democrats now forcing a vote to make sure republicans are on record on this. we have it all covered tonight, beginning with that debate within the republican party. and we begin here with rachel scott up on the hill again tonight. >> reporter: tonight on capitol hill, a moment of reckoning for house republicans, forced to decide whether to stand by newly-elected congresswoman mane, who has promoted a series of outlandist conspiracy theories. questioning whether parts of 9/11 happened and whet congresswoman, what is your message to your party? in the past, the georgia congresswoman expressed support for the false conspiracy theory qanon. in 2019, she implied house speaker nancy pelosi should be executed. >> it's a crime punishable by death is what treason is. nancy pelosi is guilty of treason. >> reporter: she has even speculated a plane never flew into the pentagon on pnl. >> it's odd there's never any evidence shown for a plane in the pentagon. >> reporter: after suggesting those school shootings were staged, she later harassed teenage parkland survivor david hogg when he traveled to washington to lobby for gun control. >> you're attacking our second amendment. >> reporter: still, even after all that, house republican leader kevin mccarthy gave greene seats on the house education and budget committees. democrats say that's nuts. >> kevin mccarthy should handl marjorie taylor greene is totally out of control. >> reporter: it's not just democrats. greene, saying t"lheorieare canc for the republican party and our country." >> the anti-semitism, school shootings weren't real, i mean, she runs the gamut. the idea that forest fires are started by jewish lasers, i mean you it's just so profound, so far out there, i mean, it does make me wonder how she got elected. >> reporter: but congresswoman greene has one very powerful republican in her corner, former president donald trump. >> marjorie taylor greene, i love marjorie taylor greene. >> reporter: and that has put house republicans in a bind, as they met tonight to decide whether to strip away greene's committee assignments. ultimately, they decided not to. in a statement, republican leader mccarthy saying he had spoken to greene and she "recognized" that "her past comments now have much greater meaning." greene herself taking nothing back. recently tweeting, "i won't back down. i'll never apologize." >> let's get right to ray schel scott. and we learned that house republicans were meeting about this. so far, they've decided not to take away the congresswoman's committee assignments. that could change. you're going to follow this into the night. but what we do know, the full house, republicans and democrats, will have to vote on this, democrats calling that vote. they have the majority, so, bottom line, what's going to happen here? >> reporter: well, david, this vote will be key, because it's going to put republicans on the record. they are going to have to decide whether or not to look past greene's comments or whether to split from their party. as you said, bottom line, democrats have majority in the house, so, if all of them stay united and vote against her, she will be stripped of her committee assignments. >> this is a splint screen of sorts, because house republicans are debating the fate of one of their highest ranninging members, liz cheney, after backlash of her vote to impeach president trump. she was one of the ten republicans in the house joining democrats, facing that backlash for standing up to the president. the former president now. after what she saw at the capitol? >> reporter: she's the number three republican in the house and immediately after her vote to impeach, we saw the backlash. some of trump's staunchest allies in the house demanded she be removed from party leadership. tonight, republican leader kevin mccarthy is defending her. he says she has a right to vote her conscience and congresswoman cheney says she will not apologize for her vet to impeach, david. >> the struggle within the party tonight. rachel scott leading us off, thank you. and now to a nation honoring capitol police officer brian sicknick, who died defending the capitol during those deadly riots. here's our chief justice correspondent pierre thomas tonight. >> reporter: tonight, a rare and high tribute for the officer who died protecting the very building where today he was honored. the u.s. capitol. fellow officers gathering in the rotunda, saluting officer brian sicknick. the president and first lady paying a quiet tribute last night. this morning, lawmakers grieving over and celebrating the officer and air force veteran. >> each day, when members enter the capitol, this temple of democracy, we will remember his sacrifice and that others that day who fought so hard to protect the capitol and the congress. >> reporter: his remains lying in honor. only the fifth person to do so. >> in the face of lawlessness, brian sicknick paid the ultimate price to uphold a solemn oath. he gave our nation the last full measure of devotion. >> reporter: sicknick, one of five killed during the january 6th riot. ♪ tonight, honored by those he protected. david, sources tell us law enforcement has been working hard to identify surveillance and witnesses that will give details on sicknick's confrontation with that mob. we still don't have an official cause of death from the coroner. david? >> pierre thomas with the moving images of this day. thank you. of course, all of this comes amid growing concern over extremism here in the u.s. and tonight, defense secretary lloyd austin has ordered a service-wide standout for what he says are, quote, needed discussions on extremism within the u.s. military. so, i want to bring in abc's martha raddatz, following this for us. what prompted the sweeping move? >> reporter: david, white supremacist groups have long targeted the military, but pentagon officials were alarmed that nearly 20 veterans were among those arrested after the siege on the capitol. they include two air force, eight marine corps, six army and two navy veterans. now, while the majority of those had been out of the military for many years, two were current army reservists and one national guardsman. but there were no active duty troops. so, over the next 60 days, evera day-long standdown where commanders will have le spokesm acknowledged today, david, they really don't know the extent of the problem. it could be better than they think, but it could also be worse, david. >> all right, martha raddatz, thank you. we turn now to the coronavirus here in the u.s. and news this evening on yet anothe. what's different about it? could it help protect you and at some point help stop transmission of the virus? what dr. anthony fauci is saying about that tonight. and here's abc's eva pilgrim now. >> reporter: tonight, promising vaccine news. uk scientists finding the oxford/astrazeneca vaccine likely not only protects people from the virus but also has the potential to reduce transmission. >> now, that is really good news. it's very positive, because we know the vaccine is the way out of this. >> reporter: oxford's early data, not yet peer reviewed, revealing a single vaccine dose was 76% effective at protecting against the virus for up to three months. that protection increasing to 82% with a second shot given after a new, longer 12-week interval. the study also suggesting that the vaccine can reduce the spread of covid by as much as 67% after one dose, suggesting those vaccinaticcinated are unlo infect others. >> reporter: today, the white house cautiously optimistic but >> i haven't seen the data yet. but if that's true, that's good news. >> reporter: but reminding americans that the current vaccines in the u.s. allow for a gap between doses of 21 days for pfizer or 28 days for moderna. >> if you miss it by a few days to a week or two, i don't think that's a big problem, as the cdc says. but i'd be concerned about delaying it for three months or so. >> reporter: in new york, a race to get back on track after that nor'easter. the javits center increasing the number of appointments to 2,200 backlog. you said you felt a sense of urgency to get the vaccine? >> all right, eva pilgrim with us again tonight. thank you, eva. we're going to turn next here this evening to an abc news investigation. two former nfl players speaking for the first time on camera about their time in the league, saying they experienced concussions and now suffer from depegs, memory loss and bouts of anger. two players suing the league, claiming the nfl uses a formula that assumes black players start at a lower cognitive level than white players, making it harder for black former players to qualify for compensation. tonight, how the league is now responding. and here's abc's ryan smith. >> look out. down he goes! >> reporter: kevin henry played eight seasons in the nfl. >> that's a good, clean hit. >> reporter: tonight, he is accusing the league of what he says is a double-standard when it comes to race and the concussion settlement. >> i'm banged up. i'm beat up and the part that you don't see is up here. you don't see how my brain is beat up. they don't hit me less or >> reporter: kevin henry and another former player, najeh davenport, are suing the nfl, accusing them of "avoiding paying head-injury claims based on a formula that discriminates on the basis of race." the formula, they say, assumes black players start at a lower cognitive level than white players, making it harder for black former players to qualify for compensation. it's a controversial practice called "race norming," in which test results are adjusted to account for supposed differences between demographic groups. >> there's the assumption that people of different races, especially black people, that their bodies function differently. >> reporter: and while the nfl insists the formula is optional, an abc news investigation has found that some clinicians who evaluate former nfl players believe they are required to apply the formula. >> football doesn't give you an expiration date, it just happens. you just expire. i've had ten concussions or more and that's not even counting practice. >> reporter: after his time in the league, kevin henry says he began suffering from depression, memory loss and bouts of anger. in 2017, he underwent a series of tests. a doctor determining that henry was suffering from a cognitive decline consistent with mild dementia. so he submitted a claim to the landmark 2013 nfl concussion settlement program>> rr:he cims su reled validity" of the tests and asserted that the evaluation "used inappropriate norms." >> the effect of using this race norm for the nfl is that it drastically limits the amount of damages they're going to have to pay out. >> reporter: how did you react when you learned that there was a different standard being used for black players to get benefits as compared to white players? >> i felt so betrayed and i who it lawsuit. way.ysts in this email, a clinician saying their "required reliance" on racial norms "bottom line, do discriminate against black players." in a statement to abc news, the nfl calls the lawsuit "entirely misguided." the league says that race norming, part of what they call "demographic correction," is recommended but not required. and the concussion settlement program was "agreed to by all parties with the assistance of expert neuropsychological clinicians" and it relies on "widely accepted and long-established" testing and scoring methods. now 52 years old -- >> is it gone? >> yeah. >> reporter: kevin henry says daily life is a constant struggle. >> it takes everything in me to keep from crying, man. i just want to be -- i just want to be looked at the same way as a white guy. >> so, let's bring in ryan smith tonight. and ryan, where does this lawsuit stand tonight? the case still being litigated? >> reporter: yes, david. the players onhe nfl's motion to dismiss the case. david, as of now, the nfl's received 3,000 claims for compensation and paid out about 1,200 of them to former players and their families, toe tachling $800 million. but the nfl has denied requests to release demographic data on those receiving settlements. david?
