg e says hes not surprised by the findings. This is just another, what i call, a link in the chain, the trail of horrific acts that pg e has committed over the last decade that have resulted in the gd extra that people continue to live with. He says pg e has known for months that they would be held accountable for the fire in butte county and thats why they filed for bankruptcy a couple months ago. What does this mean . A lot of people are waiting for this. Reporter i think prosecutors tell us theyve known about what is in this report for some time. Theyre working hand in hand with cal fire. It is a critical step. Because cal fires report needs to be done so the prosecutors can move to the next level which they say involves exploring Involuntary Manslaughter charges against individuals or the corporation itself. This fire was a couple hours away from us. Most of us here in the bay area, what now for bankruptcy filings . A good question. The criminal liability is separate from any financial liability theyll incur here. And given the bankruptcy, people are waiting to see how theyll get compensated if at all at this point. Pg e has an emergency fund. Theyre talking about it. 100 million. Basically, all the litigation over how people might be paid has come to a halt while this bankruptcy proceeding goes forward. And as prosecutors prepare their case, and they expect that it will be weeks to months to get something done there. Thank you. Sheriffs deputy in the east bay accused of being drunk and then beating a formerer cop. This is him. Mug shots. The alameda Sheriffs Office says he crashed his personal car last week into a home. The victim says he is a retired police officer. He took a picture of the white car that he was driving. The deputy has been booked is the county jail. A 1monthold baby murdered in san jose. Now months later, the father is accused of killing that little baby after an extensive investigation, homicide investigators have identified kevin as the person responsible for killing baby owen. The baby died in september after paramedics responded to a call. The baby was not breathing. They took him to the hospital where he died. Coroners later revealed that he suffered blunt force trauma. The father was arrested yesterday. Tears and gas in the ghost ship trial today and they came from one of the first firefighters to rush into the burning building. The firefighter broke down in court saying shes replayed that night over and over again in her head. Things got heated in the courtroom. Reporter very emotional. She broke down in tears when she said in her 15year career, this was the most difficult fire shes ever fought. She recalls the night of the fire. She was about 40 to 50 feet inside the warehouse before she realized the flames were too strong and they had to give up on the search for survivors and leave the warehouse. Prosecutors showed a 15minute video. One of the first firefighters to step inside the warehouse. She said her crew had to crawl down on the floor because there was thick smoke everywhere and flames were flying over their heads. She said in that moment she wondered to herself, how did it get this bad this fast . She said her oxygen tank was running low and she had to call her team out. They grilled her asking her if she knew there were trapped people on the second floor. And if she had gone up the stairs. She said she did not ask people before going in if there were victims inside and she said she never saw the stairs. At one point, the attorney said, let them die, huh . And that drew audible gasps from the gallery. Extremely emotional for them to see the moment when the firefighters went in and to think about where were their loved ones, the Adult Children that died in that fire. They could have saved those lives. The people that lost their lives. Theyre upset for the victims families. That is some controversial testimony right there. Weve heard from oakland firefighters. Have we heard from Oakland Police officers yet . Reporter we did hear from an opd officer. His testimony was cut short for time but we know he spoke with them in 2015. The prosecution showed the body camera footage. You hear him tell office per nobody was living in the warehouse. Of course, prosecutors are going to pick apart this video tomorrow to try to show the jury that derrek repeatedly lied to authorities who asked questions the ghost ship warehouse. A painful process for the families sit go in that courtroom. Thank you. In the south bay, a strategy in san jose to create some Affordable Housing. The mayor wants people to literally build Affordable Housing in their backyard. Today the mayor unveiling the proposal to encourage home owners to construct the socalled granny units on their property. He offered to waive the city fees and offered forgivable loans. I found out that there were fees, it could be up to 20,000 without even starting the project. It could be a good deal for a lot of people. The mayor says the usual cost to build a rental unit is 650,000. The city could offer housing that starts at 110,000. The city council is expected to take up this proposal next month. And starting to get wet right over fremont, milpitas and san ramon. One of the most dangerous corridors, it is on 24, right through the stretch. Also, walnut creek. It will see the rain pick up and intensify over the next 20 to 45 minutes. Weve got some rain but also some snow. It is just starting to see a few snow showers develop. Once we hit tomorrow, that snow will stack up. All the rain we have right now gets to higher elevation. As we move through thursday, anywhere from three inches in blue canyon to 14 inches over kirkwood. And then well see a second round as we hit saturdays forecast. Into sunday. That would probably bring us up to 31 inches. 26, twin bridges and nine at south lake tahoe. Forget spring. This is a winter flash back. As we mentioned, the last average snow date is may 8. The last record snowfall across the sierra back on june 16 of 1955. So it doesnt look like it will be the last snow we would have ever seen. Certainly quite unusual. Critics point the last years camp fire as an example. The town of paradise was incinerate. More than 18,000 homes and businesses lost. The same area was logged after the butte fire a decade earlier. Hundreds of scientists have penned letters to congress saying that logging allows flammable grass to grow. Leaving areas more vulnerable during future fires. The disaster in paradise remains californias most deadly and destructive on record. I believe people would have had at least two more hours to evacuate. What they failed to consider is the treatment after the logging operation. We dont go in there and log and then walk away. The fire service says they follow one controlled burns to get rid of the flammable brush. They also plant new trees after removing those that were burned. There are piles of dead trees that will fuel even larger fires. So why . The federal government says they have it wrong. Saying you have to rethink the way were doing this. Because losing the burned trees in the forest, even those that fall to the ground. It can actually slow down future fires. In fact they say areas that have been logged can actually burn up to five times faster than areas that are just left alone. Whats the link between Forest Service and are they funded by these trees . A significant chunk is funded. They get some 40 million every year by selling trees for these private logging companies. The Forest Service is quick to say, it is not about the money. It is about creating a safer habitat. They point to the overall budget is some 6 billion. Theyre getting about 40 million each year. You can watch more on the investigations on our website. The new change in the forecast today on tomorrows system is that it will have more of a northerly track. If youre in the north bay, you would be more in the bullseye of this storm system with lesser amounts to the south bay. Keep your eye to the sky of if you see any flashes, stay indoors. Thats the safest place to be. Still some instability in the forecast by 4 00 p. M. And then by 10 30, well see it winding down with some spotty showers. Tomorrow, a quarter to a third of an ink.
