a quick look at our weather with our meteorologist lisa argen. >> good morning to you. hi, everyone. certainly a warm start to the day. but i don't know if you noticed, we definitely had a wind shift out there. southerly winds off the coast allowing for a marine layer. trying to reform and live doppler 7 showing cloud cover so these elements will combine for a cooler afternoon. anywhere from 5 to 20 degrees cooler. there is the spare the air alert again. 81 in mountain view. the flag is blowing there, the colden gate ridge. 70s, santa rosa and napa. we're looking at excessive heat with temperatures over 100 degrees inland in the pink shaded area. heat advisory along the bay and the coast. most of the cooling today. with that spare the air alert, once again, inland east bay will be last to see improving air quality as well as the south bay. it is going to take a couple of days to get there, as you go through the morning hours, you'll notice the numbers will climb slower to the afternoon highs with mid-80s and mid-90s by noon time. by 4:00 in the afternoon, looks like livermore could see 106 with 90s around the bay and 70s at the coast. we'll talk about when the fog comes back in earnest and what the week looks like ahead. it will be much, much cooler. developing news out of north korea. the rogue nation appears to have carried out its sixth most powerful nuclear test. north korean officials say they detonated a hydrogen bomb that could be mounted on an intercontinental ballistic missile. abc news reporter ian pinnal has details from the london bureau. >> reporter: overnight the north korean state news agency announcing what is believed to be its most powerful nuclear test yet. a hydrogen bomb fitted for an intercontinental ballistic missile. striking new images coming in of kim jong-un inspecting the bomb that north korea says has unprecedented strength. the announcement coming hours after the usgs detected a 6.3 magnitude explosion near the site where all the nuclear tests were conducted underground. south korea calling it an artificial earthquake, japan saying it may have been caused by nuclear tests. seoul believes the hydrogen bomb is four to five times stronger than the one dropped on nagas i nagasaki, japan. >> the largest one we have seen them do before. >> reporter: the latest provocation, further highlighting the tensions between the u.s. and north korea over the rapid expansion of its missile program. >> north korea best not make any more threats to the united states. >> reporter: just weeks ago, president trump making a bold statement in reaction to kim jong-un's threats to guam. >> they will be met with fire and fury like the world has never seen. >> reporter: just four days ago, the u.s. joining forces with south korea for joint military exercises, flying bombers in a show of force after kim jong-un launched his 23rd missile. >> that was ian pinal reporting. president trump responded on twitter this morning, tweeting north korea conducted a major nuclear test. their words and actions continue to be very hostile and dangerous to the united states. north korea is a rogue nation which has become a great threat and embarrassment to china, which is trying to help but with little success. south korea is finding their talk of appeasement with north korea will not work. they only understand one thing. u.s. agents made a thorough inspection of the russian consulate in san francisco after diplomats packed up and moved out this weekend. russia's ministry of foreign affairs posted video of the inspection on facebook and twitter. the russians were not happy the trump administration kicked them out of the san francisco consulate and two others in the country. yesterday russian leaders told a u.s. diplomat in moscow the searches could be used to, quote, plant compromising objects. the u.s. state department allowed russian embassy personnel to walk along as it conducted the inspections. abc 7 news was outside the consulate to see an agent from the u.s. state department's bureau of diplomatic security keeping watch. russia promised to reciprocate for what it calls gross violations. now to our other top story, the heat wave in san francisco, people are trying to escape the heat this weekend in the shade or at the beach, wherever they can. abc 7 news reporter lonni rivera has the story. >> reporter: delores park looked like an oasis beside a hazy, hot skyline, a place where people normally seek sun, they formed human islands to take shade under trees. >> i can't stand the heat, sweating everywhere. >> reporter: this bashl lbachel party is not what they expected. >> it is hotter here than in san diego. >> reporter: as the sun continued its three day assault on the bay area, a beacon meetup group braved the heat. >> too hot to eat anything. >> reporter: fire and ems officials responded to a heat related emergency, a woman was suffering from dehydration. officials saw a 25% spike in heat related emergency calls this saturday. on one of the hottest days of the year, the city by the bay, the mission community pool is oen with extended hours and it is free to swim. all city pools are free during the heat wave, a decision coming from the san francisco mayor. >> nice courtesy from the city, you know, because it is so unbelievably hot. >> reporter: hot enough for a rare long beach day, ocean beach was packed and a similar scene at chrissie field. a beach where typically the water is too cold for swimming, not so this saturday. >> it was really refreshing. >> how cold? >> no. it wasn't cold. >> that's rare. >> yes. >> reporter: by day's end, the clouds took over, fading away the hot sun over east beach, with visitors enjoying every last drop of an unusually hot, gorgeous september saturday. in san francisco, lonni rivera, abc 7 news. fremont nursing home resorted to a backup generator because of a power outage that left them in the dark. residents of the windsor park care center say generators provided some, not a lot of relief from the extreme weather. the generator powered some lights and air conditioning, but families concerned about their loved ones say it was not enough to ease worries about the heat's impact. inland where we typically expect triple digit numbers, the heat impacted businesses, events and emergency staffing levels. abc 7 news reporter lisa amin gulezian was in alameda county where there were more calls for help yesterday. ♪ >> reporter: imagine playing the bagpipes under the hot sun, while wearing wool. at the scottish highland gathering and games at the alameda county fair grounds, it is a must. and this triple digit heat traditional garb is causing problems. >> discomfort starts to go away as you become used to it, but then you start getting dizzy. >> reporter: this year's attendance numbers are extremely low. half of what they were last year when about 40,000 were here. organizers say this is the hottest it's been in a quarter century. and so they added misting stations. and medics are passing out water and ice packs. >> we have had about 14 or 15 heat related calls and the symptoms for that have been just general nausea, weakness, a few people have been vomiting. >> reporter: one of the athletes competing in the heavy event games was even treated for heat related issues. the calls for help all over the county have increased. >> we're getting a lot more medicals, heat related medicals. >> reporter: at the alameda county fir department, worry is two fold, the heat and the increased fire danger. a hydration unit will follow crews responding to fires this weekend, extra rigs will be available and staffing is up. until there is a significant cooldown, the department won't risk offering mutual aid to agencies outside of the county. in alameda county, lisa amin gulezian, abc 7 news. scorching heat in petaluma did not keep this sign spinner from trying to draw business. people sought relief wherever they could, cooling centers, pool, parks. at 2:30 yesterday afternoon, temperatures hit 109 degrees in sonoma county. the santa clara valley transit authority is making it easier for people to keep cool during the heat wave. today, and tomorrow, vta is offering free rides to cooling centers. all buses and trains have air conditioning, cooling centers in san jose are open from 1:00 this afternoon until 9:00 tonight and they're being held at the roosevelt, camden and south side community centers. you'll want to download the abc 7 news app and enable push alerts for the latest temperatures where you live and the heat advisories. we also have a list of cooling centers in that news app. and, lisa, boy, i am ready for this to go away. it is going away. right now, 68, half moon bay. 88 inland. noticing of course the poor air quality, the smoky atmosphere, that continue today, but temperatures are going to climb as quickly. we're talkin above average again, not as hot, but there will be dramatic cooling in parts of the bay. you're going to have to wait a few days inland. i'll explain next. also ahead, b.a.r.t. delays inevitable this weekend because of the heat, but riders headed to the east bay could experience delays due to another reason as well. and the biggest fire in los angeles history continues to burn this morning. the frantic effort to keep it from reaching major residential neighborhoods. welcome back. 9:14 on this sunday, september 3rd. this is a live look from our mount tamm cam. well, hey, this sweltering heat has just been oppressive these last few days. what is going to happen with the labor day holiday tomorrow? will we be able to catch a break? lisa knows. she'll be along shortly with a full accuweather forecast. developing news near portland, oregon, where a massive wildfire is burning near the columbia river. the flames trapped at least 100, 140 hikers in the columbia river gorge. helicopters airlifted some of them. some are sheltering in place until they can hike out later today. that fire burned at least 130 acres. flames have been seen burning popular hiking trails along the pacific crest trail. in southern california, los angeles is dealing with its largest wildfire ever. this is a live look right now of the smoke. that fire has now grown to 8,000 acres. hundreds of people have been forced to evacuate. officials plan to give an update on the fire around 10:00 this morning. abc news senior national correspondent jim avila has the latest. >> reporter: overnight, the largest blaze in los angeles history exploding across 8,000 acres of land. forcing the evacuation of at least 700 homes in burbank, glendale and >> i encourage all homeowners to clear your brush. give us a chance to save your house. if it is not cleared, the fire is going to burn the fuel all the way up to the house. >> reporter: this man captured on camera atop his roof, trying to put the fire out himself. wildlife fleeing, residents racing to get their own animals to safety. >> all of the memorabilia i needed to get out is in the car. >> reporter: firefighters and helicopters dumping thousands of gallons of water to try and slow down the blaze. the fire now 10% contained, and luckily no one has been hurt. but officials are working with reduced numbers, 100 l.a. fighters unavailable, dispatched to texas to assist with hurricane harvey. this morning, the call is out for additional firefighters from around the state to lend a hand. jim avila, abc news, los angeles. and a fast moving brushfire has burned at least 3300 acres in riverside county. this morning the l.a. times reports fireworks may have started those flames. cal fire tweeted these photos of the palmer fire as of 7:00 this morning. just 15% contained. that fire started yesterday afternoon. mandatory evacuations in place for some 400 residents, firefighters worked overnight to try to douse those flames. a two alarm fire tore through a condo in ross moyon near walnut creek last night. this is what firefighters encountered when they first arrived at the scene along rossmore parkway. fire officials say a man was trying to light his barbecue grill when the propane tank flashed on him. he got his family out before the flames spread. but at least two units in the complex were destroyed. two others were damaged, fortunately no one was hurt. the final phase of the demolition of the old eastern span of the bay bridge began with a bang. two of the 13 original marine piers supported the former section of the old bridge were successfully imploded yesterday morning. the demolition causing a brief slowdown in traffic. cal trans says monitoring a marine and wildlife showed no significant impact. >> efforts we take to ensure that there are not wildlife, not only birds but also mammals and porpoises was very successful. the operation of stopping traffic was very temporary. >> there is still more work to remove 11 other marine piers that will continue on weekends through mid-november. that means drivers can expect rolling delays and a closure of the bike and pedestrian path during the demolition times. now, your accuweather forecast with lisa argen. >> good morning to you. here say look at live doppler 7. changes in store i think you'll like today. setting the stage for a more typical week ahead, not going to be dramatic today. subtle changes inland. numbers will be coming down everywhere. here is live doppler 7, look at the cloud cover. this is due to a tropical system that continues to evictim cloud cover to the north of us by tomorrow and tuesday you really won't notice the relative humidity increasing. will feel really muggy out there. today, we still have the smoke, we'll have that again tomorrow. bu changes are occurring in the upper levels of the atmosphere, with the wind, allowing for a marine layer to try and form the next couple of days. but it will form enough that the winds will allow for some cooling today. 73 in the city. 78 in oakland. in the 80s, mountain view, san jose, gilroy. 69, half moon bay. didn't cool after that much yesterday from the excessive heat and that's why once again today the numbers are going to be very warm, excessive heat warning inland, not as hot. 5 degrees cooler inland for you. 77 santa rosa, more dramatic cooling as you get along the coast. and around the bay. it is 85 by the delta. 81 concord and livermore. so the flag here, blowing a bit. and we're not going to see that surge of marine air, but we are looking at things to generally turn around for us today. more dramatic tomorrow and getting back to normal, by about wednesday. so excessive heat inland, the heat advisory, temperatures begin to tumble as we get to wednesday. let's go through the next several days, hour by hour, you'll notice all the cloud cover today, 4:00, and then overnight, we still have more clouds, this is labor day on monday. and once again, some smoke, some clouds, and some cooler weather, most importantly. today, still warm at the coast. 70s and 80s. southwest winds up to 20. partly cloudy skies. it was over 100 in santa cruz yesterday. today, in the 80s. for your labor day, we're in the 90s. typical summer spread, still above average, though, with 80s around the bay. by tuesday, numbers continue to come down. into the 70s around the bay. so today, day of transition, as the heat still will be with us around the bay, but not as bad. 97 in santa clara, that's hot, i know. on the peninsula, mid-90s. feel the wind coming off the ocean for a bit today. 83 in the city, north bay numbers, but 99 santa rosa, 93, san rafael. down 8 to 10 degrees there. in the east bay, another 10 degrees cooling with 94 in union city. castro valley, low 90s. head inland and we'll see that oppressive heat, thus the heat warning today in the inland valleys and of course always very dry out there. 102 in concord. with this subtropical moisture fetch, a few sprinkles in the next couple of days. that's going to help in our cooling. accuweather seven-day forecast showing today, very, very hot out there, and download our accuweather speed as a precaution against rail movement. the rails expand and contract depending on temperatures. b.a.r.t. spokesperson tells abc 7 news they have extra staff working this weekend in the event of any heat related issues. in addition, the lake merit station is closed for maintenance and repair work. crew s are installing new tracks and other equipment. b.a.r.t. says it could lead to delays of weather with our meteorologist lisa argen. >> good morning to you. we're going to give you a tour around the bay. you already can see and know about the smoky conditions plaguing the area, the clouds. that's a new element that's going to take us through the day today. a warm morning, 73 in san francisco. 84 in san jose. 85 in gilroy. on the coast, 69 degrees. we're looking at some signs of change out over the ocean with the wind shift, but the clouds are here too, in santa cruz. everyone cools off today. anywhere from 5 to 20 degrees. 77 santa rosa. 81, novato. 81 livermore. national weather still issued a heat warning for our inland areas until 9:00 tonight. and it is around the bay and the coast, it becomes a heat advisory. so still some very, very warm temperatures with the bad air quality, mostly noticeable there in our inland east bay and the santa clara valley. this will hold true for labor day as well. you can see the flag there blowing a bit. throughout the afternoon, in the 80s and 90s with the clouds. and by 4:00, it is still hot inland, but we're going to keep it at 1 05, 106, with 90s around the bay. looking at more cloud cover for the holiday and beyond, but with that, the temperatures will also come down. so i'll have a look at your extended outlook, getting back to normal. that's in a few minute s. >> sounds good, lisa. along the gulf coast this morning, cities are still submerged. people desperate for clean drinking water. the president and first lady toured the damage yesterday. abc news reporter victor oqindo has the story. >> reporter: president trump and first lady melania back in texas for the second time this week, focusing on those whose lives were upended in houston. connecting with families displaced by the historic flooding and spending extra time with the youngest victims. some even getting a presidential hug and kiss. >> as tough as this was, it has been wonderful, even for the country, for the world to watch. it has been beautiful. >> reporter: the president took a more hands on approach on his second stop. a church in houston now serving as a distribution center, praising members of the army and coast guard and addressing how long it will take for the area to recover and rebuild. >> they say two years, three years. i think that because this is texas, you'll do it in six months, i have a feeling. >> reporter: cleanup and recovery efforts continue across the texas gulf coast, we watched families clear out their water logged homes, piles of debris lining the streets. schools also drying out. the start of the school year delayed. an estimated 10 to 12,000 students will need to be temporarily moved to new schools. >> this is hilliard elementary school, one of more than 20 schools that suffered what the district is calling extensive damage. look at the front here, you have sandbags that still line the doors here. this hallway, it is a mess, clearly a lot of water came through there as well. >> every piece of flooring is going to have to be ripped out, walls will have to be ripped out. there is electrical damage. that kind of extensively damaged campus won't be open for months. >> as you saw, hundreds of evacuees are staying at the nrg center in houston after harvey. yesterday, james harden paid a special visit, promised to donate $1 million for hurricane relief efforts. >> a sad time. like i said, we have to find a way to push through it, find a way to put smiles on people's faces and get back to being strong as we were before. >> the houston rockets organization is also chipping in, the team announced its owner leslie alexander will donate $4 million. this weekend, more than 60,000 people are evacuating, two german cities after the discovery of a pair of world war ii bombs. in frankfurt, police are clearing out homes, businesses, police headquarters, and two hospitals. all within a mile of one of the bombs which was uncovered during construction. firefighters said it was 1.4 tons of explosives and could flatten the city block. it is germany's biggest evacuation since the end of the war. 60 miles away, thousands evacuated yesterday, police choppers used heat detecting cameras to make sure everyone is gone from both cities before control detonations. germany's bomb disposal unit detonates about two dozen bombs area year. work to fix the oroville dam is near completion. they believe it will be finished by its november target date. back in february, that spillway collapsed, forcing waters in the reservoir to rise to dangerous levels. and forcing the evacuation of nearly 200,000 people. reporter drew malaea has an update on the work. >> reporter: the damage is done. now the fix. >> this is a new never happened before event. >> reporter: officials with the department of water resources knew the task would be tough. rebuild a collapsed spillway on the largest dam in the united states. and do it in an accelerated timeline. >> we're on schedule to finish reconstructing the main spillway by november 1st. >> reporter: that's erin, a spokesperson with dwr. she says roughly 600 people have been working around the clo demolishing what was left. the spillway is 3,000 feet long and the width of a 16 lane highway, with the demolition done, hand crews go over every inch of bedrock to make a smooth surface. >> they vacuum the rock and power wash it to make sure it is clean, to make sure the concrete can bond to the rock. >> reporter: two months from the completion date and new concrete is now being laid. >> about 25% done with placement of structural concrete, which includes rebar. >> reporter: not much of the 1961 crumbled version of the spillway remains. gravel, concrete and steel, now being used on the new chute. >> brought all of our standards back up to 2017 standards to ensure we don't have any problems again. >> that was drew reporting. state water officials say it is unlikely they'll be enough rain to force them to open the gates of the spillway. the suspect in last week's deadly shootout that claimed the life of a sacramento county sheriff's deputy has died at the hospital. 32-year-old thomas daniel littlecloud is from castro valley. investigators say he killed sheriff deputies robert french and wounded two officers as they were investigating a stolen car at a motel in sacramento. littlecloud was critically wounded in a gun battle with the deputies wednesday. he died from his injuries yesterday. a woman from oakland has been arrested in connection with that incident. work will soon begin on the historic 1878 napa courthouse, which was damaged in the 2014 earthquake. the napa valley registrar reports the board of supervisors approved an $11.6 million contract with richmond based alton construction, the crews will repair a hole near the roof line, some cracked walls, patch up fallen bricks. the county will watch over the work to make sure the historic details are maintained. another $6 million have already been spent to stabilize the structure. in all, the restoration will cost $18 million with insurance covering most of it. construction is under way at castle rock state park. take a look. we have some artist renderings from the fund. this new park, the entrance will look like this when the project is complete next may. our media partner the bay area news group reports construction began last week. so far the fund-raised about $7 million for the $8 million project. castle rock spans over 5200 acres between silicon valley and the santa cruz mountains. still ahead on abc 7 to the past couple of days and it is. but the afternoon, we will not see the numbers continue to crank up like they have been. so look at that. yeah, just a ton of haze and muck out there. excessive heat warning again today. inland valleys and around the bay, heat advisory for the coast and we'll look for the temperatures to really come down in the atmosphere to clean out. looks like after clouds, but this is when the measure of moisture in the air, what we call the dew points, really kran cranks up, monday and tuesday and wednesday, will feel sticky around here. one more day, former gang members, the addition of this new machine will allow the program to expand. david louie has the story. >> reporter: it is a newer faster laser device for removing tattoos. san jose and santa clara valley medical center have three of them. for over 20 years, a program called clean slate has targeted former gang members seeking a fresh start. but now victims of human trafficking will be offered tattoo removal. mario runs clean slate and he says the sex trade often brands or tattoos young women against their will to exert ownership. >> they'll put their names on their necks, faces, wrists, anywhere on the body, to be able to remove that marker off that young victim of sexual trafficking i think exponentially speeds up their transformation and recovery. >> reporter: leah lee offered to test the new laser device to remanufacture a wrist tattoo. >> it is a confidence thing for me. not something i was walking around showing off. to get rid of it will be a fresh start. >> reporter: it will take a series of treatments to break up the ink. the first treatment showed results and she says it didn't hurt much. rebecca got tattooed at age 15 and now she's about to get her four year degree, she's getting herta t tattoos removed. >> i kind of wanted to get one myself because, i mean, i thought it was cool. when i got at the time had a significant meaning to me. but it doesn't anymore now. >> reporter: for human trafficking victims, supervisor cindy chavez believes this program will accelerate healing. >> they're trying to transform themselves internally. having the tattoo removed can be life changing. >> reporter: david louie, abc happening today, brazilian day in the san francisco bay. art celebrating brazil's independence day which is officially thursday. today there is a street party with traditional song and dance and berkeley, the group will also re-create the lava jam, a cleansing ceremony that washes out the old and brings in the new. the festival
