This is not the middle of the country or the northeast, this is houston. Snow covered neighborhoods. This is the westbury Neighborhood Richl neighborhood. Right up through the middle of the country. This is lima, ohio, Blinding Snow there. A foot and a half of new snow sneer chicago and tonight, the most dangerous impact across the country, the power outages. At least 13 states tonight. At least 140 cases of Carbon Monoxide poisoning in houston alone. That woman and an 8yearold girl dying after Authorities Say they were trying to stay warm using the car in the garage. And the tornadoes i mentioned, the warnings as we came On The Air Last Night here and so far, at least five reported tornadoes. That confirmed ef3 in North Carolina, killing three. In houston, a woman and an 8yearold girl dying of Carbon Monoxide poisoning after a car was left running in a garage to help generate heat. A man and a 7yearold boy taken to the hospital. I know its cold, but youve got to be careful about using like, say, generators or car inside a garage or any type of fire. Carbon dioxide, its odorless and it can kill people very easily. Reporter houston hospitals treating at least 140 patients. Six people from one family among them. A mother and child in critical condition. They were Heating Charcoal indoors to stay warm. And in sugar land, a grandmother and her three grandchildren died in a house fire overnight. The cause is under investigation. Back in houston, Frozen Hydrants hindering firefighters as they battle the flames at an apartment. Forced to rely on water in their trucks for a time. And tonight, outrage over the outages and images like these, showing houston skyscrapers lit up while most of the city was blacked out. Yesterday, no one imagined that more than 24 hours people would be still be without power. Reporter Governor Abbott calling for the state to investigate power officials. Reporter long lines for food and supplies at the restaurants and stores that are open. Here in dallas, alexander says he hasnt eaten a hot meal in three days. This is tragic. This is this is worse than the pandemic, because people are stuck in their homes right now. Reporter this, as the extreme conditions are straining the power grid across the region. Rolling blackouts now happening in at least 14 states that share the grid with texas. And at least 19 states have had to halt vaccinations and covid19 testing because of the harsh conditions. Here in texas, deliveries wont even begin arriving until tomorrow. And even then, delivery will be subject to conditions because theres another storm arriving tonight. Were thinking about all these families in the storm zone tonight. And marcus, just as we were On The Air Last Night, news of the vaccine Storage Facility in Harris County, houston, that lost power, the rush to give out 8,000 doses before they went bad. What are you learning on that front tonight . Reporter david, Harris County officials said they managed to administer 5,400 of those doses. And we actually have a striking image of people lined up at Rice University where they gave out about 1,000 of those vaccines. And after receiving guidance from moderna, the unused doses, about 3,000 of them, were able to be rerefrigerated to be administered at a later time. David . Marcus moore, thank you. We started this morning breaking alltime cold records from nebraska through arkansas, all the way down to new orleans, where they did, indeed, have their coldest start to mardi gras. Lets dive in. That colorful map, its not from a couple days ago. These are new warnings. So, dallas again makes their way into that winter storm warning. Anywhere from shreveport up through fayetteville, Oklahoma City also in those winter storm watches, extend all the way here into the northeast, because it is the next storm and ill time it out. Through the plains it goes. The snow on the northern end, through much of arkansas, but its that freezing rain, remember that could effect any power lines that are still up. That moves through and it becomes more of the snow event on the northern side, starts in the morning from washington, d. C. Up through southern new jersey, then by the afternoon, here in new york and connecticut and move out thursday into friday, but not before leaving one last hit of winter. You might hear crews working on patching up the other side. Lets take you to the neighborhood right behind us. The twisting tearing through these Ocean Isle Beach homes. Three people killed, ten more injured. The County Sheriff saying he has never seen anything like this. And this was just one of five reported tornadoes. Another one in southwest georgia, that was at least an ef2. More damage to homes there. David, more severe storms are expected in this area tomorrow and into thursday. David . Fema opening its First Mass Vaccination Sites today. This one right here in east l. A. They have plans to open 100 sites like it in 100 days. But there remain serious questions tonight about the vaccine supply. Tonight, 39 million americans have had at least one dose. Thats 12 of the population. And tonight, the shifting timeline. And his drawings are now helping to rebuild. And remember the holes in the roof they showed david . And the robot on top of the debries because of the danger. These are robots because people cannot go here. We cannot expose the life of the worker. Reporter and take a look at it now. This is the work under way. The most important work at the moment is the work to stabilize this building. Tonight, we go to the roof to get a better view. Heading up to the roof. Which of course is where all this began. Workers rebuilding. The eiffel tower in the distance. There are now anywhere between 150 to 200 people working on notre dame at any one time. Slowed down, of course, by the pandemic. Take a look at that charred wood. Thats what remains of the oak vault that held the ceiling up. You can see there the sailors behind me retrieving bits of debris from the roof, which is then sailed all the way down the side and taken to the archeologists for examination. Those vital remains help the team understand notre dame and rebuild it as the world watches and waits. Wow. Our thanks to james and the team for taking us back.
