To answer your question, marcus, what crews are doing is hauling off the debris as fast as possible as a result of the rain coming in. They dont want what could be toxic ash getting into the storm drain and affecting the folks here. We have video of the crews hauling off that debris. Its an effort they are trying to cover in a short amount of time because of the rain coming in. Theres 173 square miles of burn area, which is a lot of ground for crews to cover in a short amount of time. Can you imagine having to go into, you know, the entire city of San Francisco times three and a half and make sure it was secure for a rainfall event . Thats what we are dealing with. We know 300 cal firefighters are in the burn areas working on erosion control. He escaped from a Mental Hospital in hawaii, then managed to board a flight to san jose. Reporter well, not only, as you said, a violent psycho path, but fits the profile of a serial killer based on a murder of a woman in hawaii for which he was sent to a mental institution. He is a 59yearold japanese man, six fetal weighing 220 pounds, heavy set with black hair and black eyes. This is the last known video of him in a taxi in honolulu not far from the hospital where he walked away sunday morning. An anonymous source said it was 11 hours before staff called police. That was long enough for him to take that taxi, charter a plane to maui. In 1979, saito was tried for the gruesome murder of a woman, found not guilty by reason of insanity. Authorities say he is a violent psychopath, a sexual saytist. Prosecutors who dealt with saito said once a killer, always a killer. Because he committed a murder, no matter how long ago it was, he still has that ability or inherent ability to commit another murder or another violent crime. Goes to an elementary school, cant get in because teachers heard the gunshot and they had that school on lockdown. When she closed the dish account, there was a 77 overpayment, due to her. But, when dish cut the refund check, it made it payable to francines daughter. This is when francine finds out, even though she opened the account and made the payments, her daughter was the account holder. She tried to get dish to reissue the check without luck. We contacted dish and it cut a new 77 check made payable to francine. Now, francine probably should have made sure the account was in her name to have complete control over it. Dish agreed saying standard policy is to send refunds only to the account holder and considered this a special case. Marin county covered with light rain, that makes your commute slower and the roads slicker. Make sure the kids have the rain gear. The heavier rain in concord as it fills in on the radar for the east bay as well. Light rain moving down the east bay and now starting to close in on san jose with light showers. As we go through the day, we will be watching potential of flash flooding with this second round of storms moving in later this evening, starting at 4 00, we will have a Flash Flood Watch<\/a> in effect, especially for those burn scar areas where we are looking at 13 inches of rain. Happening today, a number of people expected to protest the plans to evict a group of homeless People Living<\/a> in rvs in east palo alto. Its been happening along weeks street. They have been popping up on streets across the area a sign of the housing crisis. Bob redell is live there with the controversy. Good morning, bob. Reporter good morning to you, marcus and laura. The people that live in the rvs say the city has not given them enough notice to move their motor homes off weeks street. This dead ends near the open space in palo alto. Its a popular place to park rvs. The organizer of the protest says the city put up the signs yesterday afternoon at 3 00, requiring those motor homes to vacate the area by 8 00 this morning, so, in about 90 minutes from now, when the protest is scheduled. A fnumber of them were given a heads up this was going to happen. A number of the rvs cant be removed because they are not operational. If the city tows them, they will be without a home. We counted two rvs here on weeks street. Theres another four around the corner. Last week, our sister station says they talked to a man forced into an rv after 2,000 a month apartment rent nearly doubled to 3800 a month. The lack of Affordable Housing<\/a> forced a number of families in rvs. In palo alto, san jose and mountainview. The city of mountainview ticketed rvs on a residential street. A walnut teacher accused of improper contact with a minor is expected to be charged today. The 33yearold is expected to be arraigned in a martinez court. He taught science for three years and was a substitute teacher in martinez before that. The allegations against him do not involve students at either of those schools. A Funeral Service<\/a> will be held for eight family members killed in the texas church massacre. The associate pastor for the First Baptist<\/a> church was one of the victims in the attack. Seven other members of his family were also killed. 26 people were killed earlier this month when a gunman opened fire during a sunday church service. They block the lanes picking up and dropping off passengers. They approved 145,000 to study it. They will look into whether a protected bike lane is needed. They may change the loading rules for businesses in that area. Renters in San Francisco<\/a> could soon have a place to turn if they feel they are unfairly being evicted. Supervisors are providing lawyers for renters facing no dault evictions. They say right now, theres not a lot the city can do. Legislation will be officially introduced in the next few weeks. Up and coming bay area bike shares may have a new ticket to ride thanks to a new funding program. They will vote on allocating funding to richland, fremont and train stops along the smart corridor in marin and sonoma counties. The money helps expand Bike Share Program<\/a>s in smaller communities that havent benefited from the process. We spoke with a leader who said the bike share industry is still in transition. How it grows, we dont know yet. Bike share, like a lot of things in life is changing. I think we are going to see which works the best. If the plan is approved, funding would amount to 2 million. It would be up to cities to decide which type of Bike Share Program<\/a> their adopt. A lot of people trying to ride their bikes to work and get around. They need to be mindful. It is going to be one of those days you have to worry about the rain off and on and getting heavier as we go into the evening. A couple rounds of it. Its raining in the north bay and its that busy morning commute coming down in San Francisco<\/a>. The seven day forecast, up at the bottom of the screen. You can see the cloudy skies. As you make it to the golden gate bridge, it is soggy out there. You have to turn on the windshield wipers with the light rain moving through. Two rounds of rain. We are getting initial plume of rain and a very weak distur pans moving in. Here is the storm system here with the cold front. Its helping to draw in more of that moisture. This will be a slow mover. The reason why, we are expecting potential of flooding this evening as well as early tomorrow. We are starting to see pockets of heavier rain moving in for parts of the north bay. As you head farther south, lighter, then nothing in san jose. South of mountainview, really not getting much in the way of rain. As we go through the day, we have to keep a close eye on the burn scar areas. This is where we may have some of those mudslides and the run off as well as some street flooding. As we get a look at the areas where we have those wildfires, just about a month ago and as that rain continues to move in, there will be breaks. The heaviest rain moves in by early afternoon. By 2 00 to 3 00, later today, we will have pockets of heavy rain and gusty wind. That works to the south slowly to San Francisco<\/a> and oakland. We see purples here, that indicates really heavy rain and we will see that for several hours between tonight and early tomorrow. It may not make it to san jose in the south county until midnight, but does linger through noon tomorrow. Live outside in san jose, getting dressed for the south bay, you dont need the umbrella as of yet. Maybe a jacket with a hood or nice warm hat in case you get caught in a lighter shower. Once again, the heavier rain does move in later on tonight. Its going to be windy as well, the winds gusting up to 3040 miles per hour, then tapering off tonight. I saw one set of flashing lights heading over there. Focus goes in and out but its the way we see things. There you go at home. This is a slower drive. There must be a disabled vehicle on the shoulder. No blocks for the san mateo bridge. We see the pattern on the map. The back up to where we saw the camera. The disabled vehicle cleared to the peninsula side. Overall, a lighter build right now. Thats good. We had an earlier start. We will see more folks heading down toward the dunbmbarton bridge. Traffic is light for the rest of the bay. We are looking at a good drive. The rain just traveled across 237 a few minutes ago. We see slowing toward sunniville. We will track the traffic as it builds. The blue up here, along the coast, more puddling and ponding. Green means slicker roadways. Keep that in mind. The effort to find a man prosecutors call a violent psychopath continues as questions mount over how he made it across the ocean before anyone noticed. His name is Randall Saito<\/a>. Authorities say he walked away from a state Mental Hospital<\/a> in hawaii on sunday. An anonymous hospital source says 11 hours passed before staff called police. By that time, he had flown to san jose. In 1979, he was tried for the gruesome murder of a woman, found not guilty by reason of insanity and committed to the state hospital. He fits the criteria of a serial killer. Investigators are trying to figure out the motive of a killer in tehama county. Ten we are injured in that incident. There were seven different crime scenes. The gunmans last stop, an elementary school. They plan to hold a News Conference<\/a> to provide an update. Coverage of the shooting continues next on the today show. The information we are learning about the victim and the gunman. All new this morning, a man hurt after police say he fired a rifle at deputies. They returned fire. This morning, he is recovering from surgery. It happened at 6 00. The Sheriffs Office<\/a> said they came to his home for felony probation compliance checks. He is facing attempted murder charges. Three deputies on administrative leave, which is standard procedure after a shooting. Authorities in richmond are investigating a double shooting. It happened at 7 30 on view street.
