the reaction around the world right now. international murder mystery. the newly released surveillance video of that young american woman and her boyfriend shortly before they were killed in canada and now the possible connection to another death. police warning tourists to be vigilant. abc news exclusive. the best friend of that fake german heiress now breaks her silence. how she was duped. >> i believe she's a sociopath. >> the luxury trip that turned into a $62,000 bill and how the soho scammer was finally caught. and to the rescue. the moment this pickup truck flips over on the highway trapping the driver inside. the good samaritans jumping into action racing to pull him free. now that driver's message this morning only on "gma." and good morning, america. hope you all are doing well this morning. it is such a wet morning here in the northeast. >> it really is. waquite a nit here in new rks well. take a look at the scene that happened overnight. that woman braving floodwaters in brooklyn. that's in brooklyn, trying to cross the street. really rough. >> many said they have never seen anything like that. this woman, we're going to call her a highway hero, using a traffic cone to help clear out a drain so cars could keep moving again. those storms knocking out power for more than 500,000 people and linsey davis is in howell township, new jersey with the very latest. good morning, linsey. >> reporter: good morning to you, robin. a very wet morning. a lot of concern for the residents here in howell township and you can see why. multiple scenes like this are playing out throughout the area. look, this tree has just smashed not just through the roof but through the side of the house, through the windows. a lot of the interior of the house is exposed. ad a policarurging n power s,lon herethe ff thebljustryintoconv se srms unde some streets looked more like waterways. water so high, roadblocks floating down the streets like pool toys. cars stranded along the roads as the water rises all the way up to the windows. and people forced to wade through the streets. >> it was shocking to me. i haven't seen water come up like that in this area ever and i've lived here my whole life. >> reporter: this woman using a traffic cone to help clear a clogged drain along a new york roadway. in subway stations rushing water creating waterfalls. more than 400,000 people are in the dark across new jersey, new york and pennsylvania leaving many stranded in their homes at the tail end of a heat wave. ma lnibyight also bringing in toof this as high winds are likely to blame for this crane collapse in new brunswick, new jersey. >> the entire wrecking ball went through the home and landed right back on the first floor. >> reporter: those winds are also uprooting trees. in monmouth county, new jersey this tree crashed through the home and this was the scene in washington, d.c. where trees fell into cars and blocked off streets. in maryland, an elderly man was found dead after a tree fell on him in his driveway. and in michigan, utility crews are racing to restore power. at one point more than 800,000 homes and businesses were without power after severe storms moved through. police are also telling residents here to help each other out, suggesting that the power could be out for an extended period of time, possibly multiple days. robin? >> all right, linsey, quite a scene. ginger, of course, tracking that severe weather as well as a tropical depression that's on the move in the atlantic right now, ginger? >> as if we needed more, yes. that is going to aid in adding more flash flood threats that we had. look at this picture out of pittsburgh, pennsylvania. it's actually from penn hills. they had 4 1/2 inches very quickly. a car and dumpster got pushed into the creek. let's go over here and show you that it's still raining from the southeast right through new england. it is that tropical moisture including the depression that is just east of florida that is going to add to this.ssachusett rhode island, but watch this. this afternoon and evening as that moisture comes up, you'll have damaging wind threats from 4:00 p.m. on from raleigh to fayetteville, wilmington, you too. george? >> the whole northeast and southeast as well. thanks, ginger. to washington now where special counsel robert mueller is set to deliver his long delayed testimony to two congressional committees tomorrow. mueller, the justice department, both parties in congress jockeying ahead of the blockbuster hearing and our senior congressional correspondent mary bruce, chief justice correspondent pierre thomas covering all the preparations. pierre, let me begin with you. overnight the justice department sent a letter to mueller trying to set limits on his testimony. >> reporter: george, good morning. that's right. overnight the justice department sent mueller a letter warning him he should not go beyond the public version of his report and, george, quote, that any testimony must remain within the boundaries of that document. the letter bluntly states that his testimony is unnecessary. the bottom line for mueller strictly no ad-libbing. but, george, that said, the report is 400 pages with reams of materials including a list of potential acts of obstruction by the president and the details of how the russians attacked the 2016 election and how the trump campaign responded. very few americans have actually read the full report, so the stakes are high. in a little more than 24 hours all of official washington will come to a standstill with much of the country watching, george. >> no question about that. what do we know about what robert mueller is doing to prepare for this testimony? >> reporter: he's been prepping with a small team of former staffers from the special counsel's office in a space provided by his former law firm in washington. his spokesman told me yesterday, quote, if you know robert mueller, he's going to come prepared. i've been speaking to sources that have worked with mueller in the past and they say his preparations for congressional testimony typically involves hours of mock hearings and rehearsals. george, he will be giving an opening statement prior to taking questions from the two house committees. the countdown to his testimony now under way, george. >> he's had a lot of practice. some dozens and dozens of appearances before congressional committees. okay, pierre. let's bring in our senior congressional correspondent mary bruce for more and how congress is preparing. mary, both sides taking this seriously. >> reporter: george, democrats and republicans are spending hours preparing for this behind closed doors. democrats today are potentially holding their own mock hearing with a staff member sitting in to play mueller. but with mueller, george, promising to stick to the report, both sides know they're not likely to get any new bombshells here so their strategy instead is to simply try to shine a light on the findings. democrats want to show viewers at home who may not have read the full 448-page report, they want them to hear for themselves directly from mueller what democrats believe is the president's misconduct. while republicans are eager to shine a light on the areas of report that they feel clear the president. but as you mentioned mueller is very experienced at this. it will be his 89th time testifying on the hill. he is known for very short often one-word responses. the challenge for these lawmakers is to draw out the answers they're looking for. >> we will see more of that tomorrow. meantime, mary, on another front congress and the white house seem to -- at least the congressional leadership has struck a deal with the white house that would basically set the spending limits for the rest of president trump's first term. >> reporter: yeah, george. this was getting close to the wire up here but the president and congressional leaders have reached this sweeping two-year budget deal that will raise the debt ceiling long enough to postpone any new budget showdown until after the presidential election. this took weeks of negotiating between the house speaker nancy pelosi and the treasury secretary. in fact, speaker pelosi was spotted on an airplane still on her cell phone hammering out the fine print. the final deal here though would raise military and domestic spending by $320 billion but it does little to address the ballooning deficit. the president, though, says this is a real compromise and congress is expected to act on this here in the coming days. >> mary bruce, thanks very much. tomorrow morning i'll anchor our live coverage of mueller's testimony with our whole political team. it starts at 8:30 eastern. cecilia? >> we turn to the latest on those tensions with iran. the iranians releasing new images they claim are cia officers running a network of spies in iran, a claim president trump flatly disputes. our chief global affairs correspondent martha raddatz is tracking the latest on all this. good morning, martha. >> reporter: good morning, cecilia. the cia would never publicly identify its officers but the images and names that iran has released puts those individuals in danger, whether they worked for the cia or not. the images which we have blurred were released as part of what the iranians claim is a network of spies. the iranians say the largely western looking men had recruited iranian nationals working in sensitive positions to obtain information for the the iranians men they claimed worked for the cia, some matching current or former state department employees. >> i read a report today about cia. that's totally a false story. that's another lie. they put out propaganda. they put out lies. >> reporter: this comes as the first images of those crew members from the british oil tanker seized by the iranians, the crew of the ship now in port in southern iran, armed iranian guard corps members checking out the ship as soon as it docked. this after that dramatic takeover of the ship by iranian commandos with a warning to the commercial vessel to turn around. >> change your course to 360, 360 degrees immediately. if you obey, you will be safe, rappelngown momentthmmandos were the british now urgently trying to get that tanker crew and the ship released but so far the iranians are not budging, george. >> martha raddatz, thanks. we now have breaking news overseas. boris johnson, a conservative firebrand often compared to president trump, has just been voted the next prime minister for great britain. our foreign correspondent ian pannell is in london with more on what this means. good morning, ian. >> reporter: yeah, good morning, george. an earthquake, indeed, and so many similarities with president trump. johnson once said this, my chances of being prime minister are about as good as the chances of finding elvis on mars. but just now he has been chosen to be the next leader of his party and, therefore, prime minister. usually controversial and divisive, johnson is a populist who plays to the crowds as a posh bumbling joker never shy when things go wrong in front o lohe mh johnson. is opponents his a philanderer, unfaithful in marriage. he's been accused of racist remarks and a man of no fixed principle. one of his former bosses even saying this about johnson, he wouldn't recognize the truth if confronted by it in an identity parade. but president trump says that he thinks the two of them would have a very good relationship and as the british prepare to leave the european union, boy, does britain need america right now. johnson has some huge hurdles to leap over, though. just like his predecessor, above all, delivering brexit and cementing that special relationship with the u.s. and getting a desperately needed trade deal. so boris johnson will become the next prime minister, elvis not yet found on mars, george. >> ian pannell, thanks very much. turbulent times ahead. robin? now to the unrest in puerto rico. overnight protests expanding from the island to new york city as calls grow for the governor to resign and the turmoil taking a toll on the island as more cruise ships refuse to dock there costing the island millions of dollars. victor oquendo is in san juan and has the latest. good morning, victor. >> reporter: good morning, robin. the cleanup is under way here in old san juan where we can still feel the irritating effects of that tear gas. this barricade right in front of the governor's mansion, the front line of those late night clashes with a much smaller group of people, just a few dozen compared to what we saw throughout the day. it's now clear they do not plan to stop protesting until the governor resigns. overnight protesters and police facing off in puerto rico. police using tear gas to disperse crowds after protesters gathered late into the night. the clashes following a day of massive demonstrations. the anger aimed at the island's governor reaching a boiling point as hundreds of thousands demand he step down. >> this has been going on for so long and he was just the one to break the glass. >> reporter: governor ricardo rossello marred by controversy ever since a profane group chat between he and his aides leaked appearing on fox news digging in. >> i have made a decision, i'm not going to run. i'm not going to seek re-election and that way i can focus on the job at hand. >> reporter: on the mainland the ricky resign chant echoing in new york's grand central station. the anger and frustration even reaching the white house. president trump calling the governor terrible, slamming him for his handling of hurricane disaster funding. >> you have incompetent, totally grossly incompetent leadership at the top of puerto rico. >> reporter: in that interview with fox news the governor struggled to name one supporter here on the island and eventually named a local mayor. we reached out to that local mayor's office who told us, no, he does not support the governor. robin? >> all right, victor, thank you. overnight, new chaos on the streets of venezuela. a blackout plunging most of the country there into darkness, the fourth major blackout in months. the government is claiming it's an act of sabotage claiming what it calls an electromagnetic attack. the country's trying to restore service as quickly as possible. cecilia? now to the manhunt under way for the killer of a university of mississippi college student. a 21-year-old student was found dead not far from campus. officials believe she was the victim of foul play. marcus moore is there at ole miss with the latest on this. good morning, marcus. >> reporter: cecilia, good morning. we know that ally kostial was attending summer school here at ole miss and was teaching fitness and police believe she was murdered, and this morning they're in the middle of a manhunt for her killer. this morning, a multiagency manhunt is under way as concern grips this small mississippi college town. authorities hunting for a suspect in the apparent murder of ally kostial. the 21-year-old senior at the university of mississippi was found dead over the weekend nearly 20 miles off campus. a deputy on routine patrol finding her body near the lake in neighboring harmontown. this is what it looks like around the lake where authorities found her body. you can see a number of trees and winding roads get you here and i've only seen a few houses so this area is very remote. kostial was studying marketing at the university, with a deepening mystery has classmates on edge. >> it makes you want to be more careful. i go there all the time and run around my neighborhood at nighttime. there's people out there. you don't know -- you feel like you can trust everybody but maybe you can't. >> reporter: her father keith kostial revealing on facebook how authorities delivered the terrible news writing, we were visited by the sunset hills, missouri police who communicated to us that our beautiful, dear alexandria "ally" kostial was the victim of a homicide. while the lafayette county sheriff's department is not releasing many details of the investigation, its investigators are following several leads and have confirmed its belief that foul play was involved. in a statement, the university of mississippi offering its condolences, writing we extend our deepest sympathy to her family, friends and classmates and stand ready to support them during this time. her sorority sisters also paying tribute on social media writing, she was the brightest light and always had a smile on her face. she truly was a ray of sunshine. and her high school friends near st. louis remembering her bright personality. >> ally was just very fun and outgoing. very friendly girl. i'm just going to miss how the fact that she was always there for me if i needed to talk to her. >> reporter: and it's the unknown that is adding to the sense of concern for classmates and also residents in this area that is quieter right now because most students are away for the summer. in the meantime, the mississippi bureau of investigations is helping in the search for answers. cecilia?
