And over farther east to vacaville, and as this storm continues, this southward and eastward movement, we can track this for you over the next few minutes, about 6 12 or so this line of intense storminess will be moving through San Francisco. Then about 6 46 over across the bay to oakland and down into hayward about 7 36. 8 15 theyll be reaching fremont and by 9 15 this evening it should be moving through san jose. The storm still ranks two on the storm impact scale, a storm of moderate intensity with occasional heavy downpours, powerful winds gusts ranging from 45 Miles Per Hour to 50 Miles Per Hour, rainfall estimates over an inch of rain from this storm will fall in some locations. I can tell you the strongest wind is happening right now in the city, and its for that we do have a wind advisory that is currently in effect and will last until about tomorrow afternoon because these winds are so strong they could gust over 50 Miles Per Hour, excuse me, it will last until 4 00 a. M. Tomorrow. Not only wind, its some heavy rain right now, Flash Flood Watch in effect around the burn scar of the kincade fire where moderate to heavy rain could cause debris flows. Were going to keep our eye on that over the next several hours. A High Surf Advisory will go into effect at 7 00 p. M. Tonight. We could see waves up to 20 feet, breakers up to 27 feet, so our ocean is very dangerous right now along our coastline, and we have a winter storm warning, Winter Weather lovers are going to love this. Were going to see feet of snow, at least through thursday, and this storm is whats known as a bomb cyclone. It comes from the term bombogenesis, which is a meteorological term, which is an intensifying storm. That is what were seeing right now. It drops 24 millibars in 24 hours, thats when it gets the term bomb cyclone. Wind gusts up to 106 miles an hour. Where are you now . Reporter we are on i80 approaching one of the exits here, and im seeing it says san rafael so we are stuck in traffic here with everyone on this commute hour. I want to let you know that chp be confirm to us that i80 is where the majority of accidents happen in a rainstorm. We have scanners on right now, were listening to fire and police and no accidents have been reported here as of yet. I want to show you a live look here of what were looking at on i80, a lot of red lights, traffic moving slowly, but hey, keyword its moving. Keep in mind, if youre driving in the next several hours, keep a threecar distance between your car and the ones in front of you. Chp says many of the accidents that take place during a storm happen on the freeways because drivers are speeding. Now, earlier today we spoke to a caltrans spokesperson, their Maintenance Team will be working a 12hour shift so they can respond around the clock as problems break out. Caltrans is monitoring the weather system and says they are ready to respond. As we get into the winter months, we perform storm water preparation in all areas where flooding can happen or where our projects are or maybe where theres been a recent fire. What well do is well clear out the drainage inlets, take a look at Erosion Control methods so we can make sure as water runs off, were prepared to deal with flooding. Those roadways, they become a little more slick. All those oils have settled to the bottom of the asphalt, and now theyre coming up for that first rain. Reporter hi, so far so good here at the San Francisco ferry terminal. All of the ferries to marin and to the east bay apparently took off without a hitch. Its not really raining thatheartthat hard here, and we have seen, believe it or not, no lines here at the terminal. The only advisory weve received from the golden gate Transit District is for the tiber ron Ferry Service. They tell us if the ferries are unable to land at the tiberon ferry landing, the passengers will be dropped off in sausalito, and buses will take them to tiberon. In that scenarios none of the ferries will be running from tiberon to San Francisco. Most of the riders we spoke to here at the ferry channel told us theyre not really that cncerned about the weather, maybe the choppy waters. Take a listen. Ive got the utmost confidence in our ferry driver, and our boat driver so im good. Do you get seasick . I dont, but it gets pretty bad sometimes. And you still take the ferry. Yes. Why . I have no choice. I dont have another way to get home, so well just have to bear with it for today. So so far the Ferry Service from San Francisco to marin in the east bay appeared to be normal, no problems, and so far that includes the tiberon Ferry Service as well. As you can see from this video taken by his news truck, its a slow drive, especially on that twolane highway. The thought of having to deal with not just the rain but snow in the sierra changed some travel plans. We found a few people today who decided they would be better off staying at home instead of trying to navigate through a snowstorm. We typically go up to south lake tahoe, but with this big snow event coming in, it doesnt make sense to get stuck in the snow and then on saturday and sunday another event coming in being stuck in the snow coming back home. For those who decided to stay a little closer to home, a few decided in the north bay to stock up on things like tarps and rooftop patches, which may come in handy. For those who decided to head up to the sierra today, well, they might be thinking twice about it. Heres why. There were so many crashes between truckee and alta on interstate 80, the chp had to hold traffic in both directions for about two hours. It reopened in both directions about 30 minutes agoment. If youre going to make the trip to the mountains youll need to take chains. Know that. They are required from alta to the state line on interstate 80. On highway 50 chains are needed from twin bridges to myers. Santa clara county has extra shelter beds in warming shelters. Temperatures are going to get near freezing for the rest of the week. More than a homeless shelter, Navigation Centers are designed as one stop shops with the explicit goal of getting people off the streets after a few months. Reporter well, you know, if you ask the City Attorney he will say that hes confident that this fight is over, but residents here say theyre not ready to give up yet. Crews were working quickly to meet the proposed deadline of middecember. Thats when this highly controversial Navigation Center on the embarcadero is set to open. About 200 Homeless People will take up residency here. Thats unless neighbors opposed to the center can pull off an 11th hour stay. Some of the steps that could be taken could be taken pretty quickly, so again, its not over until its over, and its not over. We could move for a new trial, we could appeal. The group called safe embarcadero has tried to stop its construction in the courts. All attempts have failed including yesterdays when a judge ruled that the city can do what it wants with this project without any state oversight. This piece of land was given to the city by the state but only if it benefits all San Franciscoens. After a woman was attacked by a homeless man outside her apartment, residents and people working in the area began expressing their concerns. Terrible. I dont understand it. I do not understand it. Its beyond me. Its gotten worse and worse every year, and i grew up in San Francisco. Reporter the woman who was attacked told me she has since moved out of the area. Navigation centers are a temporary solution to the homeless crisis and designed to get people off the streets and someday into housing. Im hopeful, but i cant control what anyone decides to do, and well continue to fight the battle if necessary, but i feel good about where we are. Reporter residents acknowledge the battle has been exhausting. I know its controversial, but its like high priced area to live in, but people got to live somewhere. Now, there are five Navigation Centers in San Francisco, two including this one are on the way. Of course this one by far is the most controversial.
