santa rosa have already suffered so much loss. tonight's flash flood watch has many folks worried they may see more destruction. >> we had a beautiful field. it's great area. >> reporter: sharon is still dealing with the loss of her fountain grove home to the tubbs fire. tonight she's got a whole new worry. the threat her lot my slide in the rain. >> it's scary. it's scary. it's just a watch, wait and see. >> reporter: city, county and state crews are working hard to gear up for the wet weather. they've covered hillsides with stabilizing hydro mulch and today closed circuit tv crews have been out in force using motorized cameras to inspect storm drains. they found 23 problem spots where underground storm pipes have melted. emergency repairs have been under way. >> given the amount of rain forecasting and the way the system is set up we're preparing for the possibility of it to stall over santa rosa, which is the last thing we want to have happen. >> reporter: add the flash flood watch kicks in, people are getting nervous. they have already been through so much. >> this whole experience has been awful. just hoping for the best. hoping it come out on the other side okay. >> reporter: we are back here live not only did the fires destroy hundreds of homes, it also destroyed a lot of vegetation. that's the real worry as that has left the ground unstable. mudslide, land storm drains all day to make sure the rain has place to go when it starts really falling heavy. in berkeley they are on stand by for when flooding starts on city streets. we spoke with a store owner who said he was glad to see all the crews out working. >> the water came up to point. last year i called city so much and had them come out to clean before the rain starts. it was a little better but area and is now sitting if jail. he was arrested while sitting in a cab at a gas station in stockton. robert she is still shaken from that encounter. >> reporter: that's right. a lot of people are still chaken up. got caught here at pump number six delivered by cab to officers. >> crazy, crazy day here. >> reporter: randall saito used two different yellow cab drivers from a motel and those rides led to his arrest just down the road. he escaped from a hawaii menta a acquitted for reason of insanity for a brutal murder in 1979. he said he talked about how he got to stockton. she asked we not identify her. >> i was like, you got any family here. he's like i got a few but that's not why i'm here. i'm here just for a brief time. i was trying to find a car to get me to the state line. >> reporter: after taking him on errand, the cab driver left her name with him and later found out more. >> i was laying in bed last night and i seen on the news this guy escaped from hawaii and to san jose and he told me. i looked up and recognized his face. i was like that's the guy that was in my cab yesterday. >> reporter: when he called this morning another driver went instead. the cab company contacted the sheriff's department and officers caught up with him. >> that's crazy. he was right here. >> how was he acting during the arrest? >> very quiet. >> i had a psychopath loose in the cab with me. i'm very blessed i'm alive. who knows what could have happened. >> reporter: the gas station manager here says he's still a little rattled but praised deputies for the peaceful arrest and the sheriff's department says it will hold saito in jail until hawaiian law enforcement come and take him back. robert handa, nbc bay area news. thank you. we're tracking a developing story right now. if bay area investigation. the board of directors at presentation high school is breaking its silence about allegations of sexual misconduct at that prestigious catholic high school in san jose. as we have been reporting multiple women have come forward with claims against past and present. this letter was sent to parents and alumni. it's in the spotlight for the me too movement and the dark side of social media. the board says it's thankful for support following stress and confusion from the unwanted attention and says we are satisfied that presentation administration fulfilled the due diligence. the board doesn't make it clear which incident it is referring to but the investigative unit has learned of five cases where women say they reported allegations of sexual misconduct by male teachers to principal. the incidents range from the mid-1990s to this year. we spoked with a retired san jose police detective who has 32 years investigating sex crimes against children. he's representing two former presentation students. he says school districts everywhere need to know when they receive allegations like this the law requires them to notify police or child protective services not to conduct an their own internal investigation. >> we want our children to be in safe environment. we don't want predators on our campus ranging from congress to the olympics to stolen from campus. the district says they wanted to have all the facts before they said anything to parents. parents are argue if a gun goes off on campus, you don't wait to tell parents. this photo that elementary school janitor, the secretary, teachers all being called heroes tonight for their quick thinking and keeping yesterday's shooting rampage from becoming deadlier. the superintendent gave a chilly account of how the shooter arrived on campus before 8:00 a.m. yesterday. the school's secretary heard few gunshots in the distance. school officials gathered the students and put the campus on lockdown. the shooter rammed the gate with a pickup and jumped out with an assault rifle. the school's janitor got the attention long enough so the kids can be locked inside the classroom. the frustrated shooter fired from the outside before leaving. >> love and kindness and selflessness paired with the ability to professionally do what they did defeated evil yesterday. the fact is we don't have another one of those stories where multiple children are dead because of the heroics of my school staff. >> definitely. one student was hit by gunfire. he is expected to survive. the school that's how we're going to get to higher rainfall totals down in the santa clara valley. we may actually see the system stall out as we head throughout tomorrow. there's chance of that possibility occurring. we're going to run through the full totals and more updates tonight. i want to put things on pause for a second and talk about the wind. we think by 11:30 tonight it's going to get a little seeing right now is by 10:00 p.m. still rain over the north bay in san francisco. by 3:00 a.m. it's for the east bay. by 6:00 a.m. it's down towards the south by. even by tomorrow afternoon we could have south bay lingering. we talked about sierra snow. i want to let you know if you're headed there through tomorrow night we could see anywhere from one to two feet of snow. please take it slow. problems in the mission for decades but the public utility's commission says it's doubling down on flood protection to help people who live and work there. city workers laid out 500 feet of flood barrier protection. today stretching down both fulsom and 17th street. city has opinion using the barriers for three years but now they added a strike team to address problems as they pop up. they are also issuing millions in grants to help people retrofit their property. the program is called sf rain ready. >> coordinated city services like this one and then innovative ideas for residents to take advantage of ahead of the rainy season and ahead of the wet weather. >> on the top of the hill it rains down here. each qualifying project can receive up to $0,0 $30,000 in assistance. we'll have the a year. >> is part of you worried that your daughter might have to spend some of her childhood homeless like you did? >> that is a worry. if i have to change around my whole life to make sure she has place to stay and she doesn't have to be homeless during her childhood, i will. >> to get to her doctors appointments the about an hour commute, two bus lines and a train. >> i've been lucky that my baby works with me. she doesn't give me a lot of pain. >> her fiance, ace, has now been on the streets. he now lives at drug rehab center. she lives at the women's only center where she's been gathering baby supplies for months. she also attends free parenting classes a couple times a week. >> have you decided on a name? >> yeah. >> her name is faith. it's believing that things will get better even though it doesn't seem that way. it's clear in san francisco. moms with children even newborns, begging on the street. one thon profit says it's seen 224 homeless pregnant women this year alone. the number of homeless women giving birth has spiked at least 76% since 2010. >> there are women who have to spend most of their pregnancy on the street. >> reporter: dana is a registered nurse with the department and on the road daily providing medical care to the homeless including pregnant women and new moms. >> can homeless parents really provide for their kids? >> these women have everything that a baby needs but not having shelter makes those things really difficult to provide. >> children this eminent danger can be taken away but those who need child protective services tell us being homeless isn't reason enough because a lack of permanent housing doesn't qualify as abuse or neglect. while san francisco shelter have over one hundred beds most pregnant women aren't given priority until they are seven months along. >> there's nowhere affordable for them to live with their family. >> san francisco mayor, ed lee. >> is the city doing enough to not only help homeless adults but homeless children? >> i believe we are. >> the mayor unveiled a plan to eliminate homeless camps over the next two years and get all into permanent housing in next four years. >> we're going to end family homelessness the way we know it. >> the strategy uses a new central database to help match the homeless, including children with housing and medical care they need. >> i believe the child is not in safe environment when on the streets. >> especially newborns. her baby was delivered nine days late. she believes her new found faith arrived right on schedule. >> do you ever worry that faith will be taken away? >> that would be the fight of their life. >> patricia will soon lose her housing. her temporary stay at the shelter runs out in four months. >> do you know where you'll go after that? >> i don't know exactly where i'll go. >> how do you deal with that uncertainty? >> understanding this life is uncertainty in itself. >> and by having faith? >> exactly. >> the city plans to develop more permanent housing for homeless families over the next five years. enough for more than 500 people. that subsidized housing unlike shelters won't have time limits on when violent attacks could be connected. these men have been arrested for robbing and shooting man in broad daylight at the east ridge mall in east san jose. the shooting happened back this april 25th. the victim is expected to survivor. now investigators believe that the four men may have been involved in other armed robberies in the area between last march and april. investigators are asking for any possible victims to please come forward. protesters filled streets strois their anger. they are upset the city posted signs ordering motor homes to move. city says they need to move to help protect years ago when francine set up a dish network account for her daughter who had no credit. she said she paid every single month. when she closed that account there was this $77 overpayment. that was due to her but when dish cut the refund check, it made it payable to her daughter. francine found out even though she opened the account and made the payments her daughter was listed as the account holder. that's why the check was made to her. she tried to get dish to reissue the check but the effort went nowhere. she reached out to us for help. we contacted dish and it cut a new check made payable to her for $77. she probably should have made sure the account was in her name. that way she would have complete control over the account and dish agreed saying standard policy is to send refunds only to the account holder but it considered this a special case. in statement it said we understand that top notch customer service is a priority. we regret the frustration this has caused need especially this year with the north bay wildfires. >> we have seen higher need from people that are cleaning the fires and looking for a place to live and a place to eat. they have new expenses. this is time of year where bay area food banks throughout the area are fighting disasters that happen every day. i would just encourage everybody to support all of their local food banks who help us next and that's when the flood threat will start to heighten as we have got more non-stop rain coming your way throughout this evening. as we zoom in and get a closer look, it's some new areas beginning to get wet weather. you can see here at 7:17 tonight and into crockett more moderate rainfall. i want to move things into 7:0. that's what all of you guys want. no matter what weather app your look at our yoen phone whether it's hours or competitor, this kind of information is so valuable because it doesn't get it down to this level. we still may get a little bit down towards san francisco around 9:30. it's going o to be slow moving. we're dealing with heavier pockets of rain in the north bay. it starts to move down into contra costa. also the peninsula. the yesterdllow, orange and red the heavier rainfall areas. eventually into san jose we'll see the wetter weather begin at 4:00 in the morning. that will continue for the morning commute across the south bay and east bay. that's where it looks like it's going to be the worth throughout tomorrow morning. in terms of our forecast, as you get ready to go on your thursday, temperatures in the 50s. wettest weather from the south bay over to the tri-valley. i think we'll start to see things drying out in san francisco and also the north bay. that storm system continues to push off to the south. let's take you back to the future cast. i want to underscore the point that there is a chance that we could see the rainfall just kind of stall out throughout the south bay all the way through thursday morning and maybe linger into the early afternoon hours on thursday. this is how we get to some of these higher rainfall totals. you can see in the south bay .82 possible right around an inch through the bay. keep in
