tomorrow this shot will be bouncing up and down in the wind. >> drew tuma? >> live doppler 7 is tracking rain. take a look at this. when it gets down to street level, live doppler 7 showing you from burlingame to san mateo, live doppler 7 showing you light rain. south slide to palo alto, sunnyva sunnyvale, light sprinkles beginning to fall. east bay, similar from berkeley to oakland, emeryville, richmond. some light sprinkles from 80 to 580. inland light showers around benicia and martinez, approaching pleasant hill and concord. this is just the beginning of a storm system that will pack a punch. on the storm impact scale, this is a strong level 3 storm moving through here on monday. heavy rain at times. strong winds, especially monday evening. and there is some concern for flooding, especially over our burn areas. so the rush hour is the morning commute will feature light to moderate rain. so give yourself some extra time, especially for the evening commute. pockets of heavy rain and very strong winds. hour by hour on future weather, timing out this storm system coming up in the full accuweather forecast. crews in san francisco, they are on call right now ready to respond to whatever the storm may bring. >> abc 7 news reporter lilian kim is live at 17th and folsom with that part of the story. >> reporter: crews have been installing flood barriers in hopes of keeping the waert out of the apartment buildings and businesses here. this area will be staffed round the clock until the storm is over. >> i don't know, i was shocked. i walked out, and they were there. >> reporter: kay walked out of his apartment building to find 120 plastic water-filled barriers outside. 17s and fulsome is a notoriously low-lying area. while a $200 million drainage system overhaul is planned the so-called flood stop flood barriers are being put in place during heavy storms until then. >> we advise folks to elevate their belongings if they might be at risk for experiencing flooding. make sure to call 311 if they're experiencing any issues with their storm basins or flooding in their home. >> reporter: the san francisco public utilities commission has been doing what it can to spread the word about keeping those catch basins clear. crews have been trying to stay on top of them. sfpuc has assigned nearly 2,000 of the city's 25,000 storm drains to volunteers, residents who committed to clearing them themselves. the department of public works has been gearing up for the approaching storm. sandbags are ready to be distributed at its kansas and marin street location. each resident gets ten for free. beyond flooding, another concern is downed trees. arborist crews or standby. >> we know in the first rains of the season, trees sometimes ar little more vulnerable to failure. just because of the ground loosens up. so we might have some downed trees, especially if they're going to be high winds. >> reporter: if residents spot a tree or limb that looks vulnerable to falling, they're encouraged to call 311. in the meantime, storm preps are also under way in the south bay. abc 7 news was in santa clara where the county is providing almost 200 more beds for the homeless as the rain arrives. some of those beds are here at the bill wilson center. they are scheduled to be available for the next three nights starting tonight. the big concern in the north bay tonight ahead of the storm is possible flash flooding and mudslides in the fire burn areas. >> abc 7 news reporter cornell bernard has details from santa rosa. >> reporter: a game of beat the clock for this landscaping crew working in santa rosa's fountain grove neighborhood. >> very worried. >> reporter: a storm moving in. >> a big storm coming. >> reporter: tran is nervous about the storm, he's pouring concrete for a new fence around his fountain grove home. the old fence burned in the fires. but his house survived. >> the rain, some of the tree, we just cut it down but we're not taking out the root. so keep the dirt from sleeping. >> reporter: mudslides are the biggest worry. most of the vegetation was wiped out in the firestorm. these new signs now warn of the danger. the city is improvising with miles of these straw wattles for erosion control. >> we're waiting to see what happens, when the storm brings. >> reporter: lowenthal says the santa rosa fire department is on alert. it plans to monitor hillsides for any runoff. most of the underground storm drains which burned have been repaired or replaced. >> we've done a lot of work. >> we have audio difficulties. that was cornell bernard reporting. >> the thomas fire scorched the foothills and officials are concerned the incoming storm could dump a large amount of rain, causing dirt with debris to flow and swamp roads and homes. >> the forecast is calling for the santa barbara area to get between 2 and 4 inches of rain. a good time to remind you to be aware of the wet roads and the rain during tomorrow's drive. you tried to stoop a car burglary. >> officers and k-9 teams searched the neighborhood near summit drive for four people wanted for the shooting. detectives believe the victims were shot after they confronted two men and two women who had broken into a sec thvehicle thi morning. >> this is a quiet neighborhood, never seen this happen here. it's a nice, peaceful neighborhood. i've been living here a long time. >> body shooting victims are expected to survive. meantime, abc 7 news in san jose after a woman died in a traffic accident. investigators do believe her car collided with a car that was turning at silver creek valley road and beaumont canyon drive just after 6:00 p.m. tonight. the woman's toyota overturned. she was ejected from her suv. police tell us the other driver is cooperating with officers and they don't believe drugs or alcohol were factors in tonight's tragedy. an actor in a netflix series faces charges of stealing from senior citizen during the time he was a bit of film history at an east bay theater. >> the ream theater showed its last movie on the big screen today. and abc 7 news reporter lonny rivera has a look at what forced the iconic place to close its doors. >> reporter: a bittersweet night for moviegoers. sunday night was the last for the 61-year-old ream theater in mora moraga. >> attendance, and also the rent has gone up, utilities are high. >> reporter: theater operator derek zemrack renovated the building eight years ago. >> interactive tablets -- >> reporter: he says mounting maintenance costs and new technology made it tough to stay take over the building. a glimmer of hope for a future for the rheem. in the south bay it's the end of the road for an he is toric car dealership. >> abc 7 news in santa clara today as customers did some shopping at st. clair cadillac. the dealership is set to close down for good on january 15th. and it opened back in 1925 and is currently on stevens creek boulevard. >> about 100 people work at st. clair, and they learned about the closure a couple of days ago. sonic automotive owns the dealerships along with several other dealerships here in the bay area. a mother now has a new way to get to work and take her daughter places after receiving a car at a give-away at her church. >> abc 7 news was inside that church when diana walcott learned she had been selected out of a pool of people nominated to get a car. walcott couldn't afford to replace the vehicle she lost in a recent accident. >> i am able to work on so much more than i could have without a war car. having my car totaled took everything from me. >> it's like christmas all over again to see the reaction to someone receive such a gift. >> antioch mayor sean wright helped escort walcott to her new set of wheels. the give-away also helped the church celebrate its third anniversary. officials apologized tonight after thousands of passengers faced delays after weather-related problems that paralyzed new york city's jfk airport. >> arriving international passengers spent hours on board jets because no gates were available at terminals with customs and immigration facilities. another problem created more headaches when a pipe broke in terminal 4, flooding a delta airlines hub. >> that forced more than 30 foreign carriers to unload flights at other terminals or completely divert them to different airports. >> we regard it as completely unacceptable and we intend to understand why it occurred, get to the bottom of it, and fix it. >> jfk happens to be america's busiest airport for international flights. and speaking of flying in the air, here's a live look at sfo where several of the more than two dozen flights between jfk and sfo were delayed today. >> we'll have our own problems when the storm gets here. chokes me up thinking about it. >> especially because the storm impact scale at a 3, haven't seen that in quite some time. >> the last time we had 3 was in november. it's been several months since we've seen rain of this intensity. right now live doppler 7 showing you right rain falling across parts of the region. tighter, from san mateo, redwood city, you can see light greens, light rain falling at this hour. similar setup as you move inland as well. more raug go, walnut creek, oakland in the east bay, san ramon, light sprinkles falling. into the north bay to novato to marin and san rafael. this is just the beginning of what will likely end up being the strongest storm so far we have seen this rainy season. temperatures, numbers have not budged too far from where we were this afternoon, holding in the 40s and 50s at this hour. the call from accuweather overnight, the numbers area-wide will drop into the 40s with light showers moving overhead just in time for the monday morning commute. so on the storm impact scale, this is going to be a 3, a strong storm moving in here on monday. we're tracking heavy rain at times along with some strong winds as well. and with that heavy rainfall does come the threat of some flooding, especially over our burn scars in the north bay. let's go hour by hour on futurer weather, time this system out. 6:00, the monday morning commute just getting under way. you can see light showers dotting the landscape. perhaps even an isolated downpour. certainly allow yourself some extra time tomorrow morning because the roadways will be slick. that's going to be a theme for the first half of our monday. future weather showing you light rain continuing to dot the region. and then we'll start to see the storm system intensify. by monday afternoon waves of rain, heavy at time in the north bay. later on in the evening, the evening commute is under way. even heavier rain falling than wa what we saw for the morning commute. the evening commute could be even worse than the morning commute could be. heavy rain, strong winds falling. heavy rain continues by 11:00 monday night. we're still tracking those downpours. not until the early morning hours on tuesday does the storm system begin to get out of here. but we do have a flash flood watch in effect because of the threat of heavy rain in the north bay. stretching from mill valley all the way up to clover dale and east into yountville and napa. a watch is different than a warning. a flash flood watch means conditions are favorable for flooding. tomorrow if a flash flood warning is issued that means flooding is happening or will be happening, so you want to get to higher ground if that is issues. we'll be tracking that for you right here. rainfall estimates area-wide, a healthy 1 to 2 inches of rain. where we do see downpours develop, likely more than that. we'll have to watch the rain in the south bay. even san jose coming in with close to 1 inch of choice tour. also strong winds. wind advisory goes into effect, winds out of the south racing in the afternoon and the evening. gusts could go 40 to 50 miles per hour. so the threat is there with that wind. trees could come down and isolated power outages. here's the accuweather seven-day forecast. the next seven days. there's the heavy rain and wind, a 3 on the storm impact scale. thunderstorm chance tuesday. "coco" won for best animated motion picture. disney, the parent of abc 7, owns pixar. a big storm on its way to the bay area and the rain is already beginning to show up. meteorologist drew tuma will have the forecast for us in about ten minutes. san francisco is just one of the cities in the bay area tonight preparing for potential flooding. abc 7 news saw barriers out at 17th and folsom. that is a notorious spot during any significant storm. department of public works is getting ready tonight having sandbags available at its locations at kansas and marin street. another concern, fallen trees. the city has crews on standby. elsewhere, let the great thaw begin. when people wake up tomorrow back east, the arctic air may finally be gone. >> there is still trouble in these below-freezing temperatures. abc's chuck sivertsen explains. >> reporter: this fire escape in chicago turned to a block of ice. the entire street closed. a multi-family house in boston in flames. 14 people displaced after a five-alarm fire. firefighters covered in ice. new york's jfk airport, another travel nightmare on top of already long delays. a water main break flooding one of the terminals adding to the delays which were as long as 12 hours. some passengers sleeping in the check-in areas overnight as they waited. others whose flights had arrived forced to wait hours on the tarmac, then severa more to get their luggage. >> i was just really uncomfortable, cold. we were getting up, the flight attendants were getting angry. really uncomfortable. >> reporter: the department of transportation is monitoring delays and will make a decision about what to do on monday. >> real questions need to be asked, where were their contingency plans, why did the contingency plans fail, why was jfk not able to deal with these cascading failures? >> reporter: a january thaw coming for much of the country. temperatures expected to climb between 10 and 20 degrees. but there's more trouble lurking in a different part of the country. another storm system is developing in the pacific and heading towards california, bringing with it lots of rain. up to 5 inches forecast in some spots. that could spell trouble for those areas outside los angeles hit hard by wildfires. a high probability of mudslides and flash flooding. chuck sivertsen, abc news, new york. some cruise ship passengers want answers, others demanding refunds, after they sailed through the bomb sea clone that unleashed a powerful snowstorm along the east coast. >> take a look at this video shot from passengers on board the norwegian breakaway. the ship encountered 30-foot swells from sailing from the bahamas to new york city. water forced some of the passengers from their rooms. >> a cruise ship, the water is coming out of the boat. >> you couldn't imagine how horrible it was. >> some vacation. norwegian cruise lines apologized claiming the weather was "stronger than forecasted." even so, many forecasters predicted the hurricane-force sorm before the ship left the bahamas on tuesday. a frantic search under way in southern california for a college student who disappeared tuesday night. >> the student, who is at home on break, last seen at a park in orange county. 19-year-old blaze bernstein left without telling his parents and what's even more alarming to them is what he did not take with him. >> he left our house that night with no wallet, no money, no identification, no credit cards, no keys, no eyeglasses. this is someone that needs to wear eyeglasses. >> a friend says he went to the park with bernstein and he ran off into the dark. at first he thought it was a joke but the teen never came back to the car. the orange county sheriff's department has searched the park but not found any signs of him yet. now to the paralyzing sports injury that became a foundation for changing the lives of others. >> abc's gloria riviera with tonight's comebac. >> reporter: this was the only life worth my mom, i don't want this, i want to die. my mom got so angry at me for saying i was ready to give up. she's like, i didn't raise someone to give up, i didn't give birth to you so you could give up. player and former san francisco giants pitch wear among those who stepped up to the plate for a baseball camp in the heart of the santa rosa fire zone. >> here's wayne freedman. >> reporter: the sonoma county fire zone, a rainy day, and baseball. three elements that most of us would find difficult to blend together. but not here. the epicenter in santa rosa, where some 200 of the region's most enthusiastic ball players showed up for a clinic. but there is an extra element to this. 56 of these kids came from homes that burned in the north bay fires. >> we had 220 register, we had to turn away 50. >> reporter: casey oelen berger helped brainstorm this event, helped by an all-star lineup. marcus semien of the oakland a's among others. all pros. >> we care about our community, we care about these kids. these kids are the next generation. >> reporter: for everyone a break from the stress of fire recovery. mason lux plays at pioneer high school. his mother admitted being conflicted. >> it's a very humbling feeling. i'm usually the one that's giving to others. so it's hard to be the one taking. >> reporter: then there was santa rosa firefighter tony neil, who lost his home while saving others. >> it is ironic, yes. >> reporter: today he watched his sons jordan and mason in a base-running drill talk about treasures that burned -- >> i had buster posey signed baseball on my wall. >> reporter: just stuff, as fire victims inevitably say. but as years pass these young men and women are likely to have a new treasure. memories of this day. >> ask they will never forget. >> it's something we may not forget either. it's been awhile since we saw a 3 on the storm scale. >> back in november? >> the middle of november we saw really heavy rain. a couple of fremont, light showers at this hour. the wider picture, offshore we've got this shield of moisture and pops of yellow and orange. that's the heavier rain moving our way. so on the storm impact scale, this is 3 a strong storm on monday, heavy rain at times, strong winds especially monday evening, they could craig over 30-mile-per-hours. there is flooding concerns over the burn scars in the north moving through. the storm system starts to get its act together. by monday evening widespread heavy rain working through parts of the region. as we go into the latter portion of monday evening we'll have showers that will be heavy in nature, especially as you move inland. as you take a look at the wind it's a factor, wind advisory in effect, especially midday on monday. south wind 20 to 30 miles per hour, gusting over 40 miles per hour. the threat is there of trees coming down and also some power outages. we'll track it for you here on abc 7. accuweather seven-day forecast shows you heavy rain and wind on your monday, it's a 3 on the storm impact scale. a chance of a thundershower on tuesday. then drying out midweek into the upcoming weekend. but of course we want to stress that heavy off. should have knocked the ball down, would have had better field position. new orleans catches a break. 11 seconds left, fourth and 23. cam got to throw up the hail mary but didn't even get that chance. he gets sacked. saints win 31-26, they face the vikings next week. >> hard-fought win. you know, came down to final series. we knew going into this game that this was going to be a different type of game. >> it is very dangerous trading. we played against a very good football team that did really good things, they made plays when they needed to. we didn't make a play. we had a chance. that's all you can ask for, have a chance. i'm proud of the effort they gave, proud of the way they stepped and up made things happen at the end of the game. we missed our chance. buffalo in their
