after riding her bike in a state park. authorities are calling it a possible abduction. multiple agencies combing the park using dogs and drones. while the shutdown is delayed, the crisis isn't over. millions of federal workers and u.s. troops could be back where they were within a month and a half. house speaker kevin mccarthy passed the deal with the help of democrats. now faces threats from the right. matt gaetz moving to oust mccarthy. the speaker says, bring it on. maryalice parks has the latest. president biden tells house republicans to stop blaming games after congress fails to approve new u.s. funding for ukraine. this comes as ukraine renews its drone attacks inside russia. tom soufi burridge is on the ground in ukraine. we're tracking a new storm system sweeping across the country this week. plus, the return of smoking haze from canadian wildfires. somara theodore times it out. some of donald trump's valued businesses could be on the line as the former president goes on trial in a civil fraud case. aaron katersky with a preview of the trial. the new month brings a new reality for many with students loans. how many are struggling to make ends meet as the freeze on repayment ends. dramatic video of a car crashing into a police station. the officers stunned by what they saw. the driver facing serious challenges. and celebrating the life and legacy of jimmy carter as america's 39th president turns 99. >> announcer: from abc news world headquarters in new york, this is "world news tonight." >> linsey: good evening, everyone. thanks for joining us. i'm linsey davis. a government shutdown has been averted after congress passed a stopgap spending bill with hours to spare. we begin tonight with breaking news. the desperate search for a missing 9-year-old in upstate new york. an amber alert was issued for charlotte sena. she was last seen camping with her family saturday evening at a state park north of albany, new york. police say the circumstances leads them to believe she's in imminent danger of serious harm. dogs, drones and boats part of what's being called an exhaustive search. new york governor kathy hochul says her family became alarmed after she failed to return from a bike ride. hochul calling it every parents' worst nightmare, asking the public for help. abc's morgan norwood leads us off. >> reporter: tonight an urgent search for a 9-year-old girl who went missing from a new york state park while camping with her family. >> the day turned into every parent's nightmare. >> reporter: officials say charlotte sena simply vanished from moreau lake state park north of albany. she was last seen saturday riding bikes with friends around dinnertime. >> she just wanted to go around one more time by herself. be that big girl and do it by herself. >> reporter: when she didn't return 15 minutes later -- >> her parents knew immediately something was up. they called her name. people started searching. >> reporter: charlotte's bike discovered soon after that. her mom calling 911 to report her missing. multiple agencies combing moreau lake state park from the air and the ground, using dogs and drones. authorities issuing an amber alert this morning. >> after that exhaustive search, when we couldn't find her here, it was quite possible that an abduction had taken place. >> reporter: charlotte's family describing her as a joyful fourth grader who had just been elected to student council. >> we continue to dedicate all resources that we can find, that we can to find charlotte and bring her home safely. >> reporter: linsey, officials are deploying a wide range of resources in this massive search, including underwater rescue teams along with a boat equipped with sonar. we know aircrafts are searching as well. more than 100 people involved in this massive effort. linsey, we're hearing from the family. they said, quote, we just want her returned safely. they add, no tip is too small. linsey? >> linsey: we are hopeful for a reunion. morgan, thank you. turning to the unfolding drama on capitol hill, a government shutdown averted for now. kevin mccarthy now faces a threat to his leadership. fellow republican and frequent critic congressman matt gaetz says he'll now attempt to oust mccarthy after working with democrats. maryalice parks with more. >> reporter: tonight, a government shutdown averted at the 11th hour, but only for 45 days. as a last resort speaker mccarthy making an extraordinary pivot, relying on democrats to pass a short-term bill that keeps the government funded through november 17th. it includes $16 billion in disaster aid, but drops funding to ukraine. with 90 republicans voting no, mccarthy unable to unite his party. with only hours to spare, he tried selling a plan to keep the government funded in the short term and add border security provisions, but house republicans still shot that down. mccarthy throwing up his hands. >> i don't want to be a part of that team. i want to be part of a conservative group that wants to get things done. >> reporter: the question now, will the deal cost mccarthy his speakership? florida congressman matt one of mccarthy's loudest gop critics, telling our jonathan karl he's determined to vote him out. >> i am relentless and i will continue to pursue this objective. >> reporter: mccarthy out of options, accepting the challenge. >> it's all right if republicans and democrats joined together to do what is right. if somebody wants to make a motion against me, bring it. there has to be an adult in the room. >> reporter: it would only take a handful of republicans to remove mccarthy from his post unless democrats offered a life line. former speaker nancy pelosi and other democrats saying mccarthy can't be trusted and say they have no reason to bail him out. >> it's up to the republican conference to determine their own leadership and deal with their own problems. but it's not up to democrats to save republicans, from themselves, especially. >> reporter: president biden today blasting republicans, calling the last few weeks a needless crisis. >> i am sick and tired of the brinksmanship and so are the american people. >> linsey: maryalice joins us now live from capitol hill. how soon could this vote against mccarthy take place? what does this mean for his job? >> reporter: representative gaetz is threatening to force a vote as soon as this week. it is not clear where all those votes land. we have heard from several democrats that unless there were to be a major power-sharing agreement they don't see any reason to help mccarthy. that becomes the question. if all democrats were to stay united against him, it would take a few republicans to vote him out so it is easy to see, linsey, his speakership could be in trouble. >> linsey: the drama continues. maryalice, thank you. more now on the war in ukraine. president biden is urging congress to stop playing games, get this done. this comes as ukraine renews drone attacks in russia. abc's tom soufi burridge reports tonight from ukraine. >> reporter: tonight ukrainian attack drones causing panic in russia. exploding in the russian city of smolensk in videos circulating online. on the battlefield, ukraine's counteroffensive grinding on. with ukrainian commanders now predicting a long war of attrition. this assault brigade, training for its next attack. we're right near the battle zone. these men have just come off the frontlines. they've got to get this right, storming russian positions, quickly, when they go back into those fierce battles again. today president biden saying the u.s. will not walk away from supporting ukraine after congress stripped $6 billion of funding for the war out of that stopgap spending bill. the president asked when existing u.s. funding for ukraine will run out. >> we have time, not much time, and there's an overwhelming sense of urgency. >> reporter: this ukrainian lawmaker saying u.s. aid to ukraine is good value if it avoids a war between nato and russia. >> the ukrainian war costs less than 5% of the american defense budget. for these 5% ukraine managed to stop the second biggest army in the world and destroyed half of this military potential without a single u.s. soldier dying in this battlefield. >> reporter: ukrainian officials say they received assurances that u.s. military aid will continue. this weekend ukrainian officials meeting with western defense companies here in kyiv, hoping to ramp-up domestic arms production in ukraine. linsey? >> linsey: ukraine not slowing down. tom, thank you. back at home we're tracking a new storm system set to sweep across the country this week, dumping rain and mountain snow in the west and there's record breaking october heat in the center of the country. let's get to meteorologist somara theodore. somara, time this out for us. >> reporter: this storm is going to bring cooler weather and much-needed rain to parts of the south. as it continues to sweep east tuesday, storms will hit the heartland and drought-stricken texas. the city of minneapolis had to cancel a marathon there due to heat. they hit a high of 91 degrees. the hottest october temperature on record. in the middle of the country, temperatures will feel more like summer than fall as they head back to work and school tomorrow. hazy skies in new england monday morning as smoke for wildfires in canada continue to sink south. linsey? >> linsey: that smoke making a return to the northeast. somara, thank you. now to the possible showdown in new york city. former president trump is expected to attend the opening day of his civil fraud trial where he'll come face-to-face with a judge who ruled the president lied for years about his netanyahu worth by inflating the value of his real estate portfolio. here's abc's aaron katersky. >> reporter: on the eve of a civil fraud trial that has already jeopardized his control of the real estate empire that made him a household name, trump telling a campaign rally in iowa -- >> it's a terrible thing. they go after their opponents with the law enforcement now. they've weaponized our law enforcement. >> reporter: the judge has already decided the core of the case, finding "conclusive evidence" trump, his eldest sons and the trump organization committed widespread fraud by lying about the value of his assets, inflating trump's net worth by as much as $2.2 billion. the trial will help the judge determine how much trump has to pay in penalties. new york attorney general letitia james has asked for $250 million. but the judge's ruling last week is already threatening to wrest from trump's control his signature skyscraper on fifth avenue, a building on wall street and a compound in westchester county, north of the city. trump, who has denied all wrongdoing, says he plans to attend the start of the trial but he will have to return toward the end when the state calls him as a witness. donald jr., eric and ivanka trump are expected to testify too. >> linsey: aaron katersky joins us now. what's law enforcement doing to prepare for a possible appearance from trump tomorrow? >> reporter: they're preparing for protesters. police have put up metal barricades around the courthouse ahead of trump's arrival here tomorrow when he'll come face-to-face with that judge who ruled last week much of his wealth is a ma mirage an a product of fraud. linsey? >> linsey: aaron katersky, thank you. nearly 30 million americans face a harsh reality. federal student loan repayments are now due. they were put on pause during the covid-19 pandemic. all this as americans are struggling with inflation and high interest rates. abc's elizabeth schulze has more. >> reporter: tonight, 28 million american borrowers are rebalancing their budgets as the three-year pandemic pause on federal student loan payments expires. >> interest is 7.65. >> reporter: borrowers like sarah wood in denver now required to make payments on their student debt this month for the first time in more than three years. >> that relief during that pause period was huge. >> reporter: with her monthly bills due again, wood says she'll cut her spending and hold off on saving for her twin daughters' college education. >> it's just a tightening of the belt across across all areas. you need to live in a house, you need to pay groceries, and then you kind of have to figure out where to scrimp and save. >> reporter: the average federal student loan borrower owes more than $37,000 in debt, payments averaging between $200 and $300 a month. a big toll on borrowers like michael lopez in anaheim, california, already struggling with stubbornly high inflation and rising interest rates. >> it makes it a moving target when we're trying to adjust our habits in the face of paying these payments and having a kid. not only do you have to figure out all of that, but now you need to do it while the cost of everything is fluctuating so much. >> reporter: a harsh reality for borrowers disappointed by the supreme court's decision in june striking down president biden's plan to cancel up to $20,000 in debt for millions of americans. borrowers should go to studentaid.gov to see the exact date the bills are due this month. the education department is encouraging borrowers to apply for a new repayment program. this will try to lower americans' monthly payments based on their income. linsey? president nearly one century in the making, the party for the peanut farmer turned president. on this day in 1924, james and lilian carter gave birth to their son, jimmy, who would later become the 39th president of the united states. today, jimmy carter is turning 99 years old, the longest living president in u.s. history. raised in the small farming town of plains, georgia he started out in the navy, rising to the rank of lieutenant. after his father passed away, carter then ran the family's peanut farm business. he later turned to politics and in 1974 announced his candidacy for president. he and former first lady rosalynn carter have 4 children and 26 grand and great grandchildren. his family right by his side when the announcement came this past february that he was beginning hospice care. but today on this milestone birthday it is clear admiration for the former president extends far beyond his bloodline. >> happy birthday, jimmy carter. >> reporter: at the
