Thank you for joining us. The suspect was spotted 200 miles away at a gas station in cambria. Here you see police surrounding him on the ground after Good Samaritans put him in a headlock and blocked his car in. Inside the car the mans daughter. Glad to say she was safe. Abc7 News Reporter david louie is live in san jose with this really frightening story all began. David . Well, this very dramatic and violent story started right here at this house on reed street in san jose. The neighbors heard screams late last night as the father of the 2yearold girl apparently grabbed the girl after stabbing the girls mother. The father then drove 200 miles to the south before being spotted. They detained him until police got there and took him into custody and the girl is safe. That was the good news as alert patrons of a gas statio in cambria recognized the vehicle. As luck would have it, the kidnap suspect Victor Magana had locked the keys inside the vehicle. His 2yearold daughter Bethanie Carraza was safe inside. Bethanie became an apparent kidnap victim after her mother was stabbed outside her san jose home. Neighbors became concerned around 10 00 p. M. Sunday night. My roommate was saying she was yelling help, help, he is going to kill me. My roommate saw her hopping over the fence. They and paramedics found the mother slumped over the trump of torres parked car. She remains in Critical Condition but stable. With the father in custody and the mother hospitalized, its expected the child will be turned over to Child Protective Services until an appropriate next of kin can be located and the background of the person checked. The process could take days. Its not a fast process. It requires screening to make sure what the placement is safe. So i think our local Child Welfare system through the local Services Agency tries to do what is the least traumatic and the most culturally informed way to help the family. At next door solution, a nonprofit solution that supports victims of domestic abuse, a major concern is what trauma the child may have suffered from the mothers stabbing. Neighbors say theyre happy that the child was found quickly by people made aware of the situation by the amber alert. Im thankful that they found the little girl and that they arrested the person who did the crime. If youve ever wondered whether amber alerts can make a difference, this proves they certainly do. Those gas station patients in cambria not only detained the suspect, but they also blocked in his vehicle so he couldnt get away until sheriffs deputies could arrive. In less than 24 hours, pg e must submit a new Restructuring Plan after their first was rejected by Governor Newsom on friday. Abc7 News Reporter kris reyes is live for was the details. Kris . Good evening, kristen. Good evening, dan. Last week pg e reached a 13. 5 billion settlement with fire victims. And that would have allowed them to meet a crucial summer deadline to emerge out of bankruptcy. Now they have to scramble for a new deal or potentially lose access to much needed state funds. I think it is terrific that Governor Newsom rejected pg es proposal to end bankruptcy because it was inadequate. Mark tunie is one of many advocates who wants to see pg e held accountable for crippling blackouts and wildfires in recent years. Another group demanding accountability camped out in protest at pg es San Francisco headquarters monday afternoon. Im here with the power to live coalition, because disabled people and seniors have been dying because of fires and power outages, and that has to stop. On friday, Governor Newsom rejected the Utility Companys Restructuring Plan, saying it did not comply with state law, and it did not go far enough in improving safety, corporate governance, and the companys financial position. Pg e had this to say. We believe our Restructuring Plan meets the requirements of Assembly Bill 1054. We will continue to work diligently in the coming days to resolve any issues. Its more important to reach a settlement that is complete rather than reaching one just to make it quick. Pg es equipment has been linked to 2017 and 2018 fires that killed about 130 people and destroyed approximately 28,000 structures in its service territory. If the Utility Company cant reach a deal with victims, it stands to lose access to the states wildfire liability fund. We are so glad that the governor is paying attention to this issue and holding pg e accountable. And we need more of that. We need the California Public Utilities Commission to also step up. Ab1054 gives the statewide ranging powers, including having a say over executive pay, safety checks, over utility companies. It was adopted last july. A controversial homeless shelter along San Franciscos embarcadero is set to open soon. Abc7 news contributor and chronicle insider phil matier reports the first residents will start arriving by the end of the month. The shelter near the bay bridge will house up to 200 people. Neighbors who have fought against the Navigation Center argue it will bring more drugs and crime to the area. Police say theyre setting up a twoblock safety zone around the center to keep loiterers, homeless encampments, and drug use away from that area. A Court Decision that makes it harder for cities to clear homeless encampments will not be reviewed by the supreme court. Justices today left in place a ruling that struck down a boise, idaho ordinance. That ruling by an Appeals Court held that boise could not make it a crime for Homeless People to sleep on the street when no alternative shelter is available. That court found that the ordinance violated a constitutional ban on cruel and unusual punishment. Well, after a couple of days of dry weather, the rain will be making its return. It sure will. Protesters gathered today in San Francisco to rally against a recent round of cuts to classes at city college. The classes affect the arts and older adults education. The chronicle reports the Older Adult Program serve morse than 2,000 people, many in their 70s and older with 53 noncredit classes. Six classes remain in the they issued a statement saying the college was facing a 13 million deficit and a reserve deficit. The college had to adjust its budget immediately or risk action by creditors. This meant removing some courses from the spring schedule. Now getting through Downtown Berkeley is about to get a little easier. In the coming days, shattuck avenue will become a twoway street eliminating the circuitous route. This is the view. Berkeley Officials Say the change signals a key phase of the citys effort to reconfigure shattuck and make downtown more pedestrian friendly. A big problem along californias coastline. Boeing will temporarily stop producing its grounded 737 max jets starting next month. The company says it will halt production at its plant in renton, washington 15 miles southeast of seattle. But its not expecting any layoffs there. The move comes as boeing struggles to get approval from regulators to put that plane back in the air. The max has been grounded since march after crashes in ethiopia and indonesia that killed a total of 346 people. The attacks on cars continue on popular highways that connect the bay area and the central coast. More than 60 vehicles have been hit by projectiles on highways 101 and 156. On saturday, six vehicles were hit in a sixminute span. Abc7 News Reporter chris nguyen has the story now from Monterey County. Tonight a community gripped by fear. The california Highway Patrol confirms at least 62 vehicles have been hit by projectiles in Monterey County since february, including six calls on saturday night. The majority of calls have been reported on highways 101 and 156 through bruindale south of gilroy. Monica says her husbands vehicle was struck earlier this month. Were lucky that we havent had a big smashup. But if thats something these guys are looking forward to, thats so awful. No fatales for now, but a number of drivers have been hurt by flying grass after her windows shattered into pieces. Despite that, the chp is still urging drivers to keep their windows rolled up as they travel through the area. Chp captain kyle foster says if your vehicle is hit by a projectile, to pull over when its safe to do so, and immediately call 911 to report your location. Its extremely important for our investigative process that we get out to the scene as soon as possible so that we can inspect the vehicles for evidence. The chp says they believe the project tiles arent coming from a traditional firearm. The reward fund for information leading to an arrest has now been up to nearly 15,000. We have a fulltime task force. We have additional officers on patrol in the area. So were taking this extremely seriously. The public hoping this all comes to an end before tragedy strikes. Pay attention to the overpass as i come under them, and i watch the cars next to me. If somebody else gets hit, you dont know if theyre going to start weaving around in the road. In Monterey County, chris nguyen, abc7 news. Its really unnerving, as you can understand. Sky 7 was over the scene of a fire at an apartment complex in san pablo today. The fire burned two apartments on the first and second floors of the building. Seven people now have to find another place to live. Fortunately, no one was injured. Thousands of Kaiser Permanente Mental Health employees are now on strike in the bay area and across the state. The main issue, patient care. Anser hassan has the story. What do we do . After a year and a half of negotiations failed, thousands of kaiser Mental Health professionals are taking to the picket line, demanding Better Health care for patients. Teenagers who are struggling with depression, trauma, serious anxiety should not have to wait three to five weeks in between appointments to get care. Those on strike are demanding kaiser hire more staff to ease their current work load, which would allow for the Quality Health care kaiser is still promising. Kristen quinn seeingle is a Mental Health therapist in richmond. She says both sides have made Progress Plus ratio of return patients that the staff must treat. They put in so many loopholes that they wouldnt even fulfill that until three or four years from now. Someone has Mental Health needs, that they can get help immediately, not in a month, not in two months. State senator scott wiener is among those who spoke in support of the strike. Kaiser dismissed the claims being made. Our commitment to Mental Health cannot be denied. Kaiser Vice President says the problem is part of a national Mental Health crisis, and this will be best resolved at the bargaining table. He highlights kaisers recent investments. Weve invested 500 million in additional staffing. I know that weve put another 500 million into the budget for next year. I know that weve invested 700 million in new facilities. Unless the two sides agree to meet, the strike will go through friday. In San Francisco, anser hassan, abc7 news. Well, californians now have more time to sign up for Health Insurance plans. Covered california today announced its extended its deadline through friday for plans that take effect january 1. Yesterday was the original deadline. Covered california Officials Say they extended it after seeing a strong surge in enrollment last week. A new state mandate requires all california residents to have Health Insurance coverage next year. Lets turn our attention to the weather forecast. The gray skies are about to produce rain around here. Thats right. How many hours do we have left . About 24 hours. Our storm really arrives here early wednesday morning. That rain returns early in the morning on wednesday while a lot of us are sleeping. And thats one of two storms were tracking. And temperaturewise around the bay shoreline, well hold in the low and mid40s over the next 12 hours. Tuesday looks like this. Cloud cover first thing. Temperatures starting out in the 30s and 40s. And throughout the day, its limited sunshine. That cloud cover continues to thicken. By 4 00, temperatures pretty much normal for this time of the year in the middle of december. Rainfall will most likely fall between a quarter and 3 4 of an inch of rain. And during the morning on wednesday, does turn windy with wind gusts 15 to 35 miles per hour. Lets time out the rain for you. Early wednesday morning, this is 1 00 a. M. Light showers moving in from west to east. For the wednesday morning commute, it does look slower than normal. Well have light to moderate rain falling across the region at 6 00 a. M. And then the storm starts to push out. By wednesday afternoon, the showers taper, and by wednesday night, we are drying out. But the winds will certainly be an issue along our coastline late tomorrow night they ramp up. Over 30 miles per hour. And then wednesday morning, its just breezy as we track that light to moderate rain with the customs 15 to 35 miles per hour. So the accuweather sevenday forecast.
