that's on the back of the wrecker. an hour ago the driver of this vehicle spotted him on southbound 680. this was at dublin. they tried to pull him over. he refused. then he got on to westbound 580 and ended up wrecking here. he was taken into custody with minor injuries. they did have all lanes shut down, but it's two far left lanes shut down as they clean up the debris and get ready to move this vehicle which they expect to happen at any moment right now. this is what the traffic looks like. your headlights are heading westbound on 580. there's quite a backup as you're going through the dublin interchange. this is just west of 680. so just something to keep in mind as they are going to be re. opening this shortly. by the way, no chp officers were hurt during this chase. it was just the person that was in this vehicle here would not pull over for speeding. reporting live here on 585, bob redell, today in the bay. >> more breaking news. we're track iing that red flag warning. >> this is mostly for the east bay and north bay and elevations above 1,000 feet. that includes parts of near mount. and then into the north bay mountains. this is where the winds will be picking up as we go through the the day. we could see gusts up to 55 miles per hour. right now sustained winds are at about 10 to 15, but a little higher for fairfield and napa. sustained winds at 25 miles per hour. so i'll be keeping an eye on this and the humidity levels that are set to drop as we go throughout the day. that will also increase our fire danger. more on that coming up in a few minutes. today in the bay's chris sanchez continues our coverage here. >> fire danger is a normal part of life. you can see the caution behind me. on 680 here these are pretty dry. we're not feel iing the breeze just yet. but we know this is a high fire danger. there is that red flag alert in effect for the oakland hills. pg&e officials say a forecast does indicate a need to call for a public safety power shut off like the one in the north bay two weeks ago that was so disruptive there. but we can tell you that oakland fire is now increasing staff in. >> we're looking at a apparatus to give us an additional eight bodies within the city. >> firefighters are worried about are some of the extreme wind gusts that mentioned was happening. the fire alert is expected to end on wednesday morning. so hopefully we can make it through the night. but the fire danger is high for those of you who live in the fire zone, you know what to do. don't mow your dry grass in the heat of the day. and if we are just driving through if you have car troubles, don't pull over in a grassy area because that converted the hot part of your car. kris sanchez, today in the bay. this is an issue many homeowners still face following the deadly wildfires a year ago. this morning state lawmakers are holding a hearing. i'm talking about insurance coverage here. the leaders will examine if homeowners coverage has been sufficient to hp those affected. several homeowners have complained to nbc bay area about their insurance claims. many saying it's taking an unreasonably long time to be paid. the meeting is being held at the napa valley college. it's open to the public. it starts at 10:00 a.m. also developing right now, still no update from police on a toddler shot last night in east oakland. it happened a little after 7:00 last night near the border. right now we know that a 3-year-old boy was hit by g gunfire. police are not confirming if he was caught in some kind of cross fire or if something else led to the shooting. someone walked that child into a nearby hospital. no word on the extent of his injuries. 5:05 right now. a somber day ahead in pittsburgh, pennsylvania, as the first of the funerals for the victims of that mass shooting start. president trump is also heading to pittsburgh this afternoon to honor the 11 victims kill ed inside that jewish synagogue. but hundreds of thousands of people have signed an open letter posted online to the president telling him he's not welcome there because of his response to the attacks. the white house is defending the president. >> the first thing the president did was condemn the attacks in pittsburgh and the pipe bombs. >> he's facing 29 counts in connection with the shooting. if convicted he's facing the death penalty. bowers said he wanted to kill jews while firing inside a synagogue and after his arrest. many across the nation have been shocked and saddened by the attack last night in san francisco memorials were held for the victims. they have some members in tears. pray for those spring tims. happening today, a flavored tobacco ban back in the pipeline. the board of supervisors will discuss a proposed ban on the sale of products including vap pins and cigarettes. the department of health and human services is backing that plan. according to the agency, the number of high school juniors who regularly vap has doubled from 11% to 20% in the last few years. we're a week out from election day and an important dead line this morning for voters. it's the last day for you to request a vote by mail ballot. you'll be faced with making a decision on several measure, including proposition eight. it would cap profits at kidney dialysis clinics by using a formula. it would also require clinics to pay rebates to with the east bay temperatures in the 70s. and then the trivalley up to 80 degrees today. we'll be up to 82 in ann antioch. as we head over to the trivalley, the traffic alert still continues. >> i'm hoping they are able to cancel it because bob redell, who just reported from the scene of the crash, they are clearing right now as we speak. it's just past the dublin interchange. we'll confirm that. be warm this year for halloween. at least it starts out that way. we're also tracking the red flag warning that will expire by the time you head out trick or treating. we have the microclimate weather alert, red area shaded because we spee the potential of any flames spreading quickly in these areas. that's mostly for the east bay hill. we're going to see the humidity level trop. not too bad. we're seeing the ranges anywhere from the 70s to 91%. but then look at what happens as we go throughout the day. humidity levels will decrease to about 12% in napa as well as concorde. and even livermore, 14% going into the overnight hours. levels usually come up. it won't be as humid tomorrow morning. it will still be gusty. that's when we'll have the biggest threat of some wildfire spreading into the next 24 hours. as you're getting ready, the forecast looks pretty good. even though our humidity levels now at 79% maybe a smooth hair day because humidity levels once again will be picking up today, but the winds will be breezy. as you step out and look at our highs today, we'll start out with cool temperatures. but then heading up to 81 in morgan hill. for the east bay, a little bit warmer than yesterday as well. concorde reaching 84. 74 in oakland. 73 degrees in san francisco. mostly some upper 60s and the north bay reaching 80 degrees in napa. we have high pressure that always has a flow around it. it al gives us really clear skies. it's also helping to sere the clouds. you can even see that pattern as we look at the satellite imagery. so it will be a warm halloween this it year. and then going into the weekend, we're getting ready to fall b k back. that means set the clocks back on sunday morning. and we'll still have warm weather even then. san francisco in the 70s today. >> they should be good. traffic flowing much better in just a few minutes. they reopened all lanes. a lot more traffic will be heading up the dublin. you see the tail lights at the top of the screen. this was a crash here. and now we see all these changes from red, orange and yellow. yellow is the smoothest drive just under the speed limit there. but there's a. backup starting to form. we have all these folks coming. one added complication at the 205 merge. there's reports of a pole down there too and some flat tires still attract iing that. but we're looking at a smoother drive because some of that traffic held up over there. no holdovers over there. you have the backup at the bay bridge just starting right now. we'll check on that. there's concorde. no problem there. south county coming in klay. developing now, the grim search for wreckage of a downed indonesian jet widening this morning. the plane crashed into the java sea with 189 people on board. safety experts say the priority now is finding the cockpit voice recorder and flight data recorder. that's to help the cause of the disaster. ground staff lost contact with the flight 13 minutes after it took off yesterday morning. take a look here. this is one member in new zealand talking through an earthquake today. the camera starts to shake. other members motion to us is spnd the hearing. the quake was fltelt across the country. garcia. let's get to the traffic mess in dublin. chp really working to try to clear this one up. >> bob redell is at the area. we'll talk about that in a second. we had that traffic alert. we have the backup at the bay bridge. and we have another traffic alert for the north bay. we're just about to see one of those five lanes opening. it's countercommute. then we show you the rest of the bay. unusual pattern in the value low. it's quickly recovering over to the scene right there. that's what we just showed you. it's smashed up. bob redell took that video for us from the freeway. he's moved nearby. what happened over there? >> reporter: good morning, it was an hour and a half ago there was a chase involved chp that started on southbound 680. and officer trying to pull over a driver. this driver was speeding, refused to pull over. ended up going on the westbound 580 just west of 680. we're talking about the wwdubli interchange. you see in the video the driver wrecked into the rail of the far left lane of westbound 580. at one point all lanes were shut down. then it went down to two. within the past 15 minutes, chp did reopen all lanes of traffic. that driver suffered minor injury and is in custody. none of the officers were hurt. as you come back out here live, they are in the westbound direction on 580. you can see the west dublin overpass there. what you're left with is what is looking like a horrible tuesday morning commute. whether this is residual from the chase or just regular second day of the workweek, hard to tell. it's something you want to keep in mind if you're sitting at home. reporting live, bob redell, today in the bay. >> we have more breaking news for you. we are in a red flag warning. >> track iing the high winds ou there. >> so far the winds have been mainly breezy for parts of the north bay and everywhere else. this is where the winds will be picking up throughout the day. mainly for elevations above 1,000 feet, we could see humidity levels dropping into the teens and maybe even single digits later on today. i'll be keeping an eye on that as well. some warming temperatures and the halloween forecast is coming up. more breaking news at 5:33 this morning. flames forcing a family from a south san francisco home overnight. crews rb on the scene all morning long. really frightening situation. i understand there was some kids involved in this as well. >> you had eight people displaced. you see behind me the dooj to this home. fire crews have cleared the scene in the past ten minutes. we'll put out the fire a few hours ago. but a lot of damage to the home. show the viewers from earlier. and here's information from fire. they got the call roughly around 12:45 a.m. initially they were called for a fire and rescue. but that didn't afear to be the case. a two-alarm fire and mostly contained to the specific home we just showed. there was some damage to a nearby home. as us mentioned about eight people were displaced. five adults and three kids. >> i said my daughter was upstairs sleeping. and the kids were sleeping. >> reporter: scary moments for that relative inside of there in there. we're back out here live. you're seeing the damage. as i mentioned, no injuries to report. the cause of the fire is still under investigation. we're live, pete suratos for today in the bay. 5:35 right now. with just seven days until the midterms, the governors race is ramping up with candidates trying to get your vote. but not to debate. it was spear headed by former mayor brown and starts at 7:30 this morning. the new polls showing the democrat newsom leading 49% to 38%. and not just the race for governor there. california voters have a lot of decisions to make. you can check out a voters guide. click on elections on the home page and it will take you right to the place you need to be. new this morning, it may sound like a plot from a movie. four biotech workers face very real criminal charges. in an indictment unseeld yesterday, each is accused of stealing trade secrets for rival company in taiwan. three of the four worked as consultants. and the fourth is accused of working as a scientist there. all are out in bond due back in court. a lockdown, a standoff, people trapped in their offices, all of it caused by one stubborn mountain lion. this is outside an office complex. the incident unfolded last nugt and a lot on hot yard road. it started at 5:00 p.m. when someone noticed the cat. people were told to stay in their offices as animal control went to work. they tracked its movement from above. the problem was after officers shot both the first and second tranquilizers, the drugs didn't take. they shot a third and a fourth dart. >> he was in the middle of the bushes. so getting a dart to go through the bushes without hitting branches and getting a good shot was difficult. >> some three hours after it started, officers moved in and found the cat sound aslooep. it's said to be healthy and plan to release it into the wild overnight. i hope it's a good distance away from the office complex. trivalley has a problem this morning. the traffic alert, bob redell told you the lanes were cleared over there from the earlier crash. that's west 580. it's still slow. once it kicks off, you saw a little more build. it's not going to totally clear, but it's better than it was before. the lanes are open for west 580. more folks heading down 84. and down 680 through pleasantton. it's all we're talking about. now heading north, we have a crash. one lane is open. i'm usually jammed up here. you see folks are getting over around the area. we're tracking that just about to reopen. the rest of the bay. moving into the weekend, but not before. >> is there so much going on with people trying to get in to see haunted houses or trick or treating. all those going on around the bay area. for the inland valleys, it's going to be mild and broez sit at 5:00. then we'll see mostly clear skies. some upper 60s for the inland valleys. then you won't be out that laet. through the forecast closer to the weekend, it's going to be warm. we are going to have to deal with that. with some upper 60s in the forecast for san francisco. so what else are you going to do after halloween? we're going to have a nice weekend to relax in napa valley. low 80s throughout the weekend, with some sunshine. yo sim tee is looking nice too. highs into the 60s. we'll get a look at today's south bay temperature trend coming up in about three minutes. >> 5:40 right now. a major settlement for a clear skies and a chilly start this morning. a live look outside in san jose. and heading over to camp bell, our temperatures will be in the low 50s at 9:00. going from 50 to 71 at 3:00 today. that's just a little bit above normal. we'll talk about where our temperatures really heat up today and the humidity drops. more on that coming up in less than five minutes. we're still tracking the traffic alert for the north bay. there's warm and quick recovery for our senses. they are about to clear all lanes in the next few minutes. they have also issued a traffic alert. ul point to that coming up. it's 5:43. new this morning, the los angeles school district settling a lawsuit filed by a student who sexually abused by her teacher. the district will pay $5 million to the former student. a lawsuit claimed the teacher groomed the girl and the district ignored warning signs of his behavior. the district argued that the girl consented to sex. the 30-year-old math teacher was sentenced to three years in prison. a california company is settling a lawsuit after local farm suffered devastating losses. the western milling is agreeing to pay the farm more than $2 million. that lawsuit claims that the company sold tainted feed, which killed or sickened near ly 50 horses in 2015. regulators fined them more than $700,000. the company agreed to stop manufacturing horse feed at its plant last year. president trump says not everyone who is an american citizen should be an american citizen. >> major news out of the white house this morning. >> good morning to you. in an interview, president trump said he was considering an executive order to prevent babies important in this country to certain immigrants from becoming american citizens. and it has to end. >> the president there said the baby is essentially a citizen. the baby is a citizen under the current understanding of the constitution. but trump just revealed he wants to change that. >> it will happen. it's in the process. that's what you're talking about. i didn't think anybody knew that but me. >> to the constitution. the 14th amendment says this. let's drill down to the words we care about. all persons born in the united states are citizens. you'd think this is pretty clear, but. some argument the intent is not. the baby is born to people here illegally aren't covered here. the president cannot change the constitution. but he can challenge its intent in court. now if you're here on a visa or green card, none of this applies to you. the courts have already ruled on that. we are well aware we are seven days away from the midterms and the president wants to stare the conversation away from right wing violence immigration and this may be his way of doing it. the president and first lady will head to pittsburgh to mourn the people lost at the tree of life synagogue. the mayor of pittsburgh is asking to stay away until after the investigation is complete. and a rally in michigan the vice president caused controversy after he asked arab buy to give a prayer for the 11 members of the synagogue killed by a gunman. it should have been straight forward, but it was not. >> i pray this in the name of jes jesus. >> the rabbi believes jesus is the month sigh ya. it's not clearly the vice president chose to use that rabbi. twitter has come alive on this issue debating whether it was an oversight or something basis. now back to reality. in just a few hours, they will open the forensics lab to the public for their annual halloween open house. they will be able to learn how they test for controlled substance, blod, dna and then there's this. the last collection of 1400 firearms that technicians used as reference when they investigate gun crime. the biggest misconception they say crime aren't solved in an hour. >> what we see on tv? a two-hour show looking under a microscope, probably not big of a drama. >> check it out today. the open house is at the sheriffs office on 50 tower road. it runs from 10:00 this morning until 6:00 tonight. >> you're solving skills. let's take a look at the forecast. >> the forecast is looking pretty good. but the main concern today will be the high fire danger. we're under a microclimate weather alert as a result of this red flag warning. that means you have to be careful today if you're out driving or if you live in the hills, you do not let any sparks cause any rapidly spreading wildfires today because those winds will be picking up above 1,000 feet in the hills for the east bay as well as the north bay. humidity levels will be dropping down to the teens and maybe even some single digit relative humidity numbers. and the winds will be picking up today with gusts possibly up to 55 miles per hour. throughout the middle of the day, that's when humidity levels will be lowest. look at the time frame at 3:30 this afternoon. we have humidity and about 12% in napa and clear lake. even for concorde, we have 15% relative humidity and in liv livermore. humidity levels overnight come up, but we'll see it come up just a bit into tonight as well as early tomorrow morning. so as you make your way out the door, it's going to be another cool start with upper 50s. warming up fast. we're at 71 degrees. on your way out the door, it's going to be in the low 50s there and then looking at those numbers, rising into the upper 60s today heading up to 74 degrees in okay listened. low 80s for antioch. and 70 in san francisco as you're getting dressed this morning. a way to stay comfortable maybe wearing long sleeves and then maybe a t-shirt for the afternoon hours as it warms up. part of the reason why we're warming up, high pressure causes us to get clear skies and then also with this wind flow sears around the storms well to the north of us. we get more of a northerly and offshore wind flow. i'm tracking all of that and follow me on facebook as well as twitter. we'll have updates on the forecast as we look at warm weather if this time of year. halloween looking at a high of 83 degrees for the inland valleys. we fall back this weekend and that means setting your clock back on sunday morning. and it's going to be in the low 80s. not at all feeling like fall. and san francisco mostly staying in the upper 60s. might have the traffic alerts going on? >> and more. getting the work at whoever works in the division. it did clear. now we have the commute building toward the dublin interchange. over here to the north bay, i was tracking this traffic alert. northbound 101 the earlier crash and traffic alert is clear. southbound would be the commute through the north bay just fine. northbound from the peninsula, this now a traffic alert. this just issued but chp looking northbound to 280. we have a couple left lanes blocked. no major injuries, but it's a critical part as folks come into san francisco with 101 and the rest of the peninsula. that's why that traffic alert has been issued. a smooth drive at the toll plaza. that's going to happen. good recovery. you're going nicely through the dublin interchange. and there's the bridge tracking what was reported as a crash around the high-rise, but i haven't seen a
