Residents are not surprised by targets decision here, pointing to a decline in safety. So im not really sure why. Like security doesnt do something about it. I mean, i always see them inside not doing anything. The closure of these stores go beyond retail convenience. Lynette gibson, mcelhaney is a former Oakland Council member who says this is a devastating loss for the community. She worked for four years to convince target to open the store. Theyre now closing here. Target was a big was a big fish for us. We now lost the cvs and target, which is where people were being directed in San Francisco. Supervisor matt dorsey believes closures will continue unless more Police Officers are hired. It breaks my heart. Its because weve seen this a lot in whether its the mid market area or the whole foods that closed in my neighborhood or the westfield mall. Hes proposing a Charter Amendment to fully staff sfpd in five years. What can be done today . What can San Francisco do today to prevent more stores from closing . I honestly wish i had better answers on nearterm solutions, but time is ticking for residents like yolanda, whos seen her city change before her eyes as it takes a toll in the community. A new plan announced today in San Francisco would try to get more drug users into treatment by requiring them to pass a drug test in order to get their county welfare check. Abc7 News Reporter suzannephan is live in the newsroom with a look at that proposal. Suzanne. So karina mayor london breed says her proposal is part of a plan to hold people accountable if they receive welfare payments from San Francisco as part of the proposed program drug users who get cash assistance would not be eligible to receive cash assistance in the future if they refuse Drug Screening or treatment. I think its a good idea. Craig johnson and cedric akbar both recovered from Substance Abuse addiction. They started positive directions, a program thats helped thousands of san franciscans recover from Substance Abuse, both men support mayor london breeds proposal to make people go through Drug Screening and treatment if they get cash assistance from San Francisco county. I think what shes just really doing is to motivate people to seek treatment. Right now, 5200 homeless or formerly Homeless People in San Francisco get cash assistance from the county. Adult Assistance Program or cap. On average, people can get about 697 a month. The mayor and others argue that money often gets used for drugs because its not being tracked. She wants to change that, but no more. Anything goes without accountability, no more handouts without accountability. So in order to get resources from our city, you will need to be in a Substance UseDisorder Program and consistently seeking treatment arent right. Now some of the people who get cash help from the county admit they are drug addicts. About 20 of individuals who receive county assistance have self declared that they have a Substance Use disorder. The executive director of Sf Human Services Agency believes that number is actually higher. The department of homeless assistance Supportive Housing did a survey in in 2022, along with their homeless count, where 52 of Homeless Individuals surveyed self disclosed that they had a Substance Use disorder. Supervisor matt dorsey stands by the proposal. I believe it will better incentivize treatment and recovery for a population that is at wildly disproportionate risk for drug addiction and Drug Overdose fatalities. We heard from several people who oppose the proposition board of supervisors president aaron peskin released a statement saying breed should focus on stopping dealers and open air drug markets rather than drug testing. People on welfare. He said, quote, if she cant find a way to prevent several hundred brazen criminals from selling deadly drugs, how does she think she will find the resources to drug test thousands of welfare recipients . And the mayor says the goal of this proposal is to get more people into treatment. This initiative will now go to the board of supervisor if the proposal does not pass. It found that this was not Excessive Force or improper for. But the report found the incident in july of last year was poorly handled by both officers who were eventually fired by the department. Lawyers for the gardener julio lopez questioned the report and its author, a veteran of the Santa Rosa Police department. Both officers face criminal Excessive Force charges and a federal civil rights lawsuit. Authorities say cain knew jeremy and had actually been interviewed by police when the boy disappeared. Very concerned about our National Security and our food security. Spy operation missions. We know nothing about them. Do you wish you would have done anything differently . No so you dont regret not coming forward with these plans early . I think this project could only have happened if it was done in a very methodical way where someone could take a very long term view and that included raising capital in a way where the company could take a 40 year view on this. Did you see our stories . I did, yeah. You were aware of both congressmen raising alarm that there was a possible threat to National Security. Did you have any thought to call them after you saw those stories . I folded. If they if they if they wanted the answers, they should have reached out for months. You know, the better part of a year. People were concerned that it could be tied to a foreign adversary. Do you regret not coming forward and at least calling them to say, hey, this is whats going on . I mean, weve provided information to the federal government. We provided the whole investor list to the federal government a long time ago. The entire investor list. Yes. And when you say a long time ago, when was that . At least six months ago. Six months ago. But these purchases started back in 2018. That was the first time anyone asked us. So i mean, weve always weve always taken the view that if there was any concern about these investments, particularly in light of National Security, we would hear from the appropriate agencies within the government and we would provide them information. And the moment that we heard from the federal government that there was a concern about this being china, we gave them the information they needed to make sure that it wasnt, you know, the county administrator and the county assessor both told us usually when they work with Investment Groups or developers, they are involved in the plans. They want to sit down and meet with them to assess the viability of how it would work and what they would be up against. Do you think you should have done that . We are doing that. We have told them that we would like them to be as involved as they can be in the process. I mean, back in 2018, do you think you should have done that when you started this process . Do you think you should have done that back then . I think we would have put them in a very difficult position if we had done that. And so i think what you often see is that someone will come in and they will they will acquire the properties and then once they once theyve acquired the properties or once theyve optioned the properties, then they will come forward with the plans. And so i think the process we followed is, is very similar to what other people do. Zoning concerns around Travis Air Force base have certainly raised alarm bells for local, state and federal officials who represent the area. Specifically, congressman garamendi, who told us last week he cannot rule out a threat to National Security. Still at this point in time, given the zoning overlay for travis. Whats your response to that . We told congressman garamendi, and weve told it to many of the local elected officials as well, we will not change the travis reserve zoning overlay and so this is a this is a zone that protects about, i want to say, 7000 acres around travis. And weve been very clear that we are not going to use the initiative to change that. And so anything that we do in the zone around travis would only be done with the support of the Defense Community and of the base. So what will that area be used for . It could be used for many things. And one of the one of the things that were working on right now is talking to the Defense Community about how can we make travis stronger, what can we do that makes the base stronger . And so any of those uses could go in that area. We have offered it to. We have also discussed growing olive orchards there. It could be it could be many things, but it would only be done if travis supports it. When did you first reach out to Travis Air Force base . After weve announced basically immediately after we announced the plans publicly, which was a month ago, probably so no communicate even before that. I mean, weve had communications with travis, have communications with travis going back several years where the base theres tactical things that they need. They need they need easements to monitor clean up activities. They need easements for water. They need kind of practical day to day Property Management issues. If the intent was to build a city years ago, why did you purchase land around Travis Air Force base early on . Because we wanted to be able to work with travis in a way that it that protects travis and that makes travis stronger. You just said that you wanted to do it, specifically those purchases around the base because you wanted to work with travis. How can you work with travis if you only communicated to them just a month ago for the first time . Because we never proposed to do anything before then . We would we knew that we would want to we would talk to travis before we ever proposed anything. And so we would purchase the properties. And then then work with them. What do you say to your critics who say Travis Air Force base deserved an explanation back when you first started acquiring land, if travis had contacted us and asked for an explanation, we would have absolutely worked with them. And the broader Defense Community to provide it. What do you say to those people who are still concerned . There may be a tie to a foreign adversary with this project . I would say that weve received complete scrutiny from multiple federal agencies and they have all of the information they need to make sure that there isnt anyone. Has that investigation concluded . I cant comment on that any further. But youve provided everything. Weve provided everything a long time ago. And again, that was first provided six months ago. You said . Yeah. So do you plan to hear from them again . I, i dont i dont expect to hear from them, honestly. I think they have everything they need to make sure that theyre that there is no foreign involvement for the iteam. A pedestrian was struck by a car and killed in san jose. Todays crash happened on South Jackson avenue near alum rock avenue about 330 in the morning, just like in the other recent crashes. The driver stopped, stayed on the scene and cooperated with police. The victims identity has not been released. Rday morning man was struck and killed at Willow Street in meridian avenue. P say the driver had a green light lastday. A man riding a mobility scooter was struck and kild at fruitvale avenue. And Princess Anne drive. Police say that he was crossing outside side of a crosswalk today. A woman was sentenced for a crime. She says she was forced to commit. She initially pleaded guilty to sex trafficking charges, then tried to withdraw the plea, saying she, too, was a victim of the mastermind behind the scheme. Abc7 news south bay reporter zach fuentes was in court today. The steps of the federal courthouse in san jose were taken over by a group of advocates showing support for a woman who was to be sentenced in a sex trafficking case. The south Bay Coalition to end Human Trafficking referred to the woman only as alyssa, who did not want to go on camera tuesday. Shes been criminalized for the act of trafficking, when in fact, she is a survivor of trafficking. The coalition and her attorney say her story represents changes needed in the criminal Justice System. I think its important to understand from today that all parties involved in the criminal Justice System should be able to better understand sex trafficking, especially when it comes to women like my client, who have a long history of abuse and manipulation. This all comes after alyssa became involved with a man in 2015 who was later sentenced for traffic ing. She said she turned to the man in san jose after facing difficulties and was coerced into helping him. She was trafficked for three months and she escaped. Those details were also brought up in Court Tuesday where cameras were not allowed. The judge noted that alyssa was coerced by the man and did not financially benefit from the trafficking. She was exploited on a daily basis. She was, as even the judge knows, noted that she was under duress. The sentencing saw delays after alyssa tried unsuccessfully to change her guilty plea. Still, prosecutors said in Court Tuesday that a difficult balance between accountability and justice had to be reached. The prosecution wanted to give alyssa a 24 month prison sentence. Her sentence was time served, meaning she will not go back behind bars. A relative of one of the victims spoke with us following that sentencing. They say it sends the wrong message to traffickers. To me, its black and white. You are either a survivor like my niece or youre a predator like alyssa, who can claim shes a survivor. All of a sudden. Thats a convenient scapegoat to use. But you werent using that for the time that you were doing it. The Coalition Says the familys perspectives are understandable and says its goal is to keep more people from becoming victims. Were not celebrating today, certainly not celebrating a lot of lives were harmed. We really just want to focus more attention on who should be held accountable for these types of crimes.
