collapse. that's because senator susan collins from maine is making her position clear saying she will vote against the bill. collins is the third republican senator to publicly oppose the legislation. the others rand paul and john mccain, after the congressional budget office said millions would lose their coverage. under the gop plan. she says she has major concerns about the bill. >> it needs sweeping and fundamental changes in the traditional medicaid program. it would have changed the program in a way that would have put health care at risk for some of our most vulnerable citizens. >> collins will join her republican colleagues today at their usual private tuesday conference. it's believed that the fate of the health care legislation will be decided at that meeting. it's possible the bill may never be brought up for a vote. at least six white house officials used private e-mail for official business. this according to the "the new york times" reporting this morning. among them, ivanka trump and former aide steve bannon and reince priebus. it's not illegal to use private e-mail, but e-mails must be forwarded to official accounts so they can be preserved. the white house is not disputing the report. and the tension between the u.s. and north korea is escalating with the north saying president trump has all but declared war. but the administration calls that, quote, absurd. abc's elizabeth hur has more. >> reporter: north korea firing back to what it claims was a declaration of war from president trump. north korea's foreign minister who earlier called president trump a mentally deranged person who committed an irreversible mistake at the u.n., to which the president tweeted, just heard foreign minister of north korea speak at u.n., if he echoes thoughts of little rocketman, they won't be around much longer. he says that tweet gives north korea the right to shoot down bombers in self-defense even if they do not enter north korean airspace. last week, north korea even threatened to test a hydrogen bomb in the pacific ocean. >> my sense is that tensions are as high as they've been in anybody's recollection. we're really at a dangerous point. >> reporter: the former vice chair of the joint chiefs of wk is now to specify what will not be tolerated to avoid a military confrontation. over the weekend, rising tensions on display in north korea with thousands rallying against the u.s. this at u.s. military in a continued show of force with south korea flew u.s. bombers north of the dmz, farther than any time in nearly two decades. >> we've not declared war on north korea, and likely the suggestion of that is absurd. pentagon officials also responded saying that the military will do whatever it takes to safe guard supporter, former white house chief strategist, steve bannon. and some parts of the country will have another day of record heat today. chicago, minneapolis and green bay are among cities working on consecutive 90-dream days. record highs were set over the weekend including 91 degrees in concord, new hampshire. it will be slightly cooler in some of those areas, but the temperature will still be around 90 in chicago and detroit. new york and boston looking at low '80s. former president bill clinton commemorated a civil rights event. eight of the nine students who integrated little rock central high school 60 years ago returned for a ceremony. the nine students had to be escorted into the school by federal troops in 1957. of course you now clinton is an arkansas native and former viral too. the army vet who served three tours of duty in afghanistan could be seen just outside the tunnel on sunday with his hand over his heart, while his teammates stayed behind. his jersey selling more than any other player in the nfl now. but villanueva clarifying his actions, saying he didn't mean to throw his teammates under the bus. >> what we can get out of this we both share a plan to sort of have a response for the national anthem and respect everyone's opinions. >> reporter: when asked about the president's comments about nfl players who protest, the white house stood by anthem, sang the whole song straight, but it was what she had written on her hand that had a lot of people talking. it says proverbs 31.8-9. and if you look at the book of proverbs, it says speak up arizona and many said while she sang the anthem loudly, she had a silent message on her hand on her arm and hand there. >> all right, let's move on, shall we? yes, to the republicans effort to repeal and replace obamacare. a meeting of the gop senators today will decide the fate of the party's latest proposal. >> the only hearing on the bill was delayed by protesters who demanded it be abandoned. more than is 180 people were arrested. >> at least three republican defections will likely doom the bill's chance of passing. abc's mary bruce has the details. >> reporter: with protests mounting, the republican health care bill appears doomed to fail. late word that maine senator susan collins says she is ano, making her the third senator to come out against the bill. the republicans do not have the votes. the dramatic move comes as opposition came roaring through the halls of capitol hill. anger and frustration boiling over. the hearing had just begun when the cries rang out. >> if you want a hearing, you better shut up. >> reporter: and outside, chaos. >> you against the wall, right now! >> reporter: protester after protester, hauled off and arrested. many in wheelchairs. this man relatives. care about everyone, even the poor. >> reporter: opponents of the bill like senator john mccain have called for an open and bipartisan process, but this is the one and only public hearing on the latest plan. the witness list, mostly government officials, not average americans. >> it's a fraud. it's a fake. it's just a facade, and they don't want us to testify. they don't want us to be here. >> reporter: earlier, even the president seemed to acknowledge defeat. >> we have 52 votes. so, we can't lose any votes. i mean practically, so we're going to lose two or three votes and that's the end of that. >> reporter: so for now this bill appears to be going no where. if republicans want to overhaul obamacare, they're more than likely going to have to work with democrats. they're now going to have to need 60 votes. even after all this time, republicans can't agree on a path forward. the divides within the republican party seem too deep for now for them to fulfill their signature promise to the american people. mary bruce, abc news, capitol hill. >> and this news from john mccain, sharing a troubling development in his battle with aggressive brain cancer. he says after completing his first round of radiation and chemotherapy, doctors have given him a very poor prognosis. the 81-year-old tells "60 minutes" that he sometimes has feelings of fear, but feels gratitude for having lived a great life. we're learning the supreme court won't rule on president trump's travel ban anytime soon. the high court's decision to drop any cases related to the travel ban from its calendar comes after the president leased a new version. the new proclamation released chad as the list there of five other countries. more white house officials have used private e-mails for official business according to "the new york times." the white house is not dispute at least six officials conducted business from their personal e-mail accounts, including ivanka trump and former aide steve bannon and reince priebus. it's not illegal, but they must be forwarded to official accounts to be preserved for the record. meanwhile, president trump's national security adviser is pushing back on the notion of chaos in the white house. general h.r. mcmaster told reporters that there were people inside the trump administration who, quote, may have misunderstood what their role was. but he said those people are largely gone. mcmaster went on to say that he hasn't witnessed any chaos. in fact, the president's team is working in what he calls a sensible and effective way. republican voters in alabama heading to the polls today. in what's largely seen as a referendum on the support for president trump's agenda. now the republican primary runoff for jeff sessions senate seat has vice president mike pence even stumping for senator luther strange. but his opponent, suspended chief justice roy moore who defied an order to remove the ten commandments monument from the courtroom twice is getting support from former white house chief strategic steve bannon this morning. and polls show moore with a large lead over strange. hurricane maria is prompting evacuations for a number of areas. tropical storm warning for the look out for the virginia state line as that hurricane moves slowly off the coast. mandatory evacuation orders are in effect for a number of areas. maria has kicked up heavy surf and there are concerns about high winds and possible flooding. meanwhile, new views of the humanitarian crisis in puerto rico show more of the disastrous conditions there that hurricane maria left behind. at least 16 people are now dead. thousands of homes have been completely leveled, and many streets still look like lakes due to flooding. yesterday president trump tweeted that the island is quote, in big trouble and that food, water and medical are top priorities. puerto rico's governor says the island is facing an unprecedented disaster. he warns if the federal government doesn't help it will be an even worse humanitarian tragedy. and mandatory evacuations are under way for more than 1,000 people in southern california. the canyon wildfire in corona 20 miles east of disneyland. quickly has grown to more than 2,000 acres. strong winds are fanning the blaze. and several lanes of the major freeway are closed, backing up traffic. there are no injuries collapse. that's because senator susan collins from maine is making her position clear saying she will vote against the bill. collins is the third republican senator to publicly oppose the legislation. the others rand paul and john mccain, after the congressional budget office said millions would lose their coverage. under the gop plan. she says she has major concerns about the bill. >> it needs sweeping and fundamental changes in the traditional medicaid program. it would have changed the program in a way that would have put health care at risk for some of our most vulnerable citizens. >> collins will join her republican colleagues today at their usual private tuesday conference. it's believed that the fate of the health care legislation will be decided at that meeting. it's possible the bill may never be brought up for a vote. at least six white house officials used private e-mail for official business. this according to the "the new york times" reporting this morning. among them, ivanka trump and former aide steve bannon and reince priebus. it's not illegal to use private e-mail, but e-mails must be forwarded to official accounts so they can be preserved. the white house is not disputing the report. and the tension between the u.s. and north korea is escalating with the north saying president trump has all but declared war. but the administration calls that, quote, absurd. abc's elizabeth hur has more. >> reporter: north korea firing back to what it claims was a declaration of war from president trump. north korea's foreign minister who earlier called president trump a mentally deranged person who committed an irreversible mistake at the u.n., to which the president tweeted, just heard foreign minister of north korea speak at u.n., if he echoes thoughts of little rocketman, they won't be around much longer. he says that tweet gives north korea the right to shoot down bombers in self-defense even if they do not enter north korean airspace. last week, north korea even threatened to test a hydrogen bomb in the pacific ocean. >> my sense is that tensions are as high as they've been in anybody's recollection. we're really at a dangerous point. >> reporter: the former vice chair of the joint chiefs of wk is now to specify what will not be tolerated to avoid a military confrontation. over the weekend, rising tensions on display in north korea with thousands rallying against the u.s. this at u.s. military in a continued show of force with south korea flew u.s. bombers north of the dmz, farther than any time in nearly two decades. >> we've not declared war on north korea, and likely the suggestion of that is absurd. pentagon officials also responded saying that the military will do whatever it takes to safe guard where republican voters are heading to the polls. the president is supporting senator luther strange to take the seat that once belonged to jeff sessions. and that got some 11th hour support from vice supporter, former white house chief strategist, steve bannon. and some parts of the country will have another day of record heat today. chicago, minneapolis and green bay are among cities working on consecutive 90-dream days. record highs were set over the weekend including 91 degrees in concord, new hampshire. it will be slightly cooler in some of those areas, but the temperature will still be around 90 in chicago and detroit. new york and boston looking at low '80s. former president bill clinton commemorated a civil rights event. eight of the nine students who integrated little rock central high school 60 years ago returned for a ceremony. the nine students had to be escorted into the school by federal troops in 1957. of course you now clinton is an arkansas native and former and replace obamacare. a meeting of the gop senators today will decide the fate of the party's latest proposal. >> the only hearing on the bill was delayed by protesters who demanded it be abandoned. more than is 180 people were arrested. >> at least three republican defections will likely doom the bill's chance of passing. abc's mary bruce has the details. >> reporter: with protests mounting, the republican health care bill appears doomed to fail. late word that maine senator susan collins says she is ano, making her the third senator to come out against the bill. the republicans do not have the votes. the dramatic move comes as opposition came roaring through the halls of capitol hill. anger and frustration boiling over. the hearing had just begun when the cries rang out. >> if you want a hearing, you better shut up. >> reporter: and outside, chaos. >> you against the wall, right now! >> reporter: protester after protester, hauled off and arrested. many in wheelchairs. this man relatives. care about everyone, even the poor. >> reporter: opponents of the bill like senator john mccain have called for an open and bipartisan process, but this is the one and only public hearing on the latest plan. the witness list, mostly government officials, not average americans. >> it's a fraud. it's a fake. it's just a facade, and they don't want us to testify. they don't want us to be here. >> reporter: earlier, even the president seemed to acknowledge defeat. >> we have 52 votes. so, we can't lose any votes. i mean practically, so we're going to lose two or three votes and that's the end of that. >> reporter: so for now this bill appears to be going no where. if republicans want to overhaul obamacare, they're more than likely going to have to work with democrats. they're now going to have to need 60 votes. even after all this time, republicans can't agree on a path forward. the divides within the republican party seem too deep for now for them to fulfill their signature promise to the american people. mary bruce, abc news, capitol hill. >> and this news from john mccain, sharing a troubling development in his battle with aggressive brain cancer. he says after completing his first round of radiation and chemotherapy, doctors have given him a very poor prognosis. the 81-year-old tells "60 minutes" that he sometimes has feelings of fear, but feels gratitude for having lived a great life. we're learning the supreme court won't rule on president trump's travel ban anytime soon. the high court's decision to drop any cases related to the travel ban from its calendar comes after the president leased a new version. the new proclamation released chad as the list there of five other countries. more white house officials have used private e-mails for official business according to "the new york times." the white house is not dispute at least six officials conducted business from their personal e-mail accounts, including ivanka trump and former aide steve alabama heading to the polls today. in what's largely seen as a referendum on the support for president trump's agenda. now the republican primary runoff for jeff sessions senate seat has vice president mike pence even stumping for senator luther strange. but his opponent, suspended chief justice roy moore who defied an order to remove the ten commandments monument from the courtroom twice is getting support from former white house chief strategic steve bannon this morning. and polls show moore with a large lead over strange. hurricane maria is prompting evacuations for a number of areas. tropical storm warning for the look out for the virginia state line as that hurricane moves slowly off the coast. mandatory evacuation orders are in effect for a number of areas. maria has kicked up heavy surf and there are concerns about high winds and possible flooding. meanwhile, new views of the humanitarian crisis in puerto rico show more of the disastrous conditions there that hurricane maria left behind. at least 16 people are now dead. thousands of homes have been completely leveled, and many streets still look like lakes due to flooding. yesterday president trump tweeted that the island is quote, in big trouble and that food, water and medical are top priorities. puerto rico's governor says the island is facing an unprecedented disaster. he warns if the federal government doesn't help it will be an even worse humanitarian tragedy. and mandatory evacuations are under way for more than 1,000 people in southern california. the canyon wildfire in corona 20 miles east of disneyland. quickly has grown to more than 2,000 acres. strong winds are fanning the blaze. and several lanes of the major freeway are closed, backing up traffic. there are no injuries
