She said the president abused his office for his own political gain, undermining our National Security and jeopardizing our democracy and shes now directing the house of representatives to move forward with impeachment. Our democracy is what is at stake. The president leaves us no choice but to act. Reporter on capitol hill this morning, House Speaker nancy pelosi announcing an historic step. Sadly, but with confidence and humility, with allegiance to our founders and hearts full of love for america, today im asking our chairman to proceed with articles of impeachment. Reporter after hesitating for months pelosi said theres no doubt the president s actions violated the public trust and the constitution. The facts are uncontested. The president abused his power for his own personal political benefit. Reporter as democrats plow ahead with impeachment. The white house is getting ready for a trial in the senate. A Top White House official says President Trump is demanding an aggressive defense with live witnesses. Senate republicans huddling on the hill wednesday as over in the house a new phase of the impeachment inquiry began with a new partisan clash. If what were talking about is not impeachment nothing is impeachable. Reporter during 6 1 2 hours of testimony, legal scholars satd the president abused his office for his own political gain. President trumps conduct as described in the testimony and evidence clearly constitutes impeachable high crimes and misdemeanors under the constitution. Reporter pamela karlan asked the panel imagine living in a hurricane hit area and asking for aid. Id like you to do us a favor, ill meet with you and ill send the Disaster Relief once you brand my opponent a criminal. Wouldnt you know in your gut that such a president abused his office. Reporter professor Jonathan Turley said he didnt support the president but argued the democrats have failed to prove their case. I get it. Youre mad. Will impeachment make us less mad . Only invite the madness to follow every administration. Reporter the speaker didnt discuss the scope of the articles of impeachment or the time line. The democrats want to move quickly. With this announcement, House Speaker pelosi has set up for a possible vote before christmas. Thanks very much. Lets bring in kate shaw for more on this right now. Interesting when the speaker opened her remarks she rooted them in the declaration of the independen independence. Shes sish yating this in the context of the historical important of our democracy, leaders not being kings or monarchs, that was a theme that you heard quite a bit from law scholars yesterday. It lists a number of offenses that are charged against the monarch. Shes creating making clear this is a moment of very historical significance. She used the phrase abuse of power three times. Clearly thats one article of impeachment. She didnt get in obstruction or how far theyll go. She seemed to me to be using very broad language. Opening the possibility the articles might encompasses not only the ukraine affair the 2016 russian interference, the mueller investigation, her abuse of power, solicitation of foreign interference. You can imagine articles that identify those political episodes both around 2016 and the ukraine affair and 2020. We did hear from Jonathan Turley a republican witness yesterday who said democrats should wait, they need the testimony of people like secretary of state mike pompeo, Rudy Giuliani, the president s lawyer, that wont happen any time fast. Thats the dilemma that democrats have. Theres no doubt that the democrats would like to hear from all of these people. The white house has so far stone walled access to the most critical witnesses. I think the democrats have said, were going to build an obstruction article, obstruction of congress. Prevented us from doing a thorough investigation. Some of it is still playing out in court. Some of it could materialize perhaps in time for a senate trial. Right, you would need 51 votes in the senate to approve any new witness. The democrats dont have it, conceivable that they could attract republicans to hear from additional witnesses. Its a little bit hard to see that happening. I think things are very much dynamic and fluid in the senate lets go to michael. Now to that deadly shooting at pearl harbor. Good morning, kaylee. Reporter were just outside the historic base at pearl harbor. These gates now reopened. On lockdown yesterday. A u. S. Sailor opened fire striking three department of defense employees. Reports of a shooting at the joint base pea wednesday afternoon, and Authorities Say, within minutes, it went into a lockdown and shelter in place. Joint base pearl Harbor Security personnel were on the scene within minutes. Reporter Jasper Williams says he was sitting at his desk nearby and witnessed the rampage. I looked out in time to see the shooter, who was im assuming he was a sailor because he was in uniform. Im kind of thinking it might have been engineers based on the color of the hard hats. Reporter police are not releasing the identities of the victims and shooter, but theyre saying the shooter was an act ive duty sailor. But he was assigned to the uss columbia undergoing repairs. Christian castillo was there. I heard a bunch of shots in the area. We were told by my chief to hunker down. Reporter this just three days away from the 78th anniversary of the attack on pearl harbor. Generations of locals have worked in that shipyard. This is certainly a tragedy for everyone here. Reporter Authorities Say its not immediately clear if the shooter knew his victims and theres no understanding at this time of the sailors motives. There is a full investigation under way by the navy and the base here at pearl harbor. George . Okay, kaylee, thanks very much. The documentary an attempt to undercut the impeachment hearings featuring former ukrainian prosecutors, some who have been accused of corruption and have promoted misleading or baseless claims about joe biden and his son hunter. Giuliani says hes helping root out corruption in ukraine. Thats why i started it and the president of the united states, i can tell you this, is asking for this. Reporter but democrats and even some members of the Trump Administration say the real goal for giuliani and President Trump was a quid pro quo with ukraine, key military aid if ukraine announced corruption inve President Trumps political rival joe biden. Now, we did ask giuliani about his trip overseas. All he would tell us is, quote, im just doing my job as a defense lawyer while also slamming the democrats leading the impeachment proceedings. Okay, tom, thanks very much. Thank you, james. And now to the dangerous storms hitting the west coast. Snow and heavy rain causing chaos on the roads and take a look at this tractor trailer thats dangling off a los angeles overpass, and now theres a new storm that is moving in. Rob is tracking the very latest. Good morning, rob. Hey, good morning, michael. It doesnt make much in Southern California for the roads to get slick. An inch of rain in los angeles, about half of that came in just 15 minutes so a slow go and mentioned that tractor trailer around the 710 overpass in east l. A. This is just south of san jose, parts of the 101 shut down. Three inches of rainfall anywhere from anaheim down to san diego yesterday. Well get a bit of a break but here comes the next storm, this one really intensified yesterday and grew too so it will affect seattle all the way down to san diego but the core will come in tomorrow night into saturday morning across redding, san francisco, get some heavy rain and we could see some damaging wind with this. Thanks for the heads up there, rob. Now to france where massive strikes across the country are underway. Trains and schools are shut down, flights canceled. Many take to the streets to bring over planned changes to the retirement plan. Maggie rulli has more from paris. Good morning, maggie. Reporter good morning. Now theyre threatening to paralyze the entire country because like you just said, robin, its more than a transit strike. The unions are out in full force and nearly every single union from transit workers and rail workers to Opera Singers are out protesting. At the heart of their fight its all about pension reform. France has one of the most generous retirement plans in the workers able to retire as young as age 52 but the government is facing a growing debt, and they say they want to overhaul the pension plan, but for the protesters here, they say what they hear is that they have to work more to get paid less, and that millions could lose their benefits. They say they are going to fiercely fight for what they see are their rights which has left police worried today. Theres thousands out here on the streets. Theyre worried some of these protests could turn violent and urging tourists to stay away from attractions like the eiffel tower and hotels having cancellations as well and they will protest indefinitely so who knows what this could mean for the global economy. Michael . Such unrest there. Thanks to maggie. Thank you, maggie. And now to an Emergency Landing overnight. A kabc chopper hit midair by whats believed to be a drone leaving marks on the aircraft. Will carr is in l. A. With the story. Good morning, will. Reporter and, michael, that collision was Strong Enough to punch a hole in the tail of the helicopter. With more drones flying this is becoming a bigger and bigger issue. Overnight, a frightening encounter in the air after this kabc news chopper was believed to be hit by a drone leading the pilot to make a precautionary landing . We felt it. We heard it. We all looked at each other, didnt really know what it was. Reporter this pilot was flying over Downtown Los Angeles at 100 Miles Per Hour when suddenly they heard a loud bang on the choppers tail. We just assumed it was a bird, because that happens every once in a while. When we got on the ground, though, it was a different story. Reporter the tail tattered covered in deep scrapes, dents and a small hole. It was a scary couple of minutes and we were all looking at each other, you know, looking for a spot to land and we eventually put it down on the ground and fortunately everybody is okay. Reporter cristi and his chopper reaching elevation of 1,100 feet when they were hit, but drones are normally prohibited from flying above 400 feet, as well as prohibited from flying before sunrise and after sunset.
