>> very clear yes. there's nothing in that phone call that is wrong or impeachable. >> reporter: meanwhile, down in the basement of the capitol, another key witness was testifying. timothy morrison, a top official on the national security council who joined the trump administration after working for 17 years for republicans in congress. morrison testified that he was told by the president's point person in ukraine, the u.s. ambassador to the eu, gordon sondland, that millions of dollars in security aid was being held up until ukraine committed to investigate joe biden's son, hunter. but morrison was also on that phone call between the president and the president of ukraine and said that he was not concerned anything illegal was discussed. the big question now, when will these public hearings begin? >> straight to bed. >> not going out? not going to the club? thank you guys for joining us. we're going to rehash a little bit of the halloween fun, but we do have to get some news. lingering wind gusts in california sparking yet another wildfire overnight. this one exploding to more than six square miles in ventura county. these are live pictures of the maria fire near the city of santa paula. evacuation orders have gone out to about 7,500 people. we'll continue so stay on top of that situation there. >> you can just see those flames really burning there. an earlier fire sparked by police chasing stolen car suspects burned dangerously suppose to a pet adoption center in riverside county. employees did manage to get all the animals out safely. abc's kayna whitworth reports from yet another neighborhood where several families have lost their homes. >> reporter: new fires in southern california burning homes and forcing evacuations in the middle of the night. in riverside county, embers from the 46 fire filling the air raining down on these terrified horses. a race to get them to safety. and a frantic scene at this pet shelter. >> grab a leash, grab a dog. >> reporter: volunteers rushing to rescue more than 90 cats and dogs. shifting winds hurtling debris creating challenging firefighting conditions. this right now is an example of what they've been dealing with. a fire was actually burning in the other direction just a few minutes ago, and the wind shifted and it started to push it up this hill. officials say a car that crashed after a police chase burst into flames, sparking the blaze. and in san bernardino -- >> there are literally hundreds of homes right now that are threatened. >> reporter: neighbors sounding the alarm about the hillside fire. >> you were saying that these folks that live in this house came and woke you up? >> they were slamming the garage door yelling "fire." >> reporter: clayton sandell is there. >> the winds have been coming down those mountain canyons at a ferocious speed, pushing this fire into this residential neighborhood. >> reporter: and back at the 46 fire, crews battling their second major wild land fire in the last 24 hours. >> most of our crews and some of the people that i've already talked to that are out here today had minimal sleep, maybe an hour or two at best last night, and they're right back out here. >> reporter: more than a dozen fires breaking out across the area since wednesday. and unfortunately that red flag warning will extend for parts of los angeles and southern california. even as these winds die down, the humidity is so low that firefighters all across this area are on high alert for new fires to start. kayna whitworth, abc news, los angeles. >> thanks to kayna. the cold air that powered those santa ana winds in california is now fueling dangerous storms on the east coast. >> take a look at times square here where the severe weather is bringing heavy rain and wind along with hundreds of thousands of power outages. accuweather chris nallan joins us now with the forecast ahead. chris, good morning. >> we're talking about some big changes here across the northeast as we welcome november. it's going to be windy and cooler. just on time, right, mother nature? here it comes in, that northwesterly wind. temperatures about 5 to 10 degrees below the normal as that storm system pulls away. it will be windy, though, for sure. and the wind gusts really whipping here along the coast. in fact, even into the friday morning hours, there could be some downed tree limbs here and power lines because of those gusty conditions. across the southwest, the fire danger is getting a little bit better, but still windy here around l.a. so we'll be continuing to watch this. kenneth, janai, back to you. >> chris, thank you. the sharply divided house has voted to advance the impeachment inquiry into president trump. clearing the way to take the investigation public. >> house speaker nancy pelosi warned our democracy is at stake and republicans denounced the probe as a sham. meanwhile impeachment investigators heard from another white house official who listened in on the president's controversial call to ukraine. abc's rachel scott has more. >> reporter: a historic vote in the house marking a critical turning point in the impeachment investigation. >> what are we fighting for? defending our democracy. for the people. >> reporter: for the first time lawmakers went on the record on their support for the impeachment inquiry. and it was a house divided. >> no one is above the law. >> this congress records more subpoenas than laws, that's the legacy. >> reporter: democrats who hold the majority pushing that impeachment investigation forward without a single vote from republicans. >> there is simply no cause for this impeachment inquiry. >> reporter: the impeachment investigation that has unfolded behind closed doors will now move to public hearings. that resolution will allow president trump and his lawyers to mount their own defense. republicans will have to get democratic agreement to call their own witnesses. >> this is soviet-style rules. >> reporter: house speaker nancy pelosi insists the president is getting due process. >> these rules are fairer than anything that had gone before in terms of an impeachment proceeding. >> reporter: president trump has urged his party to defend his call with ukraine's president where he repeatedly urged the foreign leader to investigate his political rivals. behind closed doors, timothy morrison, a top official on the national security council, testified that he was not concerned anything illegal was discussed on that call. and that vote on the house floor was historic. it's just the third time in modern history that the house voted on the impeachment inquiry of a sitting president. president trump still holding his line of defense, calling it all a witch hunt. janai, kenneth?
