Thank you to the Morgan Hill Community who has come together with us during this extremely difficult time. Were taking it very hard right now and morgan hill is mourning. Reporter the mayor pledging support and assistance to the victims families. Were going to be looking at what happened. If there is anything and any steps we can take as a city to help make our citizen safer. Reporter police say the gunman had no prior criminal history and was in legal possession of his firearms. The Morgan Hill Ford dealership was closed today as expected while the workers mourn the death of their colleagues. Vic lee was there all day and continues our Live Team Coverage now. Vic . Reporter well, larry, quite a few cars came up today to these locked gates here at the dealership. Some were simply curious, others wanted to get theirar serviced but every one we spoke with said they just could not believe what happened last night. There are several people who came. We saw people probably managers here come in. There were people coming in and out. There were all somber, sad of course. This has been a terrible day for the people here at the dealership as you can imagine. I just heard two pops and then they said to go outside. There is a shooter here. Reporter this woman was a customer at the dealership when the killings occurred last night. Police say the gunman steven leet later shot himself outside his car parked at the ford store. Police towed the vehicle early this morning. Crime scene cleaners cleaned up the bloody crime scene as soon as police investigatiors left. Some of the managers came back this morning. There were hugs and whispered conversations. Flowers were delivered. Billy nguyen was one of the first to arrive here just after dawn. He delivers bagels each weekday morning to the ford store. He believes what p happened didt have to end with three deaths. There is a lot of job out there. Always go find another job. Reporter other customers echoed the same thought. Jim wanted an oil change. You lose your job, you dont come back and shoot the guy. He must have done something wrong to get terminated, right . Reporter brandon did not want his last name used. We always had lunch together. Reporter brandon also knew the alleged killer who worked in the parts department. He just really kept to himself to be honest with you. The youngest victim xavier souto leaves behind a family. He was killed alongside his mentor brian light who helped save other people. Xavier was a cherished member of the portuguese band that operates behind me. I messaged with his fiancee this morning as you can imagine, shes asking for privacy during this difficult time. We reached out to many friends that want to respect his familys wish for privacy but we read so many messages on social media that just speak to how loved both xavier was brian were in their communities. This afternoon go fund me page was started by a ford executive. The goal of the page is to raise 500,000 for xavier and brians family. The page describes xavier as a loved father, husband and son. He was also the main provider for his family. On the page, brian is described as a loved father, he had two boys, ashley who started the page said that brians heroic actions to disarm the suspect saved many lives. Something Morgan Hill Police confirm. The actions of mr. Light allowed the customers and employees of that Business Time to get out. That we clearly see on the video surveillance. Without that, he would have been right on top of a lot of people. Reporter on the page, those who donated wrote about how heart broken they are for the families that xavier was one of the nicest guys you could meet. That both were hard working employees. The page raised almost 5,000 in less than an hour. At the portuguese band of san jose building, their Community Flag was at half staff out of respect for xavier. Two bodies found in a home in Castro Valley on forest avenue. Lur lora anthony joins us with clues on the case. Reporter hi, larry. The Crime Scene Investigation team is still here and we understand the bodies of the victims are still also here, as well in a home, a guest house behind the home were showing you. The effort were told is to recreate the crime scene using hightech equipment to figure out if this was a doublemurder or murder duh side. The Family Member had not spoken with the male half in several days. Reporter the call came in just after 10 15 this morning from a Family Member who was concerned about a man who lives in the guest house behind this home on forest avenue. When our deputies came to this property, they were able to go down the driveway, look around and then they made their way, there is a detached guest house in the back. They made their way to that detached guest house. Once they were able to look inside, they saw two people down on the ground inside there. Reporter according to sheriffs, the bodies appear to have been there for several day with apparent gunshot wounds. Its not clear whether this is a doublemurder or murder suicide. Investigators are using hightech laser equipment to recreate a reconstruction of the crime scene. We dont know of any threats outside of the crime scene that would cause concern for the community. Reporter now im told this investigation is complicated by the fact that the bodies have been here for so long. We understand at this point investigators did canvass the neighborhood. After 28 days and late notices and fees, bart can then send fare evaders to the Franchise Tax board for collection but only if the fare evader provided their correct Social Security number. A franchise spokesperson tells abc 7 news in 2019 they received 541 late accounts to collect. So far they successfully collected on just one account for 95. If im going to get a civil citation and the bart spokesperson is telling me i can lie about my name or my Social Security number and the Franchise Tax board has no way to go after me, why would i pay to ride bart . Do you say to those people . We say we hear their frustrations loud and clear and we need to do something. This is one example of a program were looking at and we think it provide as deterrent. Reporter for the Franchise Tax board to collect, the fare evader must have income from tax refunds, lottery winnings or unclaimed property disburseme s disbursements. If they owe child or spousal support thanks is prioritized before the bart debt. Still, the spokesperson insists its not about revenue collection but detour rans. Reporter in 2015, teachers leaving San Francisco listed housing costs as a primary reason for quitting their job. That summer, San Francisco unified had to recruit, hire and train 700 new teachers. Mar the Charter Amendment would help keep them here by streamlining the process when it comes to Affordable Housing. Were talking about hundreds and hundreds of apartments that didnt get built. Thats thousands of families that could have been helped. Reporter sam moss is the executive director of Mission Housing development corporation. He told me the one thing that has been standing in the way of building more Affordable Housing is the appeals process. Anyone could appeal. Anyone with about 150 and enough time on their hands could appeal Affordable Housing. Reporter fighting an appeal takes lawyers, staff time, you would have to redraw documents and of course the longer the appeal, the Construction Costs go up. This amendment would eliminate all of that. If the Charter Amendment passes, there wont be an appeals process. It will go away. Reporter take this Affordable Housing project in north beach built several years ago. At the time, the builders held meeting after meeting with the community and ended up conforming to their wishes. The project took longer and ended up costing more. If this charter passes, what will be different about this . This would have been allowed to be another ten feet and they would have just been able to build it done. No appeals not worry. Reporter so the mayor wants to get this on the november ballot.
