Why did this happen and how can parents better protect their kids . We have some details now about the 15yearold suspect thought to be a trusted neighbor of maddy. Nbc bay areas Chuck Coppola is at the apartment complex in santa cruz with more. Chuck. Reporter raj, the boyfriend of the victims mother told me that the teen arrested was like a mentor to younger children here at the apartment complex, and there are a lot of them here. Some 50 kids live with their families here. You can see perhaps that is one reason why the memorial to maddy has grown so much in just one day. As parents now try to process that at least according to police the threat apparently came from within. Laura al brecht brought her children to the growing memorial for maddy today. She tried to figure out how to talk to her own children about staying safe. We have to teach them how to protect themselves too. And how to be aware of possible dangerous situations and talk to them about not going into other peoples houses. Reporter but tough questions remain. How do parents in this selfdescribed tightly knit artists colony convince their children there is no threat here . That is the really big issue for us moving forward. Is the issue of trust. I mean we have about 50 kids on this property. They all know each other. They all play with each other. They all hang out at house dates with each other. So there is a lot of like in any community, a lot of interaction between everybody. So now moving forward, that whole theres a trust breach here. Reporter kirby, the boy friend of the victims mother knows the 15yearold boy arrested. For the last six years, hes been here Everybody Knows him, everybody has interacted with him. Hes incredibly great kid. And this is a tragedy for him and for his family. Reporter scudder says and others that the teens family as well as the teen himself who was arrested have been good tenants here for many, many years. The mother very loving and supportive. A major flareup on a weekold fire thats forced new evacuations. The wragg fire near wine country jumped a containment line this afternoon. The fire is burning across parts of three counties. Napa, yolo and solano counties near the town of winters. Nbc bay areas Jodi Hernandez joins us live from Solano County with the latest. Jodi. Reporter janelle, troubling is right. Its got a lot of folks who live up in this area feeling very nervous. Take a look. You can see where the fire is burning right up behind us. Now, firefighters have been working very hard to keep this fire from moving over the hillside and down into the valley where there are dozens of houses. Tonight, hundreds of firefighters have been called back out to this fire battle. The fire flared up about 1 00 this afternoon. Fire crews working to fully contain what was left of last weeks 6,600 acre wragg fire suddenly had a fastmoving spot fire on their hands. One thats grown quickly from 30 acres to 400 acres. Obviously, we are battling mother nature. Its been windy all since this morning out here. And obviously the very, very hot and dry temperatures. Reporter about 200 people have been ordered to evacuate. For some of them its dejavu. They just went through this last week. We just got our house back together, and i dont want to get the trailers emptieded again. One of the fire guys told me maybe i should get my belongings ready just in case. Reporter we are back here live where you are looking at where this fire is burning. You can see the glow of orange as that fire tries to make its way over the hillside. Again, dozens of firefighters hundreds of firefighters are out here. We have been watching dozens of air drops since we have been out here desperately trying to keep this fire again from moving over this hillside. There are dozens of homes that are located in this valley. Again, tonight 136 houses are under a mandatory evacuation order, about 200 residents. Im told mixed canyon road sky ranch road and blue ridge road are all under this mandatory evacuation. Of course well keep a close eye on the situation. Well have the latest at 6 00. This grassfire started late this afternoon in dublin right near the santa rita jail. It is now contained at this hour. But smoke at some point today could be seen across the tri valley. And one thing to note here. A drone hampered this firefight. There is also some road closures involved. Between cory and fallon road for several hours. Nbc bay areas robert honda is in dublin this evening. Once again, drones becoming a serious issue with our fires. Reporter thats right, raj. California fire acknowledges it did hamper operations but officials also emphasize they did not have to abort any of those operations. Still, with a fire like this one, firefighters say they didnt need any additional problems. The fire broke out around 11 30 a. M. On the Army Reserve Camp parks grounds and swept through the dry hillsides. The Camp Parks Fire Department with the help of cal fire Alameda County san ramon, dublin and pleasanton firefighters swarmed the area and were about to call the fire contained at 100 acres, but the weather took over. That wind came up again and started coming to the east instead of blowing to the west. And thats when the fire really got going and burned up around the tower. The wind picks up and dies down, picks up and starts taking runs and starts spotting like i said. So with the humidity extremely low and radical fire behavior youve got to get in front of this. We have a lot of expensive homes out here. Reporter the fire eventually spread to 253 acres and at one point, air crews were warned about a drone in the area. Theres a drone in the area. Reporter the Alameda County Sheriffs Department tells us they did find the owner of the drone but did not make an arrest, just issued a stern warning. Jeff the triple digit heat temperatures not doing firefighters any favors. And humidity down to 10 and 15 . You can see one of our hottest coming in was antioch at 108 degrees. The average, 91 this time of year. So what i want to show you next is the profile on how these temperatures are beginning to respond, at least to a little sea breeze. Were seeing a drop in San Francisco and also the peninsula, down to the 80s for the average temperature. Still dangerously hot towards the east bay. Thats why we have that microclimate weather alert in effect. 105 in antioch. 105 in pittsburg. Danville, 102. And currently in sunol, 97. It is slightly cooler in the bay where were getting an onshore wind. For the south bay, not as hot as it was in the east bay, but still, again, very, very warm here. 99 in santa theresa, 100 in morgan hill. And san martine at 9 8. Los gatos at 102 degrees. The sea breeze is pushing daly city to 69. You head down to los altos, currently at 99 degrees with those fires in the forecast that we just showed you, Jodi Hernandez in the north bay, our wildfire forecast this week does not have any winds, widespread topping 20 miles per hour. New at 5 00 a body found, and a person of interest is in custody. This is happening in south San Francisco. The body was found at the bottom of a cliff near oyster point today. It all began last night in San Francisco. Police say the victim and two others were in this minivan here here and they were being chased by an suv. They ended up at a dead end. Everyone in the minivan took off running. Police say someone from the suv got out and fired several shots. Two people were able to get away. Its not clear if the man found dead today died from falling or if he was shot. The suspect suv was later found in San Francisco. A man accused of killing kate steinle near the Ferry Building now faces an added charges. At his third Court Appearance today, prosecutors amended the charges against Juan Lopez Sanchez to include felon in possession of a firearm. His complicated criminal history includes prison sentences for drug crimes and illegal entry into the united states. Lopez sanchez is accused of fatally shooting steinle on pier 14 earlier this month. A huge water main break here in san bruno. And why water officials kept it flowing for hours. Im Mark Matthews. It happened at the san bruno entrance. Water flowed all night and half the morning today. Nbc bay areas Mark Matthews is there live. And mark the big question why did it take so long to shut the water off . Reporter ill tell you, the pipe theyre working on is a big one, four and a half feet in diameter. Come on in. The hole is at the bottom of this pipe. And im told that if they had shut the water off, meaning cities many cities on the peninsula would have woken up this morning without any water at all. Rather than turn the water off, San Franciscos Public Utilities commission decided to keep the line pressurized, and the water flowing, even though a huge amount was washing down the hill and into a storm drain. I had to guess, it would be 15 million gallons. Reporter thats onefifth of the daily water use for San Francisco and much of the peninsula. If they had cut the water off on this broken main daly city san bruno, pacifica and the San Francisco jail would have been dry. So they kept the line pressurized for hours. Long enough to allow the wholesale customers to reconfigure their systems so that all the retail customers stay in clean water. Reporter the break in this pipe was caused by rust. The pipe was installed in the late 1920s, and a spokesman for the puc says theres 320 miles of old pipe that they are replacing at a rate of 15 miles per year. We have a very old system that we want to continue replacing more and more. And until we get to that point where we are in the state of good repair, youre going to see water main breaks. And thats part of running a water system. Reporter but in a drought, its particularly tough to watch so much water going to waste. In san bruno, Mark Matthews nbc bay area news. We all have that reaction. No, get that water back. We can use it for our yards and everything else. Lets bring in chief meteorologist jeff ranieri now. Jeff, it is hot. It definitely is. One of those days where you head to get in your car and crank the ac up but you can still feel it for several minutes as temperatures surpassed 100 degrees for a good section of our interior valleys. Right now, still averaging well above average in the south bay with 97 degrees. Peninsula, 86. San francisco was in the 80s today and you could see across the north bay, 96. No doubt the hottest widespread weather is right here across the east bay. So lets get a check of those microclimates right now. And you can see the warmest weather is right throughout this corridor of pittsburg, antioch, north brentwood, all coming in with 105 degrees. Lafayette, 99. Orinda 95 and right down the corridor from danville to pleasanton, temperatures generally ranging in the low 100s. So with this heat in place, i do think well see some cooling for tomorrow morning, a little bit of recovery. But its going to start mild and the temperatures are going to warm up fast. Lets go ahead and take a look and you can see as we start off wednesday morning, well begin with 66 in the south bay. 69 for the east bay, and for the north bay, starting off with 62 degrees. So not a bad morning, mainly clear skies. But then as we head throughout the day, were anticipating 1 to 2 degrees of an increase in those temperatures. Thats going to put downtown san jose at 99 degrees for the high. Dangerous levels of heat again in morgan hills. So you want to make sure to drink plenty of water if you work outside, try and limit your outdoor exposure if its possible. Take some breaks indoors. Youll see for the peninsula, pretty nice in pacifica 77 with beach weather. And palo alto, 96. And San Francisco, near the Golden Gate Bridge a slight wind off the bay will put your temperature at 77. But if you head to the interior peninsula, back towards the mission or also the financial district, temperatures in the low 80s. Lets get you up to the north bay, east bay and also for the tri valley and, yes, you notice a lot of low 100s here. Napa and also santa rosa. The kind of weather where, again, you cannot forget that water, 102 degrees up in the vineyards and Napa Santa Rosa 100. For the east bay, you have 86 in oakland, but you come out the called cot tunnel the thermometer in the car shoots up to 103 degrees. And the worst heat will be throughout the tri valley. 105 in pleasanton. Also 103 in danville. So whats producing the heat . Nothing too out of the ordinary in terms of the pattern. Its High Pressure thats just unusually strong. That stays in place, and it looks like at least for the next two days in the forecast. So as youre going to be able to see in our temperature trend here all the way through thursday, hot weather remaining in place. Then by friday we get some cooling. Now that cooling in the forecast, thats going to be coming from this storm system were tracking off shore by friday. And upper level low pressure system. It will push in some monsoonal moisture and may actually bring in some isolated thunderstorms here to the bay area. So lets go ahead and take a look at the extended forecast and what youre going to be able to find as we head throughout saturday and also sunday temperatures definitely not going to be hot here. 86 for the south bay on saturday. 84 by sunday. So again, very hot weather for tomorrow. And then we cool off this upcoming weekend. Ooh, okay. Thank you, jeff. The most famous longdistance swim in the world is the crossing of the English Channel but is it the hardest . The channel has been crossed close to 300 times. What two bay area swimmers are planning on doing tonight has never been done before. Simon dominguez and kim chambers are both members of night train swimmers a group of swimmers who dream up epic Long Distance swimming challenges and use them to raise money for charity. Well, the challenge simon and kim have taken on themselves is the biggest and maybe scariest yet. No matter how blue the sky above may be it is a rare day in San Francisco when one can clearly make out the island. Still, what Simon Dominguez and kim chambers are cooking up is even rarer still. Because, well its never happened before. Each are going to swim solo the 30 miles from the Golden Gate Bridge to the island. If successful simon will be the first ever to do the swim east to west. And kim, the first woman, period. I am drawn to adventure. Im drawn to the unknown. And thats tremendously alluring and thrilling for me. Reporter while the two have been training together for months to reach this same goal their paths to this point have been quite different. Simon, from australia, was a competitive competitive swimmer growing up. He thought it would be fun in 2010 to try a marathon swim. Five hours in the water, though left him in agony. So i was in a lot of pain. I couldnt move. But i was totally hooked. I thought this is the best thing ever. I love this sport. Reporter kim, from new zealand, did not have swimming in her background. Competitive ballet was her thing. But eight years ago, a horrific leg injury left kim almost unable to walk. Whewhoo reporter she swam in a pool as part of her recovery only taking this dip
