A Riverside County couple faces torture charges in what investigators call a disturbing case of abuse involving their 13 children. Deputies arrested davis Louise Turpin of the son in the case say theyre shocked about their son and daughterinlaw. Reporter inside this home police in perris, california, say they found 12 children sunday after one of them, a 17yearold, police say was emaciated and appeared to be only 10, was able to grab a cell phone, run outside, and call 911 telling police her parents david and Louise Turpin were holding her 12 siblings captive. They were shackled to their beds with chains and pad locks. Those 13 siblings were held in dungeonlike conditions in their own filth and said they were starving. Police also making another shocking discovery. Seven of the children found were actually adults, ranging in age from 18 to 29. Everybody was super skinny and not athletic skinny, malnourished skinny. They were very paleskinned like theyve never seen the sun. Theyve been outside before doing yard work at 11 00 at night. Like 10 30, 11 00 at night. My daughter and i were driving home one day, and its not just that time. This has happened before. Reporter how old do you think those kids you saw were . They were young, probably like 10. Reporter facebook pictures showed the couple renewing their vows, their 13 children in identical outfits and haircuts. They had to have been doing this for some time and they were probably very disciplined and very meticulous about keeping the children captive. Happening today San Francisco may put the squeeze on Street Parking across the city. Today the sfmta will consider a Pilot Program which would limit each household in the city to just two permits. You can get up to four permits. The city is currently granting more permits than spaces available. The board will meet at 1 00 this afternoon. Starting today you will need a reservation for the new parking and shuttle system if youre planning to visit muir woods. The park has been overrun by traffic and parking problems for years now. Reporter the muddy waters swamping the 101 freeway is sucked up, but its a slow process, avoiding tree limbs and other debris. Last tuesdays mud slides covered a quarter mile stretch of the 101. Cal trans estimates it was 6 to 9 feet deep in some places. Some streets in montecito are still muddy. Heavy equipment has moved boulders and trees, but the yards of many homes in the mandatory evacuation area are caked with one to two feet of mud. Three people are still missing. Recovery teams and cadaver dogs continue to search. The focus is to keep digging up debris piles, send dogs through there, see if we can get a hit, get Something Like a concentrated area we can work on. Right now its just so widespread. The mud, some areas, are still real soupy. The dogs arent going to be able to smell in mud.
