reporter: now, northern california is not alone. l.a. was hit hard just a few days ago. and once month ago north texas and oklahoma were hit with 86 arrests. i.c.e. deputy director gave us this statement tonight saying, quote, sanctuary jurisdictions like san francisco and oakland shield dangerous criminal aliens from federal law enforcement at the expense of public safety. because these jurisdictions prevent i.c.e. from arresting criminal aliens in the secure confines of a jail they also force i.c.e. officers to make more arrest out in the community which poses increased risk to law enforcement and the public. a 21-year-old man from the central valley is facing terror charges. the feds say he was dreaming of joini joining isis. prosecutors charged him today with trying to fight overseas for the islamic state. he traveled to tunesia in 2016. his neighbor says this seems out of character. >> i liked him. >> he's just a quiet guy, smart. >> they searched his laptop and found his watched islamic state videos. if convicted he faces a maximum of 20 years in prison. turning now to our wet and cold weather. this is not the sierra you're looking at. a snow on the mountaintops. we got a bit of a break today but that's about it. >> and it will be changing as we head into the next 24 hours. we need every single drop you can get from the incoming storm. most of the bay area on the drought monitor in these yellow color you can see incredibly dry. the thing that's going to change everything for us especially in the next 24 to 46 hours is a colder storm moving down from the north that will have some heavier rainfall for the bay area. i want to give you some preliminary details with what we expect, and we think it'll be thursday, 1 to 1.5 inches of rain. maybe some more low snow. down to about 2,000 feet, possibly a bit of hail. no major river flooding but we'll still be watching the creeks and streams. now, some of our viewers sent us video of what they saw over the past 24 hours. sheila shot snow in the hills. and christina wong captured this from america high in freminute where she goes to school showing snow on the mountaintops. if you have video or pictures you'd like to share with us, you can share them with us. the russian election hack has hit california. nbc news has learned exclusively russia successfully infiltrated our state. some breaches were more serious than others to actually getting into the databases which contains sensitive information about voters. u.s. officials had this evidence years ago but never told election leaders in any of these states. they were only told that the russian, quote, tried to hack. but there was no evidence they were successful. nbc news correspondent cynthia mcfadden uncovered this infers in a special investigation that aired just a few moments ago on nightly news. >> i think what's critical is you can't expect states to protect themselves because they don't have all the information. and it certainly appears california was not given all the information intelligence officials had. >> it is extremely important it be shared immediately to protect the integrity of election results. >> and officials say the election was highly classified and at the time no state official had security access to that information. they found their own cyber investigations. all those states agree the russians did not alter any election results during the hack. threats written on the bathroom walls found at two bay area high school. the result one school shutdown today and at the other students stayed home by the hundreds. parents took no chances. they took that absence instead. people are just really nervous. >> reporter: jessica, that's right, they are. and students posted pictures of that on instagram and snap chat. a message of violence in a school bathroom. >> it's frightening. >> reporter: followed by some 200 students staying home from school. >> better safe than sorry. >> reporter: alameda high school tells nbc bay area that twice as many students as usual were absent today after someone found this message written on the walls in a school bathroom. >> my first reaction is oh, no, here we go again. that some kid is troubled and is trying to let us know. >> reporter: the message appears to say today's date with the phrase everyone is dead. snapshots of the graffiti posted to social media as well. alameda principal sent home a letter about the graffiti saying quote, despite our attempts we have not been able to ascertain who created the graffiti or what their intentions were. police officers on the alameda campus and another bay area high school. school officials closed ana lee high school today after someone found threatening graffiti in a boy's bathroom there. >> i'm considering doing home school because there's too much happening in school, too much violence, you know, the threats. >> reporter: graffiti like this has been pranks in the past, but they do take all threats seriously. >> thank you, anugsa. last month one day alone someone shot up the window of five buses carrying apple and google employees. the bus company called store of san francisco is offering a $10,000 reward. the company working with chp and other law enforcement agencies to try to figure out exactly where those shots are coming from. could this be a trend? a few weeks ago and now it's amazon. apple saying it's launching it's own health clinics for its employees and family. scott, we don't work for apple. what could this mean, though, for the rest of us. >> reporter: it could be a big change, raj. after all tech companies like apple have long prided themselves as riding the cutting edge when it comes to gadgets. now tech companies might change the way we see our doctors. apples is moving more than employees into its new spaceship headquarters. it's joining tech giants like cisco by offering in-house health care out sourced by a company called ac wellness. think of it as a super convenient perk that could be used as a recruiting tool. >> you have to have access for our employees to care in order to recruit staff and retain staff. >> reporter: john jackson is the executive director of corporate health programs at stanford, which has had a long relationship with cisco. but what about the rest of us? the centers for disease control and prevention say 69 million americans miss work every day because of health problems. >> everything right now is expensive. >> grandkids, my children, you know, what's their future going to look like 50 years from now. >> reporter: jackson said as in-house health care takes off, future health care might come down. >> that can translate for hour. >> reporter: it may be cost saving? >> it may. >> this time it's union scare, a macy's storefront that been there for decades will now change hands. sam, it's really a sign of the times. >> reporter: it is a sign of the times, raj. and really it's getting hard to keep track at this point. first it was the men's store right around the corner. macy's is downsizing its floor space after devouring real estate for decades. many shoppers swallowed the news with a slight hint of sadness in their voice. >> macy's has been since i was a little kid. >> reporter: whether it's your man or woman on the street. >> i grew up going to union square and macy's with their flagship store. >> reporter: the flagship store is staying put, but the eye magnum edifice next door will be sold. >> the vast majority of sales in america still occur at brick and mortar stores. it's just not as much, and the trend is clearly going more towards more online sales. >> reporter: jim lazarus with the san francisco stores says that's forced macy's into tighter sweet spots. but don't feel too forlorned. macy's is still the biggest department store. >> i'd rather see the merchandise whatever versus buying online. >> you're old school. >> reporter: and it is ironic as we talk about these historic places changing hands. the marshal field in chicago was bought by macy's and today macy's announced it is selling the top half of that historic building for $30 million. >> okay, we can all relate to that. thank you, sam. apple co-founder is sending a strong message about bitcoin. he says he loss more than $70,000 worth of bitcoin not because of the market but a thief. someone bought the bitcoin from him online and the thief canceled the payment and stole the bitcoin from him before it could be finished. he bought the bitcoin when it was worth $700 a piece. this may be one of the oddest sights for people in the tri-valley. snow coming down this morning on the road south of livermore. really folks don't see that every day. >> reporter: that's right, jessica. if you drove around today still a spectacular backdrop to an area that rarely sees snow, and there could be even more snow falling in just a couple of days. scott usually rides 10 to 20 miles a day, but when he saw the snow he had to the think twice. >> it's beautiful. i had to sit in the car for a while and get motivated to go up. but once i got out here, beautiful. >> reporter: it was just a few inch of snow but still enough to generate buzz all around the tri-valley. >> we saw a little bit of snow. but it wasn't enough to actually go play in it. residents who live in the east bay hills were hit with snow, which made it hard to drive. >> kind of annoying. the car still looks kind of cool. what are you going to do right? >> reporter: more rain and cold temperatures this week could bring even more snow. but this time they'll be ready and waiting. >> if it gets heavy on the trail we'll stick to the roads. >> reporter: always good to have a plan in place. i spoke to chp a short while ago. they don't anticipate any snowfall on the freeways, but they are advising drivers to keep an eye out for black ice. >> thank you very much. let's bring in our meteorologist. just confirming it's actually snow. >> it looks so scenic. >> i was driving into work today and found myself focusing on it too much. wild sight across the bay area, and we're in store for even stronger weather coming our way the next couple of days. let's go ahead and bring you outside right now in our high definition camera. currently checking in at 54 degrees and notice temperatures dropping down to a much colder 46. once we hit tomorrow morning, as a lot of you are getting off your commute we'll start to see high cloud cover increase. any kind of rainfall will stay to the north. we don't really think we're going to pick up on any consistent shower activity until we hit the early afternoon hours. so until about 3:00 to 6:00 we could see these showers develop. and by 11:00 p.m. on wednesday we'll see light to moderate rain develop with some of the heaviest rain right now for the thursday morning commute. if you have plans on thursday morning that's where it likely would be at its worst. so the extended forecast shows again storm day on thursday. totals right now 3.25 of an inch on average. we're going to have longer looks of this plus details of the see era snow coming our pennsylvania avenue? approve "climate smart" je. happening now, the san jose city council just voted unanimously to approve its climate smart. it makes san jose one of the first american cities to setout to meet the paris agreement environmental and climate goals. president trump as you know withdrew from the climate agreement. these days -- basketbd politics don )t mix. at least -- not w/ the trump admisitration. well, these days basketball and politics don't mix. at least not with the trump administration. after winning the nba title the warriors hinted as you might recall they were not interested in the customary white house visit. so today in washington, d.c. the warriors hosted some kids at a museum. warrior's guard shawn livingston just posted this photo of the team this afternoon at the museum of african-american history. the warriors took a group of school children in maryland for a private tour. the president trump as you might disinvited the team saying he didn't want the team at the white house as the warriors visited president obama a few years ago. he broke the nhl's color barrier in 1958 when he became the first black man to play on the league with the of car burglaries. plus. >> that was a decision i made that time. >> students on the brink of suicide. so why aren't some schools tracking valuable information that could help safe lives? i'm vicky lynn. we investigate next. hard...but bay area communities. t well, palo alto has been hit hard but so has many other bay areatuants. teenage suicide has impacted so many families. it's such a sensitive topic and in many cases a taboo topic. >> but should it be? we're learning some school districts aren't tracking information that could possibly stop students from taking their own lives. >> ever since the bay area became the epicenter of a national study looking at teen suicides, we wanted to know what can be done to stem the tide of self-harm. it is a matter of life and death. well, we learned there is data schools can use to make a difference, but as our investigation found, many simply don't. >> teenage suicide on -- >> reporter: vulnerable teens have taken their lives. it can be hard to gauge the scope of an epidemic until it's over. but with a streak of teen suedes centered in the silicon valley waiting my cost a life. in the bay area at least 31 teens committed suicide in 2013, and since 2007 the national suicideerate is up 31% for teenage boys and double for girls. >> i wanted to go to sleep and not wake up. >> reporter: gianna came close. >> the day wasn't exactly any different than any other day. >> reporter: her family asked us not to use her last name, but the sophomore wanted to tell her story. >> we don't go to the traditional i guess american high school, where it's the jocks bully the nerds. >> reporter: she says she hit a low point during the summer after freshman year. >> my parents don't talk about their mental issues, and they're stressed as well with their jobs. to them it's like get thick-skinned, do better, get back up. to me i was so low i didn't know if i could get back up. >> you were 14? >> yes, that was a decision i made at the time. >> now a year after her attempted suicide gianna says she's found new purpose, to prevent other teens from making a decision they can't undo. suicide is the second leading cause of death for kids age 10 to 19. >> education is such a big thing in the bay area yet people aren't educated about mental health. >> part of the information that's missing is data on 51 campuses. campus police or mental health clinicians can place that student on a 72-hour involuntary hold in a mental health facility. >> are today's teens at risk for taking their lives? >> absolutely. >> david is a crisis counselor. they had 142 students placed on a hold last year. you think all schools should be tracking this information? >> absolutely. >> reporter: but they aren't. we learned only eight of them know how many times their students have been placed on a psychiatric hold. across those districts it happened 455 times just last year. los angeles, san francisco, and san jose are among the many districts that don't track this information. some people say talking about suicide encourages it. do you agree? >> absolutely not. yeah, that's one of the greatest myths around suicide. what we know is if somebody is talking or thinking or having feelings of suicide and we end up asking them that question, it typically gives them a sense of relief and gives them permission to talk about it. >> reporter: palo alto school district has struggled since 2009. at least nine students took their lives and the city's suicide rate is nearly two times the state average. but we found the district does not track how many students have been placed on 51, 50 hold. at first they said someone would explain it to us and then they stopped returning our calls and e-mails. >> we had not previously tracked in a specific way. >> reporter:trudy gross is the superintendant. school leaders said they decided to start this call. what do you hope to learn by tracking this data? >> we hope to have some information about the frequency. >> reporter: you don't think districts should avoid talking about this issue? >> i don't think so. i think it's part of one of things we need to look at in terms of supporting our students. >> i want schools to start investing in student's happiness. you're not alone. you're not the only one feeling these things. >> reporter: how would you describe where you are today? >> i guess you could say growing. i feel like i'm in a lot better place. >> reporter: we have more information if you or someone you know needs help. there's a hot line number on your screen to call. we are seeing a shift in the way some educators feel about tackling this issue. they say more dialogue means less stigma and more ways for people to get help. >> if you have a story for vicky or anyone in the investigative unit call 888-996-tips. the reres is over and congress is back to work in washington, d.c. and the focus is gun laws in the wake of the florida mass shooting on valentine's day. some students from stoneman douglas high school are also in washington, d.c. hoping to convince lawmakers that their campaign is more than just politics. democrats want to close loopholes. mandating background checks for arms purchased online or gun shows. but most republicans oppose that. >> it's outrageous that so many guns are sold with no background check whatsoever. >> we shouldn't be banning guns for law-abiding citizens. we should be focusing on making sure that citizens who don't get guns in the first place don't get those guns. and also today jared kushner seen here saw his security clearance downgraded. that was the procedure for all white house staff with interim clearances. for kushner this blocks his access to material classified as secret. well, a wake-up call for some people living in a fremont neighborhood. someone jacked up four cars and stole all their wheels. one of our reporters spoke with a couple as a tow truck was taking their car. >> reporter: they bought their tow tru car less than two weeks ago. police were explaining why several cars had been hit. >> they took four-wheels off the car and they're new cars. >> reporter: vas kez expects four new wheels could cost them $3,000. besides their toyota two honda accord sport editions were also left teetering. this one may have been the last because the thief or thieves left the jack. they were tipped to this because someone said there was a resident or man out here making noise. but when they got out here there was nothing where the rubber meet the road. reporting from fremont, park sunday outside of hillside market in broadmoor. the police chief says they arrested two people last night and are searching for the leader. a police got a call that someone shot a woman in willow glen this morning. this was near willow glen elementary school. our nbc sky ranger was overhead. when officer uzrived, though, they didn't find a woman or anyone who had been shot. after interviewing the person who called in it had been determined as a misleading report. crews are expected to start cutting the field that will make up the netting for the nearly 2 mile bay area. the $200 million barrier is supposed to be finished by 2021. in the santa cruz mountains cold weather settling on the roads creating some dangerous conditions. two people and a dog needed rescuing after their pickup truck went off the road near miller cut off in socal in san jose. chp arrested the driver saying he was under the influence. check your windshield wipers, the tires, all of that because the roads are going to be slick this week. >> visibility is going to be going down. we saw 1 to 3 inches of rain in a 24 hour period for the pay area. i don't think this storm is going to be as strong but totals are going to be up there. we'll tell you exactly how much for each of your cities coming up in about four minutes. also a big slice of hollywood in san jose tonight. we're going to take you live to the red carpet as some big stars arrive for the sinquest film festival. delivery robots could roaming san francisco the future is on wheels. delivery robots could soon be roaming the sidewalks of san francisco. back in december you might recall the city actually banned these delivery robots on most public sidewalks. but the city later decided to allow companies to test them. on thursday the board of supervisors and budget and finance committee will vote to set the permit fees for testing. robot companies will then be allowed to test three robots at once. the board will vote to adopt the fees in march and then that's when applications will be available. okay, you ready for the red carpet? >> this is going to be good. >> always fun to have our own little slice of hollywood in san i don't say. >> and lots of action on the red carpet tonight, jodi. >> reporter: that's right. this really is the south bay's version of had oscars. as you can the red carpet is rolled out and stars are in town for the cinequest festival. some 200 dozen virtual reality experiences will be featured here in san jose. we had a chance to chat with the act actor/director about cinequest and his new films. >> it's in my home state, and it was easy to get here. and i've been here a couple of times. film festivals are the lifeblood of the indy world. couldn't do it without film festivals. everyone here is always really nice and have treated me really well. >> reporter: we're back here live and you can see the action is under way. some other big names expected out here including actor nicholas cage who will be here tomorrow. in addition to those big names there's also a lot of local film makers here including our own former nbc bay area producer dana knockman and tom hardy. their newest film will be at this blast of winter. created some problems on the road, though. this is i-80 in the morning. a semi got trapped on the road after hitting a car. really on thursday it's going to be a tough drive up there. >> if you could leave let's say tomorrow morning and you have the luxury of doing so, that's probably going to be the best time for you with all this active weather moving in. or you never know if you have a private plane you can head off tomorrow as well. let's go ahead and look at the top weather headline. and of course it is the storm system that is starting to take shape in the pacific. this is going to drop down from the north. as we head around thursday not only the rainfall but a cold blast of air that could even bring up some low snow. there's nothing in terms of rainfall showing up at the current moment. as we head through tomorrow morning i do think we'll begin to see some changes in the south bay. 41 degrees, down to chilly 37 in the tri-valley. i think we could have a chance here of a bit of drizzle and start off cold in the north bay at 38. so overall i think we're good here for the morning even into the early afternoon hours. nothing in terms of heavy rainfall for us. the biggest change is going to be the clouds moving on through. that'll put us at 58 here in downtown san jose. not too windy either. 57 in walnut creek, 59 in fremont, 56 in redwood city and a cooler 52 in half moon bay. the coolest among the embarcadero at 51 degrees and 58 for napa. the system is going to begin to get close once we hit tomorrow night. i think around 6:00, 6:30 we'll see some showers start to push through the half bay. by 5:30 in the morning on thursday that's when things will really start to peck up for us. i think on the thursday morning commute that's when we are expecting this heavier rainfall to push through the bay area. but it's going to be a two-day event with this storm system not only on thursday but as we head into friday. overall rain total showing 1 inch for most of the bay area. even down here in san jose and also near an inch for the east bay. close to that for san francisco and oakland. and right here in the north bay we could get close to 1.5 inches from napa into calestoga. on the extended forecast again, thursday is the day with the heaviest rainfall. winds about 15 to 20 miles per hour and hang onto some scattered winds there with low snow. we dry out sunday, monday, and tuesday. we'll have the forecast with daytime highs expected in the 50s. we've been mentioning this year snow. it is going to get dangerous, so please take it slow-up there. we haven't seen conditions like this. this much snow from thursday to saturday for quite some time where we could see a total of maybe 50 inches. it's going to be great for the snow pad, great for the skiers. a nightmare. that could be one of those six to eight hour drives to get up there if you're lucky. giants pitchers using something different to help lost to the indian and the giants beat the diamondbacks. >> aside from the game there's a lot of techniques including weighted balls. no kidding. here's adam pavlovic in sco scotsdale. ♪ >> it's a big chance for you. what do you have here? these are different. >> yeah, so these are weighted balls. i got a couple over there as well. for me it's about the warmup and strengthen exercise as well as the flush for me after i throw. the heavier ball for me provides a bit more strength and stability and the lighter ball gets my arm moving more quickly for speed. >> reporter: how did you start doing this? >> back in college trying to feel good every start and trying to recover quicker and bounce back. this was introduced at vanderbilt. if you do it structured with how your arm works i think it could be nothing but beneficial. i do it in three positions and kind of go through my stress routine or wind up. there are probably at least a handful if not 15 guys who do a version of weighted balls in some form or fashion. >> reporter: i saw you the other day in a group and clearly they have you to get a pretty good shot here. >> yeah, it's cool to be around those guys as always but at the same
