Today was the first curbside pick up day in San Francisco. These new rules forcing Business Owners to get creative. The order issue in San Francisco is very clear about Curbside Pickup. Customers are not allowed to enter a store and no more than ten Staff Members can be inside the facility at a time. Donna oleary is counting her blessings. Oh, well. Its been really tough. She owns ambiance, a trendy Womens Clothing boutique in San Francisco. Like so many, she is reopening her doors in a very different way. You fill out a form and we pick the clothes for you. Make a nice package of clothes specially cure ated for you. Forget crowded stores, Curbside Pickup is the new normal. Governor newsom says almost every county in the state could now be eligible to move faster through phase two. He is also saying sporting events, hair salons, and churches might start up again and reopen in a matter of weeks. Hi, liz. Reporter hi. A lot to get to today from Governor Newsom. Seems like june will be a pivotal month for the state. Up until today just 24 counties have been approved to move faster. Now 53 counties might be eligible. The question is, will they . What will it look like . Inside the grill in napa county Governor Newsom announced modifications to californias stayathome order that could allow almost every county in the state to move faster through phase two if they so choose. Roughly 53 of the 58 counties would be eligible to move into this space. The changes, which would allow for inperson dining and other services loosened some of the requirements preventing larger, more urban counties to get state approval to go a a faster pace. Counties no longer need to show zero deaths from covid19 over a twoweek period. Were really starting to focus in on the hot spots within counties particularly in and around our Skilled Nursing facilities. Newsom also said sporting events without spectators will likelyning of june. Church gatherings he said are likely weeks away and what about the desperately needed hair cuts . Were within a window of a few weeks. Reporter some welcome good news but for a state driven by data you might ask what has changed that allows for these modifications . Nothing has fundamentally changed except the data continues to be stable. Reporter the state also says over the last 14 days california has seen a 7. 5 decline in hospitalizations and 8. 7 decline in the number of icu patients. Ultimately, these changes will be made regionally. The bottom line is people can go at their own pace. Reporter as newsom locally loosened restrictions, across the country in washington there is a growing battle over federal aid and the heroes act that Senate Republicans have suggested is dead on arrival. Newsom told krn over the weekend if california doesnt get the aid it could mean First Responders lose their jobs. I hope theyll consider this. The next time they want to salute and celebrate our heroes, our First Responders, our police officers, and firefighters, consider the fact that they are the first to be laid off by cities and counties. Asked about the comments today, newsom said this. I am not here by any stretch of the imagination to suggest or even to allow the implication that somehow were pitting one group against another. Hospitalization numbers, testing capacity, and the rate of cases. That last one is really important because Governor Newsom said today he believed there are some counties that may have been hesitant to do testing because more testing would mean more positive cases which might slow down the reopening process. So instead of looking at the number of cases theyre now going to shift to looking at the percentage of cases. Counties that want to move faster have to show they have 8 positivity rate. Makes sense. Of course restaurants are a mainstay here on main street. Many of them trying to survive by doing takeout only but theyre also looking to the future. Another vision for this street for main street that includes tables and umbrellas where now there are just cars. Pleasantons main street is everything the name implies. A potpourri of restaurants and boutiques. A place that draws people in and makes them feel at home. But now those who do business on main street are meeting to create a new vision. One that will draw people in and keep them safe in the age of coronavirus. Trying to stay alive here. He sees a future where his and other restaurants move much of their food service outside to facilitate spacing, even closing a portion of main street certain days of the week. Allowing us to be able to extend our dining room out to the sidewalk and on to the street. That would certainly require them to provide tables and chairs. Reporter it is a concept similar to other bay area cities and what theyre already moving toward and one city leaders will definitely consider. The city is certainly supportive of that as long as we can do it safely and in compliance with the shelterinplace orders and in fact we are already talking to our Downtown Association and some of our local merchants about how we might be able to make that happen here in dotontn ity w it doesnt negatively impact other businesses like the retail store behind me. If the street is closed to facilitate restaurants on given nights they want to be sure there is also a way for shoppers to get into these retail stores. We mentioned Santa Clara County will allow curbside retail pickup starting on friday. Businesses will also have new signs indicating they have a social distancing plan in place. In downtown campbell bombshell boutique recently started an online store front but business is down 80 . The owner isnt sure if Curbside Pickup will really help. I miss my employees. I miss my clientele. I miss the campbell community. Retail business is hard on a regular day. So you definitely have to work for it. You have to have that passion inside you still. County Health Officials say the number of new cases is stable and has been decreasing and social distancing efforts have significantly reduced the spread but they say we must still continue to protect those who are most vulnerable to this virus. It is now day 63 since San Francisco issued a shelterathome order and many counties followed. The adjustment can take a toll on us mentally. Our abc 7 news contributor tells us the emotional impact is widespread. People who have lost jobs, are afraid on the front line. Children who arent able to interact with peers. People by themselves. Some early studies have shown that up to 40 to 50 of americans are reporting some type of mental distress. We are all in this together. For a brief time today Alameda County had the most coronavirus cases in the bay area. Santa clara county just updated its count and has nearly 2500. Over all there are nearly 11,000 confirmed cases in the bay area. It is now okay for churches in alameda and Contra Costa County to conduct services as long as worshipers stay in their cars. Starting today gatherings can take place in large outdoor areas like parking lots. Those presiding over the service can be outside but worshipers must stay in their vehicles. The bishop at acts full Gospel Church in oakland is excited to get his congregation together and they will fully comply with all social distancing rules. We believe god for healing and deliverance and all of that but we also have enough sense no the to put our lives in jeopardy when we know better than to do something and to teach our people to obey the law is what we do. Gatherings can last no longer than three hours. Today Governor Newsom announced any decision to fully reopen churches is still a few weeks away so some time still there. The director of the department of Motor Vehicles paid a visit today to one of the agencys field offices in san jose. Steve gordon toured the office on west alma avenue, one of five dmv offices open for customer appointments in the bay area and one of 25 across the state. Walkin customers who need to get their licenses reinstated are also welcome. Gordon says each office is taking steps to keep customers and employees safe. Isolated showers overnight will have like a milder pattern developing around mid week or so and then a big warmup coming for memorial day weekend. Take the California State University system, which was the first to announce it will continue to teach students remotely in the fall. In a survey, 790 students were asked if they plan to stay or transfer. 62 said they would stay. 37 were undecided. 2 planned to leave. In fact, not all colleges withim are on board with Online Learning. For example in a letter addressed to students already accepted to cal poly, that university wrote, our learn by doing model is strong and we will continue to make plans to deliver that experience in person this fall where possible. Reporter the president of San Francisco State University is not recommending that students there take a gap year for fear they might step off the academic ladder. Reporter most fouryear colleges expect to see a decline in enrollment in the fall but not Community Colleges. In times of economic downturn, their numbers tend to go up. Governor newsom explained today how we got from the shelterinplace order to a gradual reopening. Here are the key indicators. He says this allowed us to begin loosening the restrictions. Whats changed in the last few weeks, testing has substantially increased, amount of ppe has substantially increased, the number of hospitalizations has decreased, the number of icu patients has decreased, our capacity to meet surge has been i think advanced and, moreover, we now have, and this is fundamental in terms of clarification of the question, we now have new requirements for these new counties that require real containment strategies. The governor says about 53 of the states 58 counties are being allowed to restart their economies. The city of oakland has opened a new drive through coronavirus testing site. It opened today at Allen Temple Baptist church. You do not need symptoms to be tested. Tests are free and available to all residents regardless of insurance or immigration status. During this Mental Health Awareness Month abc 7 news is dedicating a week of coverage and sharing stories of how important taking care of our Mental Health is especially during these very challenging times. Abc 7 news anchor brings you a story of a former abc 7 star whose legacy had a tragic end. Tonight her friends have an important message. So crazy. It hit really hard. Because she touched so many people. Reporter we first met maria in 2017 when she was featured as our abc 7 star for her work as founder of the community group. Hello long time no see reporter we followed along and witnessed her selflessness first hand, delivering meals to dozens of homeless each day with a smile. You guys are so wonderful and we are so blessed to have you people here. Reporter for over a decade maria was an unofficial town leader even named vallejo woman of the year in 2016. Because of her there were donation drives, youth parties, and a warm hand for anyone in need. She was other worldly. Reporter little did anyone know maria was struggling on the inside and needed help herself. Hindsight is always better. And when we look back we can understand more clearly. We did not recognize the signs. In the last two years there was a decline. There were people noticing all kinds of changes. Reporter that decline was a series of setbacks. Friends believe problems with funding triggered her Mental Illness which caused her to behave erratically even battering a Senior Citizen which landed her six months in jail. Maria also became homeless herself, part of the community she used to serve and days ago maria was hit and killed by a train. You know, it just didnt seem real. We always kind of held out hope that she would return. She would come back to us. Reporter victoria credits maria for encouraging her to chase her dreams and is why she is a middle School Counselor today. The irony of what happened is frustrating and heart breaking. Maria knew all the resources, maria knew where to go and how to help people in exactly the same situation. Reporter together she and lisa have this message for anyone watching this story. Check on your friends. Check on people especially in this time. It is so important because people are dealing with things in the shelter in place and tayler alone.
