5.4 the 6.4 was downgraded and, yeah, so you can see at least 11 reports of earthquakes right there. so, they have a little bit of a swarm going on right now. not enough to have the big one and then some pretty impressive aftershocks there. as we mentioned, nearly 235 miles away from san jose where it was felt and a lot of people calling the newsroom wondering what is going on. let's call this one a near six. closer to a six than a five and it has up to nearly 3,300 pounds of explosives. that's how strong it is. property damage in some of the smaller cities around it and about 120 of these per year and it just happens to be this time it was a little close to home. let's move away from that for a second. we'll keep an eye on it. there has to be some damage there once the sun comes up and news. all right. how about reggie. key areas as we try to build a better bay area, that includes education, the job market, reentering the workforce and your health. now, right now we focus on coronavirus treatment or in this case, the lack there of. a drug that can help patients get better faster is made by a company right here in the bay area. but good luck finding it here. abc7 news reporter amy hollyfield live for us in maez ts morning. amy? >> hi, reggie. yes, some doses have been distributed around the country and health officials in counties are going to have to make tough decisions on how to distribute the drug and deciding who gets it. here's a look at how many doses each county in the bay area received. alameda county with the most at 32. santa clara and san francisco with 28. now, keep in mind that doesn't mean 28 people get remdesivir because a patient needs a few doses of it. this is enough for three to five patients in san francisco. remdesivir is the only drug shown to work against coronavirus and be authorized by the frug. the state of california says they could consider a lottery to decide which patients get it. remdesivir doesn't necessarily save lives, but officials say it has been known to shave off four days of a patient's hospital stay. gilead is the maker of the drug and donated the doses to the federal government. officials have not said how they decided how much to send each state. seven states have received shipments of this drug. reporting live in martinez, amy hollyfield, abc7 news. now an abc7 news live update. i'm at the live desk following some changes you should know about if you plan on flying in and out of time soon. take a live look showing you the airport here and we have an update for you. so, there are several new policies to keep travelers and staff safe. this includes requiring everyone to wear a face mask or a covering while inside. stations are set up throughout the terminals to hand out masks to anyone who doesn't have one. travelers are also required to keep a distance of six feet. the tsa is also temporarily allowing passengers to get through security with what looks like 12 ounces of hand sanitizer in carry-on bags. reggie? >> jobina, thank you. starting today, oakland is going to ban all vendors from city parks that will last for the rest of the month. and also cover parking areas next to parks including lake merritt. prohibit all parking on weekends and the memorial day holiday. ask permission to use oakland's coliseum for covid-19 testing. the parking lot will be used for coronavirus testing while inside used for antibody testing. in san francisco, a car caravan protesting layoffs and the elimination of classes at city college of san francisco. and speaking of san francisco, city employees are facing a possible rise in their health plan costs. the city is considering approving higher rates for more than 47,000 workers starting in july. employees say they can't afford to pay more during a pandemic and an economic recession. city workers paid zero to 17% of their monthly plans while the city pays the rest. under proposed changes, employees would pay 3 to 9% more. they did not vote but agreed to revisit the subject on may 28th. former a' manager remains hospitalized in intensive care with covid-19 but he is improving. yesterday the 73-year-old told he felt the symptoms and after recovered at his house he was transported to the hospital on tuesday because his symptoms got worse. he has to go 24 hours without a fever before he goes home. howe managed the a's 2002 to 2006. we are focusing on issues that we deal with on a daily basis, heth, education, the changing workplace and, of course, the economy. a growing number of bay area cities are now working under the governor's guidelines to prepare for the reopening of shops and restaurants. abc7 news reporter amanda del castillo has more on the push for outdoor dining. >> reporter: local restaurants and retailers are expected to look different post pandemic. working on plans to bring outdoor dining to life the moment stay-at-home orders are lifted. in mountain view, it could keep castro clear of traffic. >> it's definitely more than saying we are going to close the street down. we have transit center and there are buses that come through and we're working with, for instance, vta on rerouting some of those buses. >> reporter: council should hear plans in june in menlo park, owners are looking for a life line. santa cruz avenue would close. >> we've all sacrificed a great amount and our business districts are feeling it. our restauranttop eairs are fee it. >> they could use their parking lots to cucomidate customers but there is concerns support for businesses and the safety of all bay area residents is paramount. >> we will want to see some more permanent safety devices, planter boxes or what have you for public safety. a lot of different things to think about and thene havhe additional pandemic circulation, spacing. all those different things. >> reporter: in berkeley the city hopes to launch its plan and plazas and parks for outdoor dining policy. similar to the elfresco focus. >> we cannot go back to the way things were before and we have to look at things differently and that represents an opportunity to try new things and things that may actually in what is going on weather wise. good morning, everybody. we made it to friday. start off with neighborhood temperatures and what you're going to see are down in the south bay pretty cloudy down there and starting to break up a little bit. mid to upper 50s there. how about some of our other neighborhoods and you see 47 in sebastopol and most of us in the mid 50s. here's a look back at san jose 87 and you can see how dry it is. yes, no need to worry about rain today. talk about the activity planner and ignore the one in the corner. didn't have time to get rid of it. breezy in the bay during the afternoon hours. if you like to run near the bay. neighborhoods another, it's going to be great and another opportunity for your yardwork as we have the atmospheric river coming up this weekend which will rain everything nicely if you get it planted today or tomorrow. warmest temperatures wouldn't be surprised if you're driving around and the car thermometer hits 80 while several hours this afternoon with increasing high clouds. now, let's go back down to the south bay where we're in the 50s through 9:00 and upper 60s at noon and mid 70s in the afternoon hours and our last stop will be the peninsula. there we go. all right. 56 at 7:00. to 69 at 1:00 and low 70s this afternoon. remember, kind of breezy and help drop us down to 75 as we head to the evening hours. i'll tell you when been closed for weeks because of coronavirus. touchless tours thurzs through sunday but you have to buy your tickets online. new developments this morning. zoom says it is deeply upset about a zoom bombing in which a san francisco church's bible study class got interrupted by pornographic videos. san jose-based zoom released a video after they filed a federal lawsuit against them. the lawsuit claims the hacker hijacked the student's computer screen and disabled their control buttons. zoom says they were able to identify the user behind the attack and blocked their access to the platform. a california restaurant owner is facing criminal charges for allowing customers to sit down and eat during the shut down. on wednesday the monterey county district attorney's office filed charges against tuck box restaurant. jeffrey is charged for violating both the state and county stay-at-home orders by allowing customers to dine in. yesterday patrons were still coming and they were still finding a seat. >> i'm still going to stay open. if you want to send a s.w.a.t team and cuff me, go ahead and do it. it's all politics and you don't have the right to bankrupt me. >> we need to take additional actions to secure compliance and we'll do that. >> the town faces a possibility of a $3,000 fine and up to a year and a half in jail. happening today facebook and instagram will honor america's class of 2020 with a special live-stream ceremony. oprah winfrey is making sure the class of 2020 gets to celebrate their graduation amid the coronavirus pandemic. she will deliver the virtual commencement speech and there will also be celebrity appearances by jennifer gardner and simone biles. the ceremony will also shout out individual high schools in the u.s. and what time is it swirl of clouds out over the ocean and coming our way and looks like an atmosph e atmospheric river and it is a weak to moderate one and wait until we show you the updated rain totals. we knew things would change once the high resolution got a hold of this and let's start it right now at 8:00 tomorrow morning with increasing clouds. we wake up cloudy and look at this, by 6:00, light to moderate rain. now, notice, it will rain for hours up in the north bay. all night through the morning and then so about 12 hours of rain up in the north bay before it starts to finally push through the rest of our neighborhoods and weaken to showers as we head into sunday evening. some of those could become thunderstorms as we head into monday, also. so, the rainfall for saturday just from that 6:30 to 11:30. up to half an inch in cloverdale and quarter inch in santa rosa and then look what happens during the overnight hours and then into sunday. more than an inch of rain showing up from places like santa rosa and cal stoeg calist. very narrow band of 50 to 100-mile wide and it has eyes for lake, mendocino and sonoma counties while everybody else is left with some scraps. let's look at what is going on. better chance else where of healthy rain sunday night, monday and tuesday. all ones on the storm impact scale. kumasi. >> thanks, mike. one week until memorial day weekend and some beaches 5:30. a like earthquake strikes in nevada. the magnitude 5.8 struck in tonopah about 400 miles east of san jose. several aftershocks including a 4.9 quake hit the area shortly afterward. people in tracy and parts of the south bay reported they could feel the quake this morning. i know. it is crazy that we're waking up to this on this friday, may 15th. >> and, of course, we know a lot of people still talking about this earthquake. we're checking in with mike nicco to get the very latest on it. good morning, mike. >> they start would a 6.4 and they being the usgs and then downgraded it to a 5.8 and now just upgraded it to a 6.2. so, either way, it was a very strong and a very rare earthquake. about 120 of those type per year. and you could see there is a little bit of a swarm with aftershocks happening in this area right now. as we mentioned 235 miles away from san jose, but we did feel it there. let's talk about the magnitude and what it means by taking a look at our scale here and it is a strong earthquake. about 120 per year as i mentioned. and the energy equivalent, 30 million pounds of explosives. and that's why property damage is likely. it's a very sparsely populated area but the folks that are there going to be dealing with some pretty hefty damage. when we see those images, we'll pass them to you. we have the fog up in the north bay, as we expected. visibility has improved a little bit in santa rosa up to one mile now down from a couple hundred feet because the fog is starting to spread out. as far as our highs today 64 in half moon bay to nearly morning, julian. >> hey, good morning, kumasi. give the lake the break that was the message from oakland mayor libby schaaf after seeing large crowds gathering and action is taken. starting today food trucks banned from gathering at or around lake merritt and same rules applying to city parks and parking lots will be remain closed and now parking across from lake merritt will be blocked off on friday, saturday and sunday all in an effort to cut down on crowds. people who live around the lake that we spoke with seem kind of split if this type of enforcement is necessary. >> it wasn't that busy. i road the bike, me and my girlfriends road the bikes on saturday and it wasn't that bad. i expected it to be bad. but it wasn't. >> a lot ofeeitn kd of chtic on allrit, sot pin itast been so bad. either way, new signage up in oakland and city park ambassadors out and about in lake merritt and city parks reminding people to keep their distance and handing out face masks to folks who do not have them. those measures go in effect today and be in effect every friday, saturday and sunday and memorial day coming up in just a bit. mayor libby schaaf hope here residents taking advantage of sonoma county will allow more businesses to reopen. those include car washes, pet groomers and outdoor museums an curbside pickup. sonoma county entered phase two last friday. leaders are strictly following state guidelines. marin county and san mateo counties will move into phase two on monday. alameda and contra costa county will follow next week. santa clara county has yet to determine a date. napa and solano counties in phase two. in san francisco muni is extending service starting tomorrow. running buses more often on other lines. more frequent runs will alleviate crowding. passengers do have to wear masks and drivers can limit the number of riders. after weeks of delay, the federal government's top experts on infectious diseases have reopene untry as many s for statestaed that process. jobina fortson is at the live desk with more. >> overnight the cdc released new guidelines providing the most specific yet on how the country will reopen safely. so, here's what we're learning this morning. the guidelines recommend schools and camps stagger drop-offs and limit how often kids mix into groups. restaurants can reopen as long as they can encourage social distancing and offer flexible leave among employees. the guidance was released after weeks of delay after a top government scientist warned congress about the dangers of reopening too quickly. >> the window is closing to address this pandemic because we still do not have a standard centralized coordinated plan to take our nation through this response. >> at least 45 states have already eased restrictions in some way. georgia and florida have shown little to no surge in cases after partially repoopening. stay-at-home orders in new york city are extended until june. the house will vote on another trillion dollar stickulous pamue today and republicans are calling it dead on arrival. kumasi? the centers of disease control have issued a mysterious and deadly illness kids are getting and it may be linked to coronavirus. they are asking health care providers to report cases. the symptoms include a fever and lab tests showing evidence of inflammati inflammation, as long as being previously or currently infected with covid-19 and similar to kawasaki disease. the way we work will never be quite the same. 40% of workers in the u.s. are doing their jobs like me at home and using anyway. let's talk about mid 50s on the peninsula under a partly cloudy sky. increasing clouds as you head southbound and the fog in the north bay and 47 in napa with less fog and the rest of us from 52 in san ramon and 51 in los gatos and here's a look at cloud cover lingering down across the south bay and as far as driving, just that fog up in the north is an issue there. cool to seasonal temperatures on mass transit and it will be breezy on the san francisco bay and along the shoreline this afternoon. smallcraft advisory. north bay we're in the 50s through 9:00 with the fog fading and high clouds will take over and mix in with sunshine and push us into the mid 70s this afternoon and 66 if you're heading out this evening. here's a look at san francisco 50s at 9:00. average high 64 and exceed that 65 and pretty breezy around 3:00 and hang around through 5:00. one more stop the east bay and increasing sunshine as we head towards the early afternoon hours and then we'll have the high clouds roll in and as we top out at 70 at 3:00, we'll drop down to 60 at 7:00. all right. tracking an atmospheric river for this weekend's forecast. i'll show you when and where it will dump all that rain. first, let's get over to jobina and talk about the morning commute. how are our essential workers doing, jobina? >> thank you, mike. essential workers are doing pretty well for the most part. if you're coming out of the north bay, you'll run into low visibility and take you right to the graphics here. you heard mike mention and talking about santa rosa here. definitely seeing that. santa rosa, petaluma and especially coming down 101 you'll run into it and it will taper off once you make your way further south past novato and clears up once you get to san rafael. now, i have another update for you here. berkeley's mayor is moving ahead with a plan to try to help local restaurants. he wants to let restaurants turn to parking lots, streets, sidewalks and even public parks into outdoor dining spaces. there are more than 350 restaurants in the city. berkeley's food scene was hit hard by the layoffs, we know. and the plan goes before the berkeley city council on june 2nd. so, we'll see something pretty soon on this. san francisco and san jose are moving ahead with similar proposals to let people eat outside and in these parking you're never more than seven minutes away from your accuweather forecast. >> this is a bc7 mornings. let's look from our roof camera where it is 55 degrees right now. see some clouds as we look down to the south. those low clouds will go away and be replaced by high clouds as we head deeper to the forecast. low to upper 50s through 7:00. upper 50s to low 60s this afternoon and becomes quite breezy along the coast and that will also happen around the bay and 68 to 71 and inland we warm and 50s and 60s if you're heading out this evening. no rain across the state today. 61 in eureka to about 96 in palm springs. but look at all this wet weather that is coming this weekend. mike, thank you. new video this morning shows mostly empty beaches in l.a. county after they were reopened this week. this is the usually packed santa monica beach. it's quite a different scene than what we've seen out of orange county where beaches were forced to close. in l.a. residents are not allowed to sit, sun bathe or otherwise linger on the shore. governor newsom unveiled his plan to unveil his $54 billion budget deficit and it will likely mean cuts to our schools and government services. he says using existing cash reserves deferring payments, lp clo pt of the gap.ll the come from cuts. the governor wants to slash the salaries of state workers by 10%. he wants to pull back on new programs and he wants to take away $19 billion in funding for public schools. newsom says the cuts can be avoided if president trump signs the aid package from house democrats. but right now that seems unlikely. well, this year's release of the popular brought this technology. >> reporter: technology that researchers say could be instrumental in telling you when you're sick, even before you're symptomatic. >> your heart rate goes up and your skin temperature can change and your blood oxygen can change without you italin . >> reporter: stanford medicine is recruiting participants for a new study that aims to detect viral infections like covid-19 through data collected from wearable devices like a fitbit or apple watch. >> we have a dashboard that collects all the information and relay these warnings back to people. >> reporter: they're not the only ones looking into how these devices can play a valuable role. >> we have seen users coming to us saying my ring told me i'm feeling sick before i felt symptoms. >> reporter: oura health is sponsoring research to study whether data collected by its wearable ring combined with daily symptom surveys can help build an algorithm to find covid-19 onset, and workers that are provided letting go of "frozen" at least on broadway. >> the musical will not reopen when musical theaters restart. broadway shows were shut down in march and ticket holders who purchased their tickets on ticketmaster will be refunded within 30 days. the first established show on broadway to permanently close because of covid-19 and disney is the parent company of abc7. and the woman that you saw in that video who plays elsa is going to be on "midday live" today. i talked to her about the huge impact that the shutdown on broadway is having for actors all across the country and what they're doing right now just to get by. it's, obviously, super disappointing to see that they're closing "frozen." but i'm glad to see the tour is still on. i saw the show twice on broadway and i loved it. >> oh. be really unnerving. let's talk about what is going on weatherwise. you want happy news? how about sunshine. let's look from our exploratorium camera. few clouds lingering around the sales force tower in the financial district in san francisco. let's talk about what is going to happen with our forecast. mostly sunny, dry, seasonal today. but look at that, an atmospheric river in may. saturday night into sunday. watch out north bay. it is coming for you. the rest of us will get some rain and then thunderstorms and showers for sunday night through at least tuesday. here's a look at our storm.rfoo over the pacific and now let's talk about how it gets here and how it will influence our weekend plans. for saturday we wake up with increasing clouds as you can see that is the gray and then look at this by 6:00 light green to moderate rain that yellow and moving into the north bay and just sits there for hours. look at this, 12 hours later and still in the north bay, but starting to come out and weaken and that means the rainfall amounts are considerably less across the rest of our neighborhood and over the north bay with that initial system. by 5:00 sunday, you can see showers developing. let's look at that rain and atmospheric river lnarrer and we're already looking at a quarter to half inch of rain in cloverdale and look what happens by sunday. well more than an inch to nearly two inches up there while the rest of us will have about a quarter to half inch to barely a tenth down in the south bay. so, that atmospheric river is going to let go of most of its moisture across the north bay. other areas we could see just as much if not more from the showers that develop sunday and monday and into a lesser extent tuesday. all those days of one on the storm impact scale and thousands of followers. happening today, winchester house in san jose will open its gardens for self-guided tours after being closed for weeks. the touchless outdoor tour has 20 stops throughout this four-acre garden. visitors have to wear masks, of course, social distance from other people. the famed home known for its bizarre design is still closed, though. tours will be offered thursdays through sundays and you have to buy your tickets online. tiktok is accused of violating kids' privacy. child advocates say the app is collecting personal information of children under 13 without their parents' consent. tiktok has not commented on the latest complaint. they paid ftc fine last year for violating a children's online protection law. instagram's newest star is red and fuzzy and lives on sesame street. elmo is the first character from the show to officially join instagram. according to the description, the account is run with the help of elmo's mommy and daddy. already has more than 15,000 followers. i have to follow him because the sesame street characters and the muppets are hilarious on twitter. so, instagram i can't imagine what that is going to bring. >> i'm trying to find him right now. i'm trying to find elmo. >> me, too. we're all going to follow him at the same time. that's awesome. let's talk about what is going on weather wise. drought monitor came out yesterday and nothin changed. still two-thirds to nearly three-quarters of our neighborhoods under a severe drought and we'll try to eliminate that in one single weekend. we already talked about the rain we'll get saturday and sunday and this is monday and tuesday and nearly a third to inch and a quarter from santa rosa up to ukiah nearly two inches to three inches of rain in that area. the rest of us, healthy amounts of rain possible out of these showers sunday and monday. a quarter to half inch of rain. much-needed rain on the way. we have to stay inside anyway. maybe we should have some books and hold training camp outside of california over the summer. santa clara county shelter-in-place extends to the end of the month, but if it continues into late july, the 49ers will have to hold training 6:00 a.m., a lot of people felt this magnitude 5.8 earthquake that hit nevada. the quake struck about two hours ago in tonopah. it appears they had a few aftershocks, including a magnitude 4.9 quake in that same area. now people in tracy, including mc hammer said they felt it. he tweeted about it seconds after the shaking started and also received several reports from the south bay. a lot going
