it's great to have you with us here as we near the end of another week together. as we come on, that powerful storm moving up the east coast and into the northeast, d.c., new york, new england. dangerous flooding, wind gusts up to 55 miles per hour. rob is standing by to track this tonight. but we do begin tonight with the fda issuing that emergency use authorization late today for pfizer's child vaccine. children 5 to 11, the first covid vaccine authorized for that younger age group. the first 15 million doses expected to go out across the country within 24 hours. about 28 million children are now newly eligible. two shots just like adults, but the shots themselves smaller needles and about one-third the dose that was given to adults. meantime, tonight the mandates here in new york city tonight, thousands of city workers have been protesting today's 5:00 p.m. deadline to be vaccinated or be suspended monday without pay. at the same time though, the nypd now says more than a thousand first doses were administered just yesterday. more today and that 80% of the force is now vaccinated. and that the nypd tonight is in good shape for monday morning. this evening, this question too, for some time now which gives you more protection, natural immunity if you've had covid or the vaccines if you haven't had it? the new cdc study just out tonight, and abc's whit johnson leading us off. >> reporter: tonight, that long-awaited fda green light. the pfizer vaccine authorized for 28 million children between the ages of 5 and 11. >> their ability to make an immune response actually in some ways is often better than it is in adults, and that's one of the reasons we were very gratified with the pfizer-biontech covid-19 vaccine that we can actually use a smaller dose. >> reporter: at just a third of the adult dose, the vaccine was found to be 91% effective against symptomatic illness with some reporting mild side effects like sore arm, fever and headache. the first 15 million doses now expected to ship out within hours to doctors' offices, pharmacies, hospitals and clinics so they are ready to go into arms as early as wednesday after an expected signoff from the cdc. 11-year-old evie and 9-year-old grant koerner participated in pfizer's trial. >> this vaccine has been incredibly well researched and te importance of trying it on younger kids, 5 through 11 age group, was really just about getting the dosing correct. >> reporter: but just over a quarter of parents say they're ready to vaccinate their young children right away when it's available. in north carolina, michael and jennifer spaetti are the primary caregivers for one of their three grandsons, who is 6 years old. the couple is vaccinated, but not yet sure if they're ready to get him the shot. >> it just seems like it's come out so fast, and we're talking about a child. i feel like it's different for me. >> reporter: and when it comes to adults, a new cdc study out today suggests vaccines offer higher protection than so-called natural immunity. the study finding that fully vaccinated people are about five times less likely to develop covid compared to unvaccinated people who previously had the virus. but in new york city, a showdown over vaccine mandates. the firefighters' union warning of shortages of first responders. >> new york city is going to come to a crisis on monday morning. response times are going to go through the roof. >> reporter: this after thousands of city workers missed a 5:00 deadline today to get vaccinated or go unpaid, but the mayor insists the mandates are working. >> these numbers are moving constantly, but as of yesterday the total workforce was 88% vaccinated. that's a very high number. >> all right. whit johnson back with us tonight. and, whit, we know this younger group of children 5 to 11 would get the smaller dose of the pfizer vaccine in two shots three weeks apart. the cdc almost always follows suit with this final approval so how soon could we get that final green light, the yes and then the shots? >> reporter: david, just a couple more steps to go here. next tuesday a cdc advisory panel will meet and then vote on specific recommendations for the pfizer vaccine in kids 5 to 11 years old. if that goes as expected, the cdc director would then sign off and we could see the first shots administered by wednesday, david. >> whit johnson leading us off here on a friday night as always. thank you, whit. we're going to turn next tonight to former new york governor andrew cuomo pushing back tonight after being charged with that misdemeanor sex crime. the spokesman now calling the move politically motivated by a sheriff, quote, seeking headlines and not justice. tonight that sheriff before the cameras saying there was an overwhelming amount of evidence. here's abc's trevor ault. >> reporter: tonight, the sheriff who filed the forcible touching charge against former new york governor andrew cuomo says his case is strong. >> i don't know if it'll go to trial. i think we have an overwhelming amount of evidence. >> reporter: cuomo's team hitting back accusing albany county sheriff craig apple of a political hit job seeking headlines and not justice after he filed the misdemeanor charge without telling the district attorney or the alleged victim. >> we handled this like we handle every investigation, and again i want to put an emphasis on our victim cooperated every step of the way. >> reporter: according to the complaint, cuomo forcibly placed his hand under the blouse of his accuser and onto her intimate body part, intentionally and for no legitimate purpose. the alleged victim is unnamed, but cuomo's former executive assistant brittany commisso went public with her accusations in august telling cbs and "the albany times union," he groped her at the governor's mansion last december. >> what he did to me was a crime. he broke the law. >> reporter: cuomo vehemently denies her allegations. >> let me be clear, that never happened. >> reporter: commisso is 1 of 11 women who the former governor was found to have harassed in a report by state attorney general letitia james who now says this criminal charge further validates the findings in our report, and today james announcing she is now running for governor herself. the former governor is scheduled to be arraigned november 17th, and the sheriff says on that day cuomo will be fingerprinted and have his mug shot taken, and if he fails to appear, a criminal arrest warrant could be issued, david. >> thank you, trevor. here in the northeast, d.c. up through philadelphia and new york into new england, we're following this next powerful storm now moving in. 25 million americans in the path. heavy rain for the i-95 corridor, concern over flooding tonight and dangerous winds gusting up to 55 miles per hour. senior meteorologist rob marciano back with us tonight. rob, you've been with us every night here. we love having you but this means storm after storm here. >> reporter: and this one has gone coast to coast, david. the winds really picking up here in the northeast. you mentioned 55-mile-an-hour gusts in delaware. these big winds are pushing the water up the big bays and river including the delaware. look at all these coastal flood warnings. we've had already some flooding rains and flooding water across parts of the potomac and we'll get another couple high tide cycles. it is moving so slowly and the rain, of course, that spirals all the way back to cincinnati and chicago and the heavy stuff goes through new york by tomorrow morning and pushes up into new england and lingers tomorrow night into parts of sunday, not a complete washout for trick-or-treaters but certainly a messy a good catholic. and then later the president mending fences with french president emmanuel macron after the u.s. scuttled france's nuclear submarine deal with australia. biden acknowledging today what we did, quote, was clumsy, but before that meeting when the president was asked, do you have to apologize, he said, to whom? here's our chief white house correspondent cecilia vega traveling with the president tonight. >> reporter: president biden at the vatican today spending nearly 90 minutes behind closed doors with pope francis. the meeting, deeply personal, for the second catholic president in the nation's history. >> you are the most significant warrior for peace i've ever met. >> reporter: the president and the pope shaking hands, exchanging gifts, laughing. president biden says the pope also gave him a vote of support on a controversial issue back home, privately weighing in on an effort by conservative u.s. bishops to deny communion to politicians, like this president, who support abortion rights. >> mr. president, did the issue of abortion come up at all? >> no, it didn't. it came up. we just talked about the fact that he was happy i was a good catholic and i should keep receiving communion. >> he said that you should keep receiving communion? >> yes. >> reporter: the pope's move sending a strong message. on this first leg of his five-day trip, the president, who campaigned on rebuidling america's image as a steady and reliable partner, spent much of his time mending fences with america's oldest ally. last month, france was so furious the white house teamed up with australia on a nuclear powered submarine deal, they recalled their ambassador. but in front of the cameras today, it was hugs and slaps on the back with french president emmanuel macron. >> did you have to apologize, mr. president? >> to whom? >> reporter: president biden later conceding it could have been handled better. >> it was clumsy. it was not done with grace. i was under the impression that france had been informed long before. honest to god, i did not know you had not been. >> reporter: not entirely an apology, but a promise that it won't happen again. >> so i want to get something clear in front of all the press, we view you as an incredibly serious valued partner. you were there for us. we'll be there for you. there's a lot more work we can do together. >> fascinating day to watch unfold. cecilia vega with us from rome tonight, and, cecilia, i know the president while overseas, he's very aware of what's going on. the debate back here at home among democrats on his domestic agenda, the cuts to the plan, progressives holding up a vote because of those cuts, but tonight in d.c. late word the leader of the house progressives, the caucus, sounding optimistic? >> reporter: yeah, she is, david. washington congresswoman pramila jayapal is saying a bill will get passed. she says democrats will do something in the coming days, but, david, here's the reality, as of tonight there is still no deal. democrats are still finalizing the language in this legislation and, david, tomorrow president biden heads into these all important g20 meetings here in the deadly shooting on that movie set, now the armorer who was in charge of weapons for the movie "rust" speaking for the first time through her lawyer, and here's abc's kaylee hartung. >> reporter: tonight, the armorer in charge of all firearms for the western “rust” breaking her silence saying she has no idea where the live rounds came from that killed halyna hutchins. hannah gutierrez-reed's attorneys saying in a statement she's devastated and completely bow -- beside herself. >> i was sitting there rehearsing, and it went off, and i ran out. >> reporter: the statement adding, safety is hannah's number one priority on set but describing the challenging conditions the 24-year-old says she was working under explaining, hannah was hired on two positions on this film, which made it extremely difficult to focus on her job as an armorer. the whole production set became unsafe due to various factors, including lack of safety meetings. this was not the fault of hnnah. the film's production company tonight telling abc news, they have no comment. >> there was complacency, that's obvious. i think there was some disorganization and some safety issues and protocols that weren't properly followed. >> reporter: the sheriff confirming they are investigating claims some crew members used the movie's prop guns recreationally for target practice. in that statement gutierrez-reed says the guns were locked up every night and at lunch and there's no way a single one of them was unaccounted for or being shot by crew members. baldwin staying largely silent since the fatal accident, but retweeting this "new york times" story detailing how the film's assistant director told a detective he should have inspected each round in each chamber of the gun before handing it to baldwin, but didn't according to an affidavit. >> i cannot think of any instance in my career where a first assistant director was handing a gun to an actor. >> reporter: veteran hollywood armorer dutch merrick explained how to inspect the rounds in a revolver. >> if the first a.d. was examining the revolver, the western revolver for rounds that were dummies or spent, they would likely have an expired primer or dent and a new live round would have a full primer like that with no dent. >> reporter: and, david, tonight a new search warrant revealing investigators have seized 13 more guns and multiple boxes of ammunition from a prop truck on that movie set. one week in, and this investigation could last weeks longer. david. >> all right, kaylee hartung on this for us again tonight. there is new concern this evening about queen elizabeth. buckingham palace says doctors have now advised the 95-year-old queen to rest for yet another two weeks. so here's our senior foreign correspondent ian pannell from london with what we know tonight. >> reporter: tonight growing concerns about the health of queen elizabeth. on doctor's advice the british monarch now extending her rest for at least another two weeks. buckingham palace issuing a statement saying, the doctors have advised that her majesty can continue to undertake light desk-based duties during this time but not to undertake any official visits. 24 hours ago the queen appearing virtually from windsor castle to award a medal to a poet at buckingham palace. >> i'm very glad to have the chance to see you if only mechanically this morning. >> reporter: the 95-year-old spent a night in the hospital last week and had to cancel her trip to next week's u.n. climate conference in scotland. she had been due to join president biden and other world leaders at the start of the summit but will now only appear via video message. david, we still don't know why doctors are ordering the queen to rest. buckingham palace remaining tight-lipped on the details of the hospital visit. a royal source telling abc news only that it wasn't covid related. the next time we expect to see the queen in public is remembrance sunday, which is announcing he will not run for a seventh term next year. kinzinger is one of ten republicans who voted to impeach former president trump then defying party leaders to serve on the january 6th committee. in his video announcement today, kinzinger saying he would continue to fight against mistruths and divisiveness saying his, quote, political future is just beginning. when we come back here we did it before cao fifa officials are in the bay area as we speak will they be convinced? we can repeat as a host of the world cup. it would encourage people to get their children vaccinated as quickly as they can. doctors have been waiting for this day when the fda would authorize a covid vaccine for kids as young as five so of parents and despite the drought opening day came early for some sierra ski resorts. building a better bay area moving forward finding solutions. this is abc 7 news. the north bay leads the way marin county is the first to check all the boxes to remove indoor mass in public places. good evening, and thank you for joining us. i'm liz kreutz and i'm dan ashley. you're watching abc 7 news at 6 live here on abc 7 hulu live and wherever you stream glad you're with us. we we're told it could be months, but it's only taking marin county a matter of weeks to reach the criteria to lift the regional indoor mask mandate effective at noon on monday. you won't have to wear a mask in an indoor public place. unless other rules say that you have to so how did this happen so fast well marin, has fallen to the cdc's yellow tier for moderate covid transmission and it stayed there for three weeks. san francisco is the only other county in that. category the rest of the bay area is in the orange tier with substantial transmission the next metric. they're looking at are hospitalizations and they are low and they have stayed that way and at least 80% of the total population in marin county is fully vaccinated every bay area county except solano agreed on those benchmarks. so far marin is the only one to reach them, but four counties are relaxing mask rules for a small number of places like gyms and offices. when everyone there is fully vaccinated masks become optional the rule takes effect monday in the city of berkeley plus alameda
