tens of thousands of people taking to the streets in protest of plans to change the country's retirement system. in paris, demonstrators setting garbage cans and street lights on fire as french police hurled tear gas at an angry mob in the street. abc's maggie rulli is there. >> locals say scenes like this one, scenes like burning cars, those have become almost commonplace in paris. the difference today is the sheer numbers we're seeing across the entire country. >> reporter: the strike crippling transportation in the city. trains shutting down overnight. more than 300 cancelations and 500 delays at paris-area airports. so far at least 87 people have been arrested. at the heart of the turmoil, pension reform. france has one of the most generous retirement plans in the world, where some union workers can retire as early as 52. but president macron is facing a growing debt and says he wants to overhaul the system, including raising the age to get full retirement benefits to 64. these protesters say that's unacceptable, that millions would lose benefits and they'd be forced to work longer for less money. today hospitals, the post office, and schools were impacted, in some cases arizona border town. >> the partially built passage is 10 feet under the streets of nogales. border patrol agents say the entrance was hidden inside an existing drainage system. the opening is three night. so-called porch pirates getting away with your holiday deliveries. now these doorbell cameras capturing these shocking videos are officially crime fighting tools. >> this is pretty game-changing stuff. >> it makes us a much more effective police department for sure. the bad guys try to stay one step ahead of us, now we're trying to get in front of them. >> reporter: "gma" getting an exclusive look behind the scenes with nassau county police in new york, just one of the 700 police departments in the country now teaming up with ring and their new neighbors app where homeowners can give police access to their videos to try and track down criminals caught in the act. they say those videos are key evidence. >> all of those crimes that we've got to investigate, miles and miles of roadways, you can't be everywhere. now we are everywhere by using those devices to help us. >> reporter: let me show you what they look like. this is a ring doorbell camera. you hit the doorbell button, and right away you see what's happening on your front porch. once something happens in a neighborhood, the police department can set up a digital perimeter to request videos from all of the ring cameras in the neighborhood. homeowners can share the videos anonymously, but police say they need a homeowner's permission to access the video. >> we go through ring, they'll access their customers, tell them the pd's looking for access or the video from that time period. then the customer can push a button and send the video to us. keeping their privacy intact. then we take the video almost like an anonymous tip. >> reporter: according to the "new york times" more than 1.7 million packages are stolen or go missing in the u.s. every day. incredibly less than 24 hours ago, a seasonal u.p.s. driver was actually arrested and charged with stealing packages from homes. so you just never know who might be doing it. we should tell you that that neighbors by ring app we showed "world news now," a high-speed police chase ending in a deadly shoot-out. >> a u.p.s. truck was riddled with bullets as police closed in on two suspects who carjacked it and its driver. people sitting in their cars watching in horror as they were caught in the crossfire. don't mess with me when it comes to words like that. >> also the heated moment at the capitol. house speaker nancy pelosi's response to a reporter. plus her big announcement on impeachment, saying the president has left congress quote no choice but to act. also this morning the stunning rescue at sea. the coast guard saving a dog seen paddling offshore. the force is strong this friday as "the rise of skywalker," the last "star wars" film, gets ready to hit theaters this month. we sit down with the star-studded your crutches. >> we have a lot of news to get to so i need those crutches. it's been a busy past 12 hours or so. an armed robbery ended with a police chase and a hail of gunfire during rush hour in south florida. >> four people were killed including the driver of a u.p.s. driver that was carjacked by two suspects according to police. it started in coral gables and ended more than 120 miles away in mirimar. >> shots have been fired. you're watching this unfold. you see all those shots fired. >> reporter: this morning the chilling video of a deadly shoot-out. multiple police agencies in mirimar, florida, cornering two suspects in rush hour traffic. you can hear a bullet ricochetting off a car. >> they start shooting. and at that point we just locked down everything. >> reporter: this was the end of a massive chase that started more than 20 miles away in coral gables. police say two suspects held up a jewelry store, then opened fire as they took off in a van. at one point a bullet hit coral gables city hall which was on lockdown. the suspects then carjacked a u.p.s. delivery truck, taking off with police close behind. the suspects running red lights, hopping curbs, packages flying out into traffic. the truck coming to a stop on that busy highway in mirimar as police vehicles closed in. the chase ending in a barrage of gunfire. >> the armed suspects engaged law enforcement, opened fire. there was exchange fire between law enforcement and the suspects. and unfortunately the suspects are now deceased. but two additional innocent civilians were also deceased. >> reporter: among those innocent victims killed, the u.p.s. driver and a bystander inside another car at the scene of the shooting. u.p.s. issuing a statement offering condolences to the family and friends of the victims and vowing to cooperate with the investigation. it's still unclear if the u.p.s. driver and bystander were shot by the suspects or by police. >> incredible scene, that hail of gunfire. so many innocent bystanders nearby. >> what a dangerous situation for so many shots to be fired on such a busy roadway. >> we will have much more on that story throughout the morning and on "good morning america" as well. another major headline we're following, three army national guard members died when their black hawk helicopter crashed in minnesota during a maintenance test flight. the national guard lost contact with the helicopter shortly after it took off from st. cloud. the chopper sent a mayday signal nine minutes later. an investigation is under way. navy officials say tomorrow's pearl harbor remembrance ceremony will go on as scheduled despite wednesday's deadly shooting. they say an american sailor dressed in uniform shot and killed two defense department employees and wounded a third before turning the gun on himself. the navy says two things are still unclear, the sailor's motive and whether he knew the victims. disturbing video is raising questions about the death of a 16-year-old while in u.s. border patrol custody. carlos vasquez was diagnosed with the flu at a texas processing facility about a week after crossing the border into the u.s. from guatemala. he's clearly in distress in this video and collapsed at least twice before his lifeless body was discovered. the video, which was obtained by propublica, suggests officials ignored protocol. but the border patrol says the teen was given tamiflu and the time on the video is incorrect. the storm that hammered the best coast has moved into the rockies. central city, colorado, west of denver, is one spot where between 1 and 2 inches of snow has fallen. >> accuweather meteorologist chris nallan joins us with details of a new storm moving onto the west coast. good morning. >> kenneth and marci, we are keeping an eye on the west coast, specifically with this slow-moving low pressure here really picking up the moisture here off the pacific ocean from san francisco up the i-5 into oregon. so this is going to be a zone of concern with some very heavy rain, even some localized flash flooding as we head throughout the weekend. high-elevation snows here. the sierra nevada could see upwards of 50 inches of snow in spots. kenneth, marci, back to you. >> all right, chris, thank you. turning now to that historic move on capitol hill. house speaker nancy pelosi giving democrats the green light to value draw up articles of impeachment against president trump. >> speaking in somber tones, pelosi said the president violated the constitution and left them no choice but to act swiftly. she restated her point last night during a cnn town hall saying it's not about politics, it's about honoring their oath of office and keeping the president from undermining our system of checks and balances. abc's mary bruce has all the details including the moment pelosi faced off with a reporter. >> reporter: the historic announcement from speaker nancy pelosi. after two months of investigation, the house will move to impeach president trump. >> today i am asking our chairman to proceed with articles of impeachment. >> reporter: it's a step the speaker has resisted for i did not accuse you. >> you did. >> i asked a question. representative collins yesterday suggested the democrats are doing this simply because they don't like the guy. >> it has nothing to do with -- adamant their differences have nothing to do with impeachment. >> this is about the constitution of the united states. i don't hate anyone, so don't mess with me when it comes to words like that. >> reporter: things here on the hill are moving at a rapid pace. on monday democrats leading this investigation will present their evidence before the committee that is now drafting these articles of this wild video from iowa. a highway worker in des moines, yep, jumped out of the way at the last second as a car barreled toward him. he was helping a driver on the side of the road tuesday morning. the worker suffered an arm injury. the 18-year-old driver was charged with a number of violations. turning now the deadly escalator accident at an airport in charlotte, north carolina in which a 3-year-old boy fell to his death. >> his mother is facing neglect and abuse charges as we hear from abc's gio benitez. >> reporter: new video captured moments before a tragic accident. abc news will not show you the full clip. you sec two children appearing to play next to an escalator, then grab the hand rail. they are taken and up disappear out of frame. moments later the children would fall. in another angle obtained by abc affiliate wsoc in charlotte, people rush to help the child. 3-year-old jaden cowart was taken to the hospital where he later died. the boys' mother said they had just landed from florida and were waiting for their baggage, but police say other video shows she let the children play on and around the escalator for an hour and that she wasn't seen in that video. police charged her with misdemeanor child abuse. in october that mother told wsoc that she was devastated and grieving. her lawyer says she's not guilty of child abuse and that this kind of accident myers came in wednesday evening. the coast guard crew tracked it down as the dog was paddling pretty far away from the beach. after pulling it onto their boat one crew member said, you're the best person i've ever rescued. the dog was reunited with its owners. a bright light in the sky has people buzzing in and around texas. >> what appears to be a meteor was captured yesterday morning on a doorbell cam in houston. the american meteor society received at least 50 reports from texas, oklahoma, and louisiana. we hope you made a wish and that it comes true. coming up in our next half hour, with us, you know, is so surreal, because literally she's been alive in the editing room every day for nearly a year. and the idea that we're sitting here talking about her in the past tense is still military crash. a national guard blackhawk helicopter went down, killing all three people on board. what investigators are just revealing about the flight. also developing this morning, the deadly shoot-out after a massive police pursuit. the 20-mile-long pursuit ending in an exchange of gunfire between police and the two suspects. the dramatic end to it all caught on camera. new this half hour, the christmas controversy swirling around the man who's now been dubbed the peloton husband. >> the social media outrage building over the actor in the stationary bike commercial depicted as their blackhawk helicopter crashed. >> the members of the minnesota national guard were on a maintenance test flight. the guard lost contact with the helicopter and the wreckage was found about two hours later. >> at least two people nearby say the chopper went down hard. abc's david kerley has more. >> reporter: as darkness was falling the search for a missing army blackhawk helicopter ended with a grim discovery. >> it's a catastroph thers rk mar a along in the treeline. >> reporter: the burned wreckage discovered just inside a treeline after an intense search. >> helicopter in mayday, they're not seeing it on the radar at all. >> reporter: the minnesota national guard blackhawk with three on board took off from its base at the st. cloud airport midafternoon. about nine minutes later according to emergency radio calls, the mayday was called in with the helicopter 10 to 15 miles southwest of its base. >> can we get some other transportation out here in case we have to go out into the wilderness? >> any snowmobiles that maybe we should get pointed that direction? >> the crash resulted in the death of all three crew members on the aircraft. my heart breaks for the families, the friends, and the fellow soldiers. >> reporter: even before the discovery of the wreckage, the minnesota national guard tweeted, our thoughts are with our soldiers and their families at this time. while there was snow on the ground, weather does not appear to be a factor, the skies were clear. however, we have learned the crew was on a maintenance flight which means they may have been checking out a recent repair. investigators should get their first good look at the records with first light in the morning. david kerley, abc news, washington. turning now to a wild and deadly scene in south florida. four people killed when police and robbery suspects exchanged gunfire on a busy highway. >> investigators say the armed robbers carjacked a u.p.s. truck after robbing a jewelry store in coral gables. a woman in the store was shot but is in stable condition. during the long pursuit the suspects ran red lights, jumped curbs, and nearly crashed into other drivers. packages littered the highway. the truck got stuck in traffic and was surrounded by police cars. >> 11 officers opened fire, but authorities say that's only after the suspects fired first. the u.p.s. driver and another bystander were shot and killed along with the two suspects. it's unclear if the civilians were shot by police or the suspects. the fbi is leading the multi-agency investigation. now to that major step in the push to remove president trump from office. house speaker nancy pelosi has instructed democrats to proceed with articles of impeachment. pelosi said the president's dealings with ukraine showed he abused his power for his own personal political benefit at the expense of u.s. national security. she said congress must act swiftly because our democracy is at stake. last night she further explained the reasoning behind her decision. >> i believe that we should introduce articles of impeachment. this is a very sad day i think for our country. it's something that i would have hoped we could have avoided. but the president's actions made it necessary. you cannot violate the constitution in full view. the facts are clear. >> president trump called the investigation a hoax and tweeted, if you're going to impeach me, do it fast. that's exactly what democrats plan to do. there will be another hearing on monday and the president could be impeached before christmas. president trump is again asking the supreme court to block the release of his financial records. this time he's objecting to a congressional subpoena issued to his accounting firm triggered by an investigation into hush money payments to a porn star. just last month the president filed a petition to block a similar subpoena from new york prosecutors. the justices could decide by next week whether they will hear the cases. this is making the rounds. former vice president joe biden had a fiery confrontation with a voter during a campaign stop on his bus tour in iowa. biden forcefully pushed back calling the man a liar when he questioned him about his son's business dealings in ukraine and his age. as abc's linsey davis reports, biden even challenged the man to an iq test and a pushup contest. >> reporter: in iowa joe biden confronted by a retired farmer who says he'll vote for anyone but trump, but still had some tough words for the former vice president. >> i've got two problems with you.
