reporter: the wind was howling this morning in the south bay. street signs swinging and debris flying. piles of pine needles on lark avenue in los gatos created an obstacle course for cars. chp got creative, used a flat bed tow truck to push a tree limb off the roadway. wind also knocked over branchs onto power lines. pg&e says 11,000 customers without power at peak of the wind storm between 2:30 and 5:00 a.m. winchester boulevard avenue san jose were out. rerouting traffic for drop-off. >> text to walk if you can because of this huge tree right here. >> reporter: massive tree split in vendor had cash taken by uc berkeley police officer says he didn't know what to think at the time but tried his best to obey the officer's orders. >> translator: at that moment i was in a state of shock because of what was happening to me. i don't know how to explain it. state of shock when i saw he was taking his money. >> take his hard-earned money? >> reporter: officer was acting on orders from supervisor to issue a citation. not clear if it included seizing the cash. spoke offcamera with the officer who urged people to consider full context of his interaction and emphasized it was
