headquarters in new york, this is "world news tonight." >> rachel: good evening. and thanks for joining us on this sunday night. i'm rachel scott in for linsey davis. we're following several developing stories including that major new storm heading toward florida. we begin with stunning new details about what authorities are calling a racially motivated shooting rampage in jacksonville, florida. police identifying the suspect as 21-year-old ryan christopher palmetter, allegedly shooting and killing three black people. investigators releasing this chilling video of the suspect entering the dollar general store on saturday. he was armed with an ar-15 style rifle. he fired multiple rounds before turning the gun on himself. the rampage was 11 minutes long. the jacksonville community in mourning tonight. remembering the victims with vigils and gathering in prayer circles. all this taking place as thousands gathered in the nation's capital on saturday to mark the 60th anniversary of the march on washington. the sheriff saying the hate that motivated the shooting adds an additional layer of heartbreak. alex prexa leads us off from jacksonville. >> reporter: tonight, chilling new videos of the alleged gunman that authorities say carried out that horrific, racially motivated attack at a jacksonville dollar general. as the community remembers the three victims killed. >> i want to begin by honoring the three precious lives that were lost yesterday. angela michelle carr 52 years old. anolt joseph or aj laguerre jr. 19 years old and jerrald de'shaun gallion, 29 years old. >> reporter: authorities say they were senselessly gunned down because they were black. the alleged gunman identified as 21 year old ryan christopher palmetter -- authorities saying that before the shooting, palmetter was spotted at a historically black university. an edward waters university security guard engaging and forcing the alleged shooter to drive away. >> it looks to me that he went there to change into whatever he needed to change into. he had an opportunity to do violence and he did not. >> reporter: the sheriff say the 11 minute rampage began saturday afternoon. at 1:08, surveillance video outside the store capturing the shooter without warning raising his weapon and firing 11 rounds. >> shooting into a black kia and murders the first victim. >> he then walked inside, gun drawn, wearing a tactical vest. >> he enters a dollar general store and engages the second victim, a young 19-year-old. >> reporter: one of his guns with a white swastika painted on it. authorities saying minutes later, jerrald gallion entered the store with his girlfriend, the gunman killing gallion and missing his girlfriend. at 1:18, 10 minutes in to the shooting, the gunman allegedly texted his father telling his dad to check his computer. >> the father enters the room and finds a last will and testament of the suspect along with a suicide note on his laptop. >> reporter: by 1:53, the suspect's family called to alert the clay county sheriff's office, but by that time the rampage was over, the shooter dying by suicide as officers arrived on scene. law enforcement says that as minor the alleged gunman was held for 72 hours for mental examination but he was not on their radar and he had legally purchased a handgun in april and an ar-15 style rifle in june. >> let me tell you this. there was no criminal record. nothing. there was nothing that we could have done to stop him from owning a firearm, a rifle or a handgun. there was no red flags. >> reporter: governor ron desantis condemning the attack. >> we are not going to let people be targeted based on their race. we are going to stand up, and we're going to do what we need to do to make sure that evil does not triumph in the state of florida. >> reporter: authorities pointing to what they call evidence of hate. >> the shooter had authored several manifestos. plainly put, this shooting was racially motivated and he hated black people. >> reporter: yesterday's shooting occurring five years after the mass shooting at a jacksonville video game tournament. that killed two and injured nearly a dozen. officials saying saturday's suspect referenced that shooting in his writing. tonight as this community mournings, jacksonville's mayor with this plea. >> all i will say is we must come together and we must start valuing all of our humanity. we all have the same blood, the same bones. and i'm so very, very deeply, deeply sorry that this has happened in this community once again. >> it was an emotional plea. that community mourning once again. alex presha joins us live from florida. what are authorities saying tonight about any possible connection between the shooter and the victims? >> reporter: rachel, right now, authorities are saying there is no connection. jacksonville's sheriff saying that palmetter knew what he was doing. president biden responded saying there is no place for white supremacy in america. the fbi is now investigating this as a hate crime. rachel. >> the fbi promising every resource for as long as it takes. alex, thank you. also developing tonight, hurricane watches just issued in florida as a new tropical storm takes aim. it's churning off the coast of mexico and expected to gain strength until it makes landfall. ron desantis declaring a state of emergency for more than 30 counties. tampa residents are preparing filling up sandbags and stocking up on supply, and rain could bring relief to firefighters battling those devastating wildfires in southwestern louisiana. let's get to somara theodore. tracking it all for us again tonight. what's the latest on this dangerous storm? >> reporter: well, tropical storm certainly has a potential to reach category-2 hurricane status upon landfall. let me bring you up to speed. this system remains narrowly stationary moving to the northeast at about 3 miles per hour. it's still spinning just off the coast of the yucatan peninsula. watches have now been issued for florida's gulf coast and with landfall anticipated on wednesday, rain will reach before that, and with a quick four to six inches falling, flash floods will be a concern. as far as franklin goes, still no direct impact to the u.s., but we will see high surf along the eastern seaboard. now to the heat, which has truly plagued the south. new orleans hit 105 degrees. this is the highest temperature they have ever seen on record. the good news is in the southeast, they will get relief tomorrow as a cold front digs south. however, we are looking at things heating back up again for cities like phoenix and los angeles. rachel. >> so many in the path of dangerous weather this week. thank you. now to the other major news tonight. the urgent search for answers after three u.s. marines are killed in an osprey crash. at least five others were seriously injured in a routine training mission in australia. this is just the latest in a series of recent crashes involving the aircraft. renewing new questions about its safety. here's abc's faith abubey. >> reporter: tonight an urgent investigation into what caused an osprey aircraft to crash on australia's melville island, killing at least three u.s. marines. 23 troops on board, at least five others flown to the hospital in serious condition. >> our focus as a government and as a department of defense is very much on incident response and on making sure that every support and assistance is given at this difficult time. >> reporter: military officials say the crash happened at 9:30 am local time during a 12-day routine training which has since been paused. it was in support of an operation involving military personnel from five countries. but only american troops were involved in the deadly crash. the osprey which flies like a plane and lands like a helicopter has a patchy safety record. 16 people have died in 5 other crashes involving the military aircraft since 2012, including two in this fiery crash in hawaii in 2015. and just last month a military investigation found that five marines died in an osprey crash in california last year due to "a catastrophic, unpreventable and unanticipated mechanical failure" when a problem with the clutch caused right engine failure, sending the aircraft out of control. >> this the second fatal accident in just a few days for the marine corps. it may be time to stop, take a step back and make sure the marine corps is doing everything it needs to do to fly safely. >> and faith abubey joins us live from washington. tonight you're learning there's a black box on that aircraft which could help the marine corps determine what caused this crash quickly. >> not only that, but our military analyst also says there were survivors in this crash. it suggests a mishap, either during takeoff or landing, meaning the surviving members should help investigators figure out whether this was a mechanical problem or human error. >> faith, thank you. now to a developing headline. 5,000 pilots under investigation accused of hiding health issues. these pilots are also military veterans who failed to reveal that they were receiving disability benefits for conditions that could keep them out of the cockpit. the faa already ordered 60 pilots to stop flying. here's zohreen shah. >> reporter: tonight the shocking revelation from the faa. they've ordered about 60 pilots who are also military veterans out of the cockpit amid an investigation into nearly 5,000 pilots who the faa alleges falsified medical records. the washington post reports the probe quote "has exposed long-standing issues in how the faa medically screens pilots" that probe beginning in 2019 when the v.a. inspector general's office became, quote, concerned that some pilots may be hiding mental health conditions or fraudulently receiving disability benefits. the faa says it has closed about half the cases and says a majority of the pilots whose cases remain open can still fly while they investigate. a senior u.s. official telling the post that 600 of the pilots under investigation have licenses to fly passenger airlines. >> and the faa says in a statement it will take more steps including enforcement action based on their investigation into these cases. now the aircraft owners and pilots association saying "the washington post" article and issue with v.a. does not acknowledge the exceptional safety record we are currently experiencing in general aviation. furthermore, medical incapacitation is extremely rare. rachel. >> all right, thank you. we turn now to a deadly and tragic incident in south carolina. a college student from connecticut killed after police say he tried to enter the wrong home. the 20-year-old lived on the same street and was a sophomore at the university of south carolina. jaclyn lee with more on the investigation. >> reporter: tonight, tragedy unfolding in columbia south carolina after a 20-year-old college student was shot and killed, apparently trying to enter the wrong house. >> south holly street. caller said the subject broke in the door. >> reporter: officials say just before 2:00 a.m., they received a call about a reported home burglary. that call quickly getting upgraded to shots fired. when first responders arrived, they found university of south carolina student nicholas anthony donofrio on the front porch shot in the upper body. he died at the scene. >> i feel personally that there were many things that could have been done besides firing shots. >> reporter: officials say he lived on the same street about two miles from campus. classes resumed at the university of south carolina last week. police are investigating. rachel. >> still so many questions on this. thank you. turning overseas now. russian authorities say the dna analysis confirmed the death of yevgeny prigozhin, the leader of the wagner mercenary group, died in a plane crash just outside moscow last week. nine others were also killed. russia denying allegations putin was behind that crash. here's abc's tom soufi burridge. tonight for the first time, russia claiming it has dna proof that wagner mercenary boss yevgeny prigozhin was killed when his private jet disintegrated midair near moscow. it happened weeks after prigozhin launched that mutiny. the kremlin strongly denying it had him killed, with u.s. officials saying it's likely a bomb was planted on the plane. >> after prigozhin's mutiny failed, everybody thought, is putin weaker now? well, a, the guy with the army, the private army, couldn't do it, and b, he was blown out of the sky. >> reporter: in ukraine, new details as the country's air force investigates a tragic accident. two combat training jets colliding in the sky during an exercise. three of ukraine's best pilots killed. including highly decorated major known as juice. part of that elite unit known as the ghosts of kyiv. abc news interviewed that pilot last year. >> all of us are ghosts. all of us are hiding in ukrainian sky. trying to defend our cities. >> reporter: it's a big blow for ukraine's air force, already short on skilled pilots needed for f-16 fighter jets promised to ukraine. a ukrainian security official telling abc news ukraine launched 16 explosive attack drones overnight, striking a russian air base. rachel. >> tom reporting from ukraine tonight, thank you. back here in the u.s., a crucial hearing tomorrow in the georgia case involving former president donald trump and his alleged efforts to overturn the 2020 election. but tomorrow, the spotlight is on his former chief of staff, mark meadows. he wants his case moved to federal court, so let's bring in karen travers in washington tonight. you are learning other defendants will be watching this one closely for any signs of how this will all play out. >> reporter: rachel, they are, because tomorrow is a sneak peek at the fulton county district attorney's sweeping racketeering case. an early indicator of how it may proceed. mark meadows is trying to move his case from state to federal court. his lawyers argue he was working at the time as a white house official. their ultimate goal is to get his case dismissed. sources tell abc news attorneys and aides for former president trump and some of the other defendants will be watching closely. d.a. fani willis has issued subpoenas for multiple witnesses to appear, including georgia's secretary of state, who trump called after the election, as part of his alleged effort to overturn his loss. now, the trump campaign apparently capitalizing off his mugshot, claiming they raised over $7 million in less than three days since that mugshot was released late thursday night. the trump campaign says friday was their biggest fund-raising day of this election cycle. rachel. >> still the front-runner in the race. all right,
