alto high school. matt? >> reporter: good morning, reggie and natasha. james franco is obviously a big star but he's always come back to palo alto high school. a move by the school's principal may make him feel a little less welcome. franco painted a mural on campus in 2014. according to the school newspaper, the voice, earlier this week, the principal there decided to have workers paint over it on the school student center. the future of his paintings inside the media arts center will be left up to that community. this comes after sexual misconduct allegations against the actor. he's publicly said the claims are not accurate. franco graduated from palo alto high school in 1996. he's come back several times to speak and taught a film class in 2015. reporting live in palo alto, matt keller, abc 7 news. from our live desk, i'm tracking a muddy watery mess in palo alto. look at this. people in one neighborhood woke up to a water main break this morning. abc 7 news was on kipling street near loma verdicte avenue. getting close to homes. no word on damage. firefighters helped out on the scene. a city worker says the water has been shut off and crews are now on the way to fix it as soon as we get an update, i'll pass it along. >> thank you, jessica. i.c.e. will not arrest undocumented immigrants at courthouses unless they're wanted for crimes or pose threat to public safety. >> federal immigration officials made that promise yesterday. they say i.c.e. agents need approval from a supervisor before making an arrest. i.c.e. is responding to critics who say they were unfairly targeted like family court or small claims court. the san francisco district attorney told the chronicle, they discriminate them -- they fear the immigration status will be used against them. a tracy man is in jail charged with raping a woman in a motel woman and impersonating a police officer. milpitas police say 54-year-old stanley freeze en arranged to meet her at the baymont inn. he showed the woman a badge and a gun and told her he wanted to have sex with her. investigators say the victim feared for her safety and agreed. officers arrested him last thursday in tracy. he may have assaulted other women he met online. 12,000 badly needed homes are slated for development at the former hunters point shipyard in san francisco. radioactive soil is putting that development in jeopardy. the navy is confirming its contractor falsified soil samples to say they were safe. abc 7 news reporter kate larsen was at a heated meeting where the navy took questions from frustrated residents. >> we need this mess cleaned up and i mean, today. not tomorrow. >> the u.s. navy is now admitting that their contractor, tetra tech falsified soil samples to indicate they were safe. in fact, they were toxic. remnants of the old nuclear warfare research lab, slated to be redeveloped into housing. >> every time they survey around here, it comes up dirty. >> michelle pierce grew up here and feels the navy has been taking advantage of her community. >> i think the hope is that we will all be dead before they can sell their next $2.1 million condo. that's a problem. >> i understand people's frus vegas. >> the environmental coordinator for the navy, they held a community meeting for the navy chronicling the action plan and the missteps. >> it involves additional sampling, radiological scanning. >> up until these reports just came out, the navy has basically shut us out. >> david anton is an attorney who represents the whistle blowers who were ordered to swap in uncontaminated soil samples to replace the radioactive ones. he's wary of the navy's new cleanup plan. >> their statement said they're doing everything to protect health and safety are not true. >> meanwhile, redevelopment is put on hold for the next year. in bay view hunters point, kate larsen, abc 7 news. you're waking up to bairt del b.a.r.t. delay because tracks were damaged out there. they're single tracking, union city to south hayward. this is affecting the fremont and warm springs line. they are expecting major delays. right now 32 trains systemwide. for those who travel b.a.r.t., those are the southern portion of that line. that's the only area that's being affected. other b.a.r.t. lines are not being affected. they're running on schedule this morning. again, 32 trains throughout the system right now. we do have a slight problem coming out of the central valley. tracy westbound 205 near north tracy, it's blocking a couple of lanes there. >> otherwise your commute is not bad at all out of the central valley. you're looking at a 25 to 30-minute drive there. here's mike with a look at the forecast. >> check out these temperatures everybody from 4 to 11 degrees warmer than this time yesterday. that's going to springboard us to a warm afternoon. also, our coolest temperature in glenn park at about 50. our warmest low, 54 at ocean beach, the castro and the mission and the financial district the warmest at 55. we've got low to mid-50s in richmond, san leandro, belmont, daly city. pittsburg, not far behind union city and saratoga at 49. we have pleasanton and santa clara at 45. 44 at petaluma. as far as your activities, warmer at the beaches as the winds blow offshore a little bit. dry and warmer if you're going to be out exercising. if you're running errands, take the sunglasses. our east bay valleys, here's a look at at 8:00. we jump to 59 by 10:00 to 66 at noon. we hang out around 70 from 2:00 to 4:00. 63 at 6:00 and back at 8:00 with decreasing clouds back into the 50s. high for the peninsula, high clouds and sunshine all day. but we go from 50 at 8:00 to look at that, 64 at noon. upper 60s from 2:00 to 4:00. clouds will hang around during the evening. shelter in place. it's the fire captain's responsibility to notify the county to alert. richmond's mayor voiced frustration yesterday saying it took an hour to get the first alert out. >> the whole warning system thing is an absolute total joke. it's been around now for about 25 years, it's never worked. >> the fire started just after 5:00 p.m. on tuesday. a statement from the sheriff's office says it received alert information at 5:55. on a separate note, toll workers had to leave because the air quality was so unsafe. this is a time lapse showing all the smoke. now we're learning anyone who crossed the toll plaza between 9:19 p.m. and 4:17 a.m. will have those toll charges reversed. volunteers who hauled large animals away from danger during the north bay fires reunited last night. many of the owners came to say thank you. marty steinsaid if they lost their house, they would rebuild. if they lost their animals, they could not go back emotionally. the attachment he has to the animals is something the volunteers understand completely, which is why they risked their lives to get them out of harm's way during the october wildfires. >> we were on vacation out of the country when the fires started. we couldn't get back in for four days. people we didn't know came and rescued our animals. >> dozens of volunteers came together in petaluma to meet the people whose animals they saved. the group has also formed a nonprofit in hopes they'll be better organized in the case of the next wildfire. twitter says 1.4 million of its users saw content created by russian trolls in an effort to influence the presidential election. that figure is more than double the number twitter initially identified. twitter says those users have been notified. the updated number was released after criticism from democrats, including california senator dianne feinstein who say twitter provided incomplete answers about a possible russian campaign. 5% of the workforce and shifting away from the oakland headquarters. the radio company says it will expand operations in atlanta instead because of the cheaper cost of living. pandora employs about 2500 people. the restructuring is expected to happy about it. by focusing on meaningful interaction, the time you spend there will be more valuable and make facebook stronger over the long-term. >> which, to be fair, is what you would say if that happened. you would say quality over quantity when you see numbers drop. we'll see how that affects his bottom line in the future. let's go now to sue hall. she has a look at traffic troubles this morning. >> b.a.r.t. troubles. good morning everyone. you're waking up to b.a.r.t. issues with the fremont and warm springs line. they're experiencing major delays. here's what we know. at 3:20 this morning, the maintenance vehicle was doing what they do overnight. apparently it derailed on to the third rail between union city and south hayward. now they're having to single track around that, causing the delays. there are crews out there trying to repair the track. but they are asking or they're warning riders to expect major delays along the fremont and warm springs linings. those are the farther south lines. it's not affecting the whole system, just between those stations, union city and south hayward. just be aware of that. you may want to take extra transportation or differetranspn this morning. we have an earlier accident cleared out of lanes now on 205. a little bit of slowing over the altamont for about a 25 to 30-minute right over the dublin pleasanton area. mike, it's feeling like spring today. >> it sure does. but do you want to do spring cleaning? >> no. >> no, not this weekend much maybe next weekend. hi everybody. mostly cloudy in san jose and about 52 degrees right now. we're looking at 280 and 17. let's elaborate on what's going to happen. clouds, they'll be out there once again. the high clouds. and the warmer than average highs, they remain mild. tonight, like this morning. the clouds will linger and less fog and we get the break from the winter chill and the rain for the first two weeks. what's going to be the mainstay is the clouds will be right near us as the storms pass us to the north. it's going to drag up that warm weather an the cloud cover and put it over top of us. it won't bring us any rain. the temperatures around the bay an the coast, you have a wealth of mid to upper 60s from 66 in richmond to 69 in palo alto and san mateo. into the inland valleys, the north bay, also the east bay and down into the south bay, we have temperatures around 70 to 72 degrees. tonight's another mild night with mid to upper 40s in most neighborhoods. 50s in san mateo. san francisco 53. a little bit of tule fog. maybe fog in the north bay. it's going to be hard for it to develop. we've got low to mid-70s tomorrow and saturday with the 70s reaching the coast. then we'll go mid to upper 60s at the coast, sunday, monday, tuesday and wednesday. low to mid-70s around the bay and inland for sunday, monday. maybe drop down a little bit tuesday. then we rebound back into the low to mid-70s. if you have allergies, you've been warned. the live desk. >> i'll take it, mike. we want to get back to the breaking news that sue just mentioned. the commuter alert for b.a.r.t. passengers. there are major delays this morning. we want to get to abc 7 news reporter amy hollyfield. she's live at the south hayward b.a.r.t. station. amy? >> reporter: quickly, take a look at that train. just going through. it's going rather slowly. that's because they are single tracking through here. it's passing right now right by the problem area. you see that maintenance truck out there working on the track. that is where the problem is. a worker -- a maintenance truck was out there this morning and it derailed. so they are now single tracking. this is the warm springs line. this is between union city and south hayward. expect delays. what happened was that maintenance vehicle derailed and they believe that it damaged the third rail. so that's what they had to fix. no eta on when they're going to get this fixed. we do see a lot of workers out here and more are arriving. so it looks like they are -- they are still in the problem solving mode. not in the wrapping up mol we'll stay on the story and keep you posted as we can. reporting live here in hayward, amy hollyfield, abc 7 news. amy, thank you. morgan hill police are trying to determine if there are more victims of a soccer coach charged with sexual assault. gonzalez is accused of attacking a minor he met through coaching. he works at oak grove high school in san jose. officials don't believe it involves any students there. he was arrested yesterday at his home in morgan hill. he also works at schools in gilroy and morgan hill. the incident did not happen on school grounds. the fundraising battle between two of the candidates in the san francisco mayor's race is heating up. board of supervisors president london breed has raised more than $300,000 since announcing her candidacy last month. she's almost on par with one of her rivals, former state senator mark leno. he received more than $400,000 in contributions last year. the board removed interim mayor london breed last week and replaced her with supervisor mark farrell. that was a controversial move that some labeled racist and sexist. the special election will be june 5th. a blur in the seismic movement on the hayward fault most likely caused the pipeline break in hayward over the weekend. tom broker says a rupture occurred along the hayward fault ripping the street near margaret drive and highland boulevard. it created a large sinkhole on monday. you can see the fast moving river of water. >> it's moving about a fifth of an inch per year. that doesn't sound like much. but in 40 years, you know, it's getting close to ten inches of motion. and so ten inches of motion is enough to stretch some pipes. >> last big one on the hayward fault was 150 years ago. experts say we are due for another one. the san francisco district attorney's office will toss out or reduce thousands of criminal convictions for marijuna that is going back decades. d.a. george gascon says more than 3,000 misdemeanor convictions will be reversed and the defendants' records expunged. his office will take another look at nearly 5,000 felony convictions. the move is allowed under ballot measure that legalized the use of recreational cannabis. many of the convictions no longer make sense he says. >> i believe that long ago we lost our ability to distinguish the dangerous from the nuisance. it has broken our pocketbooks, the fabric of many of our communities and we have not been any safer for it. >> people have been convicted of violent felonies are not eligible. happening today, possibly help for marijuana merchants. there will be a hearing to consider the creation of a public municipal bank in the city. right now cannabis businesses are operating on a cash-only basis because of federal laws against the drug. banks are reluctant to take mayor money out of fear of future legal trouble. the meeting begins this morning at 10:30 a.m. state water managers will conduct a snow pack survey. last month's survey found virtually no snow following an extremely dry december. it was just 3% of normal. but after recent storms, electronic sensors show that snow levels are currently about a third of normal. today's survey happens at 11:00 a.m. about seven minutes from now, i'll show you that forecast for tahoe and it does include record high temperatures, which not conducive for snow. hi everybody. let's bring it back home. we're in the low to mid-40s through the north bay valley. we get warmer near the water. san rafael 50. mill valley 47. tiburon 52. vallejo at 49 degrees. we're 51 right now in he will so bront. san carlos, 50. along with san jose. daly city at 52. cupertino at 54. everybody else in the mid to upper 40s. it's milder this morning. san mateo bridge, it's dry towards the peninsula. limited fog out there today. your commute should be easier weatherwise. a milder morning and a milder afternoon if you're taking mass transit. a quiet weather pattern over the bay water today. let's go to the east bay and take a look at the 12-hour planner. we start off with high clouds and 49 degrees at noon. at 8:00. we jump up to 58 at 10:00. 62 at noon. hang out in the mid-60s from 2:00 to 4:00. back down to 56 degrees with the clouds lingering through the 8:00 hour. one last stop. we'll go to the north bay. 42 to 55 to 65. quite a jump from 8:00 to noon. we'll flirt with 70 from 2:00 to 4:00. 61 at 6:00 and cooler at 8:00 as the clouds thin out, 55 degrees. i'll let you know if that means more fog in the forecast. we are still following this b.a.r.t. delay. the fremont and warm springs line experiencing delays. overnight they were doing maintenance and one of the vehicles damaged the third rail of the track between union city and south hayward. they're having to single track. there are crews repairing that. you are experiencing delays. it's not systemwide. just on that particular line between south hayward and union city where there's major delays on the warm springs line. the rest of the system is running nicely with 47 trains throughout the entire system. we are still seeing slowing out of the central valley and tracy. otherwise, the drive times for you, tracy to dublin now just under 40 minutes starting to get hef fri antioch to concord today. temperatures running in the mid to upper 50s to near 60. record highs are also possible in tahoe. mike, thank you. we have good news to report from the north bay wildfires zone. a nonprofit nor the blind called lighthouse says it will be able to open the summer camp this year. >> the fire destroyed some cabins and bathrooms in napa. enough of the campus survived for them to continue. they will begin accepting applications february 7th, which is a little later than usual. the deadly fires in the north bay and southern california are the most expensive wildfires in state histo history. insurance claims reached $11.8 billion. the state insurance commissioner is confident insurance companies have the means to pay the claims. >> the state law is that if the evidence shows that an uncovered peril, the mudslides, caused by a covered peril, in this case, the fire, they should pay. that's the preliminary indications and that's what i expect them to do. >> the state cautions the claims do not include the losses associated with the mudslides in santa barbara county. right now, all eyes are on the apple earnings report that's due out today. should be an indication of how welt iphone x is selling. this is typically the bay area company's biggest fiscal quarter of the year. it's typically strong because of the releas of their new phones and the holiday season. you'll remember that earlier this week, we reported production costs -- cuts i should say due to weaker than expected demand for their new models. this earning report due today will include sales of the iphone 8, the 8 plus and the iphone x. jessica, thank you. seismic improvements at a now closed school will cost more than the district can afford. donald elementary school closed after soil samples showed it was at risk of liliquefaction. to make it safe will cost about $34 million. they plan to hold community meetings to get ideas on ways to come up with the funds. san francisco voters are a step closer to deciding if they want to pay more taxes to give teachers more money. leaders submitted more than 16,000 signatures to put a partial tax measure on the june ballot. the tax would raise about $50 million for teachers salaries and education technology. bottom line, it would cost property owners almost $300 more a year. san francisco, like other bay area cities, are facing a teacher shortage. it's driven by the high cost of living here. a peacock comfort animal is igniting a debate. airlines are cracking down on what they say are fake comfort an mams. disability advocates say it will hurt people with legitimate service animals. delta airlines required more proof of the animal's support qualifications. they need to be submitted 48 hours in advance. all of the major guide dog programs are contesting the new policy. the organization issued a statement. if airlines followed the ada guidelines for what is legal for a service animal, we would not be in this horrible situation
