You can see windows boarded up after being smashed in overnight. Protesters never announced they were coming to this neighborhood about 20 minutes outside of downtown st. Louis keeping their prochlts unpredictable and leaving Business Owners unprepared. A second night of protests turned violent. My wife runs the cafe and she works hard to make this a place that feels like a part of the community. And it hurts. People should be able to protest. But this is not productive. Reporter protesters filled the streets of university city, a suburb st. Louis popular for its restaurants, shops and bars. What started as a maesful demonstration earlier in the day turned ugly as night fell with a handful of protesters clashing with police. Nine of them left in handcuffs. Protesters still angry over the decision to acquit white Police Officer Jason Stockly in the 2011 shooting death of Anthony Lamar smith after a high speed chase. Stock li defended his actions after the verdict. I did not murder Anthony Lamar smith. U2 and ed sheeren have both canceled shows. Amid security concerns. While missouris governor worried about a repeat of riots that happened in nearby ferguson in 2014 isnt taking any chances. We have the National Guard teams on standby, geared up, ready to roll. Do you see them taking a more active role . If they are needed they will step in. Despite this damage, the group of agitators last night was much smaller than the night before where they surrounded the mayors house. Throwing rook rocks at her windows. Turning overseas on breaking news overnight where police in london have made a second arrest in connection with the subway attack there on friday. Nbcs Kelly Cobiella is outside londons Scotland Yard with more. Willie, good morning to you. A 21yearold man arrested overnight as police try to figure out whether this subway attack was the work of one person or a wider network. This morning London Police are still searching a home south of the city looking for fridays evidence for fridays attack on a subway car. Its scarry. My boys were out. Frightened for them. Frightened for my family. Reporter now a second arrest, a 21yearold man taken in west of the city by Counter Terrorism police. This after they arrested an 18yearold man in a Department Area of dover, a key Ferry Terminal between britain and france. Hes still in custody this morning. At this stage were keeping an open mind over whether more than one person is responsible for the attack. We are still pursuing municipal russ lines of inquiry and at great pace. 30 people injured friday when a wall of flames spread through the subway car during the morning rush hour. Some suffered burns, others were hurt in the stampede to escape. The bomb in a bucket. Made of explosives and a string of lights. Security sources tell nbc news the detonator worked. Bag is on fire. But the main charge did not. How it was made could tell police more about the suspect. The device that weve seen so far is what id say is kind of midlevel sophistication. It doesnt necessarily mean that hes been abroad to receive lengthy training but it means hes had a certain level of knowledge and skill. Reporter this morning a heavy Police Presence throughout london. The threat level is still critical, meaning another attack could be imminent. And at this point police havent said whether they believe they have the suspected bomber in custody. Those two men who were arrested have not been named or charged yet. Willie . President trump is drawing some criticism today for his initial tweets questioning the British Government and its commitment to fighting terrorism in the wake of that subway attack. Good to have you here in new york. Thanks for having me. Great to see you. Chuck, im going to start with you. Lets talk this week and the president sitting down with his friends chuck and nancy. Chuck schumer and nancy pelosi, over the last couple of weeks to get a deal done on the debt ceiling and funding the agreement. This weekend an agreement anyway. They went back and forth on what it really was on daca, the 800,000 young people who came into the country with their parents and the president threatening to deport them and maybe now will not because of this deal. Is this the future now, chuck, or is this a fluke . Are we going to see bipartisan . Has donald trump found the way to get things done in washington . By the way, like i think you referred to it as an outbreak or a breakout. Its almost like bipartisanship is now a disease in washington its so rare. Thats sort of sad to think about. Yeah. Look, i think trying to figure out the motivation here is actually important. To figuring out is this longterm, is this shortterm . I think the president believes he at least temporarily took back control of his presidency, at least as far as washington is concerned. What do i mean by that . I think he feels as if it was mcconnell, it was ryan, frankly it was at times Reince Priebus that were deciding when they were going to take up certain items, and when votes were going to be, and what item they would tackle next. By doing this, by sort of short circuiting, i think he was more motivated by sending a message to ryan and mcconnell that hey, im in charge. Im going to decide when well tackle certain things. Ill cut this daca deal and i will do it much faster than you. Lets see what the long term message is. But i think that was his shortterm motivation. Kristen not just sending a message saying i gave you the reins to the place. I gave you the white house, you got the senate, you got the house, you were supposed to repeal and replace obamacare. You had seven years to do it and now seven months under my administration and you couldnt get it done so im going to go see chuck and nancy. Thats right. When you talk to white house officials they acknowledge that he felt let down, burned by leader mcconnell. House speaker paul ryan, and he doesnt like the chess game in washington. He wants to cut through that. He wants to cut deals. One white house official said thats the platform on which he ran. Cutting deals. So we saw that at work this week but part of this is practical. He wants to clear the deck. What does he want to get done . He wants tax reform. In order to do it he may need some democrats. Thats why you see him out practically campaigning for tax reform, and really targeting red state democrats. Trying to get them on board, so that he can get the votes to get it done. These deals are things that he has to deal with but he wants to go for the bigger agenda items. Chuck, the president looked very comfortable this week, whether it was dealing with Chuck Schumer and nancy pelosi and Getting Positive Press Coverage for cutting what looked like a bipartisan deal, whether he was carrying out the ceremonial aspects of the president going around florida. He even had Hillary Clinton back to the foil as shes been on her book tour and been all over tv this week. But some members of his base, at least the loudest members of his base in cable news and talk radio and some members of Congress Like steve king of iowa came out pretty strongly against the president. Does he worry about disrupting some of those people who helped him make president . I think its obvious he worries about it a little bit. Or why would he not i think thats why he explains why he threw the espn chum in the water on friday, was almost, hey, look at this over here, to some of his conservative base. I think this is going to be a fascinating test, willie. Who has more pull over this insurgent conservative base that got so animated on immigration. Donald trump, the individual, or the rush limbaughs, laura ingrahams, those folks . I think for now donald trump has more trust with those folks than the talk radio crowd does. Now that said, i do think hes got to remember, immigration is why he got to where he got. No other his hard line position on immigration is why he got that nomination. So i think hes got to be careful here on how he walks this line. Daca is something that the party i think will accept. Theyve showed theyll stick with him through thick and thin. Kristen, i want to ask you about the president s trip to new york city to come speak to the general assembly. A lot on his plate. North korea lobbed another missile over japan this week. What posture do you expect to see from the president when he stands at that podium. I think hes going to take a tough posture. This is a significant test for this president. Hell be hosting more than 100 World Leaders here in new york, which is, of course, his hometown. Hes been critical of the u. N. In the past so i think a number of World Leaders want to hear him strike a more conciliatory tone. The big question is not only about his tone but what he can actually get done. Hes going to be having lunch with the leaders of south korea and japan to try to get them to ramp up pressure on north korea. Will it work . Thats the big question looming over all of this. During a live report from marco island a young disoriented dolphin washed ashore. Kerry and a Good Samaritan held the dolphin for about 15 minutes giving it a rest before guiding it back into the sea. Then less than an hour later kerry helped another dolphin, this time an adult back to safety. A group of helpful onlookers came to carry the larger dolphin to the water. Kerry says he was in touch with dolphin experts about how to handle the animals. I was on the air. I was anchoring when this was happening over on msnbc. We were sitting back watching it play out.
