Reporter good morning, natasha and reggie. The winds have really calmed down a lot in the past 15, 20 minutes or so. Still breezy outside but you can see whats left behind. Here we are on lark avenue by highway 17 and youve got big piles of these pine needles in the middle of the road. You have tree branchs as well. Power outages are a major issue. Were talking about 11,000 customers without power at the height of this wind storm this morning between 2 30 and 4 00. Now were being told there are about 4,500 without power in the south bay. Thats the good news. We dont know when power will be restored. Pg e is scrambling to get crews pg e is scrambling to get crews to several different locations. This is near peach hill road. A very dangerous situation firefighters keeping watch. You can see another tree down and theyre getting creative using a tow truck to actually remove this tree and a big issue when i was driving in the san jose area, major intersections without power. So when you come to that intersection because theres no lights on in that area sometimes its hard to see those stoplights in the area, so some people are going right through them. Its easy to do. Slow down if youre in the san jose area. treat them as fourway stops. Very dangerous for people driving right now but, again, the good news, the winds have died down, which is going to make it easier for pg e to get out and theyre not continuing to chase these new incidents that are popping up. Theyll begin at dawn with the unfurling of an American Flag down the side of the pentagon. Thousands of First Responders, survivors, and relatives of victims will pay their respects of the lives taken on this day in someone. Everything will stop at 5 45 our time, the moment the first plane hit the World Trade Center in new york city. At ground zero family members will gather as the name of each victim is read. The plan is to ring a bell at 6 59, t time the south tower of the World Trade Center collapsed. Fire administrators say they planned this because they never want people to forget the sacrifices the firefighters and other First Responders made as they headed into those buildings to try and save those people that day. Hurricane irma slamming tallahassee. The hurricane first made landfall as a category 4 storm on sunday morning and you are watching wind gusts up to 142 miles an hour in naples yesterday. At least five people are dead. 27 in the caribbean. And at the live desk i just got some breaking news, Hurricane Irma now actually a Tropical Storm, it has been downgraded. Were watching the federal response to the damage that irma has left behind. Live in washington, d. C. , with how those officials are already getting prepared. Reporter good morning, jessica. This is an all hands on deck situation. Over 32,000 federal responders are in place ready to assist in the wake of Hurricane Irma. Across florida families are hunkering down in school gymnasiums and sports arenas to ride out the storm. More than 500 shelters are open housing more than 116,000 people. Gary horner and his family sought refuge. It makes a difference. Reporter as thousands wait out the storm the first signs of the widespread Power Outages expected across the state. Nearly 6 million florida customers already without electricity, thats more than half of the customers in the state. Utility vehicles are standing by to turn the lights back on as soon as its safe but its unclear when that will be. In preparation for the storm the u. S. Military sent more than 4,000 personnel to the region to assist fema and florida officials. The coast guard is readying for search and rescue operations and c130 cargo planes are expected to arrive in the florida keys today to assess the situation. Over the weekend at camp david President Trump received briefings on the storm. And back at the white house expressed confidence in the federal response. The bad news is that this is some big monster, but i think were very well coordinated. A cal alum is taking up a campaign that has gone viral and its all because of this facebook video. It shows a food vendor in berkeley being cited by Campus Police for not having a permit. Abc 7 News ReporterLisa Amin Gulezian shows the outrage. Thats not right. Reporter the one filming Berkeley Police cite this food vendor after yesterdays cal game is martin flores. The father of three studied at cal. He says when he saw this he doesnt have a permit. Reporter he was outraged. He chose this one vendor selling hot dogs, an individual who was probably vulnerable, an easy target. Reporter flores insists what happened next crossed the line. Youre going to take his hardearned money . Yep. Reporter Police Confirmed the officer took the vendors money and booked it into evidence. The vendor, who goes by juan, asked for the money back but was given a notice to appear in court instead. Flores posted the video on his facebook page. It didnt take long before it was viewed more than 8 million times and shared over 135,000 times. Flores then started this go fund me campaign to pay for juans legal defense. The goal was 10,000, its raised more than double that. Im working for you. Reporter meantime a separate online petition started to have the officer in question removed from the department. That goal is close to being met. We reached out to uc berkeley officials who say theyre aware of the incident and are looking into it. Notice how they collapse into just nothing within two hours. All of that air rushed out of the storm, moved north through our valleys and accelerated a little bit when it gets squeezed. Its the same thing you saw happen in miami with irma. When you push wind through Tall Buildings it squeezes them and accelerates them, and thats what we had move through this morning, why we have the Power Outages in the south bay. And we are tracking developing news, a mass shooting in texas. Police say at least eight people are dead including the suspect. Two others are hurt. The shooting happened last night at a Home Northeast of dallas. Police say a responding officer went inside and confronted the suspected gunman. That officer opened fire killing him. So far police have not said what led up to the shooting. Former white house Spokesman Sean Spicer starts his new career as a public speaker. This is what remember last time we had an area of low pressure from the south, it dragged all that heat and humidity up our way. This one is doing pretty much the same thing. This one has a little bit more energy as you can see by all the lightning strikes that its producing. Right now those are rotating out over the ocean but as this low draws closer this afternoon and overnight, thats when well have a chance of seeing some of those showers. You can see by noon starting to creep into the monterey bay. 4 00 theyre still down to our south but notice as we head into deeper into the evening rush some scattered theres one there, one there, one there and one there. Thats highly scattered showers and possible thunderstorms. And they continue during the overnight hours through about 4 30 tomorrow. And then moves to the north. And then more redevelop tomorrow afternoon. Notice theyre not quite as widespread as theyre going to be with the first push of this wet weather. Unfortunately we had some high wind gusts that knocked out power in a few areas in the south bay in the Early Morning hours and that means a high wind advisory on highway 17 right around hamilton avenue. Chp was reporting smaller tree branches and some debris earlier this morning. Be on the lookout for that. State route 17 at lark avenue, thats one of those spots where we have some dark stoplights. So you know what you have to do there, treat those as a fourway stop and use extreme caution on the roads today. Drive time from westbound 580 tracy into dublin not looking so good. Says they will have plea hearings in oakland today. This video from last week shows the deputies arraigned in dublin. The d. A. Says they mistreated inmates at the jail. Several are accused of letting inmates throw feces and urine at other inmates. Mcdermott is suspected of choking an inmate. Prosecutors say he threatened a witness. Developing newsinerkeley. The city council will discuss Police Accountability reform at tomorrows meeting. The daily californian reports councilmembers will consider strengthening the commission. They want to improve use of force reporting policies and give the commission full access to the citys records. Citizens would need to vote on the issue next year. The center for policing equity advised the council to make improvements after black lives matter protests in 2014. Berkeley police were accused of using Excessive Force involving tear gas, rubber bullets and batons to control protesters. Developing news out of San Francisco where a plan to improve tenderloin street lights is on hold again. According to the chronicle it stems from a dispute between pg e and the San FranciscoPublic Utilities commission which owns the street lights in the tenderloin project area. The commission accuses pg e of quadrupling the connection fees stating the utility wants to charge 107,000 for the work. Pg e says the new service fees were reached after revisiting an expired and outdated agreement and will not resume until the Commission Signs that agreement.
