>> reporter: some medical experts believe it's safe to get together with family members that are vaccinated. adding that that's not what we saw during halloween. where different groups of people were getting together, whether they were vaccinated or not. linsey? >> lots of reunions likely this thanksgiving. elwyn, thank you. to kenosha, wisconsin, a city on edge tonight ahead of closing arguments in the case of kyle rittenhouse. the 18-year-old faces homicide charges after he killed two men and injured a third during last year's racial justice protests. 500 national guard troops now on standby. reena roy is in kenosha. >> reporter: tonight, kenosha bracing for a verdict in the kyle rittenhouse trial. >> i feel like everyone is anxious to get the verdict. i feel like many people are afraid of the verdict. >> reporter: 500 wisconsin national guard troops now on standby. closing arguments set to begin tomorrow. then the jury deliberates. >> reporter: have you seen this city so divided before? >> no. >> reporter: some businesses still boarded up, but locals say they are hopeful things will stay peaceful. murals read "unity," and "we must stand together." >> we're not boarding up. we're optimistic things will be under control. >> reporter: rittenhouse is accused of shooting and killing two people and injuring another during violent protests over the police shooting of jacob blake. the now 18-year-old arguing he acted in self-defense. breaking down on the stand. prosecutors pressing him on why he went to kenosha and armed himself with an ar-15. >> it's the prosecution's job to convince this jury that he was a vigilante. >> reporter: rittenhouse is facing multiple charges, including homicide. but the judge has indicated he will likely allow the jury to consider lesser charges. linsey? >> reena, thank you. inflation is hitting americans hard. prices for gas and groceries are surging. those worries are at least in part responsible for president biden's approval rating dropping to the lowest point of his presidency, even as he prepares to sign the bipartisan infrastructure bill tomorrow. now, the rest of his agenda faces an uphill battle. here's maryalice parks. >> reporter: tonight, facing new lows in the polls, president biden on the verge of doing what his predecessor tried and failed to do -- sign a bipartisan infrastructure bill into law. when the $1.2 trillion bill was finalized and passed in the house last week, biden called it a long overdue, once-in-a-generation investment. >> it's going to create more jobs -- good-paying jobs, union jobs, that can't be outsourced. >> reporter: and it's a much needed win for the president right now. a new abc/"washington post" poll showing his overall job performance at a new low -- just 41%. voters saying if elections were held today, they would pick a republican for congress over a democrat by the largest margin in the poll's 40-year history. 19 republicans in the senate and 13 in the house backed the infrastructure bill that is about to become law. >> we need roads and highways, let me tell you. and this was a bipartisan plan. it needed to happen. >> reporter: but no republicans yet support biden's larger social spending and climate change bill that democrats are still trying to pass on their own. >> we're confident that this bill is going to come up in the house this week. it will get a vote, it will pass. >> reporter: according to our poll, that $2 trillion plan is popular, with 58% of americans in support of it. and with americans facing rising prices for groceries and gas, the white house argues that provisions in that bill to expand child care and paid family leave will help with the record inflation by getting more people back to work safely. >> if we want to get inflation down, i think continuing to make progress against the pandemic is the most important thing we can do. >> maryalice joins us from outside of the white house now. the biden administration says they're confident the build back better deal will pass in the house this week. but do they have enough votes? >> reporter: while the white house may sound sure, it's not clear that speaker pelosi has the votes right now to pass the build back better bill in the house. several moderates say they're waiting to see if the congressional budget office confirms the bill as written is paid for, like democrats have been promising. linsey? >> maryalice, thank you. steve bannon is scheduled to turn himself in tomorrow, charged with two counts of contempt of congress. and today, word that another trump adviser, mark meadows, may soon be facing charges as well. here's elizabeth schulze. >> reporter: tonight, steve bannon is scheduled to surrender to federal authorities after he was indicted for defying a subpoena from the congressional committee investigating the january 6th capitol attack. bannon is expected to appear in federal court monday, facing criminal charges for refusing to testify and give documents to lawmakers about the role he may have played in the riot, if any. >> all hell is going to break loose tomorrow. >> reporter: lawmakers voted last month to hold bannon in contempt, pointing to his own words on his podcast january 5th as critical to the investigation. >> you have made this happen, and tomorrow it's game day. >> reporter: bannon says he was not cooperating at the request of former president trump, who claims he and former aides are shielded by executive privilege. but bannon's federal grand jury indictment states he's a private citizen who hasn't worked in the white house since 2017. trump tonight defending his former top adviser, saying, "this country has perhaps never done to anyone what they have done to steve bannon, and they are looking to do it to others also." other top trump officials so far defying subpoenas include former chief of staff mark meadows. committee members warning he, too, could now be held in criminal contempt. >> ultimately witnesses decide, as meadows has, that they're not even going to bother showing up, that they have that much contempt for the law, then it pretty much forces our hand. >> reporter: the committee has subpoenaed nearly three dozen people. and bannon's indictment sends a strong message to those unwilling to comply with the investigation. if convicted, bannon could face fines and up to two years behind bars. >> elizabeth, thank you. the northeast slammed by severe weather this weekend, just hours ago authorities confirming at least one tornado touched down on long island. powerful gusts tearing apart this chipotle restaurant. buckets of hail falling in some places. these images from new jersey. and a new system in the great lakes region bringing snow as it moves east tonight. rob marciano joins us. what more can you tell us about the tornado? >> reporter: it was an ef-0, and a weak one. 85-mile-an-hour winds. but a quarter-mile path. but you saw the damage it did. we have teams analyzing storm damage in connecticut and rhode island. if they find those are tornadoes, it's the first time in those two states that they've seen tornadoes in november. next system up is a quick mover. coming through the great lakes. it does not have severe weather, but it does have snow. three inches of snow outside of detroit. this will go across the great lakes and in through the northeast by tomorrow morning. most of this clears out, but it will be chilly. atmospheric river in the northwest. flood watches for seattle. wind gusts across the northern tier. that energy presses east this week. linsey? >> rob, thank you. and overseas, there are renewed concerns about the health of queen elizabeth. the 95-year-old missing today's remembrance sunday service in london. it was expected to be her first public appearance in weeks. the palace says she suffered a back sprain. here's lama hasan from london. >> reporter: tonight, new concerns about queen elizabeth's health after buckingham palace announced she had sprained her back. it was the queen's firm intention to join other members of the royal family on the balcony, leading the nation in honoring those who lost their lives in wars. but just hours before this solemn event, the palace releasing this statement saying, "the queen, having sprained her back, has decided this morning with great regret that she will not be able to attend today's remembrance sunday service at the cenotaph. her majesty is disappointed that she will miss the service." remembrance sunday service, one of the most important events on the calendar for the 95-year-old monarch, who is head of the armed forces and also served as a mechanic and driver in world war ii. >> this is very significant. it's the first time that the queen has ever missed the cenotaph because of ill health. >> reporter: last month, the queen was advised by her doctors to rest after spending a night in the hospital for preliminary inquiries. cancelling all her official public appearances, including the u.n. climate conference in scotland. tonight, the prime minister trying to ease fears. >> i did see the queen for an audience last week on wednesday in windsor and she is very well. >> reporter: tonight, the queen is at windsor castle, continuing to rest. a royal source telling abc news that her back sprain is unrelated to her doctors' recent advice to rest. linsey? >> lama, thank you. we move to the growing humanitarian crisis at the border between poland and belarus. polish police trying to prevent thousands of migrants to come into their country. the migrants facing freezing temperatures and a lack of food and water. the migrants essentially stranded at the border. now to the climate crisis. the cop 26 meetings in glasgow wrapping up. activists and some world leaders say the agreement falls short of what is needed. the president of the conference becoming emotional after india and china proposed a last-minute change that weakened a provision on fossil fuels. critics of the conference said the voluntary measures will have limited impact. new evidence tonight of the devastating impact of warming temperatures on one of the world's greatest treasures, australia's great barrier reef. a new study showing 98% of the reef has been impacted by what scientists call bleaching. here's britt clennett as part of our series, "climate crisis: saving tomorrow." >> reporter: it might look like paradise from above. but beneath the turquoise waves of the coral sea is a ru ecosystem, under t it's one of the world's most cherished natural wonders. and this sprwling natural fe. but it's the maze of coral, the heartbeat of the great barrier reef, that sustains the life here. this is what unhealthy coral looks like. record-breaking temperatures in recent years have caused the living, breathing reef to lose its vibrant color, a phenomenon called bleaching. experts say 98% of the reef has been impacted by bleaching, and warn continued stress from the extreme heat will cause the coral to die. how is the great barrier reef impacted by global warming? >> when corals are stressed by heat waves, they lose their color. so we talk about coral bleaching. so these are really dramatic events. the gap between them is getting shorter and shorter. that gap is really important because it's the window of opportunity for recovery of the corals. >> reporter: that's the research boat. we're about to link up. we meet marine ecologist dr. peter harrison and his group of graduate students near black island reef off the australian coast. how much of this area would you say is damaged due to climate change? >> oh, most of it is damaged now through climate change. >> reporter: the team is here to release coral larvae, hoping to help the reef recover from extensive heat damage. >> we're evolving the process. and using new styles of the delivery of the coral larvae onto damaged sections of the reef. >> reporter: they manage to successfully release 3 million larvae, but they know their efforts alone are not enough to save the reef. >> this is only part of the solution. we need real and effective action internationally and in australia on climate change and greenhouse gas emissions. otherwise, the future of the reefs looks very bleak. >> reporter: experts agree the only way to save the reef is by urgently cutting greenhouse gas emissions, which contributes to climate change. they warn the next bleaching event is just around the corner. linsey? breacher. >> i'd handle any types of explosives. anything that has to do with getting through things, like opening doors, getting through barricades. >> reporter: at 24, after two deployments, jackson decided to chase another dream. >> i decided that i wanted to go to college to play a sport. >> reporter: despite having never played organized football, he ended up at the university of nebraska, trying out for the huskers as a walk-on. >> they tell you, if you don't hear from us in, like, a week, then you didn't make the team. and i didn't hear anything. so i called one of the guys. his name is kenny wilhite. and he said, "no, you didn't make it." >> he kept sending emails, kept sending emails. >> i decided to wait outside of the stadium for a couple of days until i saw the coach. >> reporter: his persistence paid off. but his learning curve on the field was steep. >> when i first got on the team i had no idea what they were talking about. >> reporter: at 29 years old today jackson leads his team onto the field on game day. >> i knew his dream was to be a nebraska football player. and i just wanted him to see see that through, for what he did for our country. >> if you hang in the area of raymond heights in pet loupea about an hour or so from downtown. cornell bern northward is there and has been there all day. we continue to wait. reporter: yeah, and it's been a very long wait too. that bear still in the very same place it's been since about 2:00 a.m., at the very top of that redwood tree. we're going to try to show it to you without shining a bright lights on it to scare the animal. it's been there since 2:00 a.m. in the middle of this pet loupea neighborhood. the hope is the bear will come down on its own
