tradition i had not heard of. a giant shred-it truck where you can pulverize your baggage, both literal and metaphorical. adrienne showed up with -- now, that's not your stuff. >> no, that is my stuff. >> what does that say about your 2017? >> i had a bag with all of my baggage, get it, i mean i literally -- emotional, physical stuff that i needed to just say -- ♪ let it go ♪ let it go >> and comes from "frozen," right? >> yep, and it is a frozen tundra outside. you're a genius. >> i am. >> we are going to start here with the frozen tundra. the brutal blast of cold air moving from the plains into the east coast teeing up what could be the coldest new year's eve in 50 years. on top of those frigid temperatures there's snow as well. low visibility causing a roughly 40-vehicle pileup near muskegon, michigan. rob is covering it all for us from central park here in new york city for us. it's cold outside, rob. >> good morning, did i just hear adrienne sing let it snow. let it snow. it's trying to do that here in central park. a couple of flakes flying but for the past week the story has been the brutal cold temperatures and now in some spots it is starting to snow. overnight heavy snow and ice blasting the midwest into the northeast with windchills dropping well below zero. >> this is something i haven't seen in a long time. >> reporter: officials urging people to be outside as little as possible. these temperatures can cause frostbite. hypothermia already claiming lives in illinois and kentucky. >> sometimes we see a lot of people who lose fingers and toes from hypothermia. >> reporter: the minnehaha falls in minnesota frozen over in the subzero temperatures. the st. mary's river along the border of michigan also frozen. the u.s. coast guard having to cut through the ice to free the stranded ships. >> it's coming at times faster than we can keep up with it. >> reporter: winter weather alerts still in effect across several states. snow and ice creating dangerous driving conditions. in iowa as many as 20 cars ending up on the side of the road. and in michigan 40 vehicles involved in this pileup. one person killed in a head-on collision in indiana and on the idaho/wyoming border a community came together to rescue a dozen elk from the freezing water. >> good work. whoo! >> reporter: erie, pennsylvania, crushed with snow this week. volunteer emergency response teams having to dig some residents out of the historic snow. >> the neighbor had called in and she told us over there and asked us, please, please, come help me. nobody will help me and we went over and took care of her. >> reporter: just mind-boggling how much snow can fall east of those great lakes when a person has to be dug out of their home. of course, the big story more widespread is the cold air. more coming in with the little system rolling through the east. windchill warnings and advisories across the northern tier. dangerous stuff this morning. across the western great lakes and that will be moving east. minus 13 in chicago and then over the next 24 hours it drops down to single numbers, near zero across the i-95 corridor and could be the coldest new year's eve since 1962 with a windchill of minus 5 in the big apple. guys. >> it is cold outside, thank you, rob. the cold weather not expected to deter an estimated 1 million very committed revelers from descending upon times square. >> security though is going to be tighter than ever, and the nypd gave abc news an inside look. abc's marcus moore is live in times square with those details. marcus, good morning to you. >> reporter: dan and paula, good morning. they already have barricades set up here at times square and will be blocking off 22 city blocks. that is the largest perimeter they've ever had for new year's eve and for the very first time police will be screening guests at hotels and also restaurants here in times square, and abc news was given unprecedented access of the security plan for this year's new year's eve celebration. the new york city police commissioner giving some of the details of that plan to our gio benitez, and it includes bomb-sniffing dogs, as well as a network of 10,000 cameras, police officers in the subways, on the streets and in the air. that is significant because the attack in las vegas on october 1st, that was a game changer, the commissioner says. of course, they've always been aware and cognizant of a potential for someone to be at an elevated location and firing down on a crowd, but it's never happened before to that scale. they have a plan in place and that includes snipers and buildings here in times square as well as officers patrolling from the air. also, what's significant about the timing of this year's celebration is it happens in the midst of two -- after two attacks here in new york city. you'll recall a man drove onto a jogging path as well as that subway bombing earlier this month. the commissioner says what keeps him up at night is the unknown, that lone wolf who may decide that new year's eve will be the day to try to launch an attack. that's why officials have urged the more than a million people who will come here to times square to celebrate, for them to come and have a good time, dan and paula, but be vigilant and be an extra set of eyes and ears for authorities as they try to keep people safe this year. >> stakes are so high. marcus, thank you very much. we're going to turn now to a prank call believed to have led to the death of an innocent man in wichita, kansas. >> police say a so-called s.w.a.t.'ing prank led to an officer shooting that unarmed man, and abc's erielle reshef is on the story for us this morning. good morning, erielle. >> reporter: s.w.a.t.'ing is when someone falsely reports a shooting or hostage situation. in this case police now investigating whether a dispute between two online gamers led to that call. this morning, a prank call under investigation after police say it led to an innocent man's death. >> they were arguing and i shot him in the head and he's not breathing. >> reporter: in a labored voice the prankster telling 911 dispatch he shot his father and was holding his family hostage. >> the suspect advised he poured gasoline all over the house and he was thinking about lighting it. >> reporter: officers rushed to the wichita, kansas, address given by the caller thursday night. when they arrived a 28-year-old identified by his family, andrew finch, appeared in the screen door. >> show your hands. walk this way. >> reporter: police body cameras rolling as officers instructed finch to raise his hands and walk toward them. they say at first he complied but then moved his hands to his waist. an officer opening fire. >> he feared that the male had just pulled a weapon from his waistband and fired one round striking the male. >> reporter: finch's family watching in horror. >> my granddaughter who witnessed the shooting and had to step over her dying uncle's body. that cop murdered my son. >> reporter: police confirm finch was unarmed and was not the one who made that fateful call. >> last evening's officer-involved shooting is a tragic and senseless act. >> reporter: police in los angeles confirmed overnight they've arrested a 25-year-old man in connection with the s.w.a.t.'ing call. authorities tell abc news the online gaming dispute is part of their investigation but they're still tracking other leads. the officer who shot -- fired those shots was placed on administrative leave pending this investigation. police say they know that s.w.a.t.'ing is a trend, but in the case of a 911 call, they always default to believing the caller. >> horrifying story all around, erielle. thank you. >> thanks, erielle. we want to move now to politics. president trump teeing off at one of his florida golf clubs and getting ready to ring in the new year at mar-a-lago. >> meanwhile, back at the house it appears the new year will usher in a staff reshuffling. abc's david wright is in west palm beach this morning. david, good morning to you. >> reporter: good morning, dan and paula. the president is clearly enjoying the holiday break but also gearing up for the battles ahead in the new year, not only are there some big issues he's hoping to tackle, but also the midterm elections in 2018, and he needs to be at the top of his political game. this weekend brought a rare glimpse of the president teeing off. trump has made more than 60 visits to golf courses he owns since he took the oath of office but the white house usually refuses to say if he actually picks up his clubs. on friday, no such sensitivity. >> the 17th hole and i think all of you were watching my shot, right? did you see it? >> reporter: as his first year in office winds to a close, trump is already gearing up for 2018 including a reshuffle of his political team at the west wing. >> we need a republican in the house. we need a republican in the senate. >> reporter: the white house is eager to avoid a midterm repeat of recent political debacles. in alabama the president's first candidate -- >> luther strange is our man. >> reporter: strange got defeated in the primaries by the more radical judge roy moore helped by trump's own former political mastermind steve bannon. trump ended up jumping on the moore bandwagon even after several women accused moore of inappropriate conduct, even sexual assault. >> get out and vote for roy moore. >> reporter: moore's ultimate defeat became a defeat for trump too. some white house sources say the recent gop losses in alabama and in virginia underscore the fact there's a hole left by steve bannon's departure. bottom line, this is likely to be a reshuffle of folks that you've probably never heard of but we're talking key behind-the-scenes players here, the josh limon level of white house levels if you remember the old show, "the west wing" but this is a white house that's seen plenty of upheaval. 16 resignations and 7 firings so far and more expected in the new year, dan and paula. >> yeah, more reshuffling to come. thanks, david. >> aaron sorkin thanks you david. we want to move on now and bring in abc news political analyst, matthew dowd. matthew, good morning to you. >> good morning, paula. >> so after the president's win on the tax bill, he's expected to focus on infrastructure next, which he says will fulfill another campaign promise rolling out a plan late next month. he is saying this will be, quote, matt, the easiest of all. but in reality, what kind of obstacles could he face? >> well, i think it would be smart politically and for the country's sake if he did that. 80% of the country wants something done on infrastructure. the problem he has is that he's entering the midterm zone of the elections, as david talked about, and it's going to be very difficult to get democrats on board because they have no incentive, 80%, 85% of their base wants them to fight donald trump on everything and republicans because they took a trillion dollars and increased the federal deficit to give tax cuts, there is no money left over for this, so it would be great politically. he's got problems in both political parties. >> let me ask you about a tweet from the president within the past 24 hours. it reads in part the democrats have been told and fully understand that there can be no daca without the desperately needed wall at the southern border, so how is this fight over the so-called d.r.e.a.m.ers, that's what daca refers to, how is this likely to go down when congress reconvenes and what does it mean for the young people whose lives are in limbo over all this? >> i'm going to bring up an album, a famous album by pink floyd called "the wall," and there's two songs on "the wall" that i think would tell the story of what's about to happen. one song is, "is there anybody out there," and the other song is "the thin ice," and i think in both cases they describe what donald trump faces, one, is there anybody out there he's going to be able to get on this, again, he's got problems with republicans on daca and he's got problems with democrats willing to compromise in the midterm and so as the song says, he's going out on thin ice in this politically. i think it's going to be how he describes what the wall is. if he describes the wall as a fence, he's probably much more likely to get it done. but if he keeps pushing the wall as the wall he talked about on the campaign, i think it's very difficult for him to traverse that way. police officer was shot in what's being called an ambush-style attack near the downtown area. this happened friday night. that officer hospitalized this morning with nonlife-threatening injuries. police say they have one suspect in custody and a gun was found at the scene. they're searching for other possible suspects. here in new york city new details emerging about that deadly apartment fire in the bronx that killed 12 people including children. thursday night officials now say that the fire which was started by a 3 1/2-year-old boy playing with the burners on the stove spread so quickly throughout the apartment building in part because the boy's mother left the apartment door open when she fled to safety along with her children. in boston investigators are trying to figure out what caused two trolleys to collide, one rear ending the other injuring 16 passengers friday afternoon. none of those injuries considered serious. the remaining passengers left the damaged trolleys in bitter cold to walk down the tracks to board buses. and mystery writer sue. grafton best known for her alphabet series mystery novels died at the age of 77. grafton's series began in 1982 with "a is for alibi." she published "y is for yesterday" earlier this year. her family says there will be no "z." no manuscript left behind to publish posthumously. and the nfl is implementing stricter concussion rules including adding a medical specialist to monitor replays after houston texans quarterback tom savage was allowed back on the field even though he showed signs of a concussion during a game last month. the league says that from now on any player who shows signs of a defined impact seizure will be removed from the game immediately and not allowed to return. and finally 23 time grand slam winner and first time mom serena williams is making her tennis comeback this morning, and after taking after more than a year to have her baby girl, williams losing to french open champion jelena ostapenko of latvia in an exhibition tournament in the united arab emirates. williams last played almost a year ago when she won the australian open before giving birth to her daughter last september. >> i can't tell you how extraordinary that is. >> yeah. >> i'm impressed. >> i don't think i was cleared to work out until ten weeks and even then i was like struggling to do one push-up. >> and that under a deep freeze. the arctic cold claiming lives causing massive pileups on ice-covered roads. millions of americans bracing for what could be the coldest new year's eve in decades. >> yeah, bundle up or stay inside. also right now, slow recovery. authorities in puerto rico are now reporting that 100 days after hurricane maria ravaged the island, only 55% of customers have power restored. that means more than 660,000 people, they are still in the dark. >> american citizens. >> american citizens. it's estimated that some may not be back online until the end of may. that's incomprehensible. flu season is upon us. the cdc says -- all of us are coughing and hacking in the studio -- flu activity in 21 states is double the amount from last week. the south and west seeing the most patients with flu-related symptoms as it spreads and they say since not everyone who has the flu goes to the doctor those numbers are probably higher and of course, it's going to peak between now and january and the vaccine is only 10% effective but still get it. >> yeah, you still have to get it. you really do. >> i had it last year. never had it before. i had like a stomach flu. you'll know when you have influenza. it knocked me on my back for a couple of weeks. awful. >> it is tough. we're going to start this half hour with an arrest in a cold case in houston thanks to a cigarette butt and some cutting-edge science. >> a murder suspect is now in custody after police tracked him down through a controversial technique, and abc's marci gonzalez joins us with more on this story from los angeles. hi, marci. >> reporter: hi, paula and dan, good morning. this case was wide open for more than a year until police in texas say something called familial dna testing finally helped lead them to that suspect. investigators say it was a brutal murder, 50-year-old natalia shal found dead inside her baytown, texas, apartment on mother's day, 2016. she had been stabbed in the back 30 times. investigators had evidence from that gruesome crime scene, a sketch of a possible suspect and dna. but for more than a year no arrest. but then that dna was tested for something called a familial match. dna markers genetically similar to someone already in jail for another crime, and investigators say there was a hit on an inmate convicted of sexual assault. that inmate's brother would become investigators' prime suspect in shal's murder. >> our detectives were able to identify a person of interest in the case as 29-year-old byron collins of baytown. >> you are charged with a felony offense of capital murder. >> reporter: police discovered that he lived in the same apartment complex as shal, but that alone wasn't enough. investigators in houston needed a stronger link. so they started surveillance on collins and say they saw him throw out a cigarette. dna from that cigarette police say linked him directly to the crime scene. >> when we get these cases, we don't stop. we work them until we can't work them anymore. >> reporter: familial dna is controversial and criticized by some as invasive. >> the fact that there is new technology doesn't mean that we should give up on our privacy. >> reporter: but the technique first used in europe back in 2003 has been pivotal in several high-profile cases in the u.s. including the grim sleeper case in california. familial dna helped police arrest lonnie franklin who was sentenced to death in the murders of at least ten women over two decades. and only a handful of states allow familial dna testing, and while the method has proven successful in multiple cases, civil liberties groups say it has also led to false leads. dan and paula. >> tricky issue. marci, thank you very much. we really appreciate it. let's check the in some of the higher cascades. they've had a great snow year in the cascades, bitterroots and northern rockies, another foot coming. southern rockies, southern sierra not as much snow there. if you are traveling tomorrow, maybe some ice across the red river valley in through arkansas, some showers there across the gulf coast and, yeah, still cold across the northeast. that's a check on what's
