Tell us how has the city come how far have they come really after this tragedy . Reporter good morning, marcus. You see that muck that was on the roads thats clearly been cleaned away, all those submerged cars have been towed and the letter xs that rescuers had spray painted on homes, most of those have been painted over, but the rock springs neighborhood that flooded last year is not what it used to be. A number of people who were here when this area flooded unexpectedly have not returned to their homes. Carmen is one person who did decide to stick around in spite of what she experienced. We caught up with her yesterday. When the Anderson Reservoir overflowed and flooded her neighborhood and her home february 21st of last year, the water moved so fast the Fire Department had to rescue her in waters that were four feet deep in places, her apartment still bears some of the water marks all this time later. She relied on sacred heart to replace all of her belongings with money used from a 7 Million Victims Fund and insurance paid her back for her submerged car. Carmen, however, is worried about the next time we get a big rainy season. I hope they get that creek cleared out so the water runs smooth you know, smoother. Otherwise we are in trouble again. Reporter the Santa Clara ValleyWater District which mansion Anderson Reservoir has installed new barriers where coyote creek borders the rock springs neighborhood. They say that metal structure would protect these people from a flood of the same size. Later this morning the district, city, county, state and army corps of engineers will be holding a News Conference to discuss what else is being done to prevent flooding. Happening today, President Trump plans to hear firsthand from survivors of the Florida School shooting. He wants to hear what they believe can be done to make schools safer. It comes on the heels of the president s new push to regulate bump stock devices like the ones used in the las vegas massacre. To ban all devices that turn legal weapons into machine guns. Also today, High School Students from parkland will descend on floridas State Capitol pushing for new gun control measures. At least 100 students from Marjory StonemanDouglas High School boarded buses yesterday for that sevenhour ride. They plan to meet in tallahassee with lawmakers including Florida Governor rick scott. A rally is also planned. Students are calling for a ban on militarystyle weapons. Yesterday florida lawmakers voted against debating a bill to ban assault weapons. A Palo Alto School districts push to address concerns about Sexual Violence reportedly includes two well known speakers hosting Upcoming Events for students and even apartments. Palo alto weekly reports the first speaker is a nationally known Sexual Health educator named anea bogue. She will speak this friday and sunday to High School Staff and students. In April Jackson katz will hold a series of talks april 11th and 12th and he will be back on april 30th and may 1st. San franciscos District Attorney is expected to give an updated rather, on whats being done to combat the massive amount of car breakins within the city. We are watching those areas in the hills where there might be rain. It starts out very cold for all of the bay area this morning as we get a look at our radar, storm ranger showing that we do have quite a bit of green there in parts of marin and sonoma counties. As we get a closer look we can see that this may create some slippery roads as you get ready to head out and with temperatures just above freezing some of those elevated roads may be a little icy. Also watching this cluster here and some of the showers that have been moving through from north to south. Here is a look at san rafael and that live camera. Looks pretty soggy but everyone looks to make it okay, just make sure you allow extra time to get to where youre going this morning. It is going to be another cool day with some breezy winds, highs reaching into the upper 50s for the south bay. As we roll over towards the east bay, 58 degrees in danville, 52 today in daley i city. Halfmoon bay 53 degrees, San Francisco low 50s for the afternoon. Look at those winds, up to 26 Miles Per Hour and some upper 50s in parts of the north bay. Here is the way the rain pans out, mostly spotty showers along the coast and then it does clear out for the afternoon. By tomorrow especially during the morning we could have another wave of some wintry mix, some light rain and snow for parts of the north bay, even mt. Hamilton for the south bay. As we see this spotty rain moving through, so just make sure youre prepared for a little bit of anything. As we look at the sierra and the snow pack we are only at about 20 of normal statewide. Around lake tahoe about 24 of normal. Were still going to have dry weather heading into the weekend. Mike, youve been tracking the impact and a couple crashes on the road. I was also concerned about a spill over here in the trivalley area north of 580. The slowing on 580 pretty typical and the rest of the bay doesnt show any problems, nothing other than green on our speed sensors. There was a chlorine spill reported here, Mountain House at byron highway, but then it just completely got deleted from the chp report so were going to check around to make sure no else is an issue for folks coming through the area, Discovery Bay and the like. Over on the peninsula were tracking northbound 101 at whipple avenue, reports that now theres flares being put out. This is happening on sierra avenue in Mountain View. The struggle for sustainable and responsible growth is happening in communities all across the bay area. Today in the bays kris sanchez joins us live in Mountain View this morning. Kris, how is the city trying to strike a balance with this. Reporter they will meet with the concerned citizens of sierra avenue around the noontime hour today but Mountain View like a lot of our communities around the bay area have ordinances protecting trees that are a certain circumference around trying to protect those old growth trees. Lets show you the trees that we are talking about this morning. This is a grove of about eight or so trees on sierra avenue that the developer is asking for the city for permission to remove so they can build a Single Family home. The neighbors are pushing back with lawn signs, a petition, a website trying to protect trees that are that large. Now, Mountain View city code defines Heritage Trees as anyw÷ tree 48 inches around or greater or any oak, red wood or cedar tree greater than 12 inches in circumference. The city requires a two to one replacement for any Heritage Tree that is removed. It is a one to one replacement for all other trees. But the opponents on sierra avenue say you cant replant a mature tree overnight. We respect the right of the developer to develop this property, we understand that. We understand there is a housing shortage in the area, however, what were saying is one Single Family home should not clear cut an amazing grove of red wood trees like this that have a tremendous impact on the neighbors, community as a whole. In the short term you are probably seeing a loss of canopy. When trees are removed because of that there is a replacement for those trees thats generally a two to one replacement. Reporter okay. So i worked to get a boarder picture of Heritage Trees removed in Mountain View. There are a lot of numbers on your screen. In the fiscal year of 201415, 246 Heritage Trees were removed. 216 were replanted. The next year 327 trees removed, 296 replanted and in the last fiscal year, that is the last one, 279 Heritage Trees were removed and 264 were replanted. So the city trying to keep up with that ordinance. Now, those numbers dont count the 160 redwoods google got permission to remove to make way for the 600 squak foot campus on East Charleston road. At the time the city planner said that the replacement landscaping far exceeded the trees that were taken out. Microsoft, semantec also requested permission to remove 200 trees around the same time. The city parks director will meet with the residents today and then he plans to meet with the developer one more time to see if they can sketch something out. At that point he will make his recommendation on whether or not he will permit or deny that tree removal. We will continue to follow this one because its happening on one street in one city but it could be happening where you live as well. In Mountain View, kris sanchez, today in the bay. Very much so with so much development. Authorities have reportedly found no credible threat for students at brentwoods Heritage High School following a series of texts posted online. The east bay times report two students in a dispute with each other sent each other threats that started escalating. Those threats somehow ended up on social media. The mother of one of the students told police her child happens to be going through a particularly rough patch. Authorities in Southern California are convinced they stopped a school shooting, that plot involved a 17yearold student in wittier. Police yesterday confirmed that at his school, but did not find a weapon. They later went to the students home where they found what they described as multiple guns and ammunition. Wittier police plan to talk more about this case later today. At 5 36 right now, you know, for several weeks weve been exposing the Sexual Misconduct allegations at san joses presentation high school. Our Investigative Unit was the first to uncover years of complaints that went ignored by the all girls school, but now presentation is responding to our reporting and to the community. The school is announcing the creation of an independent council to prevent they will create an independent office for students who want to report a complaint of misconduct or bullying. Here is sam singer who is working with the school. The school continues to change and grow and evolve and it does everything it can to prevent harassment. Now and will do so in the future. These two initiatives the committee as well as the office thats going to be independent to protect students are new initiatives that will be helpful. Since we broke the story late last year multiple students and teachers have spoken out about what they call a culture of protecting the school over the students. Late last night a spokesman for the alleged victims released a statement saying in part, quote, they went out and hired the very best to spin and contort the true facts in an attempt to cast a more favorable glare on its misconduct. Well, theres some in the native American Community as well as their advocates who wouldnt call it iconic, they would call it offensive. We are talking about that early day statue, there it is right behind us, maybe you saw it when you were walking out of the main San Francisco library here in the civic center, but that is whats up for debate today. In fact, you have San Francisco mayor mark farrell who recently sent a letter to that commission in charge to remove the statue. Exactly what is the statue, what is it depicting . It shows a native american seated on the ground with men standing over here. San franciscos Art Commission is leading the charge when it comes to the removal of this statue calling it, quote, a symbol of oppression that represents californias list friday from what they consider a euro American Point of view. This vote comes just a week after San Francisco officially renamed columbus day to Indigenous Peoples day and two weeks after san jose voted to remove a Christopher Columbus statue from its city hall. When it comes to san joses situation they are trying to figure out what to do with that Christopher Columbus statue. Efforts to recall judge persky began after he sentenced brock turner to six months in county jail for sexually assaulting a woman on the stand dord campus. Recall Campaign Organizers say turners sentence was too lenie lenient. The Trump Administration wants to repeal the Clean Power Plan which requires power plants to reduce air pollution. People will get their chance to voice their own opinion. There is a public hearing for next wednesday at the San Francisco main library. The head of the epa wants to eel late the rule because it says its too burdensome for some businesses. So the commute may be slicker, weve seen rain and light snow, that has since cleared for much of the north bay but there still may be lingering ice and some of the effects of some of the wintry mix thats been coming down just south around cloverdale. Thats a look at the loop and what was happening earlier this morning. So there still may be some leftover ice once again, especially on those bridges and overpasses. Looking at our temperatures now that are in the upper 30s in the south bay, 41 degrees in the peninsula, trivalley 35 degrees, 37 now in the north bay and its a cold morning again in San Francisco, 42 degrees. So that morning drive throughout the peninsula. We will start out in the upper 30s, we will be there through sunrise and a gradual warm up heading through 10 00 to 11 00 and noon, at 51 degrees today. All of our high temperatures reaching the mid to upper 50s today and then as youre getting dressed this morning you do need to make sure youre wearing some layers, good option to have a nice warm hat and also a coat and then also for the rest of the day we will need Something Like a scarf and maybe even gloves, especially if you will be outside for quite a while. Or staying out on the train platform or bus stop. We will have spotty rain in the forecast heading into the next couple days. I think most of today will be all dry, but then we will start to see spotty showers popping up throughout the day tomorrow. That will be our best chance of seeing some rain moving through. This happened last night in los angeles and police say that that chase happened when they spotted a pickup truck that they believed was stolen. That driver led police off the road, down oneway streets, at one point the driver crashed into a taxi and drove away, eventually the driver turned onto metro transit tracks and drove into]he9 a subway tunnel. Police were able to get that suspect into custody. New this morning a Mental Health support hotline in the bay area could soon run out of funding. The examiner reports this morning that the warm line in San Francisco could start sending callers to voicemail beginning in june. 30,000 people called that hotline each year and to talk about issues like suicide. It was created in 2014 by the citys health department. Its funded by a 1. 4 million state grant but the current funds will expire by june 30th.
