an event that was billed as family-friendly. texas attorney general ken paxton impeached by federal republicans. paxton accused of bribery and using his office to benefit a major donor. how his wife could have a major say in whether he will be forced from office. terrifying moments at the indy 500 when a tower goes airborne. flying over a fence and toward the crowd. what happened next. a scare at the beach. police say an alleged drunk driver raced onto it for the beach packed for the holiday weekend. and then plowing her car into the water. witnesses say almost hitting a child. a weekend washout in some parts of the country. rob marciano on the memorial day trouble spots. overseas, a swarm of iranian-made drones. ukraine says it is russia's biggest barrage since the start of the war and it comes as ukraine ramps up final preparations for its new offensive. tom soufi burridge on the ground. the man charged with opening an emergency door in midflight could be facing 10 years in prison. and the airline's new plan to keep passengers safe. plus, america strong. an unforgettable prom night. ♪ ♪ >> announcer: from abc news world headquarters in new york, this is "world news tonight." >> linsey: good evening. thanks for joining us on another busy sunday. i'm linsey davis. as we come on the air, in the west we begin with that major breakthrough in washington. president biden spoke late today at the white house about finally striking a debt ceiling deal with house speaker kevin mccarthy. biden saying it avoids the worst possible crisis, a u.s. default. after intense and bitter negotiations, biden and mccarthy still have to clear one were critical hurdle getting both the senate and the house to approve the measure before the country runs out of cash on jun. dangerously close to that deadline. incident, some hardline republicans and democrats are slamming the deals upset about some of the concessions made. so getting votes in the house and senate may be difficult. we have team coverage tonight. abc's jay o'brien is standing by on capitol hill. but we begin with abc's elizabeth schulze from the white house. >> reporter: with the world's most powerful economy at stake, president biden and house speaker kevin mccarthy spray striking a deal to prevent the u.s. government from running out of cash to pay its bills. >> president biden: the agreement prevents the worst possible crisis, a default for the first time in our nation's history. >> reporter: biden and mccarthy clinching an agreement that would lift the nation's 31 trillion-dollar debt ceiling for two years to the 2024 presidential election. while also placing new restraints on federal spending. the 99-page bill released late tonight both leaders admit they made compromises. >> it does not get everything everybody wanted. that is in divided government. >> reporter: sources tell abc news the budget deal keeps most federal spending roughly flat next year raising it by one person in 2025. defense spending would increase. also included, new work requirements, putting time limits on how long some americans up to age 54 can receive food assistance. sources say the bill would also preserve social security, medicaid, and veterans benefits. >> how confident are you that this bill will pass? >> you will have republicans and democrats giving this to the president. >> reporter: but hardline conservatives virginia congressman bob good are already accusing mccarthy of too many concessions. writing "no one claiming to be a conservative, justify a yes vote." the deal's negotiators on defense. >> this is the most conservative spending package in my service in congress. >> reporter: some democrats also skeptical. >> i think it is really unfortunate that the president opened the door to this. >> i'm anything but a clear yes vote at this point. >> reporter: with a default looming until the president signs the bill, megan hollinger and west virginia fears delays to her critical medicaid and food assistance benefits. >> so there are other bills that either are going to go unpaid or we are not going to eat. it is just as simple as that. >> linsey: real life consequences for so many. elizabeth schulze joins us from the white house. how is the president responding to criticism from his own party? >> reporter: president biden admits that not everyone got what they wanted in this deal. but he does insist that it protects key parts of his agenda like the inflation reduction act. still, the reality is for months, the president said he would not negotiate on the ceiling. clearly this was a negotiation. >> linsey: thank you. president biden and speaker mccarthy are trying to sell that deal to skeptics in congress as we careen through the june 5th deadline. abc's jay o'brien joins us now from capitol hill. walk us through what happens next. >> reporter: both sides of the aisle sprinting to sell the steal tonight. the first test will be on wednesday when the house votes. sources tell abc news that a small group of house republicans have already returned to the capital to try to drum up support here. president biden is trying to get moderate democrats on board which will be crucial if enough house republicans vote no on this legislation. the white house briefing members of congress tonight on the finer points of this agreement. now, if this deal passes the house on wednesday, it could go to the senate as early as that same day. senate majority leader chuck schumer saying to be prepared for a vote as late as of friday and that would be down to the wire especially if senator's on the fringes of both parties filibuster and jeopardize getting that bill to the president's desk by that monday, june 5th, deadline. linsey quick. >> linsey: right at the 11th hour potentially. thank you. now to that deadly mass shooting during a possible water save -- motorcycle rally in new mexico. police say three people were killed and five others hurt during a shootout between two biker gangs. and the 41st annual red river memorial day motorcycle rally. tens of thousands gathered for the event. one of those injured is now charged with murder. here is abc's zohreen shah are. [sirens] >> reporter: tonight, bullets flying. it was billed as a family-friendly motorcycle event in new mexico that attracted 30,000 people. >> it covered all of red river. there were people running by when we were standing. they were screaming they are shooting. authorities say two rival biker gangs were shooting at each other at the red river motorcycle rally leaving three people dead and at least five others injured. >> all eight individuals have been identified as outlaw motorcycle gang members. >> reporter: one airlifted to a hospital in denver, colorado, nearly 400 miles away. >> what we are being told, it was over somebody taking a picture with a different gang, something as stupid as that. >> reporter: jacob castillo, an alleged member of one of the gangs, has been charged with murder. police in new mexico say they added more officers after getting a tip that 400 to 500 members of the other biker gang were headed to the event. >> we have had issues in the past. we have never it had anything like this. >> reporter: but mass shootings are anything but rare. according to the gun violence archive, there have already been to hundred 53 mass shootings in america so far this year. linsey? >> linsey: and we are only in may. thank you. now to that political earthquake in texas. house lawmakers voting to impeach the attorney general ken paxton. a historic vote exposes why divisions and sets the stage for a showdown in the senate and how his wife could play a role in those proceedings. here is elwyn lopez. >> reporter: attorney general paxton acting -- ken paxton impeach setting up a bitter trial on the state senate >> two present nonvoting, three absent. the resolution is adopted. >> reporter: an overwhelming majority of the gop led house in texas voted saturday to impeached paxton. who is also a republican. 20 impeachment charges in total. including abuse of office, fraud and bribery. >> we have a duty and an obligation to protect his -- protect the citizens of texas from elected officials that abuse their office and their power for personal gain. >> reporter: one allegation accuses paxton of intervening in foreclosure lawsuits and issuing legal opinions to benefit the real estate developer nate paul, a donor to paxton's campaigns. politics has denied any wrongdoing. the bribery charges allege that the texas a.g. provided legal help to pull in exchange for paul employed a woman at -- that paxton is accused of having an affair with pierre-paul has also denied hiring the woman as a favorite. the third attorney general suspended from his duties spending -- pending the senate trial where his wife, a sitting senator, holds a crucial vote. she has yet to announce whether or not she will a key -- recuse herself in the power. paxton has denied the allegations, calling the vote an ugly spectacle and profoundly unjust. stating in part that he looks forward to it with regular -- resolution in the texas senate. and two-thirds of the republican dominated said it would be needed to oust paxton permanently. anything less and he would be avoided and allowed to continue. so far, no statement has been been set for that senate trial. linsey? "abc world news tonight with david muir" thank you. now to that developing headline at of indianapolis. a terrifying scene unfolding in the middle of the unfolding in the middle of the indy 500 when a tower, off of a race car over the fence, right over the pack crowd. mona kosar abdi has this story. what happened here. >> reporter: linsey, it was quite the scene. with about 78 laps to go in the race, and hundreds of thousands of fans in the stands. take a look. this scary high-speed crash involving drivers kyle kirkwood and felix rosenqvist. you see rosenqvist's car spitting out. one of kirkwood's cares? the other cargo flies off, a source over the fence and flies over the crowd. as they watch in horror. kirkwood's car hitting the wall going airborne. that terrifying into a nearby parking. averaging at least one car and we hear that one person was treated for minor injuries. and linsey, tonight, we hear also that both drivers are doing okay. linsey? >> linsey: glad to hear that. thank you. now to that scare at a crowded beach in central florida during a busy memorial day weekend. for a woman faces multiple charges including dui and reckless driving after allegedly plowing her suv past a crowd of beachgoers and then right into the water. witnesses say she narrowly missed hitting a child. here is abc's jaclyn lee. >> reporter: tonight, a woman is charged with driving her vehicle up to 50 miles per hour on a volusia county florida beach packed with holiday revelers. allegedly while under the influence. police say she allegedly plowing her car into the water after almost hitting a child. >> they kind of stop her. they said that she almost hit a child. >> reporter: in the moments after, body camera footage shows deputies interviewing for 26-year-old of orlando who appears to admit she was behind the wheel. >> they were trying to turn around. figured they could do a u-turn. >> reporter: authorities say she sped down the beach in close proximity to families. their children and pets. vehicles are allowed on some parts of the beach. >> i think you are driving under the influence. >> reporter: she was taken into custody and officials she had a blood alcohol level of .153. the suspect is out on bond tonight. she is facing multiple charges including dui and reckless driving. >> linsey: thank you. now to the memorial day weather threats washing out some holiday plans for their carolinas to the mid atlantic. is as millions of americans are fine and hitting the road in numbers not seen since before pandemic. let's get right to abc's senior meteorologist, rob marciano. what can we expect over the next 24 hours?
