investigation. we begin with jay gray live from the crime scene. >> reporter: the massacre was carried out during the sunday morning service. unsuspecting worshippers ambushed in the pews. shots ripped through the first baptist church during the sunday morning service. >> rapid fire. >> reporter: 26 killed, ten or more wounded. >> dealing with the largest mass shooting in our state's history. >> reporter: victims range from five to 72-year-old. include the 14-year-old daughter of the pastor. 26-year-old devin patrick kelly who burst through the open door and fired. >> wearing a ballistic vest. >> reporter: praying with multiple rounds. >> a local resident grabbed his rifle and engaged on the suspect. the suspect dropped his rifle and fled from the church. >> reporter: kelly crashed his vehicle just across the county line. >> at this time, we don't know if it was a self-inflicted gun shot wound or shot by our local resident. >> reporter: kelly spent time in the air force. his uncle calling him a coward telling nbc news i never in a million years did i think devin could be capable. yeah, and that investigation continues over night. police pouring through evidence inside the suspect's car. no links to any kind of terror here. back to you. >> thank you very much, jay. 30 minutes ago president trump reacted to the massacre saying quote, this isn't a gun situation, this is a mental health problem. earlier today the president did offer his condolences to the families. >> our hearts are broken. but in dark times and these are dark times, such as these, americans do what they do best. we pull together. we join hands, we lock arms and through the tears and through the sadness, we stand strong, oh so strong. >> president we want on to say he spoke to the governor of texas. >> this was last week's service. now like many service, the pastor here posted videos on youtube. not clear yet if today's shooting was captured on video. one of the neighbors said he went inside his warm to warn his family and suddenly a bullet went through the wall. >> shock that somebody would decide of all places this small little church. why this church? why would you do this to people like that that are just praying, just worshipping. why would you attack them on a sunday when they are defenseless? >> question many of us had. he said when the gunfire stopped he went to the church and started helping the victims >> this is the third mass shooting in a church in just two and a half years. dylan roof a white supremacist killed nine people as they attended bible study. roof is convicted and now on death row. that shooting may have led to another mass shooting in antioch, tennessee just a few months later. in that case, an african american man wearing a mask opened fire. authorities arrested emanuel sampson. now today's horrific rampage has local -- >> amos brown had poignant words about what is happening in society. >> reporter: that's right. after being a pastor in the city here for more than four decades, he said he is afraid that we will see more of these shootings in churches if we don't take better job in the way we treat each other and also take care of the mental ill. >> it is what happens in our society when we lose moral compos. >> reporter: over time, the church has had to make changes to keep people safe. amos brown says the country is changes for the worse. >> we have become a violent nation. >> reporter: and the reverend has overseen the installation of security gates and surveillance cameras and has had to hire guards since he became the leader decades ago. >> what this gentleman did at church this morning, he was uncouraged to do it because he felt he had his right to take his pistol, whatever weapon he used and go to church. >> reporter: the reverend says society has helped to shape. >> it is created a climate of instability and violence. and people tend to mirror, to reflect their environment. >> reporter: we do see in so many of these cases, there are mental illnesses associated with people involved in these shootings and the reverend says he believes we need to provide more mental health care and also more counseling services. >> thank you. we will continue to monitor this story for the latest details. social media platforms will be updating around the clocks. a new twist to an ongoing problem in san francisco. a police vehicle has been burglarized. among the items taken, guns, ammunition and an fbi jacket. nbc bay area sergio quintana is in san francisco with the details. >> reporter: according to the san mateo sheriff's department, burglars broke a window and made off with weapons. the car was parked on jones street. the thieves made off with serious fire power. >> the first is going to be a shot gun, 12 gage pump action blue steel with a brown stock. second firearm is a colt ar-4 black in color. >> reporter: that is a total of 800 bullets stolen. the deputy's bulletproof vest and the jacket with fbi on the back where also taken. it is not clear if the deputy was in the city as part of the investigation. our investigative unit examined bay area units which had reported 68 guns that were lost or stolen over a five year period. a new law took affect this year that closed a lap hole exempting law enforcement -- when he authored that law. now that new law does specifically remembrance pistols. it does not reference long rifles which were the type of weapons that were stolen this weekend. thank you. a gun stolen from a federal agent that killed cakate steinl. last year prosecutors ended arguments with what they called an o.j. moment, showing how the beg gun could have been hidden in a pocket. shot steinle while she walked along pier 14 with her father. a man walked into of details at this time. but do have dramatic videos. we know it is a multifamily unit. at this point we don't have any word on injuries or how the fire started. we will continue to monitor the story. federal evidence have enough evidence to bring charges against michael flynn and any e flynn's son. mule s mueller is reportedly applying pressure. flynn was fired just after 24 days after assignment. cloudy skies, breezy times and a cool day. surround the bay area tomorrow mid-60s. you will see temperatures very similar to what you see bay side low 60s. coast side around pacifica and half moon bay, temperatures still in the mid-50s. upper 50s near san francisco and north bay temperatures tomorrow in the low 60s. and after tuesday, things begin to change with more wind. again, midday wednesday, we will see the wind pick up. main rain event passes wednesday evening. more scattered showers follow thursday friday into saturday. maybe late monday seeing our late chance of rain coming in. by late sunday, chance of seeing more snow could see another foot and a half of snow around 7,000 feet. wednesday we will see wind and rain changing over the scattered showers. so thursday have to
