Residents were told to lock their doors and their windows and stay inside. There was a gunman who had opened fire. So obviously a very dangerous situation. Campbell police still here investigating the scene trying to figure out where the bullets went and where they landed. Thankfully no officers or residents were hurt. Now this was a very active scene. Check out this video from earlier this morning. Officers from san jose, the sheriffs office, chp and Campbell Police were searching after the man fired the gunshots. Theyre not sure who or what he was aiming at. Chp shut down southbound highway 17 during the investigation, in fact, it was the chp who spotted te man lying on the ground near Los Gatos Creek. Eventually he gave himself up and was arrested. This neighborhood is in a highprofile spot between the prune yard and across from campbell park. Shelter in place was lifted about an hour ago. As lilian kim tells us, San Francisco police are just now releasing these disturbing details. Reporter the stolen sfpd officers gun was used in the homicide of a man shot during an apparent robbery. The gun belonged to an unnamed, quote, highly decorated veteran of the department who is said to be devastated. According to the president of the Officers Union there were no visible signs of the burglary and the officer did not realize the vehicle had been broken into nor that the firearm had been stolen. The news surprised members of the San Francisco police commission. I just was concerned and surprised there wouldnt be more care in leaving a gun in a car. Reporter a similar case involved kate steinle, shot and killed with a gun stolen two years ago. Since her death new laws require firearms to be secured in an unattended vehicle whether it was locked in this latest case is unclear. The weapon is supposed to be stored in a locked container thats affixed to the vehicle, so i dont have those details yet because the investigation is ongoing. Reporter this woman says the man lived in her district where he volunteered for violence prevention programs. He was the example of how these programs work. We have a multicar crash blocking two lanes down to one lane now and thats counter commute side so youre seeing a little red filling in westbound but no delays on the eastbound side. We arent even moving. We just got onto the freeway. They have opened one lane and even that doesnt seem to be helping, at least where we are. We are at a standstill. We are on westbound 580 where we have been told a big rig is wrecked and there was a fire and there is a fatality. So you can expect its going to be this way for a while. In fact, i did just check in with the chp to ask when they think theyre going to be reopening this, and they havent even given estimated time. It is encouraging they opened one lane at least so some cars can get through here because at one point it was completely shut down. They have opened one lane so people can attempt to get to where they need to be this Michael Jordan but its not looking good and as we were going against this traffic we just saw lights and cars that were stopped for as far as we could see. I mean, a huge backup already at only 5 30 this morning. This just happened an hour ago. You can see people the car in front of me right now looking frustrated, for a way out. I dont know what he thinks hes going to do but he looks like hes going to try something. Lots of frustration here as people are at a standstill. For this mornings commute. Im going to toss it over to alexis who can give us more details on how this looks from up above and how you can avoid it. Alexis, what can people do . Like you said, you do not want to get on westbound 580. Total gridlock and i did check we to about seven miles now, that does reach the 680 interchange all the way coming into Castro Valley so this crash, again, happened about 4 15 this morning, just before you get to the eden canyon exit. They did open one lane. We had all lanes blocked for about 45 minutes. Really that is barely a lane that we have open. Essentially theyve opened up the off ramp and folks can get around on the off ramp and swerve back on once they get past the crash scene. Were looking at this front semi and this is what i believe happened according to chp. That broke down in one of the lanes around 4 10. Unfortunately, it looks like folks did not see the semi in the middle of the roadway. There is a vehicle crunched in between this semi and the one behind it. The person in the middle did not survive. Thats why we have this fatality investigation. We likely are going to have at least some lanes blocked for at least a couple more hours here this morning. So quickly flip over to my traffic maps and show you what this looks like there. It is just a solid line of red. So Dublin Canyon road for an alternate. If you are heading out of the dublin area or if you want to head north on 680, i just heard from one of our viewers. She said she took that herself and that looks good. I want to take you back to sky 7 where we have a major problem westbound 580 in the Castro Valley area. This is a fatal crash and we have a lot of things going on this morning and likely a long time before we get this totally wrapped up. One lane is getting by. Thats an improvement. It was fully blocked tore about 45 minutes this morning. But weve got some major damage to one of those tractortrailers involved in this. It was a threecar crash total. Theyre bringing in another semi to offload that before they can get it towed out of the way. Were hearing a lot of fluid on the roadway. Theyre going to have to bring a caltrans crew in and then wrap up the fatality investigation as well. Its tough to see. Theres a vehicle pinned in between the two semis. It started with the semi in front that was disabled sitting in the middle of the roadway. So very large Emergency Response still on the scene, very large backup as well. Ill show what you this looks like. A stretch of 580 that usually youre okay at this point but this is a major sig alert with one lane getting by. You can head north and take crow canyon road. If you are heading in the south bay direction thats a better bet than getting on 580 or Dublin Canyon road is an alternate as well. Just whatever you do dont get on westbound 580. 6 miles an hour approaching up to 27 miles an hour as you inch around that collision. Obviously just a terrible situation on the roads this morning. The investigation into russian influence in the 2016 elections is focusing heavily on social media and two Big Local Companies in particular. According to bloomberg special Counsel Robert Mueller and fbi agents are zeroing in on how russia spread fake and damaging information through twitter and facebook. The news comes a week after facebook shut down about 470 accounts it says are run from russia. The Senate Intelligence committee is considering a public hearing on russias use of social media to manipulate voters. Former stanford swimmer brock turner is now a college law textbook example. His mug shot appears next to the definition of rape in an edition of introduction to criminal justice. Now this story went viral after a Washington State student shared a photo of the textbook on facebook. Turner wasnt actually convicted or even charged with rape. He was convicted of Sexual Assault last year and released from jail after serving three months of a sixmonth jail sentence. He moved back to his home state of ohio where he had to register as a sex offender. A bill aimed at cutting the backlog of rape kits is head to go governor brown. It would allow californians to donate part of their income tax returns to help governments pay for the testing. The kits are used to identify rape suspects through dna evidence. Its an issue the iteam has reported on extensively. A state audit found as many as 1,900 sat untested. A judge tossed out criminal charges against one of the officers accused in the police sex scandal. According to the chronicle the judge says theres not enough evidence to show the former Oakland Police officer obstru obstructed justice. He was one of the officers charged after alleged encounters with jasmine abuslin. They agreed to pay about a million dollars. She has filed a similar suit and legal claims against other police departments. A bill headed to governor browns desk would secure parental leave for workers at Small Businesses across california this would ensure them up to 12 weeks of unpaid leave to care for a new child. It applies to businesses with 29 to 50 employees. Companies with more than 50 employees are already covered by existing law. The bills sponsor says 40 of Small Business workers are at risk of losing their job when they want to take time off to care for a new child.
