a bay area business owner is selling her house that's been in the family for over 100 years just to stay afloat. >> then ordered to shut down businesses in san mateo count county. it starts at midnight. we talk to the disappointed business owners. >> it was a bright and breezy start to the weekend. and soon those winds will bring cooler weather. abc 7 news at 11:00 starts right now. >> announcer: building a better bay area for a safe and secure future. this is abc 7 news. good evening and thanks o'joining us. i'm dion lim. i'm eric thomas. a couple of grim milestones today for california. the state set record 19 deaths. that broke the record set just a few days ago. there are more than half a million confirmed covid-19 cases in the state, by far the most in the u.s. and the seven-day positivity rate, which is an indicator of testing and transmission, is now a 6 1/2%. on the peninsula in about an hour indoor businesses like hair salons and gyms will be shut down in san mateo county. it was the last bay area county to be added to the state's watch list, and after staying on it for three days this is the result. the only way affected businesses can stay open is to move their operations outdoors. here's abc 7 news reporter chris reyes. >> the customers are calling us, are you going to be open saturday? it says you have to close at midnight. and we're like, we don't know. we haven't been told yet. >> reporter: that was at 5:00 p.m. at kathy love's salon in san carlos. we met her as she finished with a client, not knowing that would be her last for now. >> she called me and said we may not be here, we may, we don't know yet. >> reporter: an hour later san mateo public health issued this statement. "earlier today we still were told by the state that businesses could stay open. we just learned they must close tomorrow. the order effective 12:01 a.m. sunday." so we went back to tell kathy the news. >> if we had known thursday, we could have gotten our clients from next week in. so they could have got their hair cut or their perm or their color. and that's the frustrating part. >> we also had to break the news daly city barber derek peckson. >> i'm pretty shocked. i didn't know it was happening right now. i thought i had some time to talk to my guys as well. >> reporter: also shutting down, gyms and fitness centers. places of worship. wedding and funeral venues. some offices. some personal care services. and indoor shopping malls. the real disappointment for some is that after spending weeks on high alert san mateo county wasn't able to avoid being on the state's watch list. >> just new restrictions every couple weeks. it's hard to keep up. >> reporter: this steep incline is what got san mateo county on the state's watch list. its biggest spike in july saw 136 new cases. inside kathy's salon she has been diligent and responsible. she even keeps customer records in case she has to do contact tracing. she feels unfairly punished. next week alone she's canceling 15 customers. >> we're not the problem. but we become the problem because they shut us down. >> reporter: in san mateo kris reyes for abc 7 news. >> you can check out where your county stands on the state's watchlist with our interactive feature at abc7news.com. you can see the map shows you how long each owner christine palmer says most stylists have been certified in covid-19 safety protocols and should be classified as essential workers. >> because we are essential. to our clients' health and well-being. >> reporter: if county officials don't grant permission, these stylists say they're prepared to risk fines by reopening collectively august 17th. >> we have no choice. we've been told every step of the way. >> safe salon. >> reporter: salon owners rallied at san francisco's city hall friday. they want the city to let them open safely or provide them with unemployment pay and a recovery plan. >> everyone thinks i'm crazy. i'm the only person here in our desert doing it. >> reporter: rebecca alcorn is doing the unimaginable. she's taking her palm springs area salon outdoors, where extreme temperatures are pushing 120. she's got a pop-up tent and a giant fan offering cuts most days between 8:00 and 10:00 a.m. >> i've never had the government take away my ability to make money. this is just a really nice way as a business owner to keep my head up, keep positive, keep looking for the future. >> reporter: back here in pleasanton stylists say they're drafting a levert intent to county officials asking permission to reopen. if the answer is no, they're prepared to reopen anyway in two weeks. no response from the county health department but the sheriff's department
