day with more twisters possible. and reporting for duty. prince william begins a new job as an air ambulance pilot. >> nervous. >> and he's opening up about his growing family. >> more responsibilities, especially when george is around. he's a little monkey. >> so is there a possibility of three? today monday, july 13th, 2015. from nbc news this is "today" with matt lauer and savannah guthrie live from studio 1-a in rockefeller plaza. >> good morning, everyone. welcome to "today." we have willie in this week for matt who is taking time off. i thought that prison break in upstate new york was impressive. el chapo has this mile long tunnel that had vent lags and rail car. >> had a rail system. not the first time he escaped from prison. one of the most notorious drug pins in the world. it's clear he had tunnel. >> you wonder if they'll ever find him again. we'll have that in a moment. we have breaking news. marathon talks leading now to a new bailout deal with near bankrupt greece overnight. let's get to keir simmons covering the story in athens. good morning. >> savannah, good morning. european leaders pulled a 17 hour all nighter to reach this deal. that's how serious this was for europe. the greek prime minister saying he now has $100 billion of extra money but with tough reforms that are smome are calling a surrender. we came so close to running out of cash that soon he may not be able to import simply apples and lemons lemons. this state is as large as ohio. imagine ohio being forced to not use the dollar as greece is ejected from the euro. it gives you an idea about why people are biting their finger nails right through the night. savannah? >> stakes very, very high for the entire world, actually. keir simmons, thank you very much. >> now to that other story making worldwide headlines. the manhunt for el chapo, one of mexico's most powerful drug kingpin who's used a foe indicated tunnel to escape from a maximum security prison. mark potter has the latest. good morning. >> good morning, willie. behind me is that prison where el chapo guzman escaped through a mile long tunnel heading off in that direction. this is a major slap in the face for the mexican government which had promised to keep chapo behind bars. >> reporter: this morning we're getting our first look at mexican officials touring the tunnel exit whatjoakim guzman used to escape. he eluded police 13 years before being captured a year and a half ago. this morning police are searching for the drug lord. >> this is like capturing osama bin laden, having him spend a year in prison and then walking away from that prison only to re-engage in his terrorist activities. >> reporter: authorities sat escape probably took months of meticulous planning. today dozens of prison officials are being questioned. guzman was last seen on a security camera saturday night entering a shower area. he slipped into a 20 by 20 inch hole down a ladder into an elaborate ventilated tunnel made of wood and pvc pipe with a small motorized rail car. the tunnel stretched for about a mile under the prison from a half built house in a farm field. >> the cost of building this tunnel probably was between $3 million toed adds eded ed$ed 5 million. >> that penny chafrpg to guzman. >> the president said he was profoundly troubled by the escape which is considered a major embarrassment for his government. >> hard to imagine this happening without government officials being involved. the big question mark is how high up does it go? >> and that will be a major question for investigators who are trying to determine who else was involved in the escape. meantime, u.s. drug agents are furious that chapo guzman who is also wanted throughout the united states, is once again free. savannah? >> mark potter, thank you so much. nbc news analyst general barry mccaffrey is former director of the office of drug control policy. good to see you. good morning. >> good morning, savannah. >> this was such a huge prize to the mexican government whether they captured el chapo and very, very confident about being able to bring him to justice and keep him in prison. so it's a huge embarrassment as mark just said. are you surprised that this happened? >> well, somewhat. it's an astonishing lapse of judgment on the part of mexican authorities and law enforcement and the judicial system doesn't work. it's inefficient. it is corrupt. you know, some sources estimate the cartels pay $1 billion a year in bribes. this is a huge business. maybe $6 billion a year income exporting drugs to the united states. that cartel probably earns half the money. so again, i think that's a terrible comment with the exception the mexican marines and to some extent the mexican army, the president cannot rely on his own law enforcement system. >> you mention the bribes that are paid and one assumes he had a lot of help to obviously built that tunnel, probably help within the prison as well. but you have to ask yourself, is it loyalty or fear that people who are still working for him while he's in prison go to such lengths to bust him out. >> well, of course, he's a businessman. he has a third grade education. he can barely read and write. he's running an immensely complicated global organization that takes drugs into europe and asia, throughout south america as well as the united states. so some of it is coercion and threat of murder. he may have killed as many -- or been involved in as many deaths as 100,000 people. this cartel counting a subcontractors may have 150,000 employees. this is a gigantic operation. and the bribe money though is simply beyond belief. during this current administration, though, there's been a huge drop in cooperation out of the mexican government both in extraditions and cooperation with the dea. >> one official said maybe we'll extradite him in a few hundred years making it clear where they stand on that issue. the last time he escaped from prison, he was there for 13 plus years. do you think they'll ever find him again? >> well, it's hard to know. you know, i can't imagine he'll leave mexico. he's safest there. he's bought impunity from most local law enforcement. entire police departments have been bought. a year ago we saw the release of the mexican cartel figure that murdered dea agent kika tomarana 13 years ago. astonishing statement on probably the power of corruption. so i think this is a giant threat to the united states. remember, mexican cartels are in 1,000 u.s. cities and towns. this is a clear threat to our national security. >> general mccaffrey, thank you. great to get your perspective. it's amazing how vast this network is and especially in this country. >> and he's on the loose again. republican presidential candidate donald trump is using the escape of el chapo to further push his criticism of border security. and the gop field expands again today with wisconsin governor scott walker now entering the campaign. nbc's kelly o'donnell is in wisconsin with more on all. this good morning, kelly. >> good morning, willie. this is the place where scott walker will jump in. he may be the 15th republican getting into this race, but he comes in with high expectations of being a top tier candidate. he'll try to position himself as a fighter and winner for conservatives. that is his record. he comes into a field that already has such a contentious spirit. >> reporter: as the stage is set for scott walker's big speech, his campaign released a new video this morning. officially launching his 2016 bid. >> i'm running for president to fight and win for the american people. >> reporter: walker enlt erer enters a giant field of 15 candidates that has been dominated by donald trump and his fiery rhetoric. >> every time mexico really intelligently sends people over, we charge mexico $100,000 for every person they send over. >> reporter: trump was out of sight sunday but not silent. over the fugitive mexican drug lord in, a written statement trump speculated, corrupt mexican officials obviously let him go. he is possibly in the u.s. and his drugs and drug dealers freely cross into the united states through our pathetic border. other republicans are frustrated. >> i think he's hijacked the debate. i think he's a wrecking ball for the future of the republican party. >> reporter: back to walker who signed his state budget sunday. hinted at his campaign message. >> the difference between wisconsin and washington is we actually get things done. >> reporter: walker first earned national attention and credibility with conservative voters when he took on public employees unions and survived a tough recall election, walker celebrated that win here where he will kick off his presidential campaign today. >> he's got the ability to both excite the base and also kind be acceptable to the party establishment. >> reporter: hillary clinton will be delivering a major economic policy speech in new york where she'll be talking about her vision with a higher minimum wage and higher taxes on the wealthiest americans. for walker tonight is a very big deal. it will be one of the first opportunities for him to be tested in the national spotlight and that's going to be one of his big challenges. willie? >> kelly o'donnell, i don't know how you're going to cover all 16. thanks so much. >> we have mr. roker here. did you enjoy your time? >> we had a wonderful time. we have severe weather to talk b thank you so much. let's show you this is what happened last night. this is minnesota. four tornadoes touching down. one an ef-1. not a lot of damage. trees knocked down, power lines down as well. and now we have more severe weather to talk about this morning. in fact, we are watching this line that's pushing towards chicago. rainfall rates with this very impressive. we're talking about some areas picking up to an inch and a third in one hour or quarter of an inch in an hour. chicago, you're about to get hit with this. in fact, right now o'hare, an hour and a half delay on arrivals. milwaukee also looking at strong storms pushing through right now. so this wet weather is going to be coming in right at rush hour for chicago. we have a risk of severe weather later this afternoon. risk from chicago to indianapolis and into bowling green. we're talking about upwards of 47 million people at risk. damaging winds and tomorrow we've got more of the same of indianapolis, washington, d.c., down to tallahassee. some areas could be picking up three to five inches of rain out of this system so flash flooding is a big problem as well. >> thank you. you're not rusty at all. >> still got it, al. >> good. >> and natalie is here with overnight news on the closely watched talks with iran. good morning. >> negotiators are making encouraging progress with iran on a deal over the nuclear program. andrea mitch sl in vee yaen with the latest on this developing story. good morning. >> good morning. >> good morning. faces were grim as leaders gathered this morning. i've just been told there are last minute snags as they were going over a final draft agreement that would limit iran's nuclear program for at least a decade in exchange for lifting sanctions and cripple's iran's economy. last minute hurdle included whether to also lift the u.n. arms embargo in iran and if so, when? and how much advanced nuclear research iran should be able to resume years down the road and also now how to account for the activity. john kerry said he was hopeful, it was all positive. a big change from days earlier when both sides were accusing each other of bad faith. and iran's nuclear expert here said the technical issues are resolved but there are still problems. and then there are bill political challenges for both sides. iran's foreign minister has to deal with hard liners in his corner. john kerry faces krut six about the deal not just among republicans but also now among democrats. we'll going to anticipate a big sales campaign from the president and cabinet if this thing comes together we hope today. if it doesn't, by midnight they need the most highly anticipated books as "to kill a mockingbird" author harper lee releases her second novel. nbc's stephanie gosk is here with the story. >> reporter: good morning. atticus finch is one of the great literary heroes, taught in high schools all over the country, but the 1950s lawyer has been knocked off the pedestal and it's his creator harper lee herself who does it. >> good morning, walter. >> good morning. >> reporter: to generations of the readers and viewers of the classic film atticus finch is integrity and social justice. >> you never understand a person until you consider things from his point of view. >> reporter: starting tuesday, that's all going to change. harper lee's long awaited companion novel isn't on book chevrolet shelves tomorrow. but many fans are furious that the beloved atticus is now shown to be a racist. the novel written and set during the 1950s civil rights movement features an elderly atticus opposed to that era's reforms. like desegregation, even attending a ku klux klan meeting. >> we saw his darker side. he has frankly racist opinions about his black neighbors and clients and he says that he doesn't believe black people should be a part of civil society. this is really shocking to readers. >> reporter: fans on social media says it's ruining their life. another adding it literally broke my heart. the reclusive author is keeping see lent, but harper collins calls it bolds and unflinching and the question of atticus' racism is one of the most critical elements in the novel and should be considered in the broader moral themes of the novel. and many feel those themes are as vivid now as they were in the 1950s with racial tension coming to flash points in ferguson and charleston. it may be hitting the shelves at the right time. >> this is a complex and rich topic. it really speaks to where we are right now as a nation. >> reporter: book critics are in a twist ebb a all of this as you probably can imagine. here are a coup of
