from congress officially condemning president trump's racist attacks on four congresswomen of color. >> the resolution passed with only four republicans breaking ranks to side with democrats. they called out the president for urging the four congresswomen to go back to where they came from. but the president is insisting he's no racist. >> abc's mona kosar abdi begins our live coverage from washington. mona, good morning. >> reporter: good morning, janai and good morning, kenneth. partisan divides were on full display yesterday as members of both parties stuck to their respective corners and overnight the president taking notice praising a, quote, unified gop. a partisan showdown on the house floor. >> i know racism when i see it. i know racism when i feel it. >> reporter: the mayhem igniting ahead of a vote on a resolution condemning the president for his tweets telling four congresswomen of color to, quote, go back to the countries they came from. >> every single member of this institution, democratic and republican, should join us in condemning the president's racist tweets. to do anything less would be a shocking rejection of our values and a shameful abdication of our oath of office to protect the american people. >> reporter: republicans immediately objecting to her use of the word racist and calling for it to be removed from the official record. the hour plus long drama ending in a vote along party lines to approve the resolution. all but these four republicans voting against it. >> i believe this is about ideology. this is about socialism versus freedom. >> reporter: on tuesday president trump doubled down on his attacks and called the house resolution a, quote, con game adding, so great to see how unified the republican party was on today's vote concerning statements i made. republicans have remained largely silent on the president's tweets, most notably senate majority leader mitch mcconnell who in his public remarks echoed the president's criticism of democrats not condemning what he called anti-semitic comments by members of their own party. >> the most vile accusations and insults against our nation have become incredibly routine. >> reporter: and mcconnell then went on to issue blame to both sides saying from the president to the house speaker to freshmen lawmakers that, quote, all have the responsibility to elevate the public discourse. in the meantime, a texas congressman introduced articles of impeachment against president trump and the move could force the house to take up the issue by this week. that's despite opposition from democratic leaders. janai and kenneth. >> thank you for joining. staying in washington, kellyanne conway had a bizarreeg president trump's tweets. >> andrew feinberg asked conway what countries the president believes they should return to. >> what's your ethnicity? >> why is that relevant? >> no, no, because i'm asking you a question. my ancestors are from ireland and italy. >> my own ethnicity is not relevant to the question i'm asking. no, no, it is, because you're asking -- >> kellyanne later tweet she meant no disrespect to the reporter, quote, saying we are all from somewhere else originally. she added she's proud of her ethnicity and grateful to god to be an american. to a gang crackdown after a grisly killing spree. authorities say they've arrested 22 members of the ms-13 gang. many of them in connection with seven recent murders. prosecutors have described what they call medieval-like violce saying one victim had his heart carved out of his body. most of the suspects entered the country illegally in the last four years. activists are taking to the streets after the justice department's decision not to pursue civil rights charges in the eric garner choke hold case. he is the man who died after being arrested by a white police officer five years ago today. >> the video and the other evidence gathered in the investigation does not establish beyond a reasonable doubt that officer pantaleo acted willfully in violation of federal law. >> call the department of justice. they didn't do their job. so, no, i'm going to stand outside and i'm going to scream it. pantaleo needs to be fired. he needs to be fired. >> officer pantaleo could still be fired. it's now up to the police commissioner who is waiting for the results of an internal nypd trial. he has until the end of the summer to make a decision. now to the death of retired supreme court justice stevens. this morning everyone from legal scholars to historians are celebrating his life, wisdom and his fierce independence. this morning, remembering a titan of american law. retired supreme court justice john paul stevens died in florida after suffering a stroke. president gerald ford appointed stevens in 1975. stevens would earn the reputation as a moderate but would eventually leave the court's liberal wing voting to limit the use of the death penalty and uphold affirmative action. he once called the right to bear arms a relic of the 18th century saying his experience during a home invasion in the 1930s influenced his thinking on the issue. his 2014 book, "six amendments: how and why we should change the constitution" stirred controversy. stevens told our george stephanopoulos why he believed the second amendment needed to be changed. >> the amendment would merely prevent our humans being made that congress doesn't have the power to do what they think is in the best public interest. >> to be clear if congress passed a national ban on individual gun ownership, that would be constitutional under your amendment. >> i think that's right. >> reporter: a lifelong cubs fan stevens joined the navy in 1941 and served in world war ii as a code breaker. stevens gained the reputation as a brilliant lawyer in chicago, eventually serving 35 years on the supreme court. the third longest serving justice in history. his one-time clerk called stevens' rise a fluke because of his lack of political connections. in his recent autobiography he reflected on the 2000 bush v. gore decision saying the court has not fully recovered from the damage it inflicted on itself. he spoke to "the wall street journal" giving this assessment of our politics today, i think there are things we should be concerned about. the president is exercising powers that do not really belong to him. >> what do you believe your legacy -- >> i'd like people to think i was an honest judge and a good judge. >> in a statement chief justice john roberts praised stevens for his kindness and humanity. john paul stevens was 99 years old. turning to the weather now, rain and fog are being blamed for this 30-vehicle pileup on a highway west of detroit. police say low visibility and speed were a factor. no one was seriously hurt. and meanwhile this was the scene around minneapolis. flash flooding after more than two inches of rain fell in one hour, and more is expected there today. now, let's get a closer look at your wednesday forecast. good morning. two big weather stories across the northeast for our wednesday. the building heat and humidity and some heavy downpours as tropical rainstorm barry moves into the region and those really picking up through wednesday night into our thursday and we have storms across the northern tier of the nation. some of which could be strong to severe and we're even talking dangerous heat here as well with accuweather real feel temperatures up close to 110 through the central part of the nation. i'm accuweather meteorologist adam del rosso. coming up, a new kind of chocolate candy without the sugar. but first video of an airplane landing that was way too close for comfort. also this morning, the crisis unfolding in puerto rico forcing one major cruise line to make changes. and later, a wake-up call when it comes to young adults we're back with this landing in greece. a british airways jet flying low, way low buzzing by people only a few feet away. well, landings are common at this airport on the island of skiathos but this was too close for comfort. some people had to duck for cover. >> wow. back in this country a pilot survived this hard landing in ocean city, maryland. the single engine plane was reportedly having mechanical trouble before it went down. the pilot was the only one on board. an outpouring of love in baton rouge, louisiana, for a civil rights leader who was murdered. a vigil honored sadie roberts-joseph at the museum she established. she was found in the trunk of her car last week. convicted sex offender ron jermaine bell is charged with her murder. he is a tenant in a rental property she owned and police say he was behind in the rent. the crisis in puerto rico could escalate today. organizers are planning the largest protest yet to demand the governor resign amid a corruption scandal in a profanity laced online chat that was leaked. governor ricardo rossello insists he has done nothing illegal. the protests have forced a royal caribbean cruise ship to cancel a stop in san juan due to security concerns. and in business news, domino's is turning to technology to help you track your next pizza delivery. a new app will allow you to track the location of your pizza using gps so you know exactly where it is and when it will arrive. the company hopes to use the data to more than 100 of them were leaping out of the water near a boat in laguna beach. some followed the boat up the coast. >> love that video. and we turn now to the tragic death of a young girl in california serving as a warning to all pool owners. >> authorities say the girl was electrocuted after a light in her family's pool malfunctioned. now her parents want everyone to know about a danger that is often overlooked. this morning tragedy for a family near sacramento. >> the most devastating phone call i've ever received. >> reporter: 9-year-old mckenzie kinley was swimming in her pool when she was electrocuted. >> swimming, fishing, camping made her happy. that's what her life was about. >> reporter: according to investigators, a light fixture in the pool was in the process of being repaired and was not sealed exposing mckenzie to the current. >> she was an amazing baby. the center of everybody's world. she loved life. >> reporter: authorities suspect a series of circumstances had to occur at the same time for mckenzie to be electrocuted, but experts say it's critical that pool lights are attached properly because there could be weak spots in the fixture. >> the bottom pin should be inserted and have contact to the metal and the top screw should be inserted all the way. the first sign of any problem is a little tingle. that would mean you have a problem in the pool. never touch that fixture. turn off all the power right away. >> reporter: people with older pools are advised to get them inspected often. >> you have a pool pre-1981 and you don't know the condition of the electrical, have someone look at all the electrical. also the pool pumps. >> reporter: as for mckenzie's family, they're speaking out hoping other families can learn from their tragedy. >> if we would have known it would have took a simple check. a simple check to see if your lights hooked correctly, i'd have my baby today. >> experts say you should check your pool lights every month to make sure that they're working properly. >> tragic story there. a little boy is okay after some scary moments on lake michigan. he was on that inflatable duck when the wind pushed him away from the shore. his mother was reaching for his sibling when the wind pushed him away. a man on a paddleboard rushed to help and that's when the duck flipped over and the boy fell into the water. thankfully a nearby boat rescued everyone. in new mexico, the frantic parents who were forced to drop their kids out of the window of this burning building have been reunited with the construction workers who were there to catch their babies. the men were working nearby. they say there was no time to think. >> we saw the smoke coming out of the window, and we saw gabriel hanging out with his 2-month-old daughter and our reaction was just help, help, that's all it was, so i got under him, told him to drop the baby. >> i'm lost for words. like i said, he's my hero, my son's hero, my daughter's hero. we wouldn't be here if it weren't for these two men. >> the family was taking a nap at the time the fire broke out and say workers responded within 30 seconds. turning to medical news, a wake-up call for young adults. a new study warns high cholesterol and high blood pressure before the age of 40 is more dangerous than previously thought and found a high level of so-called bad cholesterol as a young adult can raise your risk for heart disease later in life by more than 60% and high blood pressure can have a similar risk. the bottom line, don't wait until middle age to eat well and exercise. the trapper who caught a wayward alligator in chicago is now the toast of the windy city. frank robb showed off chance the snapper hours after he captured it with the help of a yesterday marking the 50th anniversary of the start of the first moon mission. collins stayed inside a lunar orbiter while neil armstrong and buzz aldrin landed on the moon. he called the mission serious business. >> we felt the weight of the world on our shoulders. we knew that everyone would be looking at us, friend or foe, and we wanted to do the best we possibly could, put our best foot forward, and that required a great deal of work on our part. >> looking ahead, collins said the u.s. should skip another moon landing and concentrate on going to mars. his colleague buzz aldrin marked the anniversary on twitter saying, got bless the 400,000 americans who helped us get to the moon and back. this was the scene in washington overnight, so cool. that's the rocket that carried the apollo 11 crew projected on the side of the washington monument in honor of the anniversary. what a way to honor that mission. i wish we could be in d.c. to see that. >> yeah, i love that. cool video. this happens a couple hours ago. northbound side at edgewood. we had a rollover crash. it sounds like there was a lot of debris in the roadway, possibly a lot of the guard rail was taken out and debris from the vehicle that flipped over. another vehicle came and hit that. two separate collisions in that stretch. they're working on getting that cleaned up. that's a very light area at 4:30 in the morning. i think it will be fully cleared before we start to see delays. a quick check of the bay bridge toll plaza. no sign of those metering lights yet. we should have just under an hour to go. a little stackup in the cash lanes on either side. new this morning, police in the east y investigating a shooting. it happened late last night on 18th and chancellor avenue in richmond. video into the news room shows almost a dozen police evidence markers. we reached out to richmond police for details on the victim and what may have led up to the gunfire. prepare to possibly see more e scooters on san francisco streets. the vote went through to make that temporary pilot program permanent. >> now the question is, are we going to see it expand? abc 7 news reporter jobina fortson joins us with details. p>> good morning. if e scooters not only want to stay in san francisco but grow in numbers, they're going to have to make sure they're bringing in customers who are not just white, male and wealthy. according to a recent survey, that's the majority of people riding those scooter. the "san francisco examiner" is reporting this. they say the board of directors voted yesterday to make the temporary pilot program to make the fleet permanent. the examiner says the program which started last october was largely successful. the pilot program only allowed two companies, skip and scoot. this time around there could be many others. but they'll be taking on stricter requirements. with this vote, the sfmta will also be able to draw the map of where the scooter companies can operate.
