San francisco is gearing up to bring Mental Health care treatment into court as the care act goes into effect. This monday, october 2nd. And the goal of this law is to help people with Mental Health disorders access both care and housing. So heres whats different about this program. It expands the range of people who can file a petition for someone to get Mental Health help. Not only family members can petition now, but also First Responders who may encounter someone on our streets. San franciscos department of Public Health says the program will help them to tackle Mental Health differently, with potentially thousands on our streets qualifying so individuals can file petitions directly with the court and care court allows for a wide range of petitioners, including First Responders, family members, workers, somebody who lives with an individual whos worried about them and those can get filed directly with the court. Its voluntary in that the court cannot force you to take medications or put you into a locked facility, but youre still having to come to court. The courts still going to order a treatment plan for you. So theres that aspect of it that makes it somewhat coercive. The San FranciscoPublic Defenders Office says even though participation in the care Court Program is voluntary, three judges have the last say. The Mental Health association of San Francisco opposes care court, citing not enough resource is to help everyone in need. And San Francisco has about 2500 Mental Health and Substance UseDisorder Treatment beds and is adding more Mental Health. Advocates say thats not enough. We are getting more reaction to the mayor of San Franciscos plan to drug test people on welfare right now, more than 5000 unhoused or formerly unhoused people in San Francisco are getting nearly 700 a month in welfare. Mayor london re wants to make it so that people have to pass a drug test or seek treatment in order to get a check. The city points to its recent survey showing more than half of unhoused people self disclosed, having a Substance Use disorder stability reduced drug use, instability increases, drug use, taking away peoples vital money that they use to purchase the things that they need to survive will create more instability, may test clean. Its been nearly six months since the pahharow levee breach in monterey county, and some people who once lived there still do not have homes. The board of supervisors voted to allocate about 1 million over the next six months to support those families. When the levee broke back in march, hundreds of people were living in cars. They were in motels. They were either at the Santa Cruz County fairgrounds right now, the county says about 30 people from ten households are having a hard time finding a stable home. They are not waiting for repairs and they are unable to find or be approved for new housing. And theyre struggling to connect with with the limited availability of housing inventory, supervisors say they are also concerned about levee repairs. As were getting closer to the winter season, were not sitting back. We are taking this very seriously. Were trying to push this along as quickly as possible. The county expects the levee to be back to its original state by november, but efforts to strengthen it wont get started until next summer. In the south bay, major progress is being made. Rebuilding the anderson dam valley. Water Officials Say work on a huge tunnel is more than halfway done. The tunnel will let the utility release more water faster and safer during major storms or emergencies. A lot of people dont think about what goes into delivering safe, clean water to their households. But there is a lot and this is, you know, our number one priority right now. Officials say work is on track to finish the tunnel on time and move on to a seismic retrofit of the dam itself. That project is set to start in 2025. And last seven years. Now, to prove that one persons trash can really be another persons treasure, two artists created this art installation using nearly 2,500 pounds of trash collect from the bottom of lake tahoe. The statue is a nine foot bald Eagle Holding a trout. The base represents a Ponderosa Pine tree, which is actually made up of anchor chains and rope. The fish is a mosaic of sunglasses and fishing gear and the eagles feathers are made of buoys and bumpers. Volunteers say the message is clear. What used to be hunks of garbage and now its pristine, clean and a beautiful reminder to protect lake tahoe moving forward in the future.
