the mayor announced that hair and nail salons can reopen. outdoor bars can reopen and outdoor swimming can resume. this is all contingent of the state approving the city's request and health indicators remaining stable. >> with the number of covid-19 cases going up, the governor says while he doesn't want to revert back to locking everything down, he is prepared to do so if there's a dramatic surge. that was meant as a warning to those who refuse to follow the man state to wear facemasks. leeann melendez joins us now. >> reporter: larry, we have some contributing factors here, right? avaibl not are higher.s but the governor is concerned that this trend will continue, so today he got a little help from a few friends to spread the word about using masks. governor newsom tapped former california governors, two democrats and two republicans, to help urge people to wear a mask. >> look, nobody wants to wear these things. >> this is not about being weak. >> it's about fighting the disease and keeping our families and ourselves safe. >> and it's about getting californians back to work. >> reporter: even with a mandate throughout california to wear cases went up. 46,000 in the past 14 days. the governor acknowledged the higher numbers are due in part to more testing. 92,000 tests were done just yesterday alone in california. >> accordingly, we're starting to see an increase in hospitalizations. a week ago, we saw modest increase. but this week, we have experienced an increase that, when you stretch it out over a 14-day ban, it has gone up by roughly 16%. >> reporter: the number of people in the icu also increased by 11%. this as businesses throughout california continue to reopen. the state is currently assisting 11 counties with higher than expected numbers. at the top of the list is los angeles. governor newsom said while today the situaonmanageable, he fears the number will continue to grow as people become complacent. >> and revert back to where we were just a few months ago. we don't intend to do that, we don't want to do that, but i want to make this clear, we are prepared to do that if we must. >> reporter: and the governor said we are in a better position to handle this than we were several months ago. still, newsom says we have to the more vigilant, because this first over t. leanne melendez, "abc7 news." >> so as the numbers go up, the concern foincrease because they clearly the most vulnerable. >> absolutely. the governor is always talking about that segment of our population. but the head of held and human services made it a point to advise people 65 years and older, and those with medical conditions to stay at home as much as possible because, again, those numbers have gone up. >> all right. leeann, thank you. president trump is signing an executive order extending a freeze on green cards and temporarily freezing visas in some work categories through the end of the year. the restrictions were enacted in april because of the pandemic. this includes a freeze of new h 1 b visas for skilled workers. the trump administration argues the restrictions are necessary to protect american jobs. in oakland, workers are asking for official officials to adopt a right to return work ordinance. our reporter spoke to several workers who say they just need the honking of this caravan, are the stories of hospitality workers asking for help. it's been three months since thousands were laid off. and they feel like no one is listening. >> every single month that goes by, my thought is when do i get to go back to work? >> reporter: the same thought goes through this woman's mind, a mother of three. who in spanish said how she has to explain to their kids why their food portions are getting smaller. we asked if she would be okay to pay rent this month, her answer -- >> no, no. t rntilheut worried she might not have a job to go back to. many hose tty talt ty talt ty y bosses are hiring people with less than experience. >> to pass into law the right to return to work and prioritize those work wers seniority. >> reporter: according to the union, unite here, an estimated 14,000 workers in the east bay could benefit from this ordinance. oakland city council members say it's not entirely up to them. >> we can recommend, we cannot force you to hire an individual. they have some union legislation or regulations, as well. >> reporter: the next step is for oakland city council members to vote on june 29th. as for these workers, all they can do now is wait. the ferry building in san francisco is expanding outdoor seating to allow more people to dine. there are more than 70 tables in the back and front plazas, each at least ten feet apart. those who choose to sit there can listen to live music. s sin the wil. yr owno yr own groceries. the dmv will resume behind the wheel tests on friday and work getting through the backlog of canceled tests. drivers and examiners will be required to wear a face covering. at least two windows of the car will need to be lowered for more circulation. santa clara county's newest covig site opens tomorrow at the sap center, the home of the san jose sharks. sharky volunteered to show how quick and easy the tests are, which are free and available to anyone regardless of immigration status. the site will be open from 1:00 to 7:00 from tomorrow throughfr saturday. to the north bay, a verbal assault towards a transgender teen is shedding light on discrimination in our own backyard. dion lim introduces us to a brave young man who is open thing viral video serves as a lesson to others. >> they're mocking at me and pointing at me and degrading me, which is obviously incredibly traumatic. royal up 17-year-old jasper wanted to do saturday'veing is to place pride flags around this park in fairfax. but when he came across a bake sale benefiting the black lives matter, he noticed this couple harassing people, and stepped in to diffus the situation. hate-filled speech spewing from a man and woman. >> continued to call me lady and sweet heart. i said look, i'm a man. she continued to laugh and point at my crotch and laugh at me. >> reporter: the incident, which was recorded by a friend, soon went viral online. >> that's none of your [ bleep ] business. >> reporter: police tenned in quickly and identified the couple and the incident is now under investigation. they say this type of hate will not be tolerated in their community. >> so when we see this, it upsets our community specifically, because the community in general, we all get along. >> reporter: police categorize what happened as a verbal assault and will determine if this constitutes a hate crime. as jasper reflaekts back on his childhood, he says despite the bay area's diversity, this type of behavior happens far too often. >> we need to stop pushing it under the rug and turning our heads away. that was my main goal with spreading it as far and wide as it's gotten. >> reporter: and shares this message. >> the most important thing is people need to realize that, and ask themselves what can i do to be better? i need someone to stand up, you know. if you don't stand up when that's happening, when the person being attacked isn't there, it's going to continue. >> reporter: in fairfax, dion lim, "abc7 news." two santa clara county supervisors announced resolutions to fight inequity. >> i want the black community to know that we see them, hear them, support them, and are ready to learn from them. i believe that to change history, we must confront it. >> they will introduce twin resolutions at tomorrow's board meeting. the measuring declare racism a public health crisis and call for support of a b maer memhel o eliminating racial inequities. more than 300 individuals and 20 organizations have already announced their support of these resolutions. a show of solidarity today after a noose was found in the talladega super speedway garage stall of bubba wallace. he's the only black driver who races full time in nascar's top cup series. two weeks ago, he successfully pushed nascar to ban the confederate flag at events. he's been outspoken about race injustice. he says it serves as a painful reminder of how much further we have to go. the fbi is investigating. college funds, $26,000 was meant for a young girl to go to college. but where's the money? >> i would say ten times, emails, texts, phone calls. >> reporter: she said she is being told the funds are kept for brianeanna until she was 18. >> did you believe her? >> i believed her, but i wanted proof of that and did not get it. >> reporter: in 2015, an attorney sought to confirm if a constructed trust for the donated funds was created and if breanna was made the sole b beneficia beneficiary. >> when she did not respond, it was over for me. >> reporter: breanna turned 18 and got accepted to washington state. but she had difficult reaching cushman. cushman requested to hear from breanna's lawyer. >> she is even refusing to meet with breanna. >> reporter: we reached out to cushman for an interview but didn't hear back. we later showed up at her home and spoke with her husband. >> i am her husband. >> do you know where the money is? >> i need to go back to work -- >> it's a simple question. the account was closed several years ago. >> i'm telling you right now, i don't know. i have not heard anything. i know that the money was in the bank account as far as i know. >> reporter: cushman claims she hasn't spent a dime, but has yet to show proof of the funds in the account and subsequent interest accrued. the paypal account no longer appears to be active. >> it breaks my heart. >> reporter: since our attempts to interview ashley cushman, she's promised to transfer the money owed to breanna. of course, we'll stay on top of this story to make sure that happens. another b.a.r.t. station has gone paperless. the annual sand relocation is now,000 cubic yards of sand to reduce the risk of buildup on the road. south bound lane also be affected, so drivers could see delays. all right. and let's check on our weather with spencer christian, who is working from home and how is it going, spencer? >> it's going pretty well. hope you guys are doing well also. it's breezy around the bay area, but warm inland. we have wind speeds from 15 to about 20 miles per hour, generally across the bay area. and in most locations, it's warmer. here's a view from emeryville. 60 degrees, not so warm near the coast. half moon bay only 59. but 70 in oakland. looking northward from the golden gate bridge, 79 in santa rosa. 85 in petaluma. 57 in napa. we have mid to upper 90's in fairfield, concord and livermore. looking across the embarcadero, these are forecast features you'll see inland heat persisting, with low to moderate risk to el illness. coast remains relatively cool, though, even as inland areas heat up. and they're heating up because of this ridge of high pressure that continues to build offshore. that will be the controlling factor, and the rest of the week, it's going to cause temperatures to soar. a heat advisory is in effect through saturday for all of the central valley and points northward and westward. that advisory includes all of solano county that advisory will go into effect until 8:00 p.m. saturday. up in the north bay, heat advisory remaining in effect in lake county until 10:00 tomorrow night. and portions of mendocino county until 10:00 tomorrow night. overnight, this night we'll see fog expanding, rather forcefully from the coast across the bay and into many inland areas. so start of the morning commute, lots of fog lingering and probably won't burn until the coastline until mid morning. so a sunny day over the bay, but fog lingers at the coast. overnight lows generally in the upper 50s to low 60s. going to be mild overnight. then tomorrow, warm inland, with highs in the upper 80s to low 90s around the bayshoreline. mid to upper seths to about 80 degrees. on the coast, some low to mid 60s. it will warm up a bit more on wednesday. as the week goes on, inland ars the warmest spots. here's the accuweather seven-day forecast. you can see a steady stream of mid to upper 90s inland through saturday. and some mid 80s around the bayshoreline. upper 60s by the end of the week on the coast. a sharp cooldown as the cooling fog returns on sunday. enjoy the heat. larry and ama? >> there's a number of suggestions going on right now. everybody from house speaker nancy pelosi, who is topping the list, both a woman and italian-america. founder of the bank of america. st. francis, for which the city is named after. there's even suggestions of let's say some prominent african-american, preferably women, like mia angelou. but the bottom line is, this has become a political hot potato, and one the mayor doesn't want to deal with right now. in politics, the quickest way to hit the brakes is appoint a committee to look at it. she's appointed three committees, the uman rightsmmisd the rec and park commission. so it will take a whole collection of people to work their way through this. >> so this is going to take forever. i was going to ask you about the process, but we have committees involved. i'll see you in 2025. >> the mayor would be happy with 2025, because let's just take christopher off the plate and sit back, because we have had the other damage done, as well. >> so in addition to columbus, we had the statues of francis scott key pulled down on friday. how many statues city wide are we looking at possibly replacing here? >> that's an open number, larry. serra has been a controversial figure. people said his statue should go up and come down. what happened in golden gate park, i'm not sure was political or just out there a crowd doing what it was going to do. in addition to pulling down the statue of general grant, who fought in the civil war, and francis scott key who wrote the lyrics to the national anthem, they also went after beethoven in the park and went after the drinking fountains and chairs given to the city. so there's a question what's going on with thought and what people are feeling about, and people just going out and wreaking havoc. this is getting caught in the middle of that. there are loads of statues, but i'm not sure people pulling them down are reading who it is they're pulling town or just going after something. >> so they're just running wild for the sake of -- well, i can do this. is the city going to hook at taking down any other statues as a preemptive measure, so we don't see more of the madness we saw friday night at dgolden gat park this >> no, at this point they don't have plans to take down other statues. one reason they took down columbus, one, it was going to attract a crowd and it was coming down any way. second of all, it's been a long standing target of vanldzallism. they spent over $70,000 last year cleaning columbus up. and the third one is the mayor felt he is polarizing figure now. yes, he discovered america, but he's a symbol of hurt for many, many people and genocide. so politicians do with problems what -- if you can't solve them, what you do is get them out of sight. for now, christopher columbus is out of sight and chances are, he will stay there for a while. >> he's just stashed away and columbus is going to be locked away in the city garage somewhere, that's it? >> my experience going out, you see a lot of masks here. i just went to arizona last week to visit by brother. that was a whole different experience at the airport. i only stayed at his house, so i stayed safe. but sit a lot of masks. but a different feeling out there. when you're in arizona, it's 110 degrees and the mask gets in your way. but wore it all the time for sure. >> spencer, what do you think seeing all those former governors come together? >> i think it's a good thing. we have so many people who are just stubbornly refusing to wear the mask. i don't know if they're trying to prove how tough they are or think the virus is a hoax. i was on a flight coming back to sfo from the east coast last week. there was one person on the plane in first class who was not wearing a mask. i don't know how this person was allowed to go through security unless they had a doctor's note or something. but it was weird to see that. >> hmm. larry? >> there's also a big difference between northern and southern california. i was in santa barbara a couple weeks ago. the northern california people were wearing the masks. the southern cal people were not wearing the masks. i don't know what's going on. yeah, a face covering might keep apple's face i.d. from recognizing your face, but your custom imoji can reflect your effort to prevent your attitude towards spreading the virus. it's basically an animated avatar people can customize that can look as realistic as you want. you might use it in text messages and profile messages among other things. the question that i would have, and i know you probably share this thought, why would you want to cover this up?
