As we go in for a closer inspection, youll notice those bright yellows indicating some downpours there from yountville, highway 29, to eldridge. As we go through the east bay from walnut creek to lafayette, looking at very good downpours. But look at san lorenzo, hayward and castro valley, 880 there from sabre street and grand avenue, some very wet weather. But look at san francisco, a lull there, but still some showery areas with light rain from Half Moon Bay, san mateo, and right along the coast there they have picked up over 3 inches since yesterday. Redwood city and atherton, you have a lull now, but not the case in san jose and edenville, some wet weather for you. From our exploratorium camera, it is in the 50s with raindrops on the lens. Our sutro tower camera shows gusty winds, 40 to 50, even 60mileanhour winds up above 3,000 feet. Concerns are hydroplaning, flooding on the roads, downed trees, Power Outages and creeks and rivers flooding. Rainfall rates from a half inch to an inch an hour with that front pushing through and storm drains cant handle it. Weve got a Coastal Flood Advisory through noon and a wind advisory and warning through 10 00. Its a warning all throughout the bay area where the winds right now are breezy to gusty from santa rosa to Half Moon Bay. Mt. Diablo, check out that 50mileanhour wind gust. East foothills 41. Those Power Outages are starting to add up. Reporter we havent seen any Power Outages here at least from our vantage point, but the rain has tapered off at least for now, chris. Boy, oh boy, earlier it was certainly torrential. Wind and lots of rain. Police and Fire Department have just responded to a Traffic Accident just in the last 15 minutes here off 101 near the lincoln avenue exit. Im told that this is a traffic collision which is possibly related to this overnight storm here. Earlier the rain was really coming down making driving pretty dangerous out there. We saw lots of pooling water on the pavement, which of course increases your chances of hydroplaning, considering that it is dark and you dont know youre in it until youre on it. Chp was on twitter overnight making nothing short of an appeal to drivers to slow down in the rain. Watch your speed and take it easy. But of course not everybody takes that advice. The city of san jose starts winter storm preparation in the summer. The San Jose Department of transportation has about 20 crews standing by to respond to any potential flooding or downed trees and power lines. In other parts of the south bay, one los gatos resident isnt taking any chances. He filled his truck with several sandbags because his home suffered flooding in the last strong storm. Its pretty tough. Like two weeks ago in the big storm, my property, i live up in los gatos, it was flashing and flashing under the house. We dig it out and put some tarp, i put concrete all the way around. Nearly 20 sandbag stations are spread across the south bay. Theyre open 24 7 and we have a list of those locations on our website, abc7news. Com. In the east bay residents are dealing with Power Outages. This is what it looked like in fremont last night where power lines tangled with tree limbs. Several pg e trucks were on kimbrough street. Nen98 the neighbor called to tell me that she thought it was the box on the line in the backyard that was sparking. And so i came down and looked and it was looks like two power lines were hitting each other. Within a tree. As it did, it just sparkled like fireworks. For now there are no reports of damage to any property there. You can check for outages online with pg es interactive map. In the north bay officials have closed the Manzanita Park and ride. That area sees plenty of flooding during storms. The health and wellness camp in san rafael set up a Severe Weather emergency shelter. The shelter has food and space for 80 people to sleep. People can check in as the storm is present and affecting the areas they may be inhabiting. The creeks, the rivers and such. There will be a shuttle taking them to st. Vinnys for breakfast if theyd like. Or leaving on their own. Marin county is urging residents to sign up for alert marin. To make sure you get texts or calls with critical information during the storm. Officials expect strong winds to knock down trees and power lines throughout the county. Taking a look at sfo where the windy weather is proving to be a headache for some travelers this morning. 14 flights have been delayed, another 14 have already been cancelled. So far only two flights have been cancelled at both oakland and san jose. If you were planning to drive to tahoe, just dont. Travel to the sierra is not advised. Conditions there are messy and dangerous. Chains are required on interstate 80 from Placer County to nevada county. A winter storm warning is in effect through monday. He paid just over 100 on the materials and installation and hopes to recoup the cost in water savings in the next couple of years. You may not see a huge benefit to the environment, i may not see it, but by using less water we have actually more water for wildlife, for fish in the rivers and streams. The district says it should have enough funding to cover every customer who qualifies for the program. Spring water works miracles in the garden. Lisa argen will have your full forecast in just a few minutes. A potential danger to wildlife is lurking beneath the waters of the Monterey Bay National Marine sanctuary. Its been there for 100 years and is now only coming to surface because of the curiosity of a teenage girl. The problem is golf balls, tens of thousands of golf balls. Iteam reporter dan noyes explains why the top public golf course in the country is part of the problem. Reporter pebble beach is where the rich and famous come to play golf. It sits directly on the california shoreline, just steps from some of the most environmentally sensitive waters on the west coast. But look below the surface here and this is what youll likely find, thousands of golf balls. Seeing the sea floor completely covered in trash, it was like a straight shot to the heart. Reporter the carmel coast has been part of alex webers life since she could walk. Her dad took her diving for the first time when she was 15 and she was stunned by what she found. It was incredible. We would go out and dive and pick up 2500 golf balls. Two weeks later wed pick up another 2500 to 3,000 golf balls. Reporter as alex picked them up, she wondered just how many golf balls are there . The more we researched, the more we discovered that its a completely foreign topic. No one has ever looked at golf balls under the ocean. She sent me an email saying she had read some of the papers, scientific articles that came out of my ph. D. Work. Reporter alex teamed up with researcher matthew to determine just how big the problem is. Its so rubbery. I said, you know, why dont we put together a report and try and publish a scientific article of your own that actually states the scope of the problem, the intensity of the problem and what we can do about the problem. Reporter with matthew overseeing her research, alex went to work collecting golf balls in the ocean and on the beach near three coastal golf courses, carefully sorting them by their condition. We start with Something Like this with the polyurethane shell and the gloss. As it breaks down, it loses the gloss, it loses the paint, it loses the shell. Reporter over time the balls roll around on the ocean floor and break into pieces. This rubber band thats in this golf ball, theres 275 yards of it and that will continue to unravel and get tangled up in the kelp and its buoyant so it sits on the surface of the ocean. Reporter alex found that the balls had been deteriorating for decades. Pebble beach has been a golf course since 1919. And so its not the problem of golf balls are constantly being hit into the ocean and refilling these spots, its that theres 100 years of golf ball pollution out there and that that pollution is continuing to wear down. Reporter that waste could potentially impact wildlife, including fish, the california sea otter and endangered species, sea lions and coastal birds who may eat tiny pieces of plastic. Theres not a lot of study done on the chemical compounds that are in golf balls and how that might affect organisms that are consuming this material. Because again, until alex had really discovered this problem and looked into it in really great detail, no one had really studied this problem and its potential effects at all. Seriously, how do you think this happens . Reporter after two years of work, alex and matthew just published their scientific paper that concluded most of the balls came from pebble beach. They found more than 35,000 in the water right off the golf course. When alex added those balls to ones collected in the same area by the Monterey Bay National Marine sanctuary and pebble beach corporation, the total found went up to more than 50,000 golf balls. 50,000 since then i think weve collected approximately 20,000 additional golf balls. Reporter pebble beach says its taking action. The fact there were so many accumulated offshore in certain locations was new to us. Unless somebody dove in that area and brought it to our attention, we didnt know. Reporter pebble beach is telling caddies and golfers to make sure their golf balls stay on the course and out of the ocean. They have worked with the Monterey Bay National Marine sanctuary and monterey aquarium to identify key areas to clean up. We now have a collection planned 18 times this year to 11 separate locations, so almost 200 separate dives, and pick up golf balreed to work closely with the golf course to make sure the cleanup is done right. Were going to be looking over their shoulder the whole time. Reporter the sanctuary protects 276 miles of california coast. Its been very interesting to get to the bottom of the golf ball issue and realize that there could be other areas on the coast that we need to take a look at. Reporter alex will be heading to Uc Santa Barbara soon to study marine ecology. Shes excited to see her hard work turn into action. Golf courses should be responsible for picking up these balls. Reporter the California Coastal commission tells us plastic golf balls into the ocean is not acceptable. Theyre looking at all options to clean them up and to keep it from happening. For the iteam, dan noyes, abc 7 news. It has been raining steadily in parts of the bay area for the last 12 to 18 hours, and it is adding up to over 3 and 4 inches in some of the coastal hills. Heres a look at some heavier rain in the north bay. Live doppler 7 from st. Helena to yountville, highway 29, also from cordelia to american canyon. Certainly some flooding in areas where the drains cannot keep up with the pace of the rain, a half inch to an inch an hour. Walnut creek, milpitas, Dixon Landing road, some moderate rain. As the front pushes through, the rain is getting lighter on the peninsula and the south bay from campbell, still wet out there though and you can see offshore more showers are forming. As we look at south city and san mateo, some mist and drizzle, and then another line of showers right along the coast. So were looking at a pretty active day today as the front moves through, the unstable atmosphere. Then this low pushes overhead by the evening hours. Thats why we have it as a level 3 on our storm impact scale. With the heavy downpours, urban and small stream flooding, some of those creeks coming right up outside their banks as the rain and the drain cannot keep up with some of that drainage as we go through the Morning Hours. Accumulating rainfall from 1 to 2 inches in the valleys, 3 to 4 inches in the hills. Theres the wind, 26 miles an hour san francisco, 53 in san jose and morgan hill. From sutro you can see how gusty it is, 51 in livermore and santa rosa. On the surface, 30mileanhour wind gusts Half Moon Bay, 21mileanhour winds santa rosa. Breezy from the east bay. But as you go up from 1,000 feet to 3,000 feet, yeah, we are seeing 40 miles an hour at mt. Diablo. So it is breezy to gusty out there. The golden gate bridge, a bit of a lull but its not going to last. Weve got rain and wind this morning. Chance of a thunderstorm. Then the cold portion of the system comes through later on today. Thats why we have a chance of low snow levels tonight into monday and even tuesday. So this is the plan the rest of the day as the showers become more scattered after the 8 00 hour right on through about noon time. Well see a few areas of light rain and then at about 6 00, 7 00, this is when the area of low pressure pushes overhead and weve got more organized andou eng hos. So certainly going eainfal uo neay inch and a half to two inches. This is just from saturday through midnight. Nearly an inch in hayward and fremont and a half inch in livermore. So the wind gusts throughout the Morning Hours continue and we have a wind warning until 10 00. You can see the brighter colors along the coast, the yellows inside the bay. Thats about 25 miles an hour. Right now its raining in the sierra nevada. Its going to change over to snow. Winter storm warning until tuesday, 4 00 p. M. Were looking at snow anywhere from about 5 to 7 feet as we go through tuesday. This is in the upper elevations, so it has to change over to snow first. Well have more rain throughout the next couple of hours until we get the colder air in the mountains. 60 in fremont, 59 in Half Moon Bay with the rain and the wind. Super bowl sunday waking up to some scattered showers. Then by the afternoon, we have some sun but look at the evening hours, barbecuing perhaps, maybe dodging a shower. It may have woke you up while you were sleeping because we have gusty winds, still experiencing some heavy downpours. Its a 3 on our storm impact scale with heavy rain, the possibility of that urban flooding, 1 to 2 inches in our valleys with 2 to 4 inches in the hills and the damaging wind gusts. As we look at live doppler 7 and go in closer into the east bay, thats where weve got the heavy rain from Central Parkway there, for vineyard avenue, 84 and 580 looking at a downpour, valley avenue. And further to the north there looking at downpours around san ramon, just east of danville. Then you can see how it sharply cuts off around union city and fremont. Some lighter returnsatoga and ad cupertino. We have mist and drizzle from redwood city. A live look outside, the winds are clocked at 26 miles an hour here in san francisco, 51 degrees. Upper elevations anywhere from 35 to 60mileanhour wind gusts. So the high wind warning until 10 00. The storm concerns today are for hydroplaning, flooding on the roadways, downed trees and the small stream flooding. The flood threat continues through noon time for the entire bay area. Were looking at the rapid rise on small cta parkway, not a good idea to be spending time there. The winds may have been gusty but at the airport still looking at conditions that are allowing the flights to take off there. Half moon bay, 35mileanhour wind gusts, santa rosa up to 21. We go up in height and youll notice altamont up to 31 miles an hour. Mt. Diablo coming down a bit, upper 30 wind gusts. Mount zt st. Helena down to miles an hour. This afternoon upper 50s to near 60. The steady rain is causing problems throughout the bay area. Weve already seen some downed trees causing Power Outages to a number of customers this morning. Abc 7 News Reporter Cornell Bernard is live in san rafael for us. Cornell, the roads are slick. Youre in the north bay where residents are finally seeing a break in the rain. Reporter yeah, we are seeing a brief break here in the rain, chris. Its kind of welcome after hours and hours of torrential rain that we saw overnight. Were here off 101 in terra linda where the roads as you can see still pretty slick. They just cleared an accident near the lincoln avenue exit not far from where we are. We were told it was a traffic collision. I hope everybody was okay in that. We havent heard back from chp. But possibly weather related, and its really no surprise because the rain has been so fast and furious here. Up in sonoma county, lets take a look at some video. The storm has already caused some problems up there. A large tree went down also bringing down power lines on the bohemian highway this morning. Pg e and fire crews are on scene to remove that tree from the roadway and assess the damage. The rain here in marin county, like i said was just torrential. It started raining about 3 00 p. M. On friday and really didnt stop until up about 25 minutes ago. Chp here in marin taking to twitter overnight making really what can only be described as an appeal to drivers to take it easy if you are heading out. Give yourself lots of time to get where youre going, because the pavement is slick. Stopping on this roadway is going to be pretty difficult, so take it easy out there. Live in marin county, Cornell Bernard, abc 7 news. There are Power Outages in some parts of the bay area this morning. According to pg e, 438 customers are without power in the east bay, 620 in santa cruz and 704 in the north bay. So were starting to see some improvement compared to the last hour as crews work to restore power. Yosemite has announced the possibility of road closures because of the storm. Highways 120, 41 and 140 could all close inside the park over the next several days. The park service says yosemite will remain open. Caltrans has temporarily closed highway 1 in the big sur area. It will be closed at pauls slide in the north and mud creek in the south. Those sections of the highway are prone to rock falls and mudslid mudslides. The area near mud creek was just reopened in july after a massive mudslide in 2017. Caltrans says it will update the status of the highway on monday. In the south bay, heavy rain is falling in the Santa Cruz Mountains. Some people started preparing yesterday, stocking up on food. Abc 7 News Reporter david louie has the story. Reporter street crews in san jose started cleaning storm inlets back in june, but its debris like this that clogs them and leads to flooding. So dop pumps that stop working at underpasses when the power goes out. This spot is a known problem area. A lot of the pump stations have backup power, but we are able to provide portable pumps in areas where there are concerns. If Something Like that happened, wed obviously have a lot of coordinating to do, but we have stuff on site able to respond. Reporter rick scott of the Transportation Department has 20 crews standing by to respond as the storm intensifies, but theres a limit to what they can do. We cant stop flooding if theres too much water. So at that point our real priority is safety, closing roads, making sure people know not to drive on flooded roads and flooded areas because sometimes we just require time for the water to clear out of an area and make the area safe again. Reporter sandbags are available to residents if water encroaches on garages and homes, although no one seemed to be in urgent need of them so far. In the Santa Cruz Mountains which got slammed with the heaviest rainfall, residents are stocking up on food and preparing to be without power. Ive got a fireplace, flashlights, candles, the whole bit. So you can go for two or three days easily . Two or three days. But i really cant complain, compared to what they went through in the midwest. I mean geez. Reporter rachel survived the 1982 love creek flood and mudslide that took ten lives and destroyed 30 homes. Shes getting ready for this storm. Make a big pot of soup that will last a while before the storm hits. Thats pretty much what i do to get ready. Reporter some hot soup sounds pretty good about now. San jose will have its crews standing by for the next 24 hours. Theyll then ratchet back a little bit but theyll be on standby still because there is always residual damage, trees and slides happening days after a major event. David louie, abc 7 news. Salinas police have confirmed that officers shot a suspect in the parking lot of a safeway store. It happened just after 10 30 last night. Police received a call about a person pointing a gun at customers inside of safeway. Officers shot the man. He was taken to the hospital. His condition is not known. The five officers who responded to the call were wearing body cameras. The Monterey County District Attorneys Office is currently reviewing that footage. Good morning. We had some heavy rain, the downpours, the gusty winds with the passage of the initial cold front, but there is more rain offshore. You can see the line from sea ranch all the way down to san mateo and into the south bay. Were going to take you on a little radar tour. As we go into vacaville, some lighter rain as the heavy rain pushes into the sacramento valley, the delta looking at wet weather. The rain has let up around dublin boulevard, but still light rain, mist and drizzle from pleasanton. You can see the lull right over the heart of the bay here. But up to the north for bodega bay, dillon beach and marshall, the wet wea were seeing pockets of heavier downpours as well as boulder creek, the Santa Cruz Mountains.
