covid hospitalizations among children surging in parts of the country. in new york city, a five-fold increase, with less than a third of eligible children fully vaccinated nationwide. holiday travel nightmares playing out at america's airports. more than 1,000 flights canceled today, after thousands more were halted over the weekend. airlines blaming omicron-fueled crew shortages and bad weather. people left stranded at the airport, scrambling to get home. what dr. fauci said today about whether vaccines should be required to fly. that dangerous winter blast targeting millions tonight across more than 20 states. in the west, bitter cold, snow and rain. in california, i-80 shut down amid whiteout conditions. and more than 100 inches of snow since last week. blizzard conditions hitting parts of the upper midwest. that system now moving into the northeast from pennsylvania to new england, with freezing rain, bringing stretch rouse driving conditions for millions making the holiday trek home. rob marciano standing by with the timing. also breaking tonight, a driver slamming into several children outside fort lauderdale. at least two killed. late reporting from the scene. a violent midair fight caught on camera. joining a growing list of airplane confrontations in a record year. and america strong tonight. a family celebrating their first official christmas together. good evening. it's great to have you with us on a busy monday night. i'm whit johnson, in for david. we begin tonight with that breaking news from the cdc, announcing a major shift, cutting in half the isolation period for asymptomatic people who test positive for covid, from ten days down to five, followed by five days of wearing a mask around others. the cdc also reducing the quarantine time for people who are exposed to the virus, but it comes as cases are soaring. the u.s. averaging 206,000 cases per day now. long lines for testing again today including these images from miami. president biden acknowledging the government's pandemic response is clearly not enough, and saying, "we have more work to do." the pandemic also impacting holiday travel, as millions head home. at least 1,100 more flights canceled today. more than 4,000 since christmas eve. the airlines blaming weather and covid-related crew shortages. new york city announcing fewer people will be allowed to gather in times square on new year's eve. dr. anthony fauci warning against celebrating in large groups. and the concern for children tonight. the nation's hospitals reporting an 80% increase in pediatric covid admissions in the past four weeks. dr. jha standing by with his take in a moment. and what he's saying about those new cdc guidelines. but first, abc's marcus moore leading us off here in new york. >> reporter: tonight, the cdc changing guidance for all americans who get infected with the coronavirus but are asymptomatic. recommending they isolate for five days instead of ten. and if still without symptoms, mask for five more days. their close contacts should also quarantine for five days from exposure if they are unvaccinated or late for their booster. the cdc pointing to evidence that most transmission happens early on in the illness. it comes as new covid cases skyrocket to 206,000. in a meeting with governors today, the president acknowledging americans need more covid tests. >> seeing how tough it was for some folks to get a test this weekend shows that we have more work to do and we're doing it. >> thank you very much. >> you're welcome, have a good one. >> reporter: in miami today, some waiting hours to get their hands on covid test kits after stores ran out. >> i've been here since 6:45. >> reporter: for days now, long lines for testing stretching beyond parking lots and around city blocks. >> it's like, how many places are we going to go where they say "sorry, no testing"? it's like, i have to work. >> reporter: the white houe planning to send out 500 million free test kits starting next month. >> we have to do more. we have to do better. and we will. >> reporter: before any impact from christmas gatherings, the omicron surge is already nearing last winter's peak. new york today enacting its new sweeping vaccine mandate for all private sector workers. >> i am 110% convinced this was the right thing to do, remains the right thing to do, particularly with the ferocity of omicron. >> reporter: it comes as the number of children hospitalized in new york is up five-fold. none of the 5 to 11-year-old patients were vaccinated. >> this is a wake-up call to everyone that even if this virus is truly mild, if we continue to let it spread throughout the country and have over 100,000 positive cases in kids week by week, we inevitably will see a lot more illness. >> reporter: in chicago, 13-year-old sebastian irecheta was unvaccinated, got covid and almost wound up on a ventilator. >> when you're sitting there and you're looking at your child and you don't know if they're going to live, you don't know if they're going to make it -- it's such a struggle to see them. >> reporter: thankfully, sebastian made it through. his mom regrets not getting him vaccinated, because she was afraid to miss work. >> i don't think anybody should feel safe and think that it's not going to make its way through your house. >> reporter: tonight, the spread of the highly contagious omicron variant disrupting more holiday plans. outbreaks aboard carnival and holland america cruises sending thousands of vaccinated passengers and crew back to port. >> we were all wondering, do any of the passengers have it? how extensive it is? >> reporter: new year's eve in times square scaled back to require proof of vaccination, masks, and social distancing. and despite encouraging news from south africa, where omicron cases are now dropping sharply, experts warn it's too early to predict when that could happen here. >> it's going to get worse before it gets better, that's for sure. we don't expect things are going to turn around in a few days to a week. it likely will take much longer than that, but that's unpredictable. >> reporter: just as israel today started testing a fourth vaccine shot, officials in this country are urging more americans to get the shot. the president today warning with millions still unvaccinated, hospitals in some places will be overrun. from nebraska to new hampshire, doctors are already feeling the strain. >> we're caring for three to four times as many patients than we ever have. and we don't have enough staff to do so. >> hospitals under pressure once again. marcus moore joining us now. and marcus, back to those new cdc guidelines for isolation and quarantine. there are also different recommendations for boosted americans who are exposed to covid? >> reporter: whit, that's right. those who have boosters do not need to quarantine after exposure, but should wear a mask for ten days and get tested. but health officials stress, if symptoms do occur, they should immediately quarantine until a negative test confirms it is not covid. whit? >> all right, marcus, thank you. so, let's bring in dr. ashish jha, dean of the brown university school of public health. dr. jha, great to have you. and i want to start with that news late today from the cdc, now reducing the isolation period for those who have been infected with covid from ten days down to five, if you're asymptomatic followed by five days of wearing a mask around others. they're also reducing the quarantine time if you're exposed. this is a dramatic shift. is this the right move right now, given what we're seeing with omicron and do we have concrete data on how long people are actually contagious, especially with this new variant? >> whit, first of all, thanks for having me back. i think this is a terrific move. there's really no reason why we need to be isolating people for ten days anymore. i think we have very good evidence that most people, particularly those who are vaccinated and boosted, are not contagious for that long. i think adding five days of mask wearing brings more confidence. we'll get more data from omicron as the weeks go on, but i think this is clearly the right move for the country. >> i know a lot of people and businesses were eager to get people back to work and school. we'll stand by for more information on that. but health experts have also suggested that the omicron variant might be less severe, and yet, at the same time, we're seeing a concerning increase in hospital admissions among children. it's hard to square those two things. why do you think more kids are going to the hospital now? >> yeah, it's a really good question. it is a troubling development. as far as all the data right now suggests that, you know, kids are undervaccinated. obviously kids under 5 not eligible yet. a lot of kids 5 to 17 haven't gotten the shot. we do think omicron continues to pose a threat to unvaccinated people, and so that's why it's urgent that kids get vaccinated and we protect those who can't. >> something else to watch closely. dr. jha, thank you again for your time tonight. and that new guidance from the cdc comes after major airlines blamed many of those flight cancellations on staffing shortages fueled by omicron outbreaks. thousands of flights grounded on one of the busiest travel weekends of the year. bad weather also having an impact. here's abc's alex perez. >> reporter: tonight, no end in sight to the travel nightmare playing out at airports across the country. >> terrible. especially when you're trying to travel during the holiday. >> reporter: more than 3,000 flights never took off this weekend, ruining many families' christmas plans. and more than 1,100 flights canceled today. latasha williams is trying to get back home to new orleans with her family. their flight already delayed. the crowded airport adding to her frustration. >> having to be around so many people at one time, that's chaos for me. >> reporter: weather, especially in the west, partly to blame. heavy snow in seattle grounding dozens of flights sunday. feet of snow in the sierra and whiteout conditions in minnesota. but the main problem, rising covid cases forcing staff to call in sick or isolate. >> we have to make sure that employees don't feel pressured to come to work when they've been exposed to covid. >> reporter: dr. anthony fauci suggesting today it may be time to require proof of vaccination to fly domestically. >> when you make vaccination a requirement, that's another incentive to get more people vaccinated. if you want to do that with domestic flights, i think that's something that should be considered. >> reporter: but so far, no decision on making that a mandatory requirement. >> alex perez joining us now from chicago's o'hare. and alex, want to go back to the travelers stuck at airports across the country. you're learning about some key ways people can actually get their money back. >> reporter: yeah, whit. if you're flight was canceled or severely delayed, the airlines will give you a refund. you just have to ask for it. as for vouchers, only take the voucher if that's the option you prefer. and a lot of credit cards have insurance when it comes to hotel and travel, so make sure to check with your cards, too. whit? >> patience but at least people have options. alex, thank you. and that dangerous winter weather causing headaches for travelers, as we noted. more than 20 states on alert coast to coast. western storms now heading to the east. a rare heavy snow in seattle, as parts of the sierra nevada mountains in california set a new record for the snowiest december. a multicar pileup on i-94, this is in st. cloud, minnesota, after three to four inches of snow there. that storm now arriving in the northeast. and abc's senior meteorologist rob marciano is tracking it all. rob, where could the roads really get icy tonight? >> reporter: well, a good chunk of the northeast, whit, especially away from the water. we'll show it to you on the radar here. the purple area, that's where all the winter advisories are out for much of eastern pennsylvania, a good chunk of new york, and new england. and mostly in the form of sleet and freezing rain. a little bit of snow mixing in there. that comes through, mostly clears out by 3:00, 4:00, 5:00 in the morning. so, the morning rush should be okay, but there will be leftover slick spots then if you are getting out to go to work. so, be aware of that. it does stick around. it will be chilly in the morning. another blast of snow and rain coming into the west. look at the advisories up. avalanche warnings. that's becoming a huge problem. wind, as well. 16 feet of snow falling, that's the record you spoke of. that piece of energy getting into the plains and we're going to see a severe weather threat out of this system around about wednesday. whit? >> we'll watch that later in the week. rob, thank you. now, to that breaking story out of fort lauderdale. a devastating hit and run crash, a driver careening towards a group of children, killing at least two of them, injuring four others. tonight, the search is on for that driver. and here's abc's victor oquendo. >> reporter: the horrific scene unfolding in wilton manors, florida, this afternoon. >> possibly six children. >> reporter: authorities say at least two children were struck and killed by a hit and run driver. >> one child is stuck underneath the vehicle. >> reporter: four other children hurt and sent to the hospital. rescuers rushing them to the emergency room. first responders say the youngest victims in the hospital are between the ages of 1 and 9. at least one of them said to be in critical condition. >> this is a heartbreaking evening for everyone, for family, friends and for the first responders. >> reporter: streets have been closed off to traffic. drivers told to avoid the area as traffic homicide investigates. tis tragedy happened just a few blocks away. authorities now asking anyone with any information to come forward. whit? >> our thoughts go out to those families. victor, thank you. and with millions traveling for the holidays, the new case of an unruly passenger captured on video. the woman seen allegedly assaulting an 80-year-old man. video shows them yelling at each other about masks. the fbi later taking her into custody. here's abc's zohreen shah. >> reporter: this is the moment where things quickly got out of control on a short delta flight from tampa to atlanta. authorities say passenger patricia cornwall is seen on video slapping an 80-year-old man, spitting on him and raising her fist. eventually yelling at each other about not wearing masks. he can be heard saying he had taken it off while eating. her mask clearly down, as well. the two yelling and swearing at each other for several minutes. >> put your mask on. >> reporter: crew members then forcing her to the back of the plane for the rest of the flight. upon landing, she was detained by police, then taken into fbi custody. the male passenger was not charged. crew members and several other passengers say they were injured during the incident. there has been an unprecedented number of heated, often violent confrontations since the start of the year, fueled by the pandemic. video obtained by tmz showing an apparent flight breaking out on an overnight delta flight from l.a. to memphis last week. american airlines banning a passenger for life for allegedly attacking a flight attendant in october, breaking several bones in her face. heading into the christmas weekend, the faa reporting more than 5,700 incidents involving unruly passengers. more than 4,100 involving masks, this year alone. delta saying such situations are rare and they have zero tolerance for unruly behavior. whit?
