officials reveal the drug lord musz have had inside help. this morning, the intricate tunnels that now line the border. and ready for its close-up. all eyes on pluto this morning for nasa's historic fly-by. the journey to our solar system's final frontier ten years in the making today, tuesday, july 14th, 2015. morning, everyone. welcome to "today" on a tuesday morning. matt's got the week off. >> president obama said iran's pathway to a bomb has been cut off. his critics expressing their doubt. >> it's our breaking news. this historic agreement between the u.s., iran, and five other nations is supposed to freeze iran's pursuit of a nuclear weapon in its tracks. willie just mentioned the deal is being praised by the president but not by everyone. nbc senior white house correspondent chris jansing has all the details from the white house. dpoom to you. >> good morning, savannah. this is a major diplomatic victory for president obama, a defining moment in his presidency, a deal he says this morning makes the world a safer place. one senior white house official just described this as an incredibly complex rubik's cube that they were watching all the twists and turns, waiting for the pieces to fall into place. now that they have, the white house doesn't have time to savor the end of 18 days of almost nonstop negotiations. the president has to sell the deal. and he's begun to congress, to the american people, and to the world. this morning, john kerry and his fellow ministers weary but happy. celebrating a deal to reduce iran's nuclear ability in exchange for relief from economic sanctions. they had talked for 18 days until early this morning, before reaching final agreements. just before midnight, secretary of state kerry called the president who spoke about the historic deal earlier this morning. >> simply, no deal means a greater chance of more war in the middle east. >> the agreement requires iran to limit its nuclear program for ten years and its nuclear research for 15 years. convert an underground nuclear facility that the u.s. and israel fear could not be bombed into a peaceful research center. lift a u.n. ban on conventional weapons in five years and ballistic missiles in eight years or sooner. grant more access and online monitoring to u.n. groups. sanctions will be lifted only after complying. >> this is an historic moment. we're reaching an agreement that is not perfect for anybody, but it is what we could accomplish and it is an important achievement for all of us. >> president rouhani resisting the country's hard liners making a deal with the united states and telling his nation their prayers had come true. but in israel, swift condemnation from prime minister netanyahu who called it an historic mistake for the world. >> the militant islamic state of iran is going to receive a sure path to nuclear weapons. >> benjamin netanyahu is obviously a very powerful voice in this deal as it heads into the next phase. the president already facing a skeptical congress that has 60 days to review it, and he warned this morning that if they take steps to scuttle the deal, he would veto any legislation. get ready for a big fight. it could start to look like a campaign, and already, money is pouring in. >> it's happening during a presidential campaign as well. thank you. let's turn to jamie reuben. he knows about the high-wire diplomacy that goes into these deals. he served as the state department chief spokesman in the clinton administration. good to see you. >> good morning. >> we're just getting into the particulars now of this deal. and at the risk of, i guess, short circuiting it too much, who is the big winner, who is the big loser? or do you think everybody won here? >> i think it's fair to say that both sides won. the world has been trying to put these kind of restrictions on iran's nuclear program, frankly, all the way back to 2002, 2003, when these negotiations trading restrictions on their program for sanctions relief first began under the bush administration. but what happened is that iran elected a new president, rouhani, you just had a clip from him. and he took a completely different attitude, and that made it possible for the two sides to get down into real negotiations. we'll have unprecedented access to iran's sites. but i think it's important not to overstate this, either, because it won't change the iranian foreign policy that we in the west don't like, whether it's supporting assad or hezbollah or other things in the region. >> which leads me to my next question. the persistent criticism has been that this basically welcomes iran back to the community of nations, potentially injects iran with cash at the very moment it is ascending in places like syria, in iraq, and it's still a state sponsor of terrorism. >> that's exactly right. that's why iran is our adversary, arguably even our enemy. i would think the best comparison for your viewers, for americans, for the world really, is what we used to do with the soviet union in the cold war. they were our adversary, ronald reagan called them the evil empire, but we negotiate atded arms control agreements with them, two historic treaties and we did that because we thought the restrictions we placed on their programs were beneficial to us. and we could still go about arguing over their policies in angola and cuba and afghanistan. and i think that's what should happen here. the administration should describe this not as, you know, a breakthrough in u.s.-iranian relations, but in an arms control agreement that advances our interests and allows us to continue to disagree on matters in the region. >> jamie, given iran's track record on this very issue, what do you think are the chances iran cheats and doesn't keep up its end of the bargain? >> well, the restrictions that are placed on iran are verifiable. remember, it's pretty hard to cheat without being detected. we detected any effort by iran because nuclear material has this incredible signature for intelligence agencies. it's essentially radio actativety can be easily detected from afar and it can't be hidden. it doesn't matter if you arrive a day late or six day zs late, it's easy to detect. what the agreement will do is make it harder, not impossible, but harder for iran to build a nuclear weapon. it will make it easier for us to detect it if they try. it will give iran lots of incentives not to try. that's what arms control agreements can do. they can't solve the problem completely. >> and the president has said in the past, if iran cheats, the world will know it under this deal. always good to get your perspective. thank you. let's turn to an outbreak of severe weather across a wide swath of the country being blamed for one death, damaged homes, and evacuations. dylan dreyer is in chicago with us for the latest. >> several rounds of storms pounded the midwest sunday and monday from minnesota to kentucky and hitting every play in between. there were more than 350 wind damage reports and torrential rain causing danger and deadly flooding. in kentucky, the rain fell so fast and so hard it swept away cars and even homes in the fast moving floodwaters. one person was killed and several are missing because of this flooding, as more rain continues to fall. parts of illinois were also under water in illinois. people were using boats to get around some of the flooded streets. winds gusting up near 70 miles per hour, toppling trees and power lines onto cars and homes. in hutchinson, kansas, there was incredible video of a tornado, even some drone video of this monster tornado. amazingly, despite the size, there are no reports on injuries or damage with that storm. now, it doesn't look like the storms will be as intense today, but we are still looking at more severe weather, and al, it looks like a lot of the storms that will hit today could hit areas hard-hit yesterday. >> that's right, including areas dealing still with flooding, dylan. thank you so much. let's show you video we've got in. this from indiana. and there is massive flooding. this from our affiliate, and you can see the flooding, one road completely taken out. there's flooding here, also on into kentucky, where we have unfortunately had one person killed. there are eight to 11 people missing, 40 to 50 homes destroyed. and water is rising again in this region. and why? well, we're going to see wave after wave of storms. you can see again, more wet weather pushing its way in. we have severe flood watches, flash flood watches and flash flood warnings stretching from indiana all the way into west virginia. rainfall amounts anywhere from 1 to 3 inches locally could be 3 to 5 inches, so guys, with all this rain, we really do have the threat for more flooding and there's an enhanced risk of severe weather today, stretching from illinois all the way into the mid-atlantic states on into tonight. >> keep an eye on that, have the full forecast in a minute. thanks a lot. meanwhile, a 23-year-old massachusetts man accused of planning an isis-inspired attack on an unnamed college is set to appear in court today. his father, a boston police captain, is the one who tipped off investigators. ron mott is at the courthouse for us. >> we're expecting to see the suspect this afternoon around 3:30. as you mention, his father is a captain with the boston police department, and a source with the department told nbc news it was in fact the father who tipped off the fbi. 23-year-old alexander chicola is charged with receiving a cache of weapons from an undercover federal agent in preparation for a deadly isis-inspired terror attack on unspecified college students. nbc news has learned his father, boston police captain turned his estranged son into the fbi last fall after learning of his plans. >> it's a pretty big success for authorities. they have been pretty vigilant, but i don't believe that the threat has subsided. i believe it's remained steady and i believe they should remain vigilant as isis metastasizes around the world. >> late monday, his family issued a statement saying they were saddened and disappointed to learn of his intentions, grateful authorities prevented any loss of life. he was under constant surveillance, making an attack therefore unlikely, law enforcement officials say, still the government considers him a dangerous man. according to court documents, he was monitored buying a pressure cooking like the one use in the boston marathon bombings which he intended to fill with black pepper, ball bearings, nails, glass, and rocks to attack college cafeterias. the fbi describes how he wanted to execute students live on the internet. investigators say they found partially built molotov cocktails in his apartment. >> i know basically everybody around here neighbor to neighbor. when you hear something like that, it's a big shocker. an act of terrorism, bombs being made. i mean, it's right across the street from my house. >> a police source says he suffers from mental illness. authorities say he stabbed a nurse in the head when being examined at the house of corrections after his fourth of july arrest. this is the second alleged isis-inspired terror plot broken up in massachusetts in about six weeks. bauen police shot and killed a man they say planned to carry out an attack to beheld police officers. >> thank you very much. earlier this morning, we spoke to shawn henry, the fbi's former director, now president of crowd strike services. i began by asking him why there has not yet been a terrorism charge in the case. >> cases like this, the fbi may not have enough evidence to charge him with a terrorism plot. they might want to stretch this out because they're looking at co-conspirators, others that might be communicating with him, potentially, but they felt that the threat was significant enough that they wanted to take him off the street because he may have posed some danger to the community there. therefore, locking him up on the weapons charge does that by mitt mitticating a threat, taking him out, putting him into custody, allowing them to continue their investigation. >> he was remarkably alerted by the fbi by his own father. what does that adto the story in terms of first in september we got the alurlt he was potentially a danger, but now only arrested ten months later. what was the line he must have crossed for the fbi to move in? >> you know, there's always this line and this balance between somebody who is talking about launching some attack and then actually crossing over where they may look to accentuate or go operational, from aspirational to operational. in this case, going out, purchasing weapons, talking about bombs. we found that during the search, they actually found molotov cocktails, so clearly, it looks like he was getting ready to actually take some step to cause violence. the fbi has to constantly balance that free speech component where people can talk about their support for a group or talk about their interest in certain things. crossing that line poses a danger to society. that's when they act. >> again, first alerted by his estranged father. shawn henry, thanks so much. appreciate it. >> thanks, willie. >> i think we have more of a check of the wert to get to. >> let's show you what we have going on right now. we're talking about temperatures that are going to be well above average through texas, dallas will probably get its first 100-degree day. normally they get it by june 30th. they're about two weeks late, but that's good news for them. extend it, we have the enhanced risk of strong storms along the mid-atlantic states. along the pacific northwest coast, gorgeous weather, plenty of sunshine, temperatures, upper 70s to low 80s. again, california would love to see some rain, but they're not going to get that. plenty of sunshine, high of about 79 degrees. we also have a slight risk of storms in central nebraska. wet weather through the four corners and the southwest. look for scatters showers and thunderstorms through the northern minnesota area on into the upper midwest and the upper mississippi river valley. we're going to get to your local forecast coming up in the next segment. good morning. i'm meteorologist kari hall. right now temperatures are in the 60s across the bay, but heading into the 70s and 80s this afternoon. as we get some sunshine and temperatures will continue to go up through the rest of this workweek. that's your latest weather. >> thank you very much. >> we're learning more about the brazen escape of el chapo as the manhunt enters day three. authorities say the notorious drug lord surely had help from inside the prison to help him break out despite the fact it was a maximum security prison. mark potter is in mexico for us with the latest. good morning. >> good morning, savannah. the mexican interior minister is now saying what many people believed right away. that is that chapo guzman had to have help inside the prison when he tunnelled out. the prison director here as well as the national prison director have been fired, as mexican officials vow to recapture guzman. as the manhunt for chapo guzman intensified this morning, mexican authorities are back in the escape tunnel, gathering evidence and searching for clues. this morning, officials have released this new picture of guzman with less hair, and upped the reward for his capture to more than $3.8 million. two photos purportedly showing guzman after his daring prison break are circulating on social media today. in one, he seems to be in a small plane. the other, apparently holding a beer. the photos first showed up on a website which claims the pictures came from guzman's son. one official told nbc news he doubts guzman's son would release any clues to his father's whereabouts. fweets claiming to be from the billionaire drug lord known as shorty appear to be from someone seemingly taunting authorities. right after the escape, one tweet roughly translated, there is no cage to hold this great shorty. and a second, now i am back, all my people with me. and apparently, the person behind the twitter account is even sparring with republican presidential candidate donald trump, and his controversial comments about mexicans. from the same joaquin guzman twitter page, keep blanking around and i'm going to make sure you swallow your blank words. trump said he's contacting the fbi about the threatening tweet, but the sentiment it expresses is consistent with guzman's legendary bravado. >> this is a man we should not revere, and he has built his brand on seeming benevolent and daring and someone who sticks it to the system. >> investigators are now questioning more than 30 prison employees as they try to determine exactly how he made such a dramatic escape from this, a maximum security prison. savannah. >> all right, mark potter in mexico for us. thank you. coming up, a teenager emerges from the woods and reveals she survived a travel plane crash. an incredible story. >> plus, a bizarre twist in a so-called gone girl kidnapping case. while police now say it was not a hoax and the apology demand from the couple involved. >> first, this is "today" on nbc. it happened at monterrey road near chenoweth in south san jose. the victim has not yet been identified. and police say so far, there are no suspects in custody and no motive for the killing. happening today, berkeley city council members will consider tough new standards for balconies in the wake of last month's deadly collapse. among the possible changes, calls for more durable material and better design standards to prevent water exposure. they're also considering more frequent inspections. six young people died. seven others were seriously injured in last month's collapse. some local flavor to reign in iran's nuclear program which cuts off every pathway to a nuclear weapon. others are criticizing the deal with israeli prime minister benjamin netanyahu calling it a mistake of historic proportions. a massachusetts man in court today after beg arrested in an isis-inspired plot to set off pressure cooker bombs on a college campus. the 23-year-old was under surveillance after his dad, a police captain in boston, alerted torts to his son's alleged interest if isis. >> and the director at the prison where el chapo tunnelled to freedom has been fired. officials believe the fugitive had help inside. now offering a $3.8 million reward for his rearrest. there is a new twist in the bizarre the case out of california we told you about in march. it all began with a woman's reported abduction. her boyfriend told police she was kidnapped after someone tied him up. when the woman showed up days later police called it a hoax. but as nbc's jacob rascon reports an arrest has been made and the victim is demanding opinion apology. >> reporter: it's the real life abduction ripped straight from a hollywood script that now includes a possible twist ending. >> we old you defees huskins was right. she was not only innocent of perpetrating a hoax but she was a victim of a serious, violent crime. today there is vindication. >> reporter: this morning former marine and harvard law school graduate matthew mullerer is charged in connection with kidnapping denise and her boyfriend aaron quinn. mullerer will plead not guilty to the federal charges. it's a case that made headline hs this year after police initially called the crime a hoax. >> we initially had a hard time believing it. and upon further investigation we were not able to substantiate any of the things he was saying. >> reporter: according to court documents unsealed monday quinn didn't report the kidnapping for hours, telling police assailants entered their home drugged him and tied him up before taking huskins. a day later a recording of a woman claping to be huskins. i'm kid that happened. otherwise i'm fine. >> reporter: she reappeared the next day in her hometown 400 miles if are where she went missing. >> as you know my wife amy dunn disappeared. >> reporter: comparisons were made to the film "gone girl." months later an arrest after mullerer was charged with attempted robbery and use of a deadly weapon in a nearby home invasion a crime that fit the couple's description of their ordeal. police found a cell phone at the scene. >> that started the trail for our detectives searching for who the cell phone belonged to. >> reporter: the couple's lawyer is demanding opinion apology. >> the police department owes an apology to ms. huskifs and mr. quinn. >> reporter: in the case of the gone girl who wasn't crying wolf. for "today" jacob rascon, los angeles. >> lots of twists and turns. >> now to a story of survival out of washington. a teenage girl on a small plane that disappeared over the autumn is now getting much deserved rest. she's recovering if dehydration and muscle fatigue. beyond that she's doing well after walking 'i way from the plane's wreckage on a remote mountainside. >> she's like a superhero. >> reporter: this morning autumn beech is grateful to be alive after flagging down a driver revealing she survived a plane crash and had been walk hg this the woods for days. >> amazing what she went through at 16. enough for an adult. at 16, pretty impressive. >> reporter: she's the sole survivor of the plane crash believed to have killeded her step grandparents. their a-35 air cavity left montana around 1:00 p.m. saturday. when the plane didn't arrive in linden washington family members contacted police. >> they were flying ran into bad weather and a storm. as they came out of the clouds at the cascades they flew into the side of the pounmountain. >> reporter: rescuers searched for days. friends say after waiting for help at the crash site for a day the teenager's survival instincts kicked in. she followed a hiking path unstill she reached a road where hikerers gave her a ride to a store. >> the streams and rivers just kept getting largerer. when shh she came across a bridge she knew she was pretty much where she could get help. >> reporter: she was taken to the hospital and treated for dehydration and minor injuries. her father said she's not the wilderness type but tear tv viewing habits may have saved his daughter's life. >> she watches a lot of survival shows with me. she definitely picked up to follow a stream down to civilization. she's an amazing kid. there is more to her than she knows. >> such a strong young girl who her father says is grieving the loss of her step grandparents. the search for the couple and the wreckage of the plane is set to resume later this morning. >> amazing that she survived initially and had the instincts to get her to safety. heather, thank you. what a story. >> amazing. she's brave. let's check on
