The Transit Workers Union voted against a new Contract Offer by the valley transportation authority. The contract asked workers to contribute more of their paycheck to their pension. The offer also included an 8 wage increase. If workers strike, they will have to give vta 72 hours notice. Vta has contacted governor newsomes office to request a self n sevenday cooling period. The first strike could happen the 1st of july. A man accused of killing a Police Officer is in jail without bail facing a murder charge. Officer Tara Osullivan was shot yesterday while responding to a Domestic Violence incident. She was helping a woman retrieve her belongings at a home when the gunfire started. Police say 45yearold adel ramos was the shooter. His brother said he has a long criminal record and was estranged from his family. Osullivan was lying on the lawn while waiting for a rescue vehicle. She later died at ucla medical center. She graduated from the Police Academy just last year. Today was one of the sad est days ive ever had. I feel like i lost a daughter. She was kind. She wanted to communicate with others and build that sense of like belonging with everyone, but at the same time very tough. Ramoss brother says the woman osullivan was helping was ramoss girlfriend. She was not hurt. As we mentioned, officer Tara Osullivan grew up in the bay area. People who knew her called her strong, passionate and dedicated. She left a mark, no question. Reporter dan, Tara Osullivan graduated with the class of 2011 from College Park High, a young woman with a clear goal to become a Law Enforcement officer ahead of her. Today this afternoon, weve been watching people build a may morial at the base of the flag pole where the flag was flying at half staff. A Law Enforcement officer who is also a classmate is responsible for this. Another friend we spoke to this afternoon called Tara Osullivan fearless, absolutely fearless. Tara osullivan graduated with the College Park Class of 2011. The school book chose her taking a class in ceramics. A classmate also in Law Enforcement left a bouquet of flowers at the base of the pole where the flag was flying half staff. He did not want his face on camera, but his eyes were filled with tears. She was drawn to Law Enforcement as a teenager. She joined the Explorer Program run by the martinez and Pleasant Hill police departments. A Police Lieutenant told me off camera she had the drive essential for a good Police Officer. Neighbors just remember her as a cheerful young woman. Very outgoing, very outgoing, happy, happy kid. Reporter tara grew up in this quiet close knit martinez street. Another neighbor who didnt want to be on camera says tara and neighborhood kids would play in his yard. He would make hockey sticks for them in his garage. This neighbor says it wasnt a surprise that she became a cop. I was laying in bed and what do you do when you wake up . You put facebook on and there it was. It was just i could not believe it. Reporter tara had been a Police Officer for about six months. She had not even finished her Field Training program. Now to the ghost ship trial, the defense team for Derrick Almena came out swinging this afternoon with explosive testimony. That testimony came from several witnesses who claimed oakland Fire Fighters were inside the warehouse long before the 2016 fire that killed 36 people. Abc7 News Reporter Laura Anthony has our story. Reporter a witness for the defense, handyman troy, took the stand and told the jury that several oakland firefighters were inside the ghost ship warehouse. Took a tour from Derrick Almena two years before the deadly fire. Even danced on the second floor. Almenas friend Joe Rodriguez said he saw them, too. And that several returned the following day for a pig roast. They have categorically denied they went in, and we at the end of this case will point to three witnesses who said not only did they go in, they took a tour and on one occasion they were dancing. Reporter but he also told the jury the front stairs of the warehouse were rinky and makeshift. Contrary to defense claims they were stable and not the reason 36 people died the night of the fire. Attorneys for ghost ship defendant max harris finished their case by putting an oakland firefighter on the stand who attended a Christmas Party at the warehouse two years before the december 2016 fire that killed 36 people. Salve a door car garcia told the jury he went to a potluck with his wife who worked at the same school attended by Derrick Almenas oldest daughter. There was nothing there when i was there that made me feel unsafe. He showed up to court wearing his uniform and he did what he was told. He pretty much did not say anything to implicate the city and the fire department. They are just covering for themselves. Today the ground was broken on a project to add 702 new units as well as two parks and offices in San Francisco. The new project will be located along 5th between mission and howard streets. Yeah reporter mayor london breed, former supervisor jane kim, Community Leaders Brookfield Properties and their partner bruce corporation putting shovel to dirt this afternoon to mark the start of construction. The project titled 5 m will transform four acres of parking lots and buildings at 5th and mission with two new towers, apartment building, two parks and renovated historic buildings. The project will bring hundreds of new affordable units both for middle and low income families. Its 76 million in community benefits, which includes about 242 new housing for formerly homeless individuals, for seniors. Reporter rudy is one of the Community Leaders who fought for five years to make sure developers didnt just take over his neighborhood. Look at what were able to get for sitting at the table over five years. We got the biggest Affordable Housing project in the whole city. Reporter despite the Community Turnout and the celebration over music and food trucks at the groundbreaking, the 5 m project has not been without controversy. Another Community Group sued the city of San Francisco to try and stop the project. Judges ruled in favor of the developers. We are always out there in the Community Meeting with people, always have an open line of communication to talk. And thats ongoing. I mean, were investing in this neighborhood. We will be a neighbor. Everyone may not agree, but there are a lot of people here who live in the building right next to it who spend a lot of time in this particular area. In the south bay, homeowners are also trying to build a better bay area. Despite our above normal rainfall this spring, officials are hoping residents will continue their efforts to conserve water. We are in front of alexistion ton reservoir where if you look behind me you can see it is close to capacity. Quite a sight to see. The rain this spring was great news for the local water supply. But Officials Say despite that, now is the time to prepare for the next drought. In san joses cambria neighborhood, this charming home with low water use landscape stands out from the rest. We wanted to just stop using the sprinklers and be able to do more of a drip irrigation system and use plants that didnt chr and her family took advantage of an Incentive Program offered by valley water formerly known as the Santa Clara Valley Water District trading in their old lawn for a new look. We think the rain, finally we got a little bit to help. Its not going to be long term. Reporter last month was actually one of the wettest mays on record in santa clara county. Ten reservoirs are currently above 9 of restricted capacity and groundwater aquifers are full. A lot of people dont realize our largest reservoir is beneath our feet. Managing groundwater is important in part of what we do. Reporter as we get into the summer season, the Water District is hoping customers will follow lees example despite there being no drought. Were always a state thats not going to have a ton of water. Reporter thats why valley water is offering rebates to residential and commercial sts o wan. Were all sharing our resources here and there is always a fight about our resources. I think we all need to be responsible and do our part to make sure that were not usingse now doing their part to help build a better bay area through water conservation. I think it is something thats becoming a little more popular and weve seen a couple neighbors in the area redo their lawns as well. So maybe it will pickup a little bit more. Today the university of california released a list of recommendations to end policing fraud against students. Janet napolitano ordered an audit to come up with the review for the scandal. It includes claims on students applications, reviews of potential links between donors and applicants and stricter scrutiny of those admitted for special talents like athletes and artists. This is something else. A 13yearold girl is recovering from a sea lion attack off the coast of Santa Barbara and its all caught on camera. The girl was at a beach with friends friday night when the sea lion charged her biting her thigh. You can see the attack in these photos. Watch this. People walking nearby quickly jumped in to help her, shocked it would attack like this in such an unprovoked way. The teenager said she didnt realize what was happening immediately. I felt it on my leg. I looked down and freaked out. I didnt even know what it was. All i knew was something was attacking me. It didnt stop there. The sea lion came onto land and bit a metal lifeguard stand. California fish and wildlife says attacks like this are extremely rare. The see lion is being treated for possible possible demoac toxic poisoning, a to be inthat attacks the brain and could have affected its judgment. Strange. There are a lot of people at beaches these days because its almost officially summer. That happens tomorrow, i believe. Spencer christian is here. How they claim the officers actions led to their sons death. They say California State University has been hiding a huge surplus. The chancellor says theyve been nothing but honest. Today jacob bauers family filed a wrongful death complaint saying their son was brutalized. Abc7 News Reporter Melanie Woodrow has the story. Reporter in family pictures, jacob bauer looks like most kids. A son, big brother and graduate with the bright future. I adored him. Reporter but in his early 30s, parents say depression took over. At 38, approximately a month prior to his death, they say jacob began to spiral. The bauers contacted Pleasanton Police for help with jacob three times and spoke to police on another occasion as well. On august 1st, 2018, the employees contacted Pleasanton Police department about a disturbance inside the store. Two officers found jacob outside nearby. Captain larry cox says that when officers made contact with jacob bauer here, initially he was answering their questions. But when officers asked him if he had any weapons on him, estopped speaking. And that concerned officers. Thats when they moved in to go ahead and detain him because there was a fear for weapons. Reporter Pleasanton Police said jacob would not put his hands behind his back. Officers struggled with him over five minutes and called for back up. They say they used a taser, a baton to pry his hands from underneath his body and a leg restraint device like this one once he was in handcuffs. As paramedics put jacob in an ambulance. They say he showed signs of respiratory distress. He was pronounced dead at the hospital. The fact that he was brutalized the way he was and suffered such a horrible death makes it even more painful. Reporter the Alameda County coroners report lists the primary cause of death as acute methamphetamine acute toxicity. Other conditions listed probable mechanical asphyxia while being placed in restraint device by police. A second autopsy performed hired by the familys attorney found that jacob died froms asphyxia from the restraint used. I am confidet every officer responded appropriately. Reporter captain cox said he reviewed the video from the camera worn cameras. Its video his parents want to see but they have not shown it to them. One year since his death jacobs parents still feel shattered. My heart breaks every day i wake up. I have to force myself to continue without him. Reporter theyre holding it together for their son. We could not have the Police Policing the police. Because this is the result. This never should have happened. Reporter the Alameda County District Attorneys Office said their investigation into the matter remains active. In pleasanton, Melanie Woodrow, abc7 news. Developing news, authorities in San Mateo County are investigating whether one man is responsible for two homicides in two days. The victims were both found along skyline boulevard about a mile from one another. Tuesday night, San Mateo County deputies were searching for additional evidence in the stabbing death of 32yearold abdul malik nashir of pacifica. Just before midnight they heard someone calling for help. They found 31yearold john suffering from stab wounds. He did not survive. Similar to monday nights victim, his family said he also received a work call. They say he was working for a towing company. He got a call to go over to that area and pickup a vehicle. And when john drove over there on highway 35, thats when it happened. Thats when they killed him. Deputies arrested 26yearold malik dasuki of pacifica after he tried to run away from the scene. Residents protested a swastika on the front lawn. They are hoping to unify the community against the symbol most notably associated with the nazis of world war ii. We are really concerned about the rise in hate, hate groups, and members of hate groups. So to have it come this close with such a vile message to the community is really not okay. I aint got nothing against nobody. People put anything they want in their yards. They dont bother me. Protestersasse ad petition to try to pressure Stephen Johnson who you saw there, the homeowner, to remove the swastika. The California State University system amassed a billion and a half dollars plus surplus, and then hid it from students and the public. Thats what the states independent auditor says in a new report out tonight. The report says most of the surplus came from student tuition. It says by not revealing the surplus, csu undermined state law that requires public universities to discuss and disclose tuition plans with students before raising prices. The csu chancellor said today the system has been transparent with its financial operations.
