Plenty of ideas. No Perfect Solutions tonight, nine days after a xwunman killed 17 people at a florida high school. Tonight, abc news has obtained the transcript of the tip the fbi received one month before the shooting but did not act on. Abc News Reporter maggie ruehl has the new developments. Authorities are revealing new details on what happened leading up to last months school shooting, including the tip a month before the shooting. A female warns the alleged shooter was going to explode. Saying he would threaten to kill people on social media. She told the Parkland Police department and the fbi in case, quote, he starts shooting places up. The fbi failed to follow up on the tip. Also released, a 911 call from someone who appears to be the alleged shooter, about three months before the shooting happened. The thing is, i lost my mother a couple days ago. So, like, im dealing with a bunch of things right now. Reporter the Broward County sheriffs offers said they were called to his home 23 times. Two of the calls were reltdre ro concerns that this person could shoot up a school. Students are standing behind stoneman douglas. And many met with top officials, including florida governor, rick scott. My message to them is very simple. Youre not alone. Reporter today, scott announced a new action plan that puts 500 Million School safety program. The students and their families will be back on campus for an orientation on sunday, to start, what the superintendent says, is a week of transition for the students. Getting them back together to find some level of normalcy. The Parkland School shooting is reigniting the debate over whether teachers should carry guns. The nra and President Trump have endorsed that idea. But the Union Representing teachers in San Francisco is against it. And experts say carrying a weapon requires training and judgment. Critics say, first, you have to have teachers who want to carry guns. Many potent. Many parents are uncomfortable with the idea. And then, theres the matter of acquiring and maintaining the proper skill. It will be neither fast nor cheap. At least eight states allow teachers to carry guns on campus. But the Teachers Union in San Francisco says no way. As a teacher and the president of the Teachers Union, i can tell you thats a crazy idea. Its all teachers can do to teach, keep addreorder and look for the wellbeing of students, than to keep a gun and keep it a safe distance from students. Arm us with books. Arm us with smaller class size. Reporter then, theres the training. Cadets in Police Academies undergo three weeks of training with handguns, shot guns and rifles. And thats not all. Using the weapon is one aspect of the training. The bigger aspect is the decisionmaking on when to use it and how to operate in a highly stressed situation. Reporter nobody is saying that teachers need the same training as cops. But anyone who carries a gun regularly, needs to develop and maintain a level of skill. He is in charge of weapons training for the Richmond Police department. When a new officer joins the force, they must undergo 40 hours of firearms training. They go to the range to hone their marksmanship and gun handling skills. Reporter hes not taking a position on who should be armed. But the richmond p. D. Is making a key change following the florida shooting, since the gunman tripped the fire alarm to get people to leave the classroom and move to the kill zone. An oakland city official says arson may be to blame for a fire this afternoon at an abandoned nearly centuryold library. Flames consumed the building at east 15th street and miller avenue. The property has been vacant since the 1970s. But squatters have taken over the historic building. Oakland city councilman lives two blocks away. There was a big fight. A physical fight that occurred on the ground. So, the building and one group pushed the other out. And they believe the other group that got pushed out set the place on fire. The building has been red tagged and is considered a total loss. A protest took place at stanford tonight, linked to the brock turner case. Headlines for sexually mmer made assaulting an unconscious woman in 2015. He was sentenced to six months in jail. We look at what todays protests hoped to accomplish. And read passages from her letter to the court. There were plans to install a plaque here. But the university refused to use the quotes that doe requested. Stanford decided to take away her voice and rewrite the story in a way it saw as convenient. Reporter the university chose different quotes from the letter, including one that said, im okay. Everything is okay. Okay, everything is okay, its completely out of context. This is about a rape, not, you know, a b on a test. Reporter after brock turner and emily doe left that frat house, this spot became a crime scene. Since then, the university has transformed it into a contemplative space. But protesters say this does not reflect the truth of what happened here. It has not been revealed what words doe wanted. In a lengthy statement, a University Spokesman said ms. Does representatives had prepared two quotes that the university could not accept. They were inconsistent with a contemplative space where members of our community could peacefully reflect and seek solace. Prosecutors filed new charges against the Riverside County couple accused of beating and torturing their children. They will face three additional child abuse charges.
