She opened them to see if someone had stolen her identity. Instead, the notice said edd paid this person too much in benefits. And it was an overpayment stating that they overpaid by 10,000. Thats a lot of money to pay back. Why was there such a huge mistake that somebody received 10,000 overpayment . I dont recognize the name. No one has ever lived here with that name. David in Huntington Beach got a half dozen of these letters. He was shocked at what he found inside one of them. Heres the debit card still attached to the paper works, still glued to it. And edd debit card from bank of america, addressed to someone named valerie. And here is her award notice, saying, she qualifies for up to 14,000. If somebody fills out a false application in the state of california, you would think there would be some safeguards, a request for department it. If its not received, why would you still issue out money . Many of those letters are notices of overpayment. The edd trying to claim that money back. Instead, theyre reaching these bewildered folks. We asked the edd how much money it has doled out to scammers. A spokesperson did not provide that information, citing an ongoing investigation. The edd said, because of suspicious claim activity in u. I. Programs across the country, the edd is actively involved in a nationwide investigation. Specific details are confidential. But if identity thieves have a significant amount of personal information, claims can still be processed and payment made before Additional Information can shut down the claim. Now, what seems so wrong is that these fraudsters are getting past the edd identification verification process, and yet legitimate workers here cant. Im continuing to investigate. Ill report back. Thank you. Hiring did pickup last month and the latest numbers from the department of labor. It Shows United States added 1. 8 million jobs in july. This brings the Unemployment Rate down to 10. 2 , beating expectations. In california, unemployment at the end of june was 14. 9 . Since the pandemic started, the state has processed more than 9. 3 million claims. For those who have filed for unemployment, this is the second week without the 600 boost from the federal government, and theres no telling when lawmakers will reach a deal. I dont think its going to help the economy or the country. Reporter subtracting 600 a week from his unemployment payment has been devastating for this lab assembly contractor who has a young daughter. 450 a week is not even enough to cover rent in his fremont apartment. People were buying stuff because of the extra money. They were still shopping and buying other stuff. They will stop doing that. And it will impact the economy, too. Reporter he believes not extending the federal supplement will lead to more unemployment. At the federal level, democrats and republicans are still haggling out the details of a new relief bill. Would it be 400 or 600 a week, will it go into the end of the year or into next year . All still unknowns. What experts seem to agree on is it would be retroactive, but that doesnt really help those who are stuck having to pay the bills and put food on the table right now in the pricey bay area. In the east bay, im Leslie Brinkley, abc7 news. California has hit another grim milestone of the coronavirus with 142 deaths. That pushes the states total above 10,000. More than 8400 cases were reported. The positive rate is 5. 7 , and the 14 ay 6. 1 . The Positivity Rate is a good indicator of transmission and testing. Californias benchmark is 8 , want to stay below that. But the Positivity Rate could be off as well as the case count after more revelations today about the states technical problems with processing data. There is a back up in test results and not just a few hundreds of thousands were talking about here. Abc7 News Reporter Melanie Woodrow with the explanation being given. Reporter for months californias leaders have emphasized they are making decisions about reopening based on science and data. Now a bombshell announcement. Our data system failed, and that failure led to inaccurate case numbers and case Positivity Rates. It also prevented counties from having some of the data they need to monitor and respond to the virus in their communities. Reporter California Health and Human Services secretary dr. Mark galley says most but not all of the unreported records are coronavirus test samples. He says no changes to californias response policies were based on the incomplete data. Also that Health Officials believe the trends they discussed earlier this week remain the same. A server outage on july 25th created a delay in lab records coming into the states reporting system. Dr. Galley says data from a large commercial lab was also not received for five days due to a certificate the state neglected to renew on time. You deserve better. The governor demands better of us, and we are committed to doing better. Reporter county Health Officers are disappointed. In emailed statements to abc7 news, Contra Costa Health services writes, quote, we have had to stop calculating our Positivity Rate because positive results come back faster and were likely making our rate look artificially high. Contra costa says delays also hurt Contact Tracing efforts. Santa clara county writes, quote, the residents and businesses of the county of santa clara and the state of california must have accurate and reliable data about the spread of covid19. Dr. Galley said hospital and death data is collected differently. He expects the backlog of records to be resolved in 24 to 48 hours. In the meantime, counties are not being added or dropped from the watch list, which will only be unfrozen once state Health Officials are confident theyve got it right. The state is making changes to servers to increase capacity and strengthening oversight and monitoring. Governor newsome has also ordered a full investigation of the issue. In its second week, the Testing Program focuses on the citys Latin X Community and essential workers in the mission. San Francisco Data shows latinos account for half of the citys confirmed cases with 49. 6 . The free coronavirus testing is available wednesday and friday from 7 00 a. M. Until 6 00 p. M. At bart 24th street station, which many frontline workers use. In the south bay tonight were learning more about what prosecutors are calling a pay to play scandal involving people closs to saw Santa Clara County sheriff. Prosecutors say the scandal unfolded during sheriff smiths 2018 reelection bid. Smith does not face charges. A grand jury has indicted sheriffs captain james jensen, local attorneys christopher and harpaul and michael nichols. The d. A. s office is continuing to investigate more crimes and more individuals related to sheriff smiths issuance of ccw licenses. A sheriffs spokesperson said jensen will be played on administrative leave and sheriff smith has declined to comment on the charges. The Union Representing the deputy sheriffs released a statement saying, quote, the idea some can pay to play with the Sheriffs Office is demoralizing as it causes the community and our members to question how they have been treated. Could more people face charges in this case . And what about the sheriff . Is she in the clear . The iteams dan noyes has been working with the department and joins us now with more. Dan. Ama, four people indicted and legal experts tell me sheriff lori smith looks like the ultimate target of this investigation. We are not done. Reporter Santa Clara County District Attorney jeff rose entold reporters he expects more charges in the bribery case involving the sheriffs department. The investigation is active and ongoing. We will follow the evidence where it leads. Reporter sources who work closely with sheriff lori smith tell me she approves every carry and conceal weapon or ccw permit. Just 47 for the county last year. In the indictment, her right hand man captain james jensen is accused of demanding a 90,000 donation to smiths 2018 campaign in exchange for as many as a dozen ccws for Security Firm that provides protection to facebook executives. If you are, in the words of sheriffs captain james jensen, a v. I. P. , then hell meet you at starbucks, personally review your application and help you fill it out. You dont even need to live in the county, which is required by law. Reporter i called and emailed that Security Firm as solution of washington state, but no response. Campaign disclosure forms show a 45,000 donation in october 2018 from as solution to an independent Expenditure Committee that supports sheriff smith, and Security Firms employees started getting ccw permits just months later. Ccw licenses should not be given in exchange for campaign donations. They should not be for sale. Reporter the indictment shows that sheriff smith appeared before the grand jury at the old courthouse in san jose, but sources tell me she pled the fifth, refusing to answer questions for fear of selfincrimination. Tony brass is a former federal prosecutor. One has the right to remain silent. But in front of a jury, if someone who is the sheriff of Santa Clara County remains silent, there is going to be a lot of assumptions that dont favor her. Reporter brass says, as ive heard from other sources close to the investigation, the prosecutors hope to flip one of those charged today. The sheriffs captain, two attorneys, or Firearms Company owner to testify against sheriff smith. And these folks understand that theyre not the only ones that are doing this. They understand that. This information, this money, all of this is going through several hands, and people are going to want to trade information for leniency. Reporter now, sheriff smiths attorney told me today that she would have no comment, but one of the witnesses called to testify at the grand jury did talk to me. He said that people involved didnt do anything wrong. There was no quid pro quo. Clearly more to come. We are looking at issues of the pandemic and race and social justice is important at this time. Even if you wanted to, you cant escape the events from this summer. Police brutality, protests, statues have come down. Everyone has seen it, including students. So how will educators address this in the classroom . No doubt it will come up. Abc7 news anchor yjobina fortso has the story. Reporter you likely learned this song, in 1492 colum in 2020 columbus wore orange paint and was taken down in San Francisco. All while protests were popping up all over the country, calling for racial equality. There has been quite a renewed interest in deep curiosity about the things that maybe we had been taught and now we understand theres a much richer source. Reporter students will have questions and comments about what theyve seen or even participated in this summer. Black lives. Reporter dr. Mary ann jawan, superintendent of schools, she says her office is experiencing reenergized efforts around explicit bias and training for teachers and staff. And also what they are teaching. One of the ways were revisiting curriculum and content is to move away from the ideas of celebrating historical figures or individuals and really more some of the tenets of democracies. Reporter dr. Dejuan says Critical Thinking and empowering students to challenge old notions can start at any age. We need to be very mindful and consider how youth can help engage and codevelop or cocreate some of the experiences in the classroom. We cant wait for other people to be comfortable to engage in that conversation. Rporter gwen lee is a history social science coordinator for San Mateo County schools. They already have a plan to use the black lives Matter Movement in their course work. Xenophobia, too. Were going to focus on antiracist, pedogogy within the framework and align that. Reporter lee says many teachers are involved in civics in action. Ideas they can bring forth to their students and trauma in foreign practices, culturally relevant teaching. Kids have a sense. They understand whats happening. Reporter at the high school level, many students are on the front lines of the movement. Sir Francis Drake high school is in the process of a name change. And the statue of british explorer and slave owner is gone. We have an opportunity to look at some of those historical figures through the critical lens and really help students understand what that means and what we have missed. Reporter it doesnt stop at historical figures for superintendent dr. Tara topiay. She is looking to dismantle statues and in hiring. Kimberly strong is the superintendent of Educational Services and the first black woman to have the jobl. To be able to unpack systems that have contributed to gaps seen across education is, of course, our ultimate focus. Reporter among other priorities, dr. Armstrong is working with a team to create social justice units that can be taught across all grade levels. The true injustice is a hyper focus in one area but then not making sure the achievement is the end result. Reporter the district has planned Community Forums to hear concerns and the board is working on an antiracist education resolution. These arent just words, you know, that we have action steps that we can take that will hold people accountable. Reporter in addition to all of these ideas, ethics studies was brought up in almost every conversation. There is a push for it to be a graduation requirement in california. But all 9th graders within oakland unified already take it, pulling their experiences and images from their community and bringing it to class. We do a unit thats on selfethnography. What we do is bring up issues of police brutality. We bring up issues of racial profiling. I bring up examples of myself right here in the bay area. Reporter booker teaches ethnic studies at the high school. They released a new draft of the curriculum after criticism of what was and was not included. But the theme still concentrates on the four groups. Africanamerican, chicano and latino, native american and indigenous people, and asian americans. You have to be properly educated to understand what youre really changing for. We dont want to selfpromote ourselves too much that we fr forget there are other people that are in the same oppressive boat that we are in. Reporter concepts like trauma and social Justice Programs or even candidly talking about race, that will be new to others, have existed in letts classroom for years.
