Step by step, we look at where theyve had, where theyve been and who they might have been in direct communication with. Reporter newsom emphasized the most urgent need in california is for more testing kits and testing locations with quick turnaround. We expect that those kits will be here any day now, and we already have a number at the moment. So this will just augment that capacity. Reporter the states medical and Health Coordination center was activated last month, a command center for the various agencies monitoring and responding to the virus. First and foremost, im an american citizen. Im a father of four. Politics has no place at this moment. We have to meet this moment with a sense of urgency and conviction. Reporter now there are currently just 200 of those testing kits here in california. The cdc is sending more as we speak. Its not just about how many of the kits there are. Its about how quickly they can turn around the results. The governor said today he wants that testing and the results done here in a lab in california to expedite the process. Ama . And laura, just for clarification about the Solano County woman, she was only tested for coronavirus once she arrived there in sacramento . Right, ama, and thats part of this process, that the governor wants expedited. She spent four days were told in the hospital in vacaville with symptoms but was not tested for coronavirus until she got here on sunday. Part of what the governor talked about was broadening the parameters for when someone with symptoms is tested, meaning it happens more quickly. All right. Laura anthony reporting live for us. Thank you, laura. And protocol among federal Health Workers sent to Travis Air Force base is also being questioned tonight. A whistleblower complained those workers interacted with quarantined patients without proper training or gear and then left travis and went out into the general population. A portion of this complaint from a department of health and Human Services employee was reviewed by the new york times. And just a short time ago, the cdc and Solano County officials talked about the patient who may have gotten coronavirus via a Community Transmission, not through travel or contact with an infected person. Abc7 news anchor eric thomas continues our Live Team Coverage from fairfield tonight. Eric, walk us through what they said, if you would. Well, dan, first they explained why they declared a state of emergency, to give them access to resources they wouldnt ordinarily have and allow them to open their special operations center. And they also said yes, this was the first case of Community Transmission and its occurrence was not a surprise to them at all. The News Conference featured the countys chief health officer, a representative from the cdc and a spokesperson for north bay vaca valley hospital. Thats where the patient was initially treated the four days that laura talked about without being tested for coronavirus because at the time she didnt meet the criteria. Well, cdc says those criteria are being reexamined and may be changed. The county says its now changing strategy from trying to keep the virus from gaining a foothold to preparing to treat cases that occur. They call that mitigation. Also, north bay hospital says employees who came in contact with the patient were sent home for 14 days to see if they may have caught the virus. We have identified dozens of our employees on our health team, but it still remains less than 100. Mitigation is we know the cats out of the bag in terms of having it spread. And what were trying the do is slow the spread as much as possible. We as a country, as our communities do need to start to prepare for the fact that were going to see Community Transmission in the united states. Now, again, to reiterate, Health Officials say the woman who came down with the coronavirus was not in contact with anyone who flew in to Travis Air Force base to be quarantined or nor did she have any contact with anyone from china nor anyone that they know of who was infected with the disease. So where she got it from is a mystery, but they say Community Transmission was always a possibility and theyre gearing up for the possibility of additional cases that way. Once again, though, they stress that no one need panic, that they do have this situation, if not contained or at least theyre monitoring very well, and they credit doctors for special monitoring here for having special knowledge and training for being able to spot that case eventually, though as we said, it took several days to do it. A uc davis student with coronavirus symptoms is being tested for the virus. The person is being quarantined as are their two roommates who are not showing symptoms. We have no covid19 positive individuals on campus. We currently have one student who is a patient under investigation. Officials say they think the student had contact with someone with coronavirus, but would not specify where. The roommates are being isolated on campus. In the north bay, sonoma Health Officials say a patient diagnosed with coronavirus who had been evacuated off the diamond princess cruise ship was transferred to a hospital last night. The county would not release the name of the hospital. The patient had previously been quarantined at Travis Air Force base. Officials say the patient is not suffering from the more severe symptoms of the virus, including fever and difficulty breathing. County Health Officials today are trying to reassure the public. Weve received a number of questions from the comm concern we are confident that the facility who has this patient can provide adequate care and keep everyone around safe. Meantime, a coronavirus patient is now being isolated at a marin county hospital. Despite the fact they had no symptoms of all, did in fact have evidence of infection. And so the decision was made to actually put them in a secure setting and transfer them to a hospital where they could be safely isolated and cared for. The person had been quarantined to Travis Air Force base after being evacuated from the diamond princess cruise ship in japan. The patient was not infected in marin county, and there have been no cases reported in marin. Marin county residents are still at low risk were told of getting infected. He is 36 years old and has never owned a car. I love living in places where you can get around without a car. It is something that i wish everyone had that as an option. Ian has worked for more than a decade as an urban planner, most recently for bart. But its been frustrating. Only about 12 of bay area residents commute on Public Transit, and the number who ride transit at all is dropping. Thats bad for traffic and the environment. We really want to reduce Greenhouse Gas emission, transportation is the biggest contributor to a Greenhouse Gas emissions. So we have to be shifting more people to Public Transit. Ian and a growing network of other bay area activists believe a big barrier to riding Public Transportation is confusion. We are one of the most fragmented regions in the country. The bay area actually has 27 transit agencies, but no requirements to make them cooperate with each other. When you add it all together, it oftentimes takes hours to get across two parts of the region, and it takes double or triple the amount of time it would take to drive. Each agency has its own maps and schedules, and its own fare system. Check out what happens to fares at the millbrae transit center, the biggest transit point in the bay area. Youre charged an entirely different fare the moment you switch from bart to caltrain and the cost of your trip goes up by 5, 6, 7 just because youve switched systems. Even if youre only going to go one station on that new system. Those are the kind of issues that made ian finally quit his job at bart to join other transit activists and launch a nonprofit called a seamless bay area. Our goal is to create an integrated world class seamless Public Transportation system for the whole bay area. The project started with just raising awareness, like why is it riders have to walk so far to transfer from muni to bart at San Franciscos civic center station . We should be able to take that stairwell down to the bart level. But because we dont have integrated fares between these two systems, you have to walk all the way out. You have to go up to the first level, walk out the muni fair gates and go into the bart fare gates and pay an additional fare and go down two levels to get to the bart level. And next the worst connection, the Oakland Coliseum station where they can transfer to amtraks corridor that goes to sacramento and san jose. When you first get off bart, there is no sign telling you where to go. But down a flight of stairs near the fare gates, you might notice this little sign with an amtrak logo to keep you moving in the right direction. So this elevator says elevator to trains, but its actually only to the bart trains. The one for the capital corridor trains is actually that elevator, which just says coliseum arena. Finally, the last leg dingy train. We could get a lot more people making that connection and choosing transit, but lot of people dont even know that they could connect between bart and capital corridor at coliseum. Now here is the good news. The transit activists Public Outreach finally seems to be hitting a nerve. San francisco assemblyman david chu just introduced a bill forcing better Cooperation Among bay area transit agencies. You see ian in the background as the announcement is made. And days later here is ian with fellow activists at the commission where their proposal to create a single fare system for all bay area agencies just won a competition for projects that could transform the future of Public Transportation. Now earlier this week, Alameda County supervisors voted to endorse seamless bay areas goals, including coordinating bay area transit agencies so that they can Work Together as a single system. The association representing the cities of Santa Clara County has also endorsed the seamless goals. So have the cities of millbrae and berkeley. Gary reynolds faces seven felony counts of animal abuse in contra costa. He watched as a napa woman blamed him for the death of her beloved gunner. Gunner died right before his fourth birthday. A necropsy listed the cause of death as heatstroke. Denise swank, her husband jeff and son jeffrey had gunner since 2015. She entered the courtroom crying, and took time to compose herself. It was my baby. Wed play ball, go for walks. We would go to the lake. She testified under questioning from prosecutor r. Singh. She says she sent gunner to Gary Reynolds of nor cal canine for board and train in may of 2018. Reynolds sent her photos during the training. She said gunner looked health by think but didnt look happy. Im used to seeing him smile. Seven days into training, on may 20th, swank says reynolds told her he returned from dinner. Gunners stool had lots of blood and he died. A tearful swank said i couldnt wrap my head around it. I couldnt figure out how he died. She suspected reynolds had kicked gunner. On june 14th, she says the two met. Gary was yelling at me. What happened . Animal control is calling me, she said reynolds screamed. She said reynolds blamed her for sending him an unhealthy dog. In crossexamine, defense attorney tried to establish what he saw as inconsistencies in swanks testimony. Abc7 News Reporter chris nguyen has the story from san jose. In san jose, these tiny homes are now providing a lot of hope. Its a question of scale. Its a question of capacity. Its a question of resolve. And so i just want you to know we are resolved to scale programs like this. As part of his statewide homelessness tour, governor gavin newsom was in town today at the grand opening for the mayberry Bridge Housing community. In the months and years to come, city leaders say this community will provide interim housing for hundreds of Homeless Individuals offering stability and support. The ultimate goal is for residents to become selfsufficient by eventually trnsitioning them into permanent housing. So before you were here, where were you . Camped out for about ten years. Operated through a partnership with home first, the Community Features 40 tiny homes. Each one is about eight feet wide by ten feet long with just enough room for a small desk, a single bed and a few shelves. Communal facilities include showers, a kitchen, laundry, and a computer room and space where residents can receive services. We provide a continuum of care of services from outreach, engagement in the encampments, to Emergency Shelter to Supportive Services and finally affordable housing. More than 1800 volunteers from 49 organizations had a hand in building the tiny home through habitat for humanity. The state vision to solve this crisis will be realized at the low level. Project by project. Its estimated more than 6,000 people are homeless in san jose. This community is the first of its kind, built on land leased from the vta and funded through the state homeless emergency aid program. Critical for us to have intermediate transitional housing like this where we can build it quickly, get people housed quickly, have a stable place for them to be for three, four, five months before they move on. Assembly bill 5 treats freelancers like uber drivers as employees entitled to benefits. It became law at the start of this year. Today a repeal effort offered by kevin kylie failed, which just 15 aye votes and 15 no votes. Today state officials did a survey of the Sierra Nevada snowpack and found it was 47 of the march average. Two years ago, we were in a similar situation, but big march storms brought us up to normal. So it could still happen. Nearly a quarter of california is now in a drought. Thats according to new maps released just today. Its about double what it was last week, which you can see on the map in the middle. The map on the right is where we stood last year. You can see a clear difference. If the forecast holds, most of the bay area will record the first dry february since 1864, if you can believe that. And we have an extra day this month to try it again. Spencer christian is back with the forecast. Looks like it might be just an extra dry day. But we can hope for big storms in march. Here is a look at live doppler 7. And right now as you know we have clear skies. And mainly clear. We have some high clouds. But a bright sky you might say. Looking back at todays high temperatures, we had three record highs for this date today. 78 degrees in richmond. 74 in oakland. 79 in san jose. All records for this date. And all other locations were quite warm as well, with numerous high temperatures in the mid to upper 70s. Right now its still pretty mild inland. Weve got temperatures in the upper 60s to low 70s. The warmth is hanging on going into the evening hours. Lovely view from our abc7 news exploratorium camera. These are our forecast features. Windy and much cooler conditions will prevail over the weekend. And it will be chilly in the mornings on sunday and monday. Taking a look at overnight conditions tonight. Well see increasing high clouds. Some areas of fog as well. Low temperatures will be pretty much in the mild side. Upper 40s to low 50s across most of the area. And tomorrow, even with the presence of more high clouds, its still going to be a mild to warm day with highs in the mid to upper 60s on the coast. Lower and mid70s around the bay shoreline, and up mid to upper 70s in our inland areas. But things will change sharply over the weekend. Let me give you a look at our forecast animation starting 2 00 saturday afternoon. There is a relatively weak storm moving in our direction. It will produce some snow in the sierra. Not a lot. It will bring some rain to the bay area, or at least close to the bay area, it looks like by sunday afternoon perhaps well see some little areas of moisture moving to the southernmost part of the south bay. Maybe up to the santa cruz mountains. But it doesnt look like were going get much of out of the system. Certainly not much in the way of rainfall. We will get wind. Rainfall estimates indicate maybe. 01 of an inch. Maybe. 01 around cloverdale. Whatever falls will be widely scattered, isolated. During the afternoon and evening hours on saturday, well see wind gusts from 25 to 35 Miles Per Hour in the coast. And even inland and around the bay, well have gusts up to 25 Miles Per Hour or higher at times. So its going to be a very windy day on saturday. Wind will be quite strong on sunday as well. And the wind will also bring some much cooler air with it. High temperatures on saturday will be about 10 to 15 degrees lower than high temperatures tomorrow. So well see mainly low and mid50s on the coast. Upper 50 nears the bay. A few low 60s inland. Not much of a change on sunday, but temperatures will bounce back a bit again on monday as another warming trend begins. So here is the accuweather sevenday forecast, beginning on monday and going through most of next week. Look for high temperatures in the mid70s, low to mid70s inland. Upper 60s to around 70 around the bay shoreline, and low 60s on the coast. And although were not getting any rainy, wintry weather, im getting a little sniffly here.
